The development of urban transport in recent years has become one of the most important issues related to improving the quality of life in Polish cities. Excessive pollution in the form of greenhouse gases and other harmful substances from buses affects people’s health as does the excessive noise. This article analysed the measures being taken to reduce emissions, and the results showed that it is possible to reduce CO2 emissions by more than 28 thousand megagrams (Mg) per annum. Policymakers in Poland should consider limiting electricity generation through coal combustion and recognize, at least temporarily, CNG/LNG-powered buses as low-carbon rolling stock and co-finance their purchase and the necessary infrastructure.

By means of field investigation, this paper found the factors that restricting the development of Qinhuangdao port logistics low carbonization. The factors are: the planning layout port is not reasonable; related policies and regulations of low carbon lag; port infrastructure is weak and low carbon logistics technology level need to be improved; the lack of talented person for port of low carbon logistics. This paper put forward the measures and suggestions on Qinhuangdao port logistics low carbonization: striving to optimize the layout; enhancement of infrastructure capacity; the introduction of technology to reduce emissions, improvement of the level of low carbon development; enhancement of port operation management and operation ability; improvement of low carbon consciousness of port industry practitioners; government and industry play an active role in Qinhuangdao port logistics low carbonization.

The article discusses the main activities of state authorities, labor collectives of transport enterprises in Western Siberia to improve the operation of urban public transport in the region during the eighth five-year plan (1966-1970). During the study period, the increase in the level of transport services for urban residents was directly related to measures to develop and strengthen the material and technical base of passenger transport enterprises, technical re-equipment of automobile and tram rolling stock, and construction of a new type of public transport in Western Siberia – the urban trolleybus. The author comes to the conclusion that during the eighth five-year plan, urban public transport enterprises in the region received significant material and technical development, which became the basis for increasing the volume of passenger traffic and improving the quality of transport services for the urban population of the West Siberian region

The public urban transport market takes the form of a natural monopoly. In some cases, especially in the situation of supply of a relatively large volume of operation work, the implementation of competitive solutions may result in: improving the quality of services or reducing the cost of vehicle-kilometers. The purpose of the article is to present the determinants of functioning of regulated competition on the public urban transport market in Poland. The conducted analysis focuses on the issue of market openness and access to participation in competitive procedures of private operators. The research covered urban transport markets in cities over 200.000 inhabitants and their characteristics in the scope of: the model of public transport organization (with particular emphasis on the level of opening of markets), the level of competition on the operator market and the method of selecting operators. On the basis of the conducted research, the scope of applying pro-competitive solutions in the scope of contracting services by the largest organizers of public urban transport in Poland was characterized.

The chapter proposes the correction of the concept of “smart city.” It is substantiated that the specificity of the redistribution of the population and economic resources to the major cities of Russia, mainly to regional centers, requires the modification of the concept of “smart city.” In accordance with this concept, a number of principles are proposed, among which the most important are the principles: integration, metabolism, architectural quality of the urban environment. The most important functional goals are defined: the creation of a new production structure, formation of a modern transport and logistics infrastructure, modernization of the road-street network, development and modernization of the rolling stock of urban transport, development and modernization of communal infrastructure, provision of safe and comfortable living conditions for citizens, improvement of the ecological condition of the urban district, improvement of the state of objects of cultural heritage and improvement of the urban district. Three levels are singled out, each of which requires solutions.

Consistent actions taken by car manufacturers to improve the quality of vehicles make them easier to use and reduce their negative impact on the environment significantly strengthen the competitiveness of personal transport. At the same time, high investments in the development of urban transport systems (especially large ones) create conditions for the mobility of all population groups, but do not significantly affect the competitiveness of public transport. At the same time, the high competitiveness of the public transport system is a sign of the successful implementation of the concept of sustainable development of the territory, making it more attractive for tourism and stimulating its development. The study of the limitations of the analysis of the competitiveness of public transport is conducted in this article along with an analysis of the factors that influence the choice of citizens in terms of mobility for their daily tasks. The article presents the results of an empirical study of relations between Moscow residents and public transport, changes in the intensity of use of personal cars in the period 2015-2020. During this period, the transport system has undergone significant positive changes, which have affected the perception of comfort and accessibility of public transport in Moscow.

The article, based on the analysis of the existing methods for selection of constituent entities of the Russian Federation to be provided with federal support in modernization of the rolling stock of public urban passenger transport and introduction of intelligent transport systems within the framework of the national project «Safe and High-Quality Highways», highlights main approaches and principles used by the federal authorities as guidelines when making decision on the public state support of the activity planned by the regions in the field of urban transport development. The adequacy of these approaches is considered for cases when state support for public urban passenger transport should be provided on an emergency basis (in particular, under the conditions of a sharp decrease in passenger traffic and ticket revenue due to anti-epidemic measures), proposals are formulated to update these approaches.

Among the main causes of human operator errors are the following: unsatisfactory training or low level of qualification; non-compliance with the prescribed operating procedures; unsatisfactory working conditions associated with such negative phenomena as excessive noise, vibration, temperature fluctuations in the driver's cab (especially on locomotives); lack of attractive incentives to achieve the optimal level of quality of work. The choice of the criterion of optimal control can be ambiguous. The source of complexity is the inconsistency of goals. If you want to optimize one of the parameters in compliance with the restrictive requirements for other parameters, then a partial criterion is formed. In the presence of several optimality criteria, the additive criterion is chosen when the absolute values of the criteria are significant for the selected parameter vector. If a significant role is played by changes in absolute values of partial criteria in the variation of the vector of variables, then apply the multiplicative criterion of optimality. If the task is to achieve equality of normalized values of conflicting partial criteria, then the optimal design is performed by the minimum criterion.

Growing ecological standards force the implementation of solutions that will contribute to reducing greenhouse gas (GHG) emissions to the atmosphere. This is particularly important in Poland, whose energy system is almost 80% based on coal. In the interest of low carbon development it is worth considering the optimization of existing old coal-based power plants. The main goal of the research was to present the benefits of modernization of existing boiler equipment and to analyze the combustion process of various types of coal sorts that have a significant impact on the optimization of the production processes of energy media. An analysis of the processes occurring in boiler devices during the combustion of fuel was carried out, which had a significant impact on the quality of generated heat and electricity. The conducted research defined technological solutions for boiler structures that have a significant impact on improving the efficiency of the technological process in heating plants and the characteristics of coal as energy fuel. Practical technical and modernization solutions have been proposed that contribute to the optimization of coal combustion processes, resulting in increased energy efficiency of the heating plant.
