Based on its location, Indonesia is very unique because it is prone to disasters. In disaster prevention and management efforts, disaster communication related to the government and communities in disaster-prone areas is required. To expedite the communication process that occurs, the government needs to increase knowledge and understanding of the local wisdom of the local community regarding the environment. This is important to increase public trust so that what is intended through disaster communication can be achieved.

Disaster crisis communication is essential for providing adequate and successful disaster management process during disaster events. This article analyses the disaster communication in Thailand during the 2011 floods. The newspapers and government agencies found it difficult to provide timely and accessible flood information to the public. The methodology involves qualitative analysis of the data collected by questionnaire survey, key informant interviews and print news headlines from three leading newspapers in Thailand. The article involves adoption of structuration theory for analyzing the severe implication and inadequate crisis communication in Thailand during 2011 floods. The findings include the gaps in the disaster communication systems at the government level towards the local community. There is a need to provide user friendly disaster communication system to assist in resilient communities. All channels of communication including television and media, smartphones, open source data and social media must be incorporated in a comprehensive disaster communication system.

Indonesia is one of the countries in Asia that has experienced a severe impact due to the COVID-19 virus. This message was conveyed by the president of Indonesia officially on March 2, 2020. The Indonesian government received various criticisms. The Indonesian people considered the government to be slow in taking a stand on this global pandemic. BNPB (National Disaster Management Agency) was then appointed as the COVID-19 Response Acceleration Task Force. As an agency engaged in disaster issues, BNPB strives to carry out the disaster mitigation process for the COVID-19 case. This study aims to determine how BNPB carries out the representation of disaster communication through Instagram @bnpb_indonesia. The disaster communication process is inseparable from disaster mitigation itself. The concept of successful disaster communication emphasizes the affected, the commitment of the leadership, communication as part of planning and operations in the field, awareness of the situation, and cooperation with the media. This study uses Barthes’s semiotic method to see how denotative, connotative, and mythical forms are formed on BNPB’s Instagram. This preliminary research shows that in general, BNPB Instagram has worked hard to fulfill its organizational profile as a representation of the foremost organization dealing with the COVID-19 disaster in Indonesia. However, in terms of successful communication, several things are not fulfilled on the existing BNPB Instagram display, especially the lack of focus on those affected.Keywords: Representation, disaster communication, covid-19, Instagram, BNPB ABSTRAKIndonesia menjadi salah satu negara di Asia yang mengalami dampak sangat serius akibat virus Covid-19. Berbagai kritik dituai oleh pemerintah Indonesia, masyarakat Indonesia menganggap pemerintah lamban mengambil sikap atas pandemik global ini. BNPB (Badan Nasional Penanggulangan Bencana) kemudian ditunjuk sebagai Gugus Tugas Percepatan Penangangan Covid-19. Sebagai badan yang bergerak pada isu kebencanaan, BNPB berupaya keras melakukan proses mitigasi bencana atas kasus Covid-19. Penelitian ini bertujuan mengetahui bagaimana representasi komunikasi bencana dilakukan BNPB melalui Instagram @bnpb_indonesia. Proses komunikasi bencana tidak terpisahkan dari mitigasi bencana. Konsep keberhasilan komunikasi bencana menekankan fokus pada yang terdampak, adanya komitmen pimpinan, komunikasi sebagai bagian dari perencanaan dan operasi di lapangan, kesadaran atas situasi, serta adanya kerja sama dengan media. Penelitian ini menggunakan metodologi semiotika Barthes untuk melihat bagaimana denotatif, konotatif dan mitos terbentuk atas Instagram BNPB. Penelitian awal ini menunjukkan hasil bahwa secara umum Instagram BNPB berupaya keras memenuhi profil organisasinya sebagai representasi organisasi terdepan yang menangani bencana Covid-19 di Indonesia. Namun dari sisi keberhasilan komunikasinya, ada beberapa hal yang tidak terpenuhi pada tampilan Instagram BNPB yang ada, terutama kurang fokusnya pada yang terdampak.Kata Kunci: Representasi, komunikasi bencana, covid-19, Instagram, BNPB

This study investigated the usage and types of information and communications technologies (ICTs) accessible to community members in four selected Thusong Service Centres (TSCs or telecentres) in KwaZulu-Natal (KZN). The telecentres that participated in the study were: Nhlazuka, Mbazwane, Dududu and Malangeni. The study was informed by Rogers’ (1995) Diffusion of Innovations (DoI) theory. Through a survey, four TSCs were purposively selected. A questionnaire was used to collect data from community members in the four telecentres involved. The data collected was tabulated under the various headings and presented using tables, frequencies, percentiles and generalisations with the help of the Statistical Package for the Social Sciences (SPSS). The results indicated that a variety of ICT tools have been adopted in the TSCs to provide the local community with the much-needed access to information and improved communication. The government should ensure that adequate varieties and levels of ICT competence are offered to all the citizens. In conclusion, there is a need for sufficient and coherent government policies regulating the training of the local community to use these ICTs effectively.

