The Natural Language Processing (NLP) community has witnessed huge improvements in the last years. However, most achievements are evaluated on benchmarked curated corpora, with little attention devoted to user-generated content and less-resourced languages. Despite the fact that recent approaches target the development of multi-lingual tools and models, they still underperform in languages such as Portuguese, for which linguistic resources do not abound. This paper exposes a set of challenges encountered when dealing with a real-world complex NLP problem, based on user-generated complaint data in Portuguese. This case study meets the needs of a country-wide governmental institution responsible for food safety and economic surveillance, and its responsibilities in handling a high number of citizen complaints. Beyond looking at the problem from an exclusively academic point of view, we adopt application-level concerns when analyzing the progress obtained through different techniques, including the need to obtain explainable decision support. We discuss modeling choices and provide useful insights for researchers working on similar problems or data.

This study addressed the efforts exerted on the implementation of decentralization management system employed a few years ago in a governmental institution. More specifically, this study attempted to assess the perceptions employees hold about the decentralization package, their decision-making practices and correlations among participants’ perception, decision-making practices and provision of resources. To this end, of one hundred and fifty employees, fifty of Debre Tabore Municipality administrative, in Amhara regional state, were selected in a mix of systematic and stratified sampling technique. Likert scale and frequency count itemized questionnaire administered and forty-eight sheets of questionnaire were returned filled in.  The major findings showed that participants had a reasonable level of awareness on the positive roles of decentralization, considerable level of decision-making practices and some degree of perceived provisions of resources or support. Besides, there seemed to have positive relationships among the participants’ perceptions about municipality decentralization, input provision and practice of decision making. small but positive correlations among perceptions. A mere degree of variations of responses to the perceptions and practices of decentralization were also seen due to background differences in gender, position and work experiences. In light of the results, the decentralization could be implemented with a more focus of employees’ concern on resource provisions and shared commitment.

The article presents the socio-demographic and criminal-legal characteristics of persons who have escaped and evaded punishment in settlement colonies and areas of settlement colonies. The subject of the article is the analysis of statistical data on the results of an empirical study conducted in 2020 by the Federal Governmental Institution «Research Institute of the Federal Penitentiary Service of Russia» on the issues under consideration. The purpose of the article is to analyze the quantitative and qualitative indicators characterizing both the escapes and evasion from serving the sentence, and the persons who have committed them, as well as to give their characteristics. The methodological basis of the study was a combination of general scientific, sociological and special legal methods. The work is based on the analytical method, synthesis, induction, system-structural, formal-logical and technical-legal methods. As a result of the work carried out, statistical data were studied, a typical portrait of a convict who had escaped or evaded serving a sentence in a colony-settlement was compiled. Conclusions are drawn about the necessity and importance of having information on the socio-demographic and criminal-legal characteristics of those who have escaped or evaded serving their sentences in a prison colony-settlement in order to increase the effectiveness of preventive work with this category of persons. AbstractAstronomy in Colombia has been done since the beginning of the nineteenth century, when in 1803 one of the oldest (or maybe the oldest) astronomical observatories of America was built. This is a very beautiful, historical and ancient building. A small dome with a small telescope is also inside the university campus. The observatory marks since then the development of astronomy in Colombia as a professional science. At the present time a Master's programme and a Specialization programme are successfully carried out with a good number of smart young students. The observatory has a staff of eleven professors, all with a master's degree in sciences; two of them have a PhD and in a couple of years five staff members will have a PhD in physics. With some international collaboration, they will introduce in a few years a doctoral astronomical program. There are several research lines mainly in the fields of astrometry, Galactic and extragalactic astronomy, cosmology, astro-statistics and astrobiology. Three research groups have got recognition from the governmental institution that supports the research in sciences COLCIENCIAS. Several papers have been published in national and international journals. Besides the professional line in astronomy, the observatory sponsors several non-professional Colombian astronomical groups that work enthusiastically in the field of astronomy.

This study aims to find out the perception of people in Sinarrancang, Mundu, Cirebon, West Java, on nikah sirri (“secret” marriage). Using qualitative approach the study reveals that in their opinion nikah sirri mean  nikah “kyai”, it is a marriage by ulama and  has become a long hereditary tradition. According to  fiqih munakahat (a branch of Islamic law which studies  about  marriage) this kind of marriage is legitimate because it meets the conditions and requirements of marriage. According to positive law, however,  such  marriage is illegal for not being registered at KUA (a governmental institution which administers Muslim marriage). In order to change their perception on nikah sirri, it needs to socialize UU No. 1 Tahun 1974 continuously. KUA’s service to people has to be addressed so that its accountability  and responsibility could run effectively; and more importantly the draft  of   Religious  Courts Law Materials that would provide punishment for those conducting nikah sirri do not contradict with Islamic law. <br /><br />

Draft of Public Administration Law in the reality is arranging how public administration done by government and citizen. This draft is legal fundament to put down public functionary rights and obligations, governmental institution (as public organization) and public as citizen more equal. Bureaucracy reform have to be viewed as complex domain, and also require the complex effort to support it. RUU AP has to esteem as part of bureaucracy reform effort in Indonesia. And to hope happened high acceleration in bureaucracy reform, hence RUU AP has to be supported with effort of developing commitment of public functionaries, developing system public service, improving the quality of human resource, improving exploiting of technology in bureaucracy (e-gov) and create best culture of bureaucracy. Key words: bureaucracy reform, public administration law, and culture of bureaucracy.
