The implementation of the obligations resulting from the Act on electromobility and alternative fuels forces local government units to pro-vide transport services in public collective transport with the use of low- and zero-emission buses. Zamość, as a city with more than 50,000 inhabitants, is obliged to purchase zero-emission rolling stock, which is connected with the analysis of network reorganization and the choice of shaping new transport bundles in the city. Despite the fact that MZK Zamość owns a fleet of low-emission vehicles (powered by CNG), it is obliged to purchase an appropriate number of zero-emission buses (e.g. e-buses). The article presents by means of SWOT analysis the strengths and weaknesses as well as opportunities and threats resulting from the change in the adaptation of the transport network of the city of Zamość to the legal conditions concerning electromobility and low-carbon buses.

The basic tasks of the public public transport operator include reliable and safe transport services under the concluded transport contract with the transport organizer. The entity acting as the operator is obliged to punctually adhere to timetables, it is possible provided that the operator has a rolling stock characterized by a high level of readiness for rolling stock. The paper attempts to assess the readiness of the public transport operator performing tasks in the city and the adjacent area with a total number of residents not exceeding one hundred thousand.

The accelerated development of transport and transport technology is significantly contributing to air pollution by motor vehicle emissions in large urban environments. The analysis of mass public transport in Belgrade, the transportation supply, the transport services delivered, the number of passengers transported, clearly concludes that by investing in its capacity, significant progress in the preservation of the city environment can be achieved. The paper analyzes the economic and environmental aspects of the modernization and renewal of the public bus subsystem as the major bearer of the transport supply through the use of alternative fuels, natural gas and biodiesel. Santrauka Didėjantys transporto ir transporto technologijų vystymosi tempai gerokai padidina oro užterštumą urbanizuotose teritorijose. Analizuojama viešojo transporto (autobusų) modernizacijos bei atkūrimo, naudojant alternatyvų kurą (natūralias dujas ir biodyzeliną), galimybe ekonominiais ir aplinkosaugos aspektais.

The issue of energy behaviour among Polish consumers, and especially the motives and attitudes they manifest, is relatively under-researched. This article attempts to identify individual attitudes and beliefs of energy consumers using the example of the residents of the province of Silesia (Poland). The authors conducted the expert segmentation of respondents in terms of their motivation for saving energy, based on the results of their proprietary survey. The second stage of the study involved using a classification model that allowed for the characterisation of the obtained groups. Psychological and financial factors were of greatest significance, which is confirmed by the results of other studies. Nonetheless, the obtained results explicitly indicate the specificity of the region, which requires transformation towards a low-emission economy. Despite the initial stage of changes both in the awareness of the consumers and the public interventions of the authorities, it should be emphasized that a majority of the respondents—at least to a basic extent—declared taking energy-saving measures. Financial motives are predominant among the respondents, although pro-environmental motives can also be noticed, which might translate into increased involvement and concern for the environment and climate.

The development of urban transport in recent years has become one of the most important issues related to improving the quality of life in Polish cities. Excessive pollution in the form of greenhouse gases and other harmful substances from buses affects people’s health as does the excessive noise. This article analysed the measures being taken to reduce emissions, and the results showed that it is possible to reduce CO2 emissions by more than 28 thousand megagrams (Mg) per annum. Policymakers in Poland should consider limiting electricity generation through coal combustion and recognize, at least temporarily, CNG/LNG-powered buses as low-carbon rolling stock and co-finance their purchase and the necessary infrastructure.

On the basis of the literature review and secondary research results presented in the article, it should be stated that the continuous modernization of the rolling stock used to provide collective urban transport services is one of the main tools to encourage urban residents to abandon the use of passenger cars for collective transport. In order to make the rolling stock modernization process as smoothly as possible, it is necessary to carry out and then settle tenders for city buses. In the article, the primary research on the criteria used to evaluate offers in tender procedures for city buses in Poland was presented using descriptive statistics. The article also attempts to discuss whether the current weightings of the price criterion and non-price criteria reflect their share in the total cost of the life cycle of the city bus.

