Relevance of the research problematics is proved by the social demand for acceleration of social commissioning implementation in Ukraine so as to respond to the ongoing pandemic COVID-19, armed conflict in Ukraine, long lasting tradition of institutional care  for vulnerable people. The purpose of the article is to reveal the core of social commissioning linked to social work with families with children, to characterize dynamics of its implementation and development in Ukraine. Methods of research: the theoretical analysis of actual scientific sources, rated to the topic, is applied in the research together with desk review of a new international and national legislation. The methods of generalization and systematization were applied for definition of actual interpretation of “social commissioning” and its characteristics. The results of the research are as follows: The social commissioning is determined as an instrument for public regulation in the system of social service provision by means of contracting social service providers for satisfaction of social service needs identified within social service need assessment by entities of local self-government. Research attention is paid to the structure and key elements of social commissioning. Participants (сustomers, recipients and providers of social services), constituents (social character; contracting core and innovation value), and principles of social commissioning (result orientation; awareness; planning; priority to prevention and early intervention; partnership) are covered in the article. The procedural stages of social commissioning are also unpacked in the article (designing; implementation; monitoring and evaluation). Prospects for further research are the studies of barriers to the implementation of social commissioning and ways to overcome them, development and implementation of optimal algorithms for its implementation in a decentralized environment.

This article presents the author’s definitions of “digitization of social service provision” and “digitization of social services” concepts and identifies the difference between them. It presents the results of an interview with 18 experts — the heads of institutions and organizations of social service provision implementing the rehabilitation of disabled people in Perm region. The research was conducted in 2019 and sought to identify problems and prospects for the digitization of the social services sphere. Interviewees rated their satisfaction regarding the convenience and time cost of automated systems that are currently being used in their organizations; characterized their needs in introducing various innovative interactive services, mobile applications, and other digital software; and expressed their attitude to various innovations. Social innovations were developed by the researchers and offered to experts by interviewers (for example, services for assessing the quality of work of specialists by service users, quick selection of the right social service, filing a complaint, referring a citizen to another organization, counseling in video mode, electronic appointment service, etc.). The research has shown how innovations can improve the performance of social service providers’ work and the quality of their interactions with citizens, which will ultimately increase the satisfaction of social service users and will positively affect the level of social well-being in society as a whole. A number of problems have been identified that currently impede the development of digitization: they are related to staff resources, the level of computerization, the lack of motivation among managers and personnel of social service organizations to implement innovative IT, and a certain distrust that such technologies can facilitate the activities of the organization and increase its effectiveness. The social service industry in South Korea is undergoing significant changes as the Korean government has changed its approach to financing social services from direct funding support for service providers to voucher programs. This market-oriented policy has forced social service nonprofits to adopt the market practice and culture. As a result, nonprofits are becoming business-like entities striving for a share of the social service market. This study examines organizational factors that give competitive advantage to nonprofits in the social service market under the voucher system. Specifically, the study uses data collected from 35 nonprofit organizations in Busan, South Korea, to examine whether voucher revenues, an indicator of market share, is associated with organizational characteristics, including organizational culture and structure. The results may suggest strategies that help nonprofits to gain a greater share in the social service market.

The paper presents an analysis of the occupational standards development abroad and in Russia. It focuses on interdepartmental occupational standards for social service providers. While creating occupational standards for social services as an integrated industry it is advisable to consider the design of whole system and its macro-level effects in a document called “sectoral qualification framework”. It is pointed out that 1) real professional activity in social sphere has a clear humanitarian focus, and its objects are radically different population groups; 2) the complexity of the social work is often associated with the interaction between various professionals and their activity have to be interdepartmentally organized. The author identifies the factors influencing development and implementation of professional standards in different countries and consider the main strategy directions of development and application of occupational standards of education and social service providers in Russia.

Social services related to activities aimed at meeting the basic needs of society are an important factor activating local communities. Commune self-governments undertook such projects on the basis of general provisions of the Act on Public Finance and commune self-government. On January 1, 2020, the Act on the provision of social services by social service centers, adopted on July 19, 2019, entered into force, specifying the scope of social services, the method of creating social service centers and their organizational structure. The study presents the basic issues concerning the definition of social services in the doctrine and in the aforementioned Act, and moreover, attention was paid to the method of establishing centers provided for by law: either as new organizational units of the commune or transforming the existing social welfare centers. Tasks in the field of social services were defined as own, non-obligatory tasks, therefore communes were left to assess the need to create such centers. The organizational structure of the center is also briefly presented, with attention being paid to the legal position of the director of the social services center

