The article provides a theoretical overview of the categories of the resource concept of stress and identifies their applied aspect in the field of domestic public administration. After all, the civil service is a special type of management activity, which is characterized by a high level of social responsibility, publicity and, as a rule, insufficient motivation. In addition, the civil service is classified as an activity with high human requirements. To do this, there is presented the model of occupational stress, proposed by J. Greenberg, which provides an opportunity to understand the importance of personal characteristics of the employee in the process of constructive resolution of stressful situations. After all, the ability to adapt to changes in the environment, the perception of threats can both strengthen and weaken internal organizational sources of stress and external, outside the organization. The presented model focuses on the negative consequences, namely the deterioration of employee health due to stress at work. It is also disclosed the concept of "coping" as a unique type of overcoming a stressful situation, the strategy of behavior. The basic classification of coping strategies proposed by Lazarus and Folkman is considered, as well as a number of specific coping strategies that characterize the basic classification groups. In addition, there are two approaches to the study of coping, namely: deductive and inductive. The deductive method is based on the study of existing literature and the results of coping research. The inductive method is to analyze people's actions and opinions in certain situations without imposing specific coping strategies on the basis of a survey. A person's resources are his knowledge, skills, abilities, emotional and social intelligence, which together form his stress resistance, the habit of choosing certain coping strategies to overcome stressful situations. This is the essence of the resource concept of stress. In the initial stages of stress, a person spends personal resources to eliminate stress factors. Its protective response is activated at the stage of scarcity of these resources and is due the need to restore them. In the case of exhaustion, when it is not possible to replenish lost resources, a person is exposed to psychological stress, which leaves its negative impact on the results of its work. Thus, we can conclude that stress is not a constant characteristic of the individual. It is dynamic: in case of deficiency of personal resources - the level of stress resistance decreases. In accordance with the accumulation and conservation of these resources - the level of stress resistance will increase. Therefore, ensuring a high level of stress resistance of civil servants is the result of a successful combination of available personal resources of a specialist at the stage of his employment with constant self-development, training, gaining experience, etc. Because an important factor in choosing the right coping strategy of the individual is its resourcefulness.

The article is devoted to the psychological peculiarities of the manifestation of coping-resources of educators. The teaching profession belongs to the category of professions especially vulnerable to stress, since the teacher has to solve various professional tasks in the absence of time and information, constant open contact with people, which entails considerable emotional energy. The professional activity of a modern teacher requires constant and maximum mobilization of their personal resources. Maintaining or enhancing a person's stress resistance is associated with finding and using resources well enough to help the educator overcome the negative effects of stressful situations. The article reveals such characteristics of personality and social environment that facilitate or make possible adaptation to life stresses, promotes the development of a means of overcoming it, and increases stress resistance. These personal structures help a person cope with threatening circumstances and facilitate adaptation. The author analyzes the scientific and psychological approaches to understand personal resources, determinants of the choice of coping-strategies, and the influence of the characteristics of professional activity on the behavior of the individual. Questions about structure, functions, and types of coping behavior are raised. According to the majority of modern researchers, the generalized classification of the methods of mastering stressful circumstances is analyzed: coping aimed at evaluation; problem-oriented coping; coping aimed at emotions. Also presented were the most up-to-date and most modern models of coping resources, which can be viewed from different angles to look at the choice of coping-resources by the personality of the teacher, taking into account the conditions of his professional activity. The organization and methods of conducted research of the features of manifestation of coping-resources in teachers are described. The presented quantitative and qualitative results are disclosed according to the stages of the study. In particular, the analysis of teacher’s coping-strategies depending on the level of emotional burnout, ways of overcoming difficult life situations, as well as the methods of coping-behavior of the respondents. Relationships between teachers' coping-resources and emotional and mental stress as well as the monotony of professional activities are also identified. Adaptive and non-adaptive coping behaviors are differentiated in terms of cognitive, emotional, and behavioral coping strategies are analyzed separately. Based on the theoretical analysis of the scientific literature and empirical research, the author substantiates the relevant conclusions and recommendations for school educators on the effective use of their own coping resources.

The study of the issues of civil service reform in Ukraine in the current conditions of development of Ukrainian society and the state is an extremely relevant subject and requires appropriate research. The author aims to analyse the most resonant reform measures in the civil service, which were recently initiated by the government and received mixed reviews, in particular, the announced redundancy in the staff of civil servants and the introduction of a contract form of civil service, as well as to offer scientifically sound proposals for improvement of appropriate measures. In the work with the use of general scientific and special methods of scientific knowledge (dialectical, Aristotelian, comparative law, system analysis) the legal bases and scientific sources on redundancy of staff and contractual form of employment are considered; the provisions of the national labor legislation were compared with the provisions of the national legislation on the civil service, which provide for the rules of staffing cuts among civil servants, including guarantees of their rights upon dismissal on appropriate grounds; the provisions of the national legislation concerning the rules of application of contracts upon appointing civil servants are investigated. The conclusion is made: 1) on the need for appropriate revision of the Law of Ukraine "On Civil Service"; 2) on the expediency of creating new productive jobs in various sectors of the national economy, where redundant civil servants will be sent after retraining; 3) that any reforms of society and public administration must be carried out subsequent to an in-depth study of public opinion, analysis of possible negative consequences, development and implementation of compensatory mechanisms. It is emphasized that it is mandatory to involve scientists, experts-practitioners, employers, and representatives of public, in particular trade unions, in the process of developing reforms in civil service.