The article presents the meaning and the current state of functioning in the Berlin area – Brandenburg (Germany) Union of Communication. The paper is focused on the problem of eliminating barriers by implementing innovations in public transport for passengers with reduced mobility, such as disabled, but also older people, pregnant women, people with small children, large luggage or obese. These innovations are intended not only to increase the availability of public transport for these groups of users, but also to respect their human rights to live with dignity. Practical solutions are based on the city of Berlin, with an average of 3,8 million passengers per day on the public transport services.

Introduction. The authors propose to use a rational distribution of buses, taking into account their passenger capacity and the hours of the day, in order to optimize the operation of the rolling stock (RS) on the route. The usage of RS low-capacity on routes with significant passenger traffic increases the RS need, the load on the transport network and emissions of harmful substances into the atmosphere. Operation of high-capacity buses on routes with low power passenger traffic leads to the large intervals of movement and to the increase of waiting time for passengers. The authors highlight that on the number and type of buses’ determining it is necessary to take into account the city specifics (on the example of Volgograd), such as the presence of only two main streets with three lanes in each direction, adjacent roads through which the routes pass, one lane direction.The length of the city along the Volga river in total is about 90 km, due to the peculiarities of the road network (RN) of the city, any irrational use of the RS leads to a significant load on the road network, and, as a result, to the congestion on the roads. Nowadays the PS is not operated effectively.On most routes of the city the capacity of RS does not correspond to passenger traffic on the route. Possible way to optimize the use of RS is taking into account the daily load on the road network.Materials and methods. The authors studied the technology of the movement organization of the rolling stock on the № 59 route. In order to optimize the transportation process, the authors used the method of determining the buses’ number by hour of the day on the base of the graph-analytical method. Buses of different capacity were used on this route.Results. The resulting distribution of buses made it possible to combine the interests of carriers and passengers, to increase the efficiency of rolling stock and to reduce the load on the road network.Discussion and conclusions. As a result, the authors present the measures for improving the efficiency of the rolling stock. These measures are the main for improving transport services for population.

European transport policy assumes reducing the negative impact of transport on the natural environment and improving the energy efficiency of means of transport. European cities undertake numerous activities aimed at limiting the use of diesel-powered vehicles and introducing solutions free of toxic substances. The first part of the paper is devoted to the attempt to find an answer to the question at what stage of development there are currently low and zero emission vehicles in public transport. The second part will present the current research on the use of low-emission vehicles in public transport on the example of the largest carrier in Poland. The paper presents the results of research and statistics collected since 2015, mainly electric buses running every day on various routes of communication lines in Warsaw.

