The study presents an electric network that allows both increasing the level of electrical safety and eliminating one-phase damage to the electrical network without switching off the consumer's electric energy. The application of the network does not require significant investments. The technical feasibility of implementing an electrical installation with voltage values in the emergency mode on the leading parts, which does not exceed the permissible values for normal mode, is demonstrated. An additional advantage of the proposed technical solution is the immutability of the voltage at the customer's outputs, which allows it to operate normally also in the emergency mode of the electrical installation.

Introduction. Increasing of number, scale and duration of the consequences of emergency situations associated with the violation of the conditions of normal living of people requires the creation of temporary field accommodation points for the affected population and rescue units. At the same time, electric power supply in field temporary accommodation facilities plays a crucial role in the complex of tasks and measures aimed at providing life to the injured population and rescue units. At the same time, there are no mobile autonomous sources of electric energy for providing life support to people in the field in the organizational and staff structure of rescue units, and the existing sources of electric energy in the complexes of equipment used in areas of emergency situations cannot be used for these purposes. Therefore, it is necessary to develop a scientific and methodological approach to determine necessary and sufficient number of sources of electric energy for the power supply of the life support of the injured population and rescue units when they are placed in field temporary accommodation points. The purpose of the study. Electric power supply of field temporary accommodation points for the injured population and rescue units, ensuring the required reliability of electric power supply, maximizing its efficiency in the conditions of possible resource constraints and minimizing the influence of the uncertainty factor in the planning of electricity consumption. Research methods. The main provisions of the calculation of electrical loads, system theory, set theory, probability theory and the apparatus of mathematical statistics. The results of the study. A methodology has been developed that allows to justify the power of electric energy sources for the power supply of field temporary accommodation points for the injured population and rescue units, rational options for the power supply system, the nomenclature and number of electric energy sources for the life support of people in the field; to calculate the electric network; to evaluate the operation of the power supply system, based on the probability of failure-free operation of the source of electric energy; to justify the composition of engineering means to ensure the creation of the power supply system. Conclusion. The scientific and methodological approach for determining the composition of electric energy sources for the power supply of life support for the injured population and rescue units when they are placed in field temporary accommodation points is justified, which also allows to resolve the contradiction between the need to organize the power supply of life support for people in temporary accommodation points and the lack of a reasonable structure of electric energy sources for these purposes. <p>A Constituição de 1988, além de marco da redemocratização brasileira, institucionalizou a participação da sociedade nas ações do Estado, o que também foi sendo aperfeiçoado com a legislação posterior a 1988, paralelamente à profissionalização da Administração Pública e ao desenvolvimento do campo de públicas. Este trabalho aborda especificamente os Conselhos de Consumidores de Energia Elétrica, instituições participativas que representam os interesses coletivos dos consumidores de energia. No setor elétrico, os Conselhos exercem a função de examinar questões ligadas ao fornecimento de energia elétrica ao consumidor final. Tal papel pode ser desempenhado por meio da participação em audiências públicas realizadas pela ANEEL, de forma a auxiliar na formulação de atos normativos, permitindo ao Regulador analisar os impactos de suas propostas sob a ótica do consumidor antes da tomada de decisão. O trabalho pretende demonstrar a evolução nessa participação ao longo dos últimos anos, evidenciando a consolidação desse instrumento da democracia participativa.</p><p> </p><p>The 1988 Constitution, as well as the framework of the Brazilian redemocratization, institutionalized the participation of society in the actions of the State, which was also perfected with legislation after 1988, in parallel with the professionalization of the Public Administration and the development of the public policies field. This paper specifically addresses the Consumers Councils of Electric Energy, participatory institutions that represent the collective interests of energy consumers. In the electricity sector, the Councils perform the function of examining issues related to the electric power supply to the final consumer. This role can be played through participation in public hearings held by ANEEL, in order to assist in the formulation of normative acts, allowing the Regulator to analyze the impacts of its proposals from the perspective of the consumer before the decision making. This paper also intends to demonstrate the evolution of this participation over the last years, evidencing the consolidation of this instrument of participatory democracy.</p>

The natural gas industry, as well as other industrial activities, is not free from accidents, which can cause serious consequences to the integrity of people and properties. For this reason, it is necessary to develop studies to determine what are the possible causes of LNG leakage during the loading or unloading operation. This paper aims to determine the reliability of the Cargo control system electric power supply system applying Markov Chain technique. This reliability modeling tool is used because the system consists of several components in passive parallel. Based on the reliability analysis maintenance recommendations are proposed aiming at reducing system failure probability. The method used in this paper is divided in three steps. The first step consists in carrying out a study to identify what are the components that are part of electric power supply system. The second step involves the reliability analysis of the electric energy supply system. Finally some maintenance recommendations are presented aiming at reducing system failure rate. This analysis is used for the analysis of a LNG carrier operating in a Brazilian harbor indicating the most probability failure modes of this system and the most suitable maintenance actions to avoid them.

