Permeation and Independent Labor

This chapter discusses George Bernard Shaw's and Sidney Webb's respective political strategies and their roles in inspiring Fabian policy. The Fabians did not share a commitment to permeating other parties in order to promote incremental measures of socialism. For a start, Shaw would have liked an independent socialist party, but for much of the 1880s and 1890s he did not think that such a party was possible. Moreover, insofar as the leading Fabians came to agree on “permeation,” they defined it differently. Shaw thought of permeation in terms of luring Radicals away from the Liberal Party in order to form an independent party to represent workers against capitalists. In contrast, Webb defined permeation in terms of giving expert advice to the political elite. The response of the Fabian Society to the formation of the Independent Labor Party reflected the interplay of these different strategies.

ABSTRACTThe leading Fabians held different versions of permeation: Shaw saw permeation in terms of weaning the Radicals away from the Liberal party, so he favoured an independent party; Webb defined permeation in terms of the giving of expert advice to a political elite without any need for a new party. These varieties of permeation can be traced in the individual and collective actions of the Fabians, and, in particular, in their attitude to the formation of the Independent Labour party (I.L.P.). The Fabians did not simply promote the I.L.P. nor did they simply oppose the I.L.P.

This article examines the political transformations experienced by the Communist Party and the evolution of the radical left in France in the twenty-five years after 1989. Interpreting the Communist Party and Left Front as anti-establishment, that is, opposed to the political elite, but pro-system parties that are not interested in changing the nature of democratic governance. The peculiarities of French communism and its political philosophy are illustrated. Finally, this study considers the constituent process of the Front. At the beginning of the 21st century, the Front plays the role of a political federation to the left of the Socialist Party with positive electoral results.

Independent Botswana has developed on three main pillars: rapid and sustained economic growth (over the decade to 1992, for example, at 8.4 per cent a year, third-highest among all developing countries, and far in excess of any other in Africa); multi-party or liberal democracy; and an efficient central state, the main features of which have been identified and praised by observers. With growth, an accompanying build-up of a relatively strong governmental system took place, with activities especially focused on finance and planning. The civil service was maintained at a high level, according to Ravi Gulhati, by avoiding rapid localisation, by providing high compensation for officials, and by keeping well-defined lines of authority and accountability. Able people were placed in key positions and kept there for extended periods. The political elite fairly consistently sought expert advice from leading bureaucrats, and the two groups have displayed a closeness and mutuality of interest built upon their common involvement in cattle and commerce, and the not uncommon tendency for cabinet ministers to arise from the ranks of the senior bureaucracy.

The most significant political phenomena of post-war Britain are the emergence of the Labor party and the slow extinction of the Liberal party. The Labor party has emerged as the expression of a demand on the part of the wage-earners for an alteration of the basis of property. The Liberal party has suffered an eclipse because its historic mission has been achieved. The rising industrial classes which it represented for a century have now arrived. Whatever difference may still exist between the interests that were heretofore represented primarily by the Liberal party and those that were represented by the Tory party shrinks into insignificance as compared with the common interests of all the dominant elements against the radical demands of Labor. Thus Toryism and Labor alone will apparently share between them the future destinies of Britain. One will offer largely a brief for the claims of the past; the other will present in the main the demands of the future. The traditional British two-party alignment promises henceforth to be a struggle between Toryism and Labor, and to be marked by the intensity and animosity characteristic of a political division that comes dangerously near to being a clash of economic classes.

For Slovenes in the Kingdom of the Serbs, Croats and Slovenes the year 1919 represented the final step to a new political beginning. With the end of the united all-Slovene liberal party organisation and the formation of separate liberal parties, the political party life faced a new era. Similar development was showing also in the Marxist camp. The Catholic camp was united. For the first time, Slovenes from all political camps took part in the state government politics and parliament work. They faced the diminishing of the independence, which was gained in the State of Slovenes, Croats and Serbs, and the mutual fight for its preservation or abolition. This was the beginning of national-political separations in the later Yugoslav state. The year 1919 was characterized also by the establishment of the Slovene university and early occurrences of social discontent. A declaration about the new historical phenomenon – Bolshevism, had to be made. While the region of Prekmurje was integrated to the new state, the questions of the Western border and the situation with Carinthia were not resolved. For the Slovene history, the year 1919 presents a multi-transitional year.

In the debate on the Native Authority (Amendment) Law of 1955, the late Premier of the North, Sir Ahmadu Bello, Sardauna of Sokoto, replying to the demand that ‘it is high time in the development of local government systems in this Region that obsolete and undemocratic ways of appointing Emirs’ Councils should close’, commented that ‘the right traditions that we have gone away from are the cutting off of the hands of thieves, and that has caused a lot of thieving in this country. Why should we not be cutting (off) the hands of thieves in order to reduce thieving? That is logical and it is lawful in our tradition and custom here.’ This could be read as a defence against social change, a recrudescence of ‘barbarism’ after the inroads of pax Britannica, and a plea for the retention of the status quo and the entrenched privilege of the political elite.

Whereas social scientists have devised various ways to measure representation gaps between the political elite and the masses across nations and time, few datasets can be used to measure this gap for particular social groups. Minding the gap between what parties social groups vote for and what parties actually attain seats in parliament can reveal the position of social groups in the political power structure. We help to fill this gap with a new publicly available dataset, Party Representation of Social Groups (PaReSoGo), consisting of 25 countries and 150 country-years, and a method for its construction. We used the European Social Survey 2002–2016 and ParlGov data for this time span to create a Dissimilarity Index. To demonstrate the utility and flexibility in the combination of cross-national surveys and administrative data, we chose social groups of gender, age, and education, as well as intersectional groups based on gender and age, and attitudinal groups. We conclude this research note with empirical illustrations of PaReSoGo’s use.

Even though corruption by politicians and in politics is widespread worldwide, it is more pronounced in developing countries, such as Zimbabwe, where members of the political elite overtly abuse power for personal accumulation of wealth. Ideally, the news media, as watchdogs, are expected to investigate and report such abuses of power. However, previous studies in Zimbabwe highlight the news media’s polarised and normative inefficacies. Informed by the theoretical notion of deliberative democracy developed via Habermas and Dahlgren’s work and Hall’s Encoding, Decoding Model, this article uses qualitative content analysis to examine how online readers of Zimbabwe’s two leading daily publications, The Herald and NewsDay, interpreted and evaluated allegations of corruption leveled against ministers and deputy ministers during the height of factionalism in the ruling party (ZANU PF). The article argues that interaction between mainstream media and their audiences online shows the latter’s resourcefulness and, at least, discursive agency in their engagement with narratives about political corruption, itself an imperative premise for future political action.
