Freelance journalists experience constraints in their practice which impact upon their independence; yet they invoke the idea of professionalism  similar to that of the employed journalists to justify their position as journalists. However, the reality of their practice makes them accept the imperative of the rules of game set by news managers and others, which significantly compromises their independence. An in-depth interview of freelance journalists working in print media in Sydney, Australia, reveal that this is a true analysis of the prevailing situation for the freelance journalists, making their claim of professionalism weak. However, the complexity of the situation is manifested in a strong sense of public service prevalent among Sydney freelancers. As freelance journalists are becoming significant in number in many parts of the word (IFJ, 1999), the question of professionalism in freelance journalists should be considered as an important aspect in any comprehensive discussion on journalism.

Opening ParagraphDr Nwaka, in writing his paper on the ‘man-leopard’ killings of southern Annang, Nigeria, 1943–48, has performed a good public service for Nigeria. During the past few years a number of Nigerians have expressed to me the view that the killings should be written up. Now Dr Nwaka has done just this, and only after a very considerable amount of research, as his extensive references indicate. The fact that I do not accept his main conclusion is not the point. His paper forms the basis for a comprehensive discussion of the circumstances surrounding the killings from 1943 to 1948, and for this we owe him a real debt of gratitude.

African women in public service experience some issues in their bid to juggle between their jobs and parenting; however, not much is available within the literature to explain these dynamics. This study seeks to document this by understanding their experiences, the coping strategies adopted and the implications on the respondents’ wellbeing and that of their children. For quantitative data, a total number of one hundred and sixty questionnaires were purposively administered to mothers with infants working within the selected organizations and complemented with twenty in-depth interview schedules. Findings: a majority (40.0 percent) of the respondents were aged 31-40 years. About 73.0 percent claimed their challenges include how to combine paid employment with motherhood while 26 .9 percent attributed it to finance. Respondents mentioned that their children experience diarrhoea and malaria (22.2 percent), loss of appetite and weakness (23.1 percent) while they are away to work. On the part of the mothers, 62.3 percent claimed that their major challenges are stress and in ability to focus on their work. Respondents further argued that child spacing (7.5 percent) and support from husband (17.5 percent) are part of their coping mechanisms. Working mothers need a more conducive atmosphere for career development and parenting.

The Public Service is juring service by government, enterpreneur on government’s nama or entrepreneur to society with or without payment for filling necessary or society needs.Based on prior research was found that there was lateness problem in completion to make SITU that exceed time from determined time in procedure operational standard of service integrated office Hulu Sungai Utara District. The Purpose of this research are to describe and analyze : (1) How process permission servise in publication of work place permission letter (SITU) in Hului Sungai Utara District. (2) Factors that influence service publishing of work plece permission letter.The approach of research is qualitative. The plece of research is in service integrated office in HSU District. The technique of collecting data is done by depth interview, observation and documentation. The analysis data uses interaction model by Miles and Huberman. The data testing is done with triangulation, that is technique triangulation although source triangulation. The result of research showed that servies of KPT HSU District in SITU service is high enough. This fact is appeared from (1) kid of apparatus sources and related with their skills. (2) The ease in submission is done well. It is announced dearly about making of permission letter procedure. (3) The accuracy of service that free from mestaker is well done. It canbe seen from there is no mestaker in every publication of fermission document. (4) The service cost in well enough. It is appeared from transparency about amount of payment with out more tax. (5) Many employees heve SLTA education so that their qualities in education aspect is felt still low enough.

This article highlights the importance of a dialogic relationship between government and society in the effort to build more participatory service system innovations. The idea of dialogic innovation itself arises as a logical consequence of the open government system, which replaces outdated service practices. This new idea emphasizes accountability, transparency and participation from the community as the spirit of the public service system. Thus, public service innovation is produced by absorbing bottom-up innovation. This research uses a qualitative approach with a case study model. Data collected through observation, depth interviews and documentation. The results of this study indicate that the Malang Online Service System (SINGO) implemented in the village of Sawojajar, Malang is evidence of the success of dialogic innovation between the community and the government. The android application-based public service system was conceived and created by the Sawojajar community itself, supported by the local government. SINGO’s innovations have succeeded in becoming champions and pioneers for other villages. This shows that dialogical and participatory public services have succeeded in changing the old pathological bureaucratic paradigm into emancipation. Artikel ini menyoroti pentingnya relasi dialogis antara pemerintah dengan masyarakat dalam upaya membangun inovasi sistem layanan yang lebih partisipatif. Gagasan inovasi dialogis sendiri muncul sebagai konsekuensi logis dari sistem open government, yang menggantikan praktik pelayanan yang telah usang. Ide baru ini menitikberatkan pada akuntabilitas, transparansi serta partisipasi dari masyarakat sebagai ruh dari sistem pelayanan publik. Sehingga, inovasi pelayanan publik dihasilkan dengan cara menyerap aspirasi dari bawah (bottom-up innovation). Penelitian ini menggunakan pendekatan kualitatif dengan model studi kasus. Data dikumpulkan melalui observasi, depth interview dan dokumentasi. Hasil penelitian ini menunjukan bahwa Sistem Pelayanan Malang Online (SINGO) yang diterapkan di kelurahan Sawojajar, Malang merupakan bukti dari keberhasilan inovasi dialogis antara masyarakat dengan pemerintah. Sistem pelayanan publik berbasis aplikasi android digagas dan diciptakan oleh masyarakat Sawojajar sendiri, didukung oleh pemerintah setempat. Inovasi SINGO sendiri berhasil menjadi juara sekaligus pionir bagi kelurahan lainnya. Hal ini menunjukkan bahwa pelayanan publik yang dialogis dan partisipatif berhasil mengubah paradigma birokrasi lama yang patologis menjadi emansipatif.

This study identifies critical factors in the capacity building of electronic government (e-government) in Sragen municipality, Indonesia. Sragen is a small city renowned as a pioneer in the implementation of e-government initiatives among other local governments. by conducted in-depth interview as well as observation thus the data was categorized and interpreted for fur-ther being discussed for the result. Results of the study showed that using an institutional ap-proach in e-government capacity building Sragen municipality succeeded in improving the quality and value of the relationship between government institutions and citizens; identified institutional factors that are crucial for successful e-government capacity building that include policies, organizational structure, and participatory public management.
