The power of online media to influence New Zealand local government politics was made clear in 2013 when a blogger revealed that Len Brown, the popular mayor of Auckland, had conducted a two-year, extramarital affair. The mainstream media picked up the story, Brown’s popularity collapsed and in late 2015 he announced he would not stand again for mayor. This media scandal was, in part, driven by the fact that Brown was a celebrity. Unlike several high-profile sex scandals involving politicians overseas, Brown’s career did not survive the controversy, perhaps because the public came to regard him as a practised liar. The media itself engaged in self-serving scandalous activity during the controversy. Today’s shock bloggers are similar to the proto-journalists of the 17th century. Members of new and old media researching the scandal treated their secret sources very differently. The existence of the internet means such scandals can now exist in perpetuity. If the Len Brown Affair was an example of the media fulfilling its watchdog role - by exposing a lying politician - it was also an example of journalists furthering their own ends - political and commercial - by appealing to their audiences’ purient interests.

This paper examines a five-year initiative by the UK's public service broadcaster, the BBC, to reinvigorate civic engagement at a time of declining public participation in politics. The Action Network project, originally called iCan, ran from 2003 to 2008 and was one of the most high profile and ambitious attempts by a public service broadcaster to foster eParticipation through an online civic commons. This study analyzes Action Network within the context of conceptualizations of the Internet as a networked, distributed and participatory environment and the shift towards what scholars describe as a networked public sphere. It suggests that the project did not have the impact anticipated as it was borne out of a paternalistic broadcast legacy, out of step with the trend towards distributed and collaborative discourse online that reassesses the notion that the public is simply a resource to be managed. This paper argues that the BBC experience provides lessons in how the media, and specifically public service broadcasters, can contribute towards greater political participation and democratic dialogue through the Internet by adopting Web 2.0 approaches that enable citizens to engage on different levels and at different times, depending on contexts.

Police and the media have had a close relationship but it has become an increasingly uneasy one. For more than a century, the mainstream United States media—mainly newspapers, radio, television and magazines—have depended on the police for raw material for a steady diet of crime stories. For its part, law enforcement regards the media as something of an adversary. The relationship has changed because of the growth of investigative reporting and of the Internet. Both developments have increased the volume of material critical of the police. At the same time, law enforcement has used social media as a means to bypass the mainstream media to try getting its message directly to the public. However, the news media in all of its forms remains a powerful interpreter of how law enforcement does its job.

The media have always had great influence on the construction of attitudes and opinions of the public, thus it comes as no surprise that they constantly adjust to contemporary tides and the ways in which the public obtains information. Thanks to the popularity and possibilities offered by the Internet, the media were forced to converge towards online forms of reporting. Besides this, the Internet enabled the removal of state limits when it comes to informing, so the public can learn more easily about events from all over the world. In this way, mass-media communication gets new outlines while directing social tides on the global level. Although such a trend can be useful, it can also carry certain dangers. Therefore, the new media can become a platform for international conflicts and lead to possible interruption of good relations among states. Considering the fact that relations between Serbia and Croatia are characterised by a now concluded war, this paper examines the way in which the Serbian and the Croatian online media report on the relationship between the two states from the perspective of political relations, media presentations of each other, as well as how large the role of the modern media is in provoking new conflicts. Using a quantitative-qualitative analysis of the content, both the Serbian and the Croatian versions of the portal “24 hours” were analysed within the period from April 1  to April 30, 2017.

The internet connectivity is projecting the opportunities upon which local mainstream news media (newspaper, radio and television) are reached globally. Even outside the comfort zones of the newspaper circulation as well as radio and Television spectrums, the internet makes a point of contact between the media and the audiences across borders. Assessing the purpose for media going global, which transcends reaching the audience outside the border-bound but accommodates the effort to meet up with the information needs of the international audience, constitutes the major objective of this study. A survey of the diaspora audience of Nigerian online media in Malaysia, UK, South Africa, and the US was conducted through online questionnaire. Sampling the opinions of the media audiences across frontier on whether the media globalisation enhances the quality and structure of media output, this study found out that despite the fact that the general audience assessment of the media was lamentable, the audience appraised newspapers for moving closer to the global prospect ahead TV and Radio. The audience rating of the online media efficiency was discussed on the tenet of media usage based on the information needs that compel gratification. The online access to mainstream media according to the audience remains a laudable innovation that upturns the media questionable outputs and narrows the wide gaps between the media and the audience as well as among the audiences.

