Introduction. The paper discusses the applicability of a riskbased approach in the “personnel-machinery-production environment” system at the facilities running tower cranes through the introduction of IT-technologies that provide open communication of the staff, management team of the operating organizations, and the National Supervisory Authority, to reduce the accident rate.  Materials and Methods. An example of a hazardous production facility running tower cranes is given. Materials on the analysis of operational status of tower cranes within the framework of the current legislation in the field of industrial safety are used. The necessity for innovations and transformations, one of whose methods is the risk-based approach allowing for the implementation of all required levels of control, is identified.Research Results. The stages of introduction of the riskoriented approach for tower crane operators implemented through IT-technologies using Web-applications on safety management under the tower crane operation based on the hazard analysis and risk assessment in gamut, algorithmically associated with the electronic block key of its local security system, are determined.Discussion and Conclusions. The application of a risk-based approach in the “personnel-machinery-production environment” system at the facilities running tower cranes through the introduction of IT-technologies will ensure the proper operation of all departments and each participant of the operation, as well as provide Supervisory bodies with an opportunity to access information on the operation for the implementation of control and supervision functions remotely.

Development and practical implementation of the enterprise industrial safety management system considering the new requirements of the legislation on creation of the state system for monitoring, remote control, technical certification, and diagnostics of technical devices at hazardous production facilities supervised by Rostechnadzor is discussed in the article. To perform automated collection, recording, generalization, systematization, and evaluation of the information on the parameters that characterize safety of the enterprise hazardous equipment as a whole and each technical device, a block diagram of the enterprise automated industrial safety management system is proposed. The basics are suggested for creating the automated system containing a database that includes all the technical documentation, certificates and expert opinions, repair documentation and accompanying documents (orders, instructions, audit conclusions, etc.) for the efficiency of tracking the technical condition in real time considering changes in all the controlled parameters of the enterprise technological complexes. It is noted in the article that the assessment of the technical condition and life of single and unique technical devices that make up the bulk of equipment in hazardous production should be carried out already at the manufacturing stage by combining technical control with technical diagnostics, and their results should be included in the technical passport of the device. The need in this information for the operators is invaluable, especially after working out the manufacturer’s designated period of safe operation and for evaluating the actual technical condition and comparing it with its original, which was documented during fabrication. Data on the initial state allows to qualitatively assess the degradation processes that are developing during operation and consider them when evaluating the life of a technical device and conduct a qualitative audit of the industrial safety management system.

In the modern conditions, the scale of subsoil transformation in the process of mineral extraction is characterized by an increased risk of accidents, often accompanied by man-made disasters. In this regard, hazard analysis and accident risk assessment is the most important scientific and technical task, the solution of which is based on methods for identification of hazards, study of development trends and assessment of consequences of theoretically possible accidents. In relation to development conditions of sulfide ore deposits, only an accident risk assessment with determination of the possible accident hazard degree, as well as preparation and timely correction of measures aimed at reduction of accident risks can ensure an acceptable level of industrial safety at the hazardous production facility.

The paper examines the types of uncertainties associated with operation of hazardous production facilities caused by the natural variability of the facility parameters and the limited knowledge about complex processes in the system under consideration, as well as the uncertainty of the results of quantitative risk assessment. Qualitative and quantitative criteria of tolerable (acceptable) risk adopted in various countries of the world are presented. The article considers the operation of the ALARP principle in making managerial decisions on the need to implement protective measures aimed at reducing individual risk, which allows to provide a compromise between competing requirements for ensuring safety and economic efficiency in the operation of hazardous production facilities. In the future of socio-economic development, due to the improvement of existing and the emergence of new safety technologies, the maximum allowable and acceptable levels of risk should be revised in order to meet more stringent safety requirements. Therefore, the value of tolerable individual risk in case of accidents at hazardous production facilities may not be a strictly specified value (as is generally accepted), but may decrease as the reliability of technological systems increases, the efficiency of industrial safety management increases, and the background (average) risk of mortality decreases. A necessary condition for implementing a risk management system is to improve the efficiency of the system for collecting and analyzing data on reliability, accident rate, monitoring and control of technical condition at hazardous production facilities, and further develop the methodological support for risk analysis within the framework of the currently implemented risk-oriented approach in the field of industrial safety.

Objective: Scientific substantiation of a sequence of expertise of fire and industrial safety of buildings and building structures with crane loads. Methods: Decision making theory. Results: Discusses the problem of crane equipment safety included in the lists of machinery and equipment subject to obligatory certification of conformity requirements of technical regulations on safety of machines and equipment. In accordance with the analysis of the causes of accidents of crane equipment, it is established that the main cause of accidents are human error (e. g., violation of regulatory requirements when conducting repair work). Allocated and describes the characteristics of fire and industrial safety expertise of buildings and building structures with crane loads. The main content of the expertise is the preliminary hazard analysis, which is a method of analysis whose purpose is to identify hazards, hazardous situations and events that could cause harm hazardous production facilities operating lifting equipment. The author focuses on the fact that during the expertise of industrial safety is calculated of the actual physical deterioration of the crane equipment, and buildings with crane loads, to determine its further exploitation. Cast lifting devices into compliance with the requirements of fire and industrial safety is based on: peer-diagnostic tests; retrofitting the necessary equipment and safety devices; carrying out major rehabilitation and equipment repair. Practical importance: Еxpertise of industrial safety of buildings and building structures with crane loads in the proposed sequences will provide the required level of security and reliability of the equipment used; will allow you to reduce the downtime of equipment and time to repair used equipment.

Every year, the problem of industrial safety is becoming increasingly relevant. The effective industrial safety management system (ISMS) organization becomes especially important for nuclear energy, chemical, petrochemical, oil and gas, mining, metallurgical industries, coal mines and other industries, including enterprises with hazardous production facilities (HPF). Any violation of operating modes, unaccounted technological and operational defects can lead to serious consequences and accidents, accompanied by significant material costs and technological disasters. An important place among the problems of industrial safety is the problem of trouble-free operation of technical devices (units, machines and mechanisms, technical systems and complexes, technological equipment, instruments and apparatus) of hazardous production facilities. However, existing approaches to solving this problem have limited application. The article proposes an effective solving method of the problem based on the use of graph models. The advantage of such modelling is the simplicity, clarity and ease of mathematical algorithmization of the studied production processes and technical systems.

For the implementation of the principal directions of the Russian Federation Environmental Security Strategy, a system of measures to ensure environmental safety at the enterprise has been developed, including identifying and assessing sources of environmental hazards, measures for: protecting the environment in the process of daily economic activity, ensuring industrial safety of hazardous production facilities, preventing and eliminating natural and man-made emergencies, introducing industrial and environmental safety management systems, monitoring compliance with environmental requirements legislation, industrial and environmental safety.
