South Kalimantan is a largest rice producer in Kalimantan island. More than five years its rice met by their own production, moreover it has supplied to other area such as Kalimantan Tengah, Kalimantan Timur and Kalimantan Utara. In many studies, rice stocks play a critical role in determining the regional’s food security. In recent issues, rice stocks has a wide impact on an array of economic, political, societal stabilities. Unfortunately, most of the land in Kalimantan Selatan is classified as wetlands, where the land productivity is low. Therefore, this study analyzes rice supply patterns in Kalimantan Selatan in order to provide policies development toward rice self-sufficiency. This research is using system dynamics approach to explore the system which then develop any alternatives of rice policies. Eventually, this study provides evidences for the need to consider rice supply system in the regional’s food security policies.

Malaysia’s stance on food security is largely translated in terms of achieving self-sufficiency in rice production at about 65-70% of the local consumption. Since Malaysia does not have the comparative advantage in rice production, it implements a wide range of market interventions to achieve the intended level of rice production. The policy instruments include among others: guaranteed minimum price for paddy, price control, price and input subsidies and import monopoly. These interventionist instruments may not be sustainable in the long-term as they incur a high budgetary burden to the government, misallocation of resources and liberalization demand from WTO. The industry faces challenges in terms of land competition for urbanization and industrial uses and declining soil fertility due to heavy use of chemical fertilizer. This paper examines the influence of the fertilizer and the cash subsidies, as well as land conversion and fertility on the level of self-sufficiency in rice. A system dynamics model is applied to analyse the causal and feedback relationships of these variables in the paddy production system framework. The study shows that Malaysia may not be able to sustain the targeted self-sufficiency level without adequate R&D to address the production constraints particularly below-optimum productivity and the threats of climate change. The consumption of rice on the other hand continues to rise due to the increase in population.   Keywords: Paddy and rice, Malaysia, system dynamics, policy analysis.

Central Asia experienced major socio-economic shocks during the 1990s, which has increased food insecurity, malnutrition, and poverty. In response, Central Asia has adopted food self-sufficiency policies. This paper argues that regional and international trade can improve food security if implemented properly. However, a new constraint on food trade has arisen — food safety. Using food commodity data and analysis from Trade Map, this paper analyzes Central Asia’s intra-region food security policies. Evidence shows that food safety practices will affect internal food trade in Central Asia. Finally, a framework for creating a single food market is proposed.

Growing prosperity in the South is accompanied by human diets that will claim more natural resources per capita. This reality, combined with growing populations, may raise the global demand for food crops two– to four–fold within two generations. Considering the large volume of natural resources and potential crop yields, it seems that this demand can be met smoothly. However, this is a fallacy for the following reasons. (i) Geographic regions differ widely in their potential food security: policy choices for agricultural use of natural resources are limited in Asia. For example, to ensure national self–sufficiency and food security, most of the suitable land (China) and nearly all of the surface water (India) are needed. Degradation restricts options further. (ii) The attainable level of agricultural production depends also on socio–economic conditions. Extensive poverty keeps the attainable food production too low to achieve food security, even when the yield gap is wide, as in Africa. (iii) Bio–energy, non–food crops and nature ‘compete’ with food crops for natural resources. Global and regional food security are attainable, but only with major efforts. Strategies to achieve alternative aims will be discussed.

Food security is the basis of social stability and development. Maintaining sufficient amounts of arable land is essential for China’s food security. In this paper, we consider the relationship between arable land demand to grain demand and production capacity. The changes in national population, grain production, and consumption from 2000 to 2015 are analyzed. Then, we forecast the respective possible changes in the future and accordingly forecast the arable land demand in different possible situations. The results show that the pressure to maintain sufficient amounts of arable land in 2030 may be greater than that in 2040.The higher pressure is due to larger population and lower production capacity. To ensure food security in China, we insist on maintaining 120 million ha of arable land, the “red line” for food security, and improve the arable land productivity to ensure domestic production and self-sufficiency. In addition, residents should be guided to cultivate sound food consumption habits in order to control per capita grain demand. Lastly, we should also make full use of international resources and markets to relieve the pressure on domestic resources and environments.