Banjarmasin dalam dunia kepariwisataan di Indonesia terkenal dengan kota seribu sungai. Sebagai salah satu daerah di Indonesia yang memiliki aliran sungai terbanyak membuat Banjarmasin juga dikenal sebagai kota dengan daya tarik pasar terapungnya. Di Kota Banjarmasin, pasar terapung yang dikenal luas oleh masyarakat dan sempat menjadi tema dari jargon salah satu televisi swasta di Indonesia adalah keberadaan Pasar Terapung Kuin. Seiring perkembangan zaman, kondisi Pasar Terapung Kuin saat ini mengalami kemunduran perkembangan. Banyak media baik online maupun surat kabar terbitan memberitakan tentang sepinya pembeli dan menurunnya jumlah pedagang yang berjualan di Pasar Terapung Kuin. Hal tersebut dikonfirmasi pula oleh beberapa pedagang yang tetap berjualan di Kuin. Melihat dari permasalahan tersebut kemudian pemerintah setempat melakukan tindakan guna menghidupkan kembali budaya sungai yang melekat erat sebagai image Kota Banjarmasin dengan membangun pasar terapung yang berada tepat berseberangan dengan titik 0 (nol) kilometer Kota Banjarmasin serta beberapa atraksi wisata lain di sekitar pasar terapung tersebut. Namun, sejak kehadiran Pasar Terapung Siring, jumlah kunjungan yang didata oleh pengelola menunjukkan adanya kesenjangan angka. Dimana Pasar Terapung Siring mampu mendatangkan tamu dengan angka mencapai sekitar 56.000-an (lima puluh enaman ribu), sementara kawasan Pasar Terapung Kuin hanya mampu menempati angka tertinggi dalam 1 tahun sebesar 3.000-an (tiga ribuan) pengunjung. Maka berdasarkan paparan tersebut dalam penelitian ini dilakukan pendekatan dengan metode penelitian triangulasi, menggunakan analisis kualitatif deskriptif dan analisis SWOT yang bertujuan untuk mengidentifikasi pengelolaan kawasan Pasar Terapung Kuin dan Siring untuk kemudian memformulasi strategi pengembangan kawasan pasar terapung di Banjarmasin. Dalam temuan penelitian berdasarkan hasil analisis kualitatif yang dilakukan, ditemukan bahwa; sistem pengelolaan terhadap Pasar Terapung Kuin dan Siring memiliki perbedaan yaitu; infrastruktur yang dikembangkan lebih banyak dilakukan di Siring, peran serta masyarakat yang terlibat dalam mengelola kepariwisataan pasar terapung juga lebih terorganisir di Siring. Sementara untuk kawasan Kuin belum adanya organisasi atau asosiasi resmi yang dibentuk oleh warga sekitar guna menjalankan program pengelolaan dan pengembangan kawasan dalam usaha untuk menghidupkan kembali budaya sungai di Banjarmasin. Arahan strategi berdasarkan analisis SWOT adalah kawasan wisata pasar terapung di Banjarmasin idelanya memiliki strategi dalam hal penambahan produk, pasar dan fungsi-fungsi kawasan serta melakukan pemanfaatan kekuatan dan peluang yang dimiliki. Strategi pengembangan terhadap kawasan pasar terapung di Banjarmasin mampu dikembangkan dan dapat menjalankan strategi yang bersifat ofensif. Banjarmasin in the world of tourism in Indonesia known as the city of a thousand rivers. Banjarmasin is one of the areas in Indonesia that has the most river flow so that makes Banjarmasin also known as a city who has Floating Market. In the city of Banjarmasin, Floating Market (Kuin Floting market) widely known by the public after appeared in one of television in Indonesia as their theme of television slogan. Currently, Kuin floating market condition is on a decline in development. Many media such as online and newspaper published preach about the less of buyers and the declining number of traders who sell in Kuin Floating Market. It is also confirmed by some traders who keep selling in Kuin. Based on that case then the local government taken the action to revive the culture of the embedded river as the image of Banjarmasin City by builded a floating market that is near to the center of the city and became a part of tourist attractions in Banjarmasin. However the number of visitors that recorded by the manager shown a gap between Kuin and Siring. Where Siring floating market can bring guests with numbers reaching 56.000 visitors but Kuin floating market area is only able to occupy the highest lift in 1 year of 3.000 visitors. So based on that case, this research approached with trianggulation research method, using descriptive qualitative analysis and SWOT analysis which aims to identify the management of Kuin and Siring floating market area and then make a formulation of the development strategy of Floating Market area in Banjarmasin. This research found that; the management system of Kuin and Siring floating market has the difference action; Many Infrastructure developed has done in Siring, the participation of communities involved in managing tourism of the floating market and makes Siring also more organized. However, Kuin area hasn’t official organization or association formed by local people to run the program of management and development of the area in an effort to revive the river culture in Banjarmasin. Strategy directives based on SWOT analysis are; Floating market tourism area in Banjarmasin ideally has a strategy in terms of addition of products, markets and functions of the region by using their strengths and opportunities. Development strategy for floating market area in Banjarmasin could be able to develop and run the offensive strategy.

Public transportation is one of the sustainable form of transportation which provides mobility options for the people. The public transport services are very basic need of people’s lives, especially in developing world. It is the basic means for mobility of a large percent of people and hence it is the driving force of economic and social life. Quality of service, characterized by the Level-of-Service (LoS) is one of the major factors determining the demand for public transport. This study tries to determine the city-wide Level-of-Service provided by the public transport system using the service level benchmarks as a case study of Trivandrum city. The indicators for determining the Level-of-Service used in the study are presence of organized public transport system, availability or extend of public transport supply, service coverage, average waiting time, level of comfort in public transport and the fleet availability. This approach can be used to determine the LoS at the city-level and thus provides a measure for identifying the public transport quality of an urban area.