This article describes a social service based on a building of community collaboration. This research uses a qualitative method that the data collected by interview, documentation, and observation process in the Muhammadiyah orphanage of Yogyakarta. The study finds a new way of social services management processes based on an orphanage. The effectiveness of the social service program has been conducted by a standard procedure of operational for social workers. It is a process to build trust between clients and institutions. A trusting of the client can be a priority to social worker practice. It was implemented by social workers to avoid mall practice. The practical in this study rises that it needs a trusting with the client based on the principle of assessment. For instance, social service needs to create a client community and establish a collaboration with other stakeholders. Artikel ini mendeskripsikan layanan sosial berbasis pembentukan kolaborasi komunitas. Penelitian ini menggunakan metode kualitatif. Data dikumpulkan melalui proses wawancara, dokumentasi, dan observasi di Panti Asuhan Yatim Muhammadiyah Yogyakarta. Studi ini menemukan cara baru dalam proses manajemen pelayanan sosial berbasis panti. Efektifitas program layanan sosial dilakukan dengan menetapkan standar operasional bagi tenaga kesejahteraan sosial. Hal ini sebagai proses membangun kepercayaan antara lembaga dengan klien. Kepercayaan klien menjadi prioritas dalam praktik pekerjaan sosial. Konteks ini untuk menghindari kesalahan dalam praktik kerja para pekerja sosial. Praktik yang muncul dalam studi ini bagaimana pekerja sosial membangun kepercayaan dengan klien melalui asas penilaian kebutuhan. Untuk itu, pelayanan sosial berbasis panti perlu membentuk komunitas klien dan membangun kolaborasi dengan semua stakeholder terkait.

ABSTRACTThis article reports a study of the social networks of recent applicants to the social welfare bureaux of Jerusalem. Beyond review of the relevant study variables as reflected in the literature, and an overview of Israeli social services for the aged, the article addresses why the social networks of the elderly claimants turned to formal assistance. The study revealed that networks were most likely to be the source of referral to social services when the applicant was frail, and the presenting problem was the need for institutional care. Multivariate analysis revealed that the degree of network-initiated contact with the social worker was significantly related to these same factors. Networks of the elderly seemed to turn to formal social services as a substitute for their own caregiving, rather than as a source for interweaving informal and formal care. The implications of the findings for social service policy are discussed.

The development of social services is discussed in the paper. The institutional care system was dominating for a long time in Lithuania. The community-based social services are a new thing for social service users, providers and organizers. The different amount of resources is given to social services in municipalities. Almost 60 percent of social service fund is dedicated to institutional care and there is a tendency to increase the funding of institutional care. The childcare is mostly institutionalised. The social service system has to be directed towards the efficiency of the system, the involvement of private organizations and NGO into the provision of social services, the priority of community based services.

The European society is getting older and nobody knows how to deal with this problem. There are different models from family care, special housing for elderly to professional institutional care, which has the disadvantage of being very expensive. In Germany we have noticed in the last two or three years a special trend to send old people suffering from dementia to foreign countries, because these people need intensive care and the social services for example in Poland have a high standard. The aim of our survey is to dismantle, by the example of the private care institution situated in Poland, Upper Silesia which specializes on German customers, the social practices associated with placing the elderly in such institutions and also the methods of constructing meanings of these practices providing clarity in the various groups that take part in this process. To reach this aim we used qualitative field research, including discourse and narrative analysis of various materials (interviews, promotional texts, websites), which beside other things allowed us to reconstruct the media image of the surveyed residences for the elderly and show it in a wider context.

Social service settings offer numerous complexities in their staffing, consumers, and payer mix that require careful consideration in designing dissemination and implementation efforts. However, social services’ unique access to vulnerable populations with health problems may prove vital in efforts to improve the health status of many of our citizens and reduce health disparities. While a number of well-developed, blended dissemination and implementation models are being used in social service settings, they all require additional documentation, research, and field experience. Nonetheless, the lessons learned in the social services may help organizations in other sectors better implement health interventions with complex consumers in complex settings.

The paper reveals the essence and significance of digital socialization of older people, the importance of overcoming social exclusion by older citizens in terms of access to digital technologies. The purpose of the paper is to reveal the role of social service centers for the population, which act as agents of digital socialization of older people (based on the materials of a sociological study). The objects of the study were elderly people receiving social services in the Primorsky Center for Social Services of the Population, and senior citizens who were trained in computer literacy courses. The authors set the fol-lowing tasks: to determine elderly people’s interest in mastering computer literacy and how effective the “Internet ABC” program is. In addition, it was sup-posed to establish the importance of integrated cen-ters of social services for the population in ensuring computer literacy of pensioners. As a result of a sociological study, it was found that older people show a significant interest in modern information technologies. Computer courses organized on the basis of the center for social services help elderly people to get information about state and municipal services, work with the websites of the Pension Fund of the Russian Federation, the Social Insur-ance Fund, Public Services and Multifunctional Cen-ter.