Twitter is increasingly being used within the sociopolitical domain as a channel through which to circulate information and opinions. Throughout the 2016 US Presidential primaries and general election campaign, a notable feature was the prolific Twitter use of Republican candidate and then nominee, Donald Trump. This use has continued since his election victory and inauguration as President. Trump’s use of Twitter has drawn criticism due to his rhetoric in relation to various issues, including Hillary Clinton, the size of the crowd in attendance at his inauguration, the policies of the former Obama administration, and immigration and foreign policy. One of the most notable features of Trump’s Twitter use has been his repeated ridicule of the mainstream media through pejorative labels such as “fake news” and “fake media.” These labels have been deployed in an attempt to deter the public from trusting media reports, many of which are critical of Trump’s presidency, and to position himself as the only reliable source of truth. However, given the contestable nature of objective truth, it can be argued that Trump himself is a serial offender in the propagation of mis- and disinformation in the same vein that he accuses the media. This article adopts a corpus analysis of Trump’s Twitter discourse to highlight his accusations of fake news and how he operates as a serial spreader of mis- and disinformation. Our data show that Trump uses these accusations to demonstrate allegiance and as a cover for his own spreading of mis- and disinformation that is framed as truth.

ISBN 978144255826A generaton after the capitalist roaders took over the New Zealand Labour Party, the country’s political landscape is bleak. As described in this new book, it is one in which no political party is interested in any ideology except staying in power, no party will do anything that might offend a focus group, PR hacks control policy, political party membership has all but disappeared, the public is almost totally disengaged and most of the media has neither the time, the skill nor the inclination to cover politics.

<p>The provision of statements of service performance (SSPs) by local government in New Zealand is a product of the economic reforms carried out in the late 1980s. A statement of service performance is regarded as an important document of New Zealand local government reporting. It is statutorily required by the Local Government Act 2002 and complemented by accounting guidance provided by the New Zealand Institute of Chartered Accountants (NZICA), with the objective of strengthening accountability obligations (Local Government Act 2002, s. 98; NZICA, 2002). In spite of twenty years‟ experience in preparing statements of service performance, the Office of the Auditor-General (OAG) (2008) criticised that the quality of SSPs prepared by local authorities (and other public-sector entities) was poor. A fundamental problem of statements of service performance reporting is the lack of comprehensive authoritative requirements on their preparation and presentation (Office of the Auditor-General, 2008). Arguably, the present authoritative requirements have been written to cater for the needs of large, profit-oriented entities in the private-sector rather than for the public-sector‟s specific needs for performance reporting and pitched at a higher or more conceptual level than is typically required for financial reporting standards (Office of the Auditor-General, 2008, Webster, 2007). This may be due to the fact that the current authoritative requirements, developed in early 1990s, have been influenced by the economic framework highlighting the decision-usefulness purpose of private-sector reporting, which is not suitable for public-sector reporting (Mack, 2003; Parker & Gould, 1999). Responding to the need for more adequate guidance for non-financial performance reporting of public-sector entities, the OAG and the International Public Sector Accounting Standards Board (IPSASB) are working on improving accounting guidance applicable for the preparation for SSP reporting by public-sector entities (Office of the Auditor-General, 2010; International Public Sector Accounting Standard Board, 2010). Pallot (1992) points out that accountability is the preferred purpose for public-sector reporting since the nature of the relationship between providers and users of government is non-voluntary. Past theoretical literature has attempted to define the possible components of accountability that would be suitable for public-sector entities to adequately discharge their accountability. Among them, Stewart (1984) has developed accountability bases, which provide a platform for understanding accountability expectations and, hence desirable characteristics of any accountability documents provided by public-sector entities for the public. It is possible that accountability documents pertaining to these accountability expectations will enable the public-sector entities to adequately discharge their accountability. New Zealand local government is the important second tier of New Zealand government sector. Among the wide range of community services provided by New Zealand local authorities, wastewater services represent one of the most crucial services. New Zealand constituents could be expected to be concerned not only about the performance of wastewater services provided by their local authorities, but also with the disclosures about that performance. However, the research on SSP wastewater disclosures by New Zealand local authorities is limited (Smith & Coy, 2000). Given the criticism on the usefulness of authoritative requirements for SSP reporting and the recognition of accountability expectations by the literature, the first two objectives of this study are to examine the consistency of SSP disclosures, regarding wastewater services provided by New Zealand local authorities, with the existing authoritative requirements, and the accountability expectations, using the disclosure index as a measurement tool. To understand possible explanations for the cross-sectional differences on the extent of disclosures, according to the authoritative requirements and accountability expectations, the third objective of this study is to examine the influential factors of the disclosures, using multiple regression analysis. The study finds that the performance disclosures made by the local authorities have low levels of correspondence with the index that is based on the authoritative requirements. The result also provides evidence that the current authoritative requirements are focused on financial information reporting and pitched at a high conceptual level. This supports the view that the existing authoritative pronouncements are not providing sufficient guidance for local authorities. The index based on accountability expectations has relatively greater correspondence with the disclosures made. This identifies that local authorities are providing information consistent with accountability expectations. The study suggests that accountability expectations provide a model suitable for SSP reporting guidance. According to the multiple regression analysis, the result shows that only size is significantly related to the extent of the disclosures. Larger local authorities report more corresponding information. The findings of this study provide three immediate implications which should be useful to: (i) accounting standard-setters for their current work on improving accounting guidance for SSP reporting; (ii) the Office of the Auditor-General for providing more insightful comments in the audit statement for SSP reporting; and (iii) regulators for increased attention on some special local authorities. By doing so, it is expected that New Zealand local authorities may lead the world in providing comprehensive SSPs, which enable them to adequately discharge their accountability and, hence in reaching a reform principle for greater accountability.</p>

