Corona Virus Disease 2019 (Covid-19) entering Indonesia has an impact on restricted population mobility. In addition, Pembatasan Sosial Berskala Besar Policy (PSBB) affects the national economy, especially Micro, Small, and Medium Enterprises (MSMEs). It has a spillover effect in the lowest areas, including the Tulang Bawang Regency. This study uses a survey method with closed and open questions with respondents as many as 100 MSMEs in Tulang Bawang Regency to determine the impact of Covid-19 and how MSME strategies can overcome it. The results show that overall, MSMEs experience an adverse effect, but there are several types of MSMEs that continue to experience an increase. In addition, some MSMEs can adjust their business strategies through marketing changes through online sales, but MSME actors with low levels of education have difficulty.

Purpose The purpose of this paper is to examine the challenges faced by the Ludhiana’s woolen knitwear industry that got accentuated with the outbreak of Corona Virus Disease 2019 (COVID-19). The paper discusses the road map for building capabilities within the industry from the perspective of “system of innovation” approach that would help the industry to comply with the recent call for “AatmaNirbhar Bharat Abhiyan.” Design Methodology Approach The woolen knitwear industry from Ludhiana district of North Indian state, Punjab, was taken as a case to examine the impact of COVID-19. Data was collected online through self-structured questionnaire along with telephonic interviews. Stage I was the period of “total lock-down” and Stage II was conducted after the announcement of “stimulus package” and during the unlocking period. Some local industry associations and labor unions were also interviewed to understand the wider perspectives of different stakeholders. Descriptive statistic was applied to analyze the results of the survey. Findings It is estimated that the industry would lose about INR 2,000 crores approximately US$282.1m with the monetary loss of man-days nearing INR 157 crores approximately US$22.1m for the total lockdown period of 68 days. This amount is feared to increase with the lackluster re-opening of the industry in the unlocking period. The study reveals that there were some concerns, such as infrastructural bottlenecks, obsolete internal and international connectivity and institutional rigidity with cumbersome rules and regulations that get heightened with the outbreak of COVID-19. The entrepreneurs and workers are skeptic regarding the nature of demand revival in the changing world economic order. The paper suggests a dynamic policy intervention with inbuilt feedback mechanism along with reviving the organizations to infuse enthusiasm among various actors of industry. Originality/value The study is one of the first few to conduct surveys at two different stages to assess the impact of COVID-19 from the perspective of micro, small and medium enterprises and workers working therein while taking the case of Ludhiana woolen knitwear industry. The findings of this study will aid the industry and policymakers to take essential steps to make the industry more innovative and competitive in the dynamic world market.

This study investigated the roles of transactions cost in MSMEs access to finance. This was done by investigating the impact of transactions cost on access to credit from both MSMEs and financial institutions (commercial banks and microfinance banks). From the MSMEs’ side, borrowing experience, decision lag, firm size and borrowers’ distance to the loan office were investigated. On the financial institution’s side, the costs of information gathering, loan administration, monitoring and loan enforcement were investigated. We used the questionnaire survey method, in-depth interviews and case studies, as well as the annual financial statements of the banks. We identified interest rate and collateral value as constraints to access to finance for MSMEs. We also found financial institutions’ attitude to MSMEs access to credit was not friendly. Financial institutions need to do more to bring down transaction cost of lending. This hopefully can be achieved by investing more in agent banking which would lower operating costs, as well as spreading risk, and ultimately increase credit intermediation to small businesses.

Turnover of employees has gained the attention of organisations due to the impact of human resources on organisation performance and competitive advantage. This dilemma leads the management to struggle to find ways and retain employees. To attract, organisations use the "pull factors" to entice employees to perform better in the organisation. This study was conducted to investigate the relationship between the three dimensions of organisational justice: distributive, procedural and interactional justice towards voluntary turnover. This was an explanatory study that used a quantitative research design. Through a survey method, data was collected from a total of 115 respondents. The findings revealed that there was a significant relationship between employee turnover, distributive justice, procedural justice, and interactional justice. However, interactional justice had the strongest impact. This study also unearthed that attractive compensation is not the only method for the management to retain talent in organisations. Organisational justice plays an essential role in the retention of employees. These results will provide a better understanding of supervisors and human resource professionals with additional insights into the impact of organisational justice on employees' turnover. This study indicates that organisations' interactional justice practised is considered a central factor for employee retention. Although prior research has investigated a number of these issues, this study was the first to focus on employees in Small and Medium Enterprises in Malaysia.

Community Service Activities are one part of the Tri Dharma of Higher Education which is carried out as a form of direct contribution of academics in this case the Faculty of Economics and Business, Trisakti University (FEB Usakti) to the community. The purpose of this activity is to provide training on: i) review of tax incentives for MSME actors provided by the Indonesian government in accordance with the Regulation of the Minister of Finance; ii) tax administration application training to obtain tax incentives; and iii) training on reporting procedures for tax incentives that have been received by MSME actors. On this occasion the FEB Usakti team had the opportunity to collaborate with PD Pasar Jaya, market unit of Santa as a partner, to socialize tax incentives for Micro, Small and Medium Enterprises (MSMEs) during the COVID-19 pandemic. This pandemic has caused a decline in the performance of MSMEs which then resulted in a very significant decrease in MSME income. The Indonesian government through the Ministry of Finance made a relaxation policy in the form of tax incentives for taxpayers affected by the 2019 corona virus disease pandemic. The Indonesian Ministry of Finance then issued a Minister of Finance Regulation number 44/pmk.03/2020, the last with PMK number 82/PMK.03/2021, one of which provides relaxation for PPh payments to MSME actors. Many MSME business actors do not know about this tax facility. For MSME actors who are subject to Final Income Tax based on Government Regulation Number 23 of 2018, due to the impact of the COVID-19 pandemic, the income tax is borne by the government. The PPh period borne by the government starts in April 2020 and has been extended several times. When the training was held, which was February 24, 2021, the government-paid PPh facilities were still valid and extended until December 31, 2021. This training can increase the understanding of MSME actors towards the tax facilities provided by the government, so that they will take advantage of this facility.
