When the Arab Spring swept through the Arab world as far as Syria, Turkey and Russia were not on the same side. Turkey demand a regime change, while Russia supports the regime. The relationship between the two countries was also exacerbated by the downing of the Sukhoi-24 jet which led Russia to impose a number of sanctions on Turkey. However, from 2016 to 2019, the relationship between the two has started to improve. This was marked by various cooperation to end the civil war in Syria. Based on the theory of balance of power, Turkey should balance against Russia because every country always try to prevent one country from dominating. Instead they both cooperate. The military intervention carried out by Russia in Syria in 2015 can be analysed as an attempt to change the global balance of power, while Turkey can be categorized as a regional rising power. This article tries to answer: why Turkey choose to cooperate with Russia in Syria? I argue that the change in the Turkey's foreign policy during the AKP's increasingly harsher against the Kurds. This caused friction with the US, so that Turkey establish strategic relations with Russia to fight Kurdish in Syria.

American foreign policy does not seem to have undergone radical changes in its position towards Islamists. Instead, Islamists seem to display willingness to make a transition and cater for vital American interests in the Arab world - mainly with regard to the following four points: political economy; relations with Israel; the War on Terror; and issues related to identity, especially in the case of minorities. Islamists appear to have proven malleability towards the US in relation to the economic system and foreign policy. Some Islamist leaders have pointed out that the price of this adaptability is expected to be the respect of the US for Islamic ethos, added to the Islamists' autonomy on domestic, social and cultural issues. In conclusion, the relationship between Islamists and the US seems to be in the course of being shaped, but meanwhile, Islamists seem to adopt a realist stand on American foreign policy and national security whereby they do not seem to have quit the approaches of those regimes that have just gone.

When the Arab Spring broke out, the United States was in a quandary over how to handle the crisis in its attempt to balance its moral obligations and ideals without undercutting its strategic interests and those of its close allies. Flaws in US diplomatic approach have contributed to one of the most serious foreign policy crisis for a US administration to date with consequential upheaval and erosion of the US-built balance of power. The reactions and policy responses of the Obama administration highlight the difficulties in grasping with the new reality in the Middle East and in enunciating a policy platform that could combine American interests and values.

The role of the United Nations (UN) in response to the developments in the Arab world should be viewed in the context of the larger trends of thought and action in the world organization in promoting democracy as a norm during the past nearly two decades. The norm of establishing accountability as against impunity has found wide acceptance to define the relationship between the rulers and the ruled in the new century. Against this background, the great expectations about the UN as a powerful transformational tool toward democratization had received a setback with tempering experiences in responding to developments in Egypt, Libya, Syria, and Yemen since 2011. While the UN remained a bystander in Egypt in the wake of a coup against President Mohammed Morsi in 2013, it is striking that UN actions in Libya had cascading effect on its failure to act in Syria, which in turn produced a sense of fatigue in dealing with the situation in Yemen. In Libya’s case, the UN authorized military intervention did more harm than good to the cause of civilian protection and establishment of peaceful transition, but in Syria’s case, the military and political developments took place outside in the region and between major powers because of the diplomatic deadlock in the Security Council. Yemen comes out as a humanitarian nightmare, because of the exploitation of internal tribal suspicions by the regional geopolitical interests, which primarily spoiled all prospects of a promising role of the UN in providing a democratic framework of constitutional governance. The UN was unfortunately unable to exploit the opportunities thrown up by the Arab Spring as shown by its experiences in Libya, Syria, and Yemen.

Previous research (e.g., Horiuchi, Goldsmith, and Inoguchi, 2005) has shown some intriguing patterns of effects of several variables on international public opinion about US foreign policy. But results for the theoretically appealing effects of regime type and post-materialist values have been weak or inconsistent. This paper takes a closer look at the relationship between these two variables and international public opinion about US foreign policy. In particular, international reaction to the wars in Afghanistan (2001) and Iraq (2003) are examined using two major multinational surveys. The conclusions of previous research are largely reinforced: neither regime type nor post-materialist values appears to robustly influence global opinion on these events. Rather, some central interests, including levels of trade with the US and NATO membership, and key socialized factors, including a Muslim population, experience with terrorism, and the exceptional experiences of two states (Israel, Albania) emerge as the most important factors in the models. There is also a consistent backlash effect of security cooperation with the US outside of NATO. A discussion of these preliminary results points to their theoretical implications and their significance for further investigation into the transnational dynamics of public opinion and foreign policy.

The author presents his own original conception of the 2011 Arab upheavals. First, he tries to find parallels between the Arab Spring and the 19th century European Spring of Peoples. Second, he dwells on the idea of three types of transition in the Arab World: economic, demographic, and ideological. Third, he reflects on the issues of democracy and autocracy in the Arab countries emphasizing the role of youth. Fourth, he puts forward some new ideas as regards the relationship between Europe and the Arab World, offering such terms as “democratic internationalism” and “young democratic safety belt” in the Mediterranean region.