Much communications research is in agreement about the failure of mass media to adequately facilitate a public sphere of open and reflexive debate necessary for strong democratic culture. In contrast , the internet's decentralised, two-way communication is seen by many commentators to be extending such debate. However, there is some ambivalence among critical theorists as to the future role of the internet in advancing the public sphere. On the one hand, the internet is providing the means fot the voicing of positions and identities excluded from the mass media. On the other hand, a number of problem are limiting the extensiveness and effetivness of this voicing. One of the most significant problems is the corporate colonisation of cyberspace, and subsequent marginalisation rational-critical communication. It is this problem that i will focus on in this article, with reference to examples from what I refer to as the 'New Zealand online public sphere'. I show how online corporate portals and media sites are gaining the most attention orientated to public communication, including news, information, and discussion. These sites generally support conservative discourse and consumer practices. The result is a marginalisation online of the very voices marginalised offline, and also of the critical-reflexive form of communication that makes for a strong public sphere. I conclude by noting that corporate colonisation is as yet only partial, and control of attention and media is highly contested by multiple 'alternative' discursive spaces online.

The development of the Internet and social media and networks as a media environment and communication channels combined with the specificity of the journalistic profession in the online environment are a factor which contributes to the emergence and proliferation of fake news. The lack of reliable fact checking by the media and the fast news consumption by the public lead to mass disinformation about certain issues or subjects. The current paper examines fake news from several points of view and describes the models of their use – as harmless jokes, as lack of journalistic competence or professionalism and as means of manipulation and intentional misleading of public opinion. The attempts of big media corporations to fight fake news are also described.

This article explains about online media iNews.id in implementing gatekeeping function. This study aims to find out how gatekeeping efforts iNews.id in the production process on the issue of preaching restrictions on worship in mosques during Ramadan in 2020. During the Covid-19 pandemic, the current media situation, especially in the midst of a crisis, encourages the public to become heavily dependent on media coverage. With a qualitative approach, researchers analyzed five levels of influence on the gatekeeping process in online media iNews.id. The results of this study show that factors that influence the way iNews.id in the production process of preaching restrictions on worship in mosques due to the Covid-19 pandemic are the individual level of media workers, the level of media routine, the organizational level, the extramedia level, and the social system level. The conclusions of this study state the most dominant levels is the organization level and the media routine level in the iNews.id.
