Features of socio-economic development of the Omsk region border areas in the context of demographic decline

In Russia, there is a large number of regions that occupy a border position, and the level of socio-economic development of which is not fully realized. The object of the study is the Omsk region, which has a long border with the Republic of Kazakhstan and is a typical region of the Southeastern part of the territory adjacent to the state border of the country. Using the example of the border municipal districts of the Omsk region, the article provides a comparative analysis of the socio-economic development of the border and internal municipal districts of the region, identifies the border factors underlying it, and highlights the features of cross-border cooperation between Siberian regions and regions of the Republic of Kazakhstan. The author notes the absence of socio-economic problems specific to border territories, identifies the strengths and weaknesses of border municipal districts of the Omsk region and considers their ethnonational structure. It is concluded that the border position of municipal districts is poorly reflected in the indicators of demographic decline, which is equally represented in the inner regions of the region. At the same time, the economic specialization inherent in border areas opens up opportunities for cross-border cooperation. Using the presence of similar features, the author also conducts a comparative analysis of the border areas of the Omsk and Orenburg regions, on the basis of which hidden reserves of development of border territories are identified, potential growth points and risks of cross-border cooperation are determined. In the final section of the paper, the author summarizes the experience of the United States in organizing cross-border cooperation, formulates several recommendations that allow border regions to neutralize the emerging trend of population decline and take advantage of their position to improve the quality of life of citizens.

Purpose of research. Through the application of appropriate research methods, the conceptual foundations of the public procurement market are disclosed, the evolution of the public procurement system of the Republic of Kazakhstan is tracked, a comparative analysis of Kazakhstani and foreign experience in building this system is carried out, the main problems of the public procurement market functioning are identified and theoretical and methodological provisions and economically sound proposals are developed. to improve its efficiency.

The paper is dedicated to the role and place of cross-border cooperation in supporting sustainable development of neighboring bordering territories of the Carpathian region and member-states of the European Union. The comparative analysis of the indicators showing social and economic development of the regions of neighboring states from the countries on both sides of the border has been conducted. The ethnic affinity is underlined as an important element of development of cross-border cooperation. The need is substantiated in activation of cross-border cooperation through boosting integration and convergence processes with aim to provide balanced development of bordering territories.


In this article, the authors consider the issues of flood risk along the Transboundary Rivers of the Republic of Kazakhstan. Floods significantly affect the ecological and socio-economic development of the country. It was found that traditional methods of collecting information about floods do not meet modern requirements and do not allow for prompt management decisions on flood prevention and response. The authors come to the conclusion that the most effective monitoring of floods and high waters is space monitoring. Due to the large frequency of observations and high efficiency of receiving and processing, satellite data are indispensable for solving problems of operational monitoring of the situation on rivers during the spring flood.

The northerly Bohemian district is presented in this article. Selected topics are examined in a more detailed way. The historical introduction portrays the region's socio-economic development with industrialisation and transport network as key factors. Both chronological and territorial approaches are used. Changing conditions in 1970, 198O, and in the beginning of 1990's are examined. The region is also studied in the framework of the Czech Republic. Internal differences are shown, mainly in the field of population, economic activity, settlement structure, housing, industry, transportation, tourism, and cross-border cooperation.

The balanced socio–economic development of the territory of Russia is one of the main goals of managing the country’s economy. An important role in achieving this goal is played by the development of Russian border territories, especially those remote from the central regions of the country, but having sufficiently developed economic ties with neighboring countries. Russia and China have a fairly long border and vast border areas, in the development of which the governments of both countries are interested. A balanced long– term development of border areas is impossible without scientifically grounded state programs, the development of which presupposes a preliminary comparative analysis of the methodological and theoretical foundations of scientific theories, as well as their relevance to the set goals and objectives.The subject of research in the article is the heuristic possibilities of the cluster approach of the theory of spatial economics, on the one hand, and the ecosystem approach of the theory of socio–economic ecosystems, on the other. The research results are to identify the relative advantages and disadvantages of the cluster and system approaches as theoretical, methodological and practical tools for the development and implementation of programs for the socio–economic development of the territories of the Russian Federation bordering China. The author substantiated the advantages of the theory of socio–economic ecosystems as a theoretical and methodological tool for programs for the development of border areas.