Objective. Identification of differences in copying behavior in members of closed and open groups, as well as identification of peculiarities of these differences. Background. One of the significant factors in the logic of considering the personality-group relationship, taking into account the degree of group closure, is the process of integration of the individual into the group and, above all, the mechanisms of adaptation into the community, in particular, copying behavior, due to his individual-personality characteristics. Study design. The study aims to identify differences in the preferred coping strategies of members of open and closed groups with different intragroup status. Intragroup status was detected using a standard package of socio-psychological methods. Preferred coping strategies — using the SACS methodology. Statistical analysis of the significance of differences was performed using the nonparametric Mann-Whitney test. Participants. 208 people participated in the study. 106 subjects working in production divisions of IT-companies, namely customer service managers of four departments of 20 to 30 people, the average age of subjects was 21.6 years, work experience from 1 to 3 years. 102 soldiers of army units of the “branch-platoon” level of 10 to 25 personnel, the average age of soldiers is 19.6 years. Measurements. Methods of research included: sociometry, referentometry, methodical acceptance of the definition of the informal inragroup structure of power in the contact community, algorithm of calculation of the integral status of the individual in the contact community M.J. Condratiev, method “Strategies for overcoming stress situations” (SACS) S. Hobfall in adaptation of N.E. Wateryanova and E.S. Starchenkova. Results. Based on the analysis of the obtained data, it is shown that in open-type organizations the achievement of a high-level position in the informal intra-group structure is facilitated by copying strategies with a high degree of activity and a pro-social orientation, while in closed-type organizations the achievement of a high-level position is facilitated by direct and asocial copying strategies. Conclusions. In open communities, conditionally constructive strategies are more preferred, while in closed conditionally destructive copying strategies.

The presence of professional highly qualified personnel in the civil service, together with modern information technologies, is possible thanks to the existence of a democratic state governed by the rule of law. The professional activity of civil servants acts as a subsystem within the civil service system. The study of the peculiarities of personal and professional development of the individual in the civil service will contribute to the disclosure of the psychological mechanisms of this process, the resolution of a number of pressing questions about the methods and possibilities of optimizing professional and personal development, which in turn will contribute to improving labour efficiency. To study the features of personal and professional development of the individual in the Russian Federation Civil Service. Survey among civil servants and comparative analysis of the results obtained in all study groups; statistical processing of the results. 120 respondents took part in the study: federal-state civil servants (40 people) and civil servants of other types (80 people). The main problems and features of personal and professional development of the individual in the civil service of the Russian Federation are identified and the main directions of optimization of the studied process are determined. The process of personal and professional development of civil servants, as will be shown in this study, is an overall result of the professional education and additional professional education, including retraining, advanced training, and internships. The main directions of optimization of the studied process are the following: improving scientific, methodological, and organizational support; increasing the motivation for professional activity and career advancement; improving the efficiency of additional professional education; developing a program for personal and professional self-development; introducing additional forms and technologies for improving professional skills of state civil servants.

Today, the activities of military units become especially important in conditions of instability in the country. Consequently, the study of the psychological characteristics of such people becomes expedient. Modern types of combat are requirements that often exceed the capabilities and resources of the military. This, in turn, creates a need for a special type of personality - stable, socially active, with a high level of self-regulation and the ability to withstand pressure from adverse factors [9].In modern psychology, the individual way in which a person can cope with a complex, crisis situation is determined by the concept of coping behavior. The study of this concept is especially relevant for persons working in the Armed Forces of Ukraine. Coping is a strategy of behavior in complex stressful situations, which is chosen by servicemen to deal with stress. This is a kind of response of the psyche, which is an adaptive mechanism at the time of negative impact. The choice of coping strategies is determined by a number of personality traits that determine the dominant pattern of behavior of a particular serviceman during decompression.