The prototype of the electronic system aided personal computer for monitoring the condition of the electric power supply have been done. The principle for fabricating the prototype of the electronic system based on the mechanism of handshaking system between electronic systems and line port for a printer. Program embedded on a personal computer with certain specifications for the operation of the system. The prototype of the electronic system consists of 3 (three) main subsystems, namely the diver circuit, sensor circuit, and the circuit of electrical installations analogy. Measuring against the prototype performance is carried out on the port line for the printer, driver circuit, sensor circuit, and electrical installation analogy circuit. The path performance on the port line for the printer is focused on high or low logic on each port. Data port condition is used to process data transmission, while the status and control port conditions are used to process data reception. The performance of the control circuit is very much determined by inputting data from the user so that it is closely related to the data port. The performance of the sensor circuit is very much determined by the condition of the electrical installation analogy, so it is closely related to the status and control ports. The performance of the circuit of electrical installation analogy is marked by the presence of a voltage value, and if the voltage measured in the electrical installation is 220 volts AC, then it is as an installation marker inactive condition. Overall the system is capable of 8 remote monitoring points so that the condition of the electrical power supply through the electrical panel can be monitored at any time.

The article presents the results of research on the evaluation of electromagnetic compatibility of elements of the power supply system for Autonomous low-power consumers. The subject of the study is a quantitative assessment of the level of harmonic components of currents and voltages in systems: a permanent magnet generator-a DC-to-AC Converter-a consumer with a nonlinear load and interfering interaction of jointly working elements of this system. The level of harmonics of voltage and current in the local electrical network (farm), repeatedly (from 3 to 10 times) exceeds the regulatory requirements. The multiplicity of the increase in electrical energy losses (K-Factor) is from 5("pure" sine of the DC-AC Converter) to 20 (rectangular meander). When designing Autonomous systems, it is necessary to provide measures to reduce the loss of electrical energy, exit from standing electrical equipment and false triggering of electronic devices in the consumer of electric energy

A critical resource in construction work is electricity. Various problems that can lead to a breakdown of the electric power supply to the construction site can arise during its active operation. The basis of the activity is the decision of the person. Activity is based on the model. The dependence of human activity on electrical energy has formed the need to ensure uninterrupted electric power supply. To solve the complex problem of electric power supply, it is necessary to develop a theory. A properly constructed theory has three levels, three components: methodology, methods, technology. The decision maker (DM) perceives the world around him and carries out his activities through processes. A process is an object in action at a fixed purpose. A constructive methodology should form the condition for the existence of a process with which the DM works. The goal of research is to select and justify the conditions for the existence of the electric power supply process in the interests of guaranteed achievement of the goal of the industrial safety.

In the complex of tasks aimed at providing life support to the affected population and rescue units in field camps, their electric power supply plays an important role. However, there are no autonomous sources of electric energy for the power supply of life support for people in the field in the organizational and staff structure of rescue units. At the same time, it is necessary to determine the number of electric energy sources for the power supply of life support for people in field camps, not only taking into account the application of the provisions for calculating the electrical loads of consumers, but also taking into account additional factors, in particular, taking into account the output of electric energy sources for operational reasons, the failure of service personnel, the organization of technical support of the power supply system, its planning, repair. The purpose of the study. Electric power supply of field points of temporary accommodation of the affected population and rescue units, ensuring the reliability of their electric power supply, minimizing the influence of the uncertainty factor when planning their power consumption. Research methods. The main provisions of the calculation of electrical loads, system theory, set theory, probability theory and the apparatus of mathematical statistics. The results of the study. Recommendations have been developed on the composition of electric energy sources for the power supply of life support to the affected population and rescue units when placed in field camps, taking into account additional factors affecting their composition, in particular, the output of electric energy sources for operational reasons, the failure of maintenance personnel, the organization of technical support of the power supply system and other issues. Conclusion. The scientific and methodological approach is justified, which allows taking into account additional factors affecting the formation of the composition of electric energy sources for the power supply of life support of people in temporary accommodation points, which, in combination with scientific and methodological approaches to substantiate the electrical loads of consumers, allows us to develop a comprehensive scientific and methodological approach to substantiate the composition of electric energy sources for the power supply of life support of people. The resulting composition of electric energy sources can be refined and serves as an example of assessing the stability of the power supply system, the criterion of stability of which is its ability to provide consumers with electric energy. Distribution electric networks are an important link in the system of production, transmission and consumption of electric energy. The precise configuration and setting up the relay protection and emergency automation devices, including the right choice of the device working parameters, are of great importance for the reliable operation of power grids. Problems with power supply may appear either as poor quality of electricity supply (instability or distortion of voltage, its frequency fluctuation, low capacity of the power grid), or as its unreliability voltage loss. Recently, in the Astrakhan region there has been recorded an increase of electrical loads due to the growing number of enterprises and energy supply building in industry and household. The search for variants with reduced capital investments in the process of the large-scale and expensive energy construction, as well as the selection of simple and relevant proposals for the development and elaborating power supply systems are important issues for designing power lines. The analysis of the electrical network reliability factors of “Astrakhanenergo”, the branch of “IDGC of the South”, PJSC has been done.