Приграничное сотрудничество Российской Федерации и Финляндии является одним из важных направлений международных отношений. В статье рассматривается современное состояние приграничных муниципальных образований Республики Карелия и приграничных городов Финляндии. Проведен сравнительный анализ демографической ситуации в городах Костомукша, Лахденпохья, Питкяранта, Сортавала, Вяртсиля, Кухмо (Кайнуу Kainuu), Йоэнсуу (Северная Карелия Pohjois Karjala), Тохмаярви (Северная Карелия Pohjois Karjala), Лиекса (Северная Карелия Pohjois Karjala), Париккала (Южная Карелия). Указаны общие проблемы приграничных территорий: уменьшение численности населения снижение уровня рождаемости, высокий уровень безработицы. Crossborder cooperation between the Russian Federation and Finland is one of the important areas of international relations. The article discusses the current state of the border municipalities of the Republic of Karelia and the border cities of Finland. A comparative analysis of the demographic situation in the cities of Kostomuksha, Lakhdenpokhya, Pitkranta, Sortavala, Vyartsilya, Kuhmo (Kainuu), Joensuu (North Karelia), Tohmayarvi (North Karelia), and Parikkala (South Karelia). The general problems of the border areas are indicated: population decline reduced birth rates, high unemployment.

Modern international relations are characterized by integration processes, among which Euroregional cooperation plays an important role. Euroregional cooperation as an element of state policy today occupies a rather important place both in the system of priorities of socio-economic development and in the direction of European integration of Ukraine. Such a policy, on the one hand, is aimed at ensuring the comprehensive development of the regions, and on the other hand, at preserving the territorial integrity of the state. It is implemented on the basis of jointly developed programs of trade, economic, scientific, technical and cultural cooperation. Active regional development is considered as one of the elements of the pan-European system of priorities, which corresponds to the fundamental integration of states through the integration of Regions. Such activities involve accelerating the socio-economic development of euroregions, personnel and infrastructure training of Regions and the country as a whole to deepen cooperation with the EU, and accelerating European integration processes. Euroregions allow their participants to quickly solve common problems, create flexible, joint economic structures, establish cross-border trade, tourism, and expand cooperation in cultural, social, environmental and other fields. Their functioning is based on the principles of local self-government and cross-border cooperation. The activation of Euroregional ties in the context of integration and the creation of various forms of cooperation have positive results for the regions and for Ukraine as a whole. This makes it possible to modernize economic processes, attract foreign investment and new technologies, and create new jobs, which will lead to competition between products and the region. The integration processes that have recently been observed in Euroregions, in addition to traditional cross-border cooperation, can be distinguished as innovative, which include Euro-regional and cross-border clusters, business incubators, technology parks. All this leads to increased competitiveness of the regions, which leads to increased effective use of the region’s potential.

В статье рассматриваются основные направления, тенденции и перспективы приграничного и регионального сотрудничества Монголии и России (на примере Республики Бурятия). Дан исторический экскурс приграничного со-трудничества, который позволил реконструировать давние торгово-экономические и добрососедские связи между Россией и Монголией. На основе статистических данных по состоянию на 2018–2019 гг. проведён анализ динамики двухстороннего торгового оборота, инвестиционного сотрудничества и современного состояния торгово-экономического сотрудничества Республики Бурятия и Монголии. Установлено, что в рамках реализации трёхстороннего экономического коридора «Россия – Монголия – Китай» приграничное сотрудничество между Монголией и Республикой Бурятия имеет высокий потенциал экономического и инвестиционного развития. Особое внимание уделяется существующим препятствиям в приграничном российско-монгольском сотрудничестве и анализируются пути их преодоления. Сделан вывод, что Республика Бурятия среди приграничных регионов РФ является основным торгово-экономическим партнёром Монголии, развивает культурные, образовательные и гуманитарные связи. The article discusses the main directions, trends and prospects of cross-border and regional cooperation between Mongolia and Russia (on the example of the Republic of Buryatia). A historical excursion of cross-border cooperation was given, which made it possible to reconstruct the long-standing trade, economic and good-neighborly ties between Russia and Mongolia. Based on statistical data, an analysis of the dynamics of bilateral trade, investment cooperation and the current state of trade and economic cooperation of the Republic of Buryatia and Mongolia was carried out. It has been established that in the context of implementing the trilateral economic corridor of «Russia-Mongolia-China», cross-border cooperation between Mongolia and the Republic of Buryatia has a high potential for economic development. Attention has been paid to the existing obstacles in the cross-border Russian-Mongolian cooperation and the ways of overcoming them. It is concluded that the Republic of Buryatia among the border regions is the main trade and economic partner of Mongolia, and develops cultural, educational and humanitarian ties.