Washington's active foreign policy and US claims to the role of world leader are supported by American society in recent decades. The informational basis of this work is the analysis of the sociological surveys of leading American research centers, statistics, academic articles, as well as official documents on the studied issues. The study revealed the peculiarities of the perception of traditional and new threats to national and international security by the American elite and society. The author traces the connection between official foreign policy doctrines and the opinions of American citizens regarding Russia and China. The paper examines the evolution of Saudi Arabia’s foreign policy in the context of wider changes in the Middle East and in the Arab world triggered by the Arab Spring. The author argues that during this decade the Kingdom’s foreign policy has witnessed a fundamental transformation: the very essence of the Saudi foreign policy course has changed signifi cantly as the political es-tablishment has substantially revised its approaches to the country’s role in the region and in the world. Before 2011, Saudi Arabia — the land of the ‘Two Holy Mosques’ — positioned itself as a representative of the international Muslim community and in pursuing its foreign policy relied primarily on the religious authority and fi nancial capabilities. However, according to Saudi Arabia’s leaders, the Arab Spring has plunged the region into chaos and has bolstered the infl uence of various extremist groups and movements, which required a signifi cant adjustment of traditional political approaches. Saudi Arabia, more explicit than ever before, has declared itself as a nation state, as a regional leader possessing its own interests beyond the abstract ‘Muslim Ummah’. However, the author stresses that these new political ambitions do not imply a complete break with the previous practice. For example, the containment of Iran not only remains the cornerstone of Saudi Arabia’s foreign policy, but has become even more severe. The paper shows that it is this opposition to Iran, which is now justifi ed on the basis of protecting the national interests, that predetermines the nature and the specifi c content of contemporary Saudi Arabia’s foreign policy including interaction with the Gulf Cooperation Council (GCC), approaches towards the solution of the Israeli-Palestinian confl ict, combating terrorism, and relations with the United States. In that regard, the transformation of Saudi Arabia’s foreign policy has, on the one hand, opened up new opportunities for strengthening the Kingdom’s interaction with Israel, but, at the same time, has increased tensions within the framework of strategic partnership with the United States. The author concludes that currently Saudi Arabia is facing a challenge of diversifying its foreign policy in order to increase its international profi le and political subjectivity.

The discovery of energy sources in the Eastern Mediterranean region, while providing opportunities, further complicates Turkey-Israeli relationship. If Israel and Turkey can cooperate on energy, they can revitalize their relationship to the extent when the military elites were strong in Turkey and the relationship between two countries was established with the hands of generals. The 2016 Israel-Turkey agreement, which ended years of tension, provides Israel and Turkey with the opportunity to cooperate in energy areas. This collaboration, in turn, could generate the eventual emergence of the new ruling elites that would fill the vacuum created by the decline of the military's role in Turkey. It was the crisis management experience of the US that made the agreement between two countries possible in June 2016. Yet, any normalization process between Israel and Turkey will not be easy. US policy in the Mideast influences Turkey-Israel relations, and Turkey-Israel relations, in turn, affect the future of the Middle East. This obliges the US to bear a tremendous responsibility.

AbstractThe renewal of the Canada-US North American Aerospace Defence (NORAD) agreement in March 1986 will not end the debate on the relationship between NORAD and trends in American strategy, including the Strategic Defense Initiative (SDI). This article reviews and explains the various strains of that debate. It points out why some in Canada argue that participation in NORAD will inevitably lead to Canadian involvement in the ballistic missile defence objective of the SDI. It also notes, however, why the military and other observers are concerned that strategic and technological trends in the US may make it difficult for Canada to remain active in North American aerospace defence, and indeed, even to provide for its own air sovereignty.

More than five years out from its implementation, we still know relatively little about how members of the US military and its ancillary institutions are responding to the repeal of Don’t Ask, Don’t Tell. Contrary to what one might expect given the long history of LGBTQ antipathy in the military, I found in interviews with Boston area Reserve Officer Training Core (ROTC) cadets unanimous approval for the repeal of DADT. When pressed to explain why there was so much homogeneity of favorable opinion regarding the repeal, interviewees repeatedly offered the same explanation: that Boston, in particular, is such a progressive place that even more conservative institutions like the ROTC are spared anti-gay sentiment. They imagined the Southern and/or rural soldier they will soon encounter when they enter the US military, one who represents the traditionally homophobic attitudes of the old military in contrast to their more enlightened selves. This “metronormative” narrative has been critiqued elsewhere as inadequate for understanding the relationship between sexuality and place; this article contributes to that critique by taking a new approach. Rather than deconstruct narratives of queer rurality, as the majority of metronormativity scholarship has done, I deconstruct these narratives of urban queer liberation. I find that such narratives mask the murkier realities of LGBTQ attitudes in urban contexts and allow residents like the ROTC cadets in this study to displace blame about anti-gay prejudice to a distant Other, outside of their own ranks.
