This study aims to analyze the implementation of flood disaster mitigation strategies in Nagari Taram, Limapuluh Kota Regency. This study uses a qualitative method with a descriptive approach. They were collecting data using interviews, observation, and documentation study. The research informants were several heads of fields, section heads in the Regional Disaster Management Agency of Fifty Cities Distr2ict. The results showed that the implementation of disaster mitigation by the local government had been carried out in the form of the normalization of Batang Sinamar, brojong development along the Batang Sinamar watershed. However, the mitigation that has been implemented has not succeeded in reducing the risk and impact of flooding on the community in Nagari Taram. This study argues that local governments need to pay attention to regional characteristics in implementing flood disaster mitigation before carrying out river normalization because the area's characteristics affect the carrying capacity and carrying capacity of the river.

Disaster may occur anytime and anywhere, and is generally unpredictable. Therefore, the most important to do is disaster management to minimize any harmful impacts of disaster. To be more effective and efficient, it needs to involve all related parties. In regions, the relationship between village institutions is of high importance in disaster mitigation. This is because it is village administration (government) that is in direct relationship with community, and that the latter is one directly impacted by disasters in regions. Thus, in the context of disaster mitigation, the relationship between village institutions should be strengthened. Accordingly, the problem studied in the present research was, how is the strengthening of institutional relationships of villages in Garut Regency?. The research method used was a qualitative method. The data collection techniques used were interview and observation. Interview was conducted with village officials and Destana volunteers. And observation was performed in the field on the activities conducted relating to disaster mitigation measures in the four villages which were the research objects, namely, Pasawahan, Rancabango, Mekarjaya, and Karyamekar.The research result revealed that the institutions in the four villages have been good enough but still need to be strengthened in the context of disaster management. The four villages were vulnerable to disasters and have had Destana instrument as a guard of disaster management at village level. In view of the research result, it is suggested that village officials improve their disaster management by, among others, conducting socialization on disaster risks, ways of lessening disaster occurrences, and ways of minimizing losses in case a disaster really occurs.

Bangladesh has a history of political unrest and supremacy of the ruling party. Recently, representatives of the local government were suspended for being accused in cases of political violence. The ruling party is defining the suspensions as a legal process; on the contrary, the opposition political parties are claiming it as political hostility and a way of controlling local governments. There are shortages of research on contemporary political challenges and its consequences. Thus, this study considered local government representative suspensions as a case to exemplify the political hostility and local government crisis in Bangladesh. This study also demonstrated some theoretical points to frame the conceptual thoughts, likewise explained the status and some historical illustration of governmental intrusion over local government. Besides, this study applied the qualitative method to discover the research queries. Consequently, the analysis outlined substantial political supremacy and hostility in Bangladesh and its adverse impact on local governance.

The relationship between the local government and the central government in handling COVID 19 in Indonesia is considered very bad because the existing disaster management is considered slow in breaking the chain of the spread of COVID 19. This study focuses on coordination between the central government and local governments where there are many mismatched statements in determining policies in handling COVID 19 which is confusing in the application of handling this COVID 19 disaster. The research method using a systematic literature review is one approach to the literature review method by describing the procedure for selecting publication criteria and/or literature that is reviewed with the aim of getting a broad picture related to a particular topic or issue. The results of the study indicate the need for principles of interaction between local and central government authorities in the task of handling the COVID-19 disaster that has not used a good disaster management strategy, this is because it does not implement the relationship responsibility principles of central-local government interaction so it is necessary to strengthen communication. In addition, during the COVID-19 pandemic, there is a complicated bureaucratic system in central-local government interactions

Disaster mitigation is one of the phases within the disaster management cycle which alleviates the adverse impact of disasters by instituting structural and non-structural measures where infrastructure and people are at risk. Disaster mitigation remains an overlooked phenomenon by governments in developing countries, despite its negative repurcusion which is aggravated by economic downturns, infrastructural destruction and political unrest. The literature review reveals a need for long-term disaster mitigation strategies to be carried out well before disaster events. Among the most crucial demands are the need to embed mitigation in government departments’ planning programmes, the need for community participation and intergovernmental relations with the aim to create disaster resistant communities. The purpose of the article is to contribute to the development of a robust disaster management framework and the centre within eThekwini Municipality with the aim to create properly balanced mitigation strategies. Furthermore, to add value to the body of knowledge in South Africa as there are a limited number of researchers who have contributed to the study of disaster mitigation. The research was undertaken at the Foreman and Kennedy Road informal settlements located in Clare Estate, under Ward 25, in Durban. Questionnaires were self-administered to a population size of 220 respondents, from which a sample size of 140 respondents completed the questionnaires, thereby generating a response rate of 63.6%. Interviews were also conducted with municipality officials involved in disaster management. Data was analysed in the form of frequency distribution and cross-tabulation tables. The article indicates a significant difference between sturdy and non-compliance building materials used to build the informal settlements. The article indicates that eThekwini Municipality does not have mitigation strategy as well as short or long-term planning. The building density, the use of combustible building materials for wall and roofs, and structural instability, all have a considerable influence on the spread of fire to the informal settlements.