In medicine, extreme conditions and occupational stress are caused by a high level of responsibility, constant tension, heavy workload, complex relationships with patients and colleagues, etc. Therefore, it is important to preserve the physical and mental health of medical workers in order to increase their adaptability and resistance to extreme factors and everyday stress. To improve the quality of health care, it is important not only to establish stress factors, but also to increase adaptability and stress resistance. The research objective was to outline possibilities for increasing adaptability in medical students based on the analysis of factors of professional stress in medical practitioners. Stress factors include time restrictions, gap between salary and labor effort, physical exhaustion, emotionally unbalanced patients, night shifts, high work rates, high level of responsibility for the life and health of other people, inability to think about anything else but work, and high demands that patients place on medical workers. The study revealed dependence between adaptability and stress tolerance in medical doctors. Age and work experience did not correlate with the level of organizational stress and adaptability. The profile of medical activity and position was found to affect these indicators to a greater extent than age. Specific stressors appeared at any age and career stage, but some practitioners were more vulnerable. 90 % of medical students already demonstrated a high level of organizational stress. Thus, although most of the stressors are unavoidable, it is still possible to outline some ways to increase the stress resistance and adaptability in medical students by developing their professional competencies.

The monograph presents approaches to improving information support of the personnel management system based on competence approach and the individual tracking of career civil servants in the context of digitalization of public service, as well as the research results of domestic and international experience information and analytical support to the personnel management systems of the public service taking into account characteristics of professional work standards and application of the ontologies. Methodical recommendations on the formation of competence-qualification model of personnel reserve in the system of the state civil service, methodology of modeling of individual career tracking of civil servants, recommendations on the use and improvement of the software of personnel management of the state civil service are offered. It is intended for students of economic areas of training, as well as for professionals involved in improving the system of public administration in the Russian Federation.

The subject of this research is the legal norms that regulate the consequences of bringing civil servants to responsibility in the form of dismissal due to loss of credibility. It is noted that the current norms of civil service legislation do not contain specific deadlines for restrictions upon the admission to civil service after dismissal for loss of credibility. It is also indicated that the exclusion of a citizen from the register of persons dismissed for loss of credibility does not prevent negative consequences such as failure to enter into civil service is indefinite per se. The author compares the sanctions that restrict the admission of individuals to civil service within the framework of disciplinary, administrative, and criminal responsibility. The main result lies in formulation of practical recommendations for the improvement of civil service legislation, namely clarification of the paragraph 10, of the Part 1 of the Article 16 of the Federal Law No. 79-FZ for determination of the term in which the restriction caused by dismissal for loss of credibility is imposed on the entry into civil service. The article also suggests the mechanism for admission to civil service of persons who have been dismissed for loss of credibility, with participation of the Commission for combatting corruption-related offences.

The skills of non-standard thinking and creativity play an important role in stressful situations. We hypothesized that stress factors influence the effectiveness of passing the assessment by employees: high level of creativity increases the effectiveness of task execution. We conducted the experiment and used J. Guilford’s technique and tasks on creativity thinking, created by T. Lubart and G. Altshuller. The sample consisted of 200 examinees (92 females and 108 males), employees of different organizations (age — from 23 to 60). The results show that time limitation as a stressful factor decreases the effectiveness of passing the assessment by employees with both low and high levels of creativity (p≤0,01). Work in a pair does not influence the effectiveness of passing the assessment regardless of the level of creativity (p≥0,05). Multitasking is stressful for employees with a low level of creativity (p≤0,01). The results of our research can be taken as principles of psychological trainings for development of employees’ stress-resistance.

Performed urgently or out of necessity, tracheostomy is one of the most traumatic surgeries that seriously affects the patient's quality of life. It has a profound impact on the ability to communicate and on self-esteem, so that the patient can experience a storm of emotions and major changes that can affect their existence. The patient with tracheostomy is a special patient with special needs. The care of such a patient involves a constant multidisciplinary effort supported by specialists in many fields: ENT specialists, oncologists, radiotherapists, anesthetists, neurosurgeons, general surgeons, physiotherapists, speech therapists, nutritionists especially psychotherapists. Tracheostomy affects the basic needs of the individual: communication, nutrition, sexuality, social relationships. Numerous studies show that patients with tracheostomy show a high level of psychological distress. Depression, anxiety, low self-esteem, frustration, alienation, isolation, tendency to suicide are the negative consequences of this mutilating surgery. Perceived as a permanent disability, tracheostomy requires special care from a psychological point of view. Sometimes, however, it is observed that both patients and their families are not sufficiently informed about the management of tracheostomy. Due to lack of means or staff, not enough emphasis is placed on preoperative training so that the patient fully understands both the benefits and the disadvantages of this surgical technique. Therefore, often the patient's family, which later assumes the role of caregivers of the tracheotomized, perceives it as a burden, excessive fatigue, helplessness, abandonment from society. This paper aims to highlight the importance of pre- and postoperative psychological training of both the patient and his family and to demonstrate that tracheostomy care can be one of the most suggestive examples of interdisciplinarity that seeks to provide effective solutions in this regard.
