The Population Data Utilization System (Sidampak) in Wukirsari Village, Sleman Regency is a population administration service program that has provided many benefits. The background lacks clear planning in developing services to the community and a low level of community participation in the administration of population documents which then becomes the basis for creating a population administration service system that can provide complete, accurate, fast, easy and integrated results. This then led to a commitment for the village government of Wukirsari in making public service innovations. This innovation is not only the value of fast, easy, inexpensive, but more on the value of services that can be adapted to the culture of the Wukirsari community. Related, this study found that there are public services that consist of the Population Data Utilization System (Sidampak) program in Wukirsari Village which can then change service policies to better suit the social conditions of the community. Meanwhile, the research method used by researchers is a qualitative descriptive research method

Problems such as the lack of human resources who have the competence and skills with basic public services, the low level of service, the infrastructure of the village office that is less representative, the low performance of the village chief and there are still some village programs that have not been implemented. The purpose of this study was to analyze public service bureaucratic reforms in a number of villages in the Taktakan Subdistrict of Serang City in an evaluation of the policy to determine Serang City as the Capital of Banten Province. The research method used is a qualitative approach. Data collection techniques using observation and interviews with data analysis techniques through (1) data condensation (data condensation), (2) Presentation of data (display data), (3) withdrawal of conclusions (conclusion drawing). The results showed that the bureaucratic reform of public services in several villages in the District of Taktakan, Serang in evaluating the policy to determine Serang City as the Capital of Banten Province in several aspects still needs to be evaluated comprehensively. The dimensions of public service policies, limited human resources and infrastructure, service information systems and public service policy innovations are still not optimal, even though the fulfillment of the evaluation of public service principles such as justice, participation, transparency and accountability, and empowerment and accessibility have been implemented with well.

Abstract: The system of government in Indonesia according to the 1945 Constitution, based on the explanation stated that the regions of Indonesia are divided into provincial and provincial regions will also be divided into smaller areas in autonomous regions. In legal politics, the most essential in the implementation of autonomous regional government is the granting of the broadest authority to the regions accompanied by the granting of certain rights and obligations. In the reality in the field, this policy was not implemented in accordance with the provisions of the Act. The lack of optimal public services in serving the people in several regions in Indonesia in various fields, including government agencies, has not yet been able to provide maximum public services, so in this paper will discuss how the efforts made by the Regional Government, especially in Gedong Tataan Subdistrict, Pesawaran District in organizing and improving public services based on its Regional Autonomy Principle. The efforts made in the discussion and solving problems in this study were carried out using a juridical / normative approach and empirical approach. The implementation of public policy based on the principle of regional autonomy in the District of Pesawaran District Gedong Tataan is in accordance with Law Number 23 of 2014 concerning Regional Government and Law Number 25 of 2009 concerning Public Services, but there are technical obstacles such as the distance from public services to one another, less responsive, less informative and lacking coordination in service delivery. Efforts that can be made by the Gedong Tataan District Government in improving the quality of public services are through revitalization, restructuring and deregulation in the field of public services. Suggestions that can be given to the Regional Government, especially in the District of Pesawaran District Gedong Tataan in carrying out public services based on the principle of autonomy are: expected in carrying out the process of implementing public services must be in accordance with Law Number 25 of 2009 concerning Public Services and expected improvement in the quality of behavior and professionalism of the apparatus government, creating public service policies that are not too procedural and convoluted, and improve facilities that support quality services.

This article aims to explain how public services using a humanistic approach are organized by public service institutions to realize good governance. The public service agency under study is the District Government of Gamping Yogyakarta. The humanistic approach in providing public services in this study is understood as an approach that prioritizes humanist/humanitarian values. This study uses a qualitative approach to obtain complete information about public services carried out by public service actors in Gamping District, Yogyakarta, explored through observation, documentation, and in-depth interviews. The method used is the descriptive method, which describes several studies, public service policies from various works of literature. The results show that character education and the implementation of humanism values for service providers (government/political elites, bureaucratic apparatus) are critical and must be of higher quality and provide optimal satisfaction for the public service process service recipients.

The paradigm of public service reform direct public services quality improvement efforts on strengthening civil society, good governance, which looks at strengthening of the market mechanism and the greater community role in the formulation and implementation of public service policies. This is in line with the spirit of public service law that gives considerable space in the community's participation. Therefore, improving the quality indicators should also be reflected in the charge. Until now the government assesses the quality of public services by giving trophies to the two levels of service, ie, on a macro scale by giving Citra Bhakti Abdi Negara known by the acronym CBAN, and at the micro-scale by awarding trophies Citra Pelayanan Prima (CPP). Macro associated with the assessment of the district/city governments in the provision of services to the community, while the micro is an assessment of service delivery in the unit of service providers.

This study aims to determine the implementation of public service policies in the Teluk Waru Sub-District Office, East Seram Regency in terms of indicators of communication, resources, disposition and bureaucratic structure. This research was designed using a qualitative approach. Informants were employees of the Teluk Waru Sub-District Head Office in East Seram District and people who had sufficient knowledge and were able to explain the actual situation about the object of research. Data analysis was carried out qualitatively. The results showed that (1) communication took place well as indicated by the behavior of employees who were friendly, polite and polite, but still constrained by the low public awareness to follow and obey the provisions, (2) employee resources were adequate in terms of quantity, but still needed improve discipline in terms of time and suitability and consistency with the stipulated provisions in completing service tasks to ensure the accountability of employee performance, (3) disposition has been carried out well which is indicated by the high awareness of all elements of leadership and employees on duties, responsibilities and authority as a public servant, (4) the structure of the bureaucracy goes well in accordance with its main duties and functions by implementing the provisions of service activities in accordance with work procedures in each field.

Abstract Purpose: This research aimed to examine the extent to which the best practice of public service policies utilizing e-government and how much e-government policies need to be enforced in the new normal era. Research methodology: This research used a purposive sampling method. This research is qualitative data where the required data are statements and policies related to community participation in Bandar Lampung city. Results: The results show that many people do not understand e-government policy and its implementation is not optimal. Limitations: This study has limitations in accessing the number of respondents in taking research samples with qualitative techniques through questionnaires and their relationship to document studies. Contribution: This research is expected to be useful in improving public services amid a pandemic and being a consideration for the government in practicing an effective and efficient e-government policy as a form of implementing Best Practice, especially in regions of Indonesia.