Economic development requires government and the community to develop and explore the potentials of the region to supporting the better economy in the future. Local Tax is one of regional revenues that has an important role in supporting the implementation of regional development of Bitung. High earnings of local taxes will increase revenue (PAD) so the local government are expected to explore the revenue sources (PAD) in improving Local Revenue (PAD) as to reduce dependence on the central government. This study is aimed to quantify and determine the potential of local taxes in the realization of the projected increase regional revenue in Bitung City. This research uses qualitative method with descriptive approach. Based on research and survey, Bitung City has unexplored local taxes potential by the local government (DIPENDA) to be explore. <p>Floods are an inevitable event for countries with tropical climates such as Indonesia. Floods can hit anything and everything in the flood-prone areas that allow the emergence of disasters in the form of material losses and casualties. Women who belong to the "vulnerable" do have limitations but with an awareness of their limitations, women who have the potential to make themselves. Women can increase capacity very quickly. The purpose of this research is to formulate Fixed Procedure (PROTAP) from flood disaster for women in disaster-prone area of the flood of Serang regency. This research uses a qualitative descriptive method with simple RnD with sample of the woman in the disaster-prone area of flood of Regency of Serang counted 40 people which randomly. Intake of data with instruments of knowledge, attitude and preparedness. Instruments that can be used as guidance for PROTAP formulation. The result of this research is not yet given the role of woman in disaster management effort which not yet have ability more (disaster capacity). The knowledge needed is knowledge and experience of flood disaster that occurred in Serang prone area of flood. Women's attitude and preparedness will be built on the knowledge of women that have been developed. Attitudes and preparedness can be developed by providing a role in any flood disaster mitigation effort. This research can be certified for everyone in any disaster management effort that can be used in PROTAP that can be used as a guide for women in the effort to overcome the flood disaster in the surrounding environment.</p><p>Keywords: disaster prone woman, disaster management, flood</p>

Gendered vulnerability from women’s point of view has gained popularity in disaster studies in recent decades especially in the Global South. The positioning of women in society during normal times gives rise to vulnerabilities that are revealed when a disaster strikes. These vulnerabilities are often deep-rooted in societal makeup, cultural and traditional norms, and the economic fabric of society. In the context of Pakistan, the role of women in disaster risk reduction programs is still an under-researched area. In this paper, the gendered vulnerability progression in one of the mountain rural communities of Hassanabad in Hunza Valley (Northern Pakistan) is analyzed post-Shishper glacier lake outburst flood (GLOF) in 2019 and 2020. The study uses empirical qualitative data. Semi-structured interviews were conducted with men and women of different age groups within Hassanabad village. A thematic gendered analysis unveiled several interlinked social, economic, and institutional vulnerabilities. The gendered transitional phase of Hassanabad society positively indicates women’s involvement in different spheres of life, including disaster management and mitigation. However, the lack of gender consideration on a formal institutional level exacerbates the gendered vulnerabilities in Hassanabad village. The case study of Hassanabad demonstrated that women not only have an awareness of hazards but are also willing to participate proactively in disaster mitigation activities. Therefore, to reduce community vulnerability and yield long-term positive outcomes of disaster management and mitigation strategies, women must be involved at the formal institutional levels.

This research aims to gain an understanding of the meaning of restaurant tax on restaurant taxpayers in South Tangerang City. The method used in this research is a qualitative method with intepretive paradigm and phenomenology approach. The results of the research revealed that the informant had understood about their obligation to pay restaurant taxes to the local government. They understand that restaurant taxation is an obligation as citizens who set up a restaurant business in an area against the regional government which can be used as a source of regional revenue to finance the needs of local governments. The meaning of restaurant tax cannot be separated from their life background, character, culture and philosophy. Informants interpret restaurant taxes as a form of reciprocity to local governments, peace of business, contribute to the region and forming a sense of social responsibility.

Climate change is one of the major challenges faced by countries worldwide. In the Philippines, constant typhoons and flooding have exposed the vulnerability of disaster risk and reduction management of local communities, and such untold miseries increased the loss and damages of human lives and economic assets. While project management approach has been effectively applied to many fields and sectors, disaster management has yet to see its full benefits. Data from the Office of the Department of Interior and Local Government (DILG) revealed that in 2014, the Municipality of Compostela had been awarded the “Seal of Good Local Governance on Disaster Preparedness” (SGLG). Thus, this captures the interest of the researcher to determine indicators of the local government unit’s disaster management that predict disaster resiliency to the major natural disasters occurring in the Municipality of Compostela for the last five years which include flooding and typhoon. This study employed a descriptive correlation design as the overall scheme in the conduct of the study. Specifically, Regression Analysis was utilized using disaster resiliency as the outcome variable and disaster management in terms of leadership structure, a guide to action management and partnerships and volunteerism as predictors. Results reveal that risk assessment and mapping,   partnerships with volunteer groups, civil society organizations (CSO) and business/private sectors, institutionalized planning and budgeting and functional incident command system significantly influence LGU’s resiliency towards flooding while partnerships with volunteer groups, CSO and business/private sectors, partnerships with other local governments and national government, institutionalized planning and budgeting and risk assessment and mapping significantly influence LGU’s resiliency towards typhoon.

During times of disaster, local government departments and divisions need to communicate a broad range of information for disaster management to share the understating of the changing situation. This paper addresses the issues of how to effectively use a computer database system to communicate disaster management information and how to apply natural language processing technology to reduce the human labor for databasing a vast amount of information. The database schema was designed based on analyzing a collection of real-life disaster management information and the specifications of existing standardized systems. Our data analysis reveals that our database schema sufficiently covers the information exchanged in a local government during the Great East Earthquake. Our prototype system is designed so as to allow local governments to introduce it at a low cost: (i) the system’s user interface facilitates the operations for databasing given information, (ii) the system can be easily customized to each local municipality by simply replacing the dictionary and the sample data for training the system, and (iii) the system can be automatically adapted to each local municipality or each disaster incident through its capability of automatic learning from the user’s corrections to the system’s language processing outputs.