The article assesses the food security of municipalities in the Volgograd region based on indicators of self-sufficiency in agricultural products. It was proposed to adapt the methodology for calculating self-sufficiency indicators, replacing indicators of consumption of basic products in municipalities that are not publicly available with indicators of necessary production volumes in accordance with rational norms. This makes it possible to better assess the extent to which municipalities are able to provide the population with basic food supplies, as well as to identify bottlenecks in order to develop proposals to address them. The highest self-sufficiency ratios for the main types of products was noted in the municipalities of the North-Western agricultural region with most favourable conditions for agricultural activities and, conversely, the lowest figures are typical for agricultural Zavolzhsky area – with the less favourable agricultural conditions.

A city’s potential for food self-sufficiency is expected to increase through the distribution of innovative, high-tech, green agricultural practices of producing food in an urban environment, which can improve the city’s food security due to increased food accessibility in terms of quantity and quality. Aim. Based on the systematization of theoretical approaches and analysis of institutional aspects, the study aims to propose ways to strengthen the city’s food security by improving food supply in urban areas, increasing the socio-economic and environmental sustainability of urban food systems, and changing the diet of urban residents.Tasks. The authors propose methods for the development of urban agricultural production in a large industrial city based on the principles of green economy and outline the range of strategic urban activities aimed at implementing green agricultural production technologies associated with the formation and development of the culture of modern urban agricultural production.Methods. This study uses general scientific methods of cognition to examine the specificity of objectives of strengthening a city’s food security by improving the quality of food supply to the population. Methods of comparison, systems analysis, systematization of information, and the monographic method are also applied.Results. A strategic project for the development of urban agricultural systems through the implementation and green development of advanced urban agricultural technologies is described. Green development mechanisms will create conditions for the city’s self-sufficiency in terms of organic and safe products, functioning of short supply chains, and green urban agriculture.Conclusions. Managing the growth of urban agriculture will promote the use of highly effective, easily controlled, resource-efficient, eco-friendly, weather- and season-independent, multi-format urban agricultural technologies. The study describes actions aimed at creating conditions for stabilizing a city’s high-quality food self-sufficiency with allowance for the growing differentiation of citizen needs.

This paper examines the problem of food security in the Republic of Kazakhstan over the past 10 years. Based on statistical data, an assessment was made of the prevalence of malnutrition among the population of the country, including children under 5 years of age. There has been a trend towards for an improvement in the nutrition of the population for a few indicators; however, further optimization of food security indicators is required to achieve the goals of sustainable development (SDGs) of the FAO WHO Agenda for the period up to 2050 in Kazakhstan and in its individual regions. The paper reflects data on demographic changes over the past 10 years and its self-sufficiency in basic foods for 2019. A high degree of self-sufficiency in meat products (117.6%) is revealed in the population of the Republic of Kazakhstan. However, self-sufficiency in dairy products is at an extremely low level (0.1%). Camel breeding has been successfully developing in the country over the past 10 years. However, the number of camels in the country is still at a low level. Camel milk can be considered as a great source of macronutrients, its daily consumption partially facilitates the problem of Food Security in Kazakhstan.

The article provides an assessment of the food security of the municipalities of the Penza region on the basis of self-sufficiency indicators. It was proposed to adapt the methodology for calculating self-sufficiency indicators, replacing the consumption indicators of the main types of products in municipalities that are not publicly available with indicators of the necessary production volumes in accordance with rational norms, which makes it possible to better assess the extent to which municipal formations are able to provide the population living there with the main types of products, as well as to identify bottlenecks in order to develop proposals for their elimination. The conducted research showed that, in general, the region is quite well provided with potatoes, vegetables, a little worse – meat and milk, it still has insufficient indicators of self-sufficiency in fruits and berries, with the exception of several districts. However, those municipalities where the indicators of self-sufficiency for the above products do not correspond to the Doctrine of Food Security have the potential to increase these indicators, since extremely low results were obtained in a few areas.