Tourism sector has a significant role in the economic development of our country. Tourism sector has contributed 6.88 percent to the GDP and has 12.36 percent share in employment (direct and indirect) in the year 2014. It has also a significant share in foreign exchange earnings. The benefit of tourism mostly goes to the local community (Sonya & Jacqueline, Mansour E. Zaei & Mahin E. Zaei, 2013). In this paper, an attempt has been made to assess how the tourism industry has created an opportunity for the economic, political, social and cultural development of the local community at Manali in Himachal Pradesh (India) and also tried to study the problems that are associated with the tourism in the region. The study found that the tourism industry has been extending its contribution for the development of local community at Manali. It has been providing employment, business and investment opportunities, revenue generation for the government, encouraging the community to promote and preserve its art, culture and heritage, raising the demand of agriculture products, provided opportunities for local people to run and work in the transport business and by promoting MSMEs in the region. Besides the opportunities, the tourism industry has also added many problems to the local community. Traffic congestion, increase in water and air pollution, solid waste generation, degradation of the cultural heritage, ecological imbalances, rise in cost of living, increase in crime, noise and environment pollution, migration of people to the region, negative impact on local culture, and extra pressure on civic services during the tourists season, are the problems associated with the tourism. The study suggest that effective management of natural resources, dissemination of environment protection information, involvement of local community in decision making, professionalization in the working of local administration, extending the support of government in sponsoring the events, infrastructure development, tracking records of migrants with the help of local community to curb the crime rate, promotion and preservation of art, culture and heritage, involvement of NGOs, compliance of the rules can make tourism more beneficial in the development of local community.

Abstract As the world welcomes the availability and distribution of COVID-19 vaccines, coupled with it is the ‘hesitant’ predicament of some Filipinos to get vaccinated because of the confusing information regarding its efficacy. With this, the government needs to build up public trust to assure a successful vaccination program. A recent study suggested that a more ‘localized’ public education and role-modeling from public officials and health authorities can help in building public trust. However, this needs a lot of clarification if applied in the current situation where education is fully executed online. The problem now lies in the country’s poor internet connectivity which greatly affects the online setup. This study then proposes that a house-to-house massive information campaign by local health care personnel which is led by a medical doctor to ensure a credible explanation of the entire procedure. In the same way, the idea of public officials as role-models seemed to be ineffective since there were already casualties linked to the vaccine. A consistent transparent approach is suggested in lieu of this which can prepare the country for a more defensive strategy to fight the pandemic.

Engaging people in preparing for inevitable climate change may help them to improve their own safety and contribute to local and national adaptation objectives. However, existing research shows that individual engagement with adaptation is low. One contributing factor to this might be that public discourses on climate change often seems dominated by overly negative and seemingly pre-determined visions of the future. Futures thinking intends to counter this by re-presenting the future as choice contingent and inclusive of other possible and preferable outcomes. Here, we undertook storytelling workshops with participants from the West Yorkshire region of the U.K. They were asked to write fictional adaptation futures stories which: opened by detailing their imagined story world, moved to events that disrupted those worlds, provided a description of who responded and how and closed with outcomes and learnings from the experience. We found that many of the stories envisioned adaptation as a here-and-now phenomenon, and that good adaptation meant identifying and safeguarding things of most value. However, we also found notable differences as to whether the government, local community or rebel groups were imagined as leaders of the responsive actions, and as to whether good adaptation meant maintaining life as it had been before the disruptive events occurred or using the disruptive events as a catalyst for social change. We suggest that the creative futures storytelling method tested here could be gainfully applied to support adaptation planning across local, regional and national scales.

Tax compliance is the willingness of taxpayers to obey tax rules of a nation, whilst tax noncompliance is the unwilling behaviour of citizens to act under tax regulations. Taxpayer compliance enables the government to collect tax revenues, which is one of the most important sources of government income. Altering the non-compliant behaviour of citizens is an important barometer for increasing tax revenues that contribute to the socio-economic development of a nation. Numerous quondam studies have been conducted strikingly in the past few decades on taxpayer compliance. However, there is a dearth of sufficient research currently on tax noncompliance behaviour. Moreover, the phenomenon of tax noncompliance has limited exploration from the vantage point of meta-analysis of primary research studies conducted, focussing on interrogating, and systematically categorising their results. Resultantly, the purpose of this study was to examine the previously related primary studies to determine those factors that have been judged to have influenced the tax compliance behaviour of citizens. This study has adopted the quantitative research approach and followed the preferred reporting items for systematic review (PRISMA) method and meta-analysis to provide an accurate estimate of the relationship that exists in a population of relevant tax noncompliance behavioural studies. The population comprised of 45 international studies conducted between the period 2015 to 2020 is selected for analysis. The study results indicate that the quality of tax administration systems and public trust in institutional governance are factors that have influenced taxpayer compliance positively. Poor government accountability mechanisms entrenched tax gaps, and developing public trust in government institutions were found to be universal to promote voluntary taxpayer compliance. This study has contributed significantly to the open discussion on tax compliance among researchers, governments, and businesses.

The major objective of this study was to measure the association between various interventions and Chitral Gole National Park (CGNP) role in preservation of bio-diversity and socio-economic uplift. A sample size of 346 respondents was randomly selected from total population of 3326 from the 4 selected villages on the basis of close proximity. A conceptual framework including dependent variable social development and independent variable tourism development were taken. The data were analyzed through frequency and percentage distribution. Moreover, Chi-square test was applied to know the relationship between dependent and independent variables at bi-variate level. In bi-variate analysis a highly significant (P=0.000) relation was found between CGNP is main source of promoting tourism in Chitral,tourists do any impacts upon local community in terms of increased business activities, local culture is safeguarded despite influx of tourists in the area, tourism produced employment opportunities, and social development. Qualitative data supported the empirical findings, however tourism brings economic opportunities at micro and macro level, but unfortunately CGNP is not as satisfactory regarding generating income since its establishment. The government should ensure to make such polices pertaining to the entrance fee, provides accommodation services on payment to the tourists and to reserve the entrance fee or any other form of taxes to ensure CGNP to spend on self-sustaining basis by ensuring refinement in the procedures as well.
