The article presents the results of the analysis of the innovative development of knowledgeintensive enterprises, systematizes the factors that must be taken into account for the successful management and augmentation of intellectual assets. The priority of the integrated use of organizational and managerial as well as financial and economic tools for managing intellectual property is proved. Also the importance of orientation of science-intensive enterprises to the management of intellectual activity of personnel is determined as well as the commercialization of the results of intellectual activity.

Subject. Currently, as the global economy evolves, its innovative components should demonstrate a tendency of accelerated growth as intellectual capital, information technologies, increasing knowledge and digitization of mushrooming production processes. Nowadays, intellectual capital is one of the economic development drivers. However, the economic community is found to have no generally accepted wording of the concept, thus laying the basis for this article. Objectives. The study sums up the analysis of approaches used by the Russian and foreign economists to determining the economic substance of intellectual capital. We also identify the importance of human capital as its components and specify the definition of the concept. Methods. The article overviews and analyzes proceedings by the most renowned authors, which substantiate how the economic substance of intellectual capital should be unveiled, and suggest its definitions. Results. We specified the definition of intellectual capital concerning the current economic development. We suggest integrating a new component into intellectual capital, such as intellectual property, which includes products of intellectual activity and intangible assets. They can be owned by the entity or other legal entities and individuals, including some employees of the entity. Conclusions and Relevance. The specified definition of intellectual capital will help address issues of sustainable economic development and ensure the competitiveness of the Russian entities nationwide and worldwide, since it directly contributes to intellectual capital and its components.

In this work, we examine the privacy and safety issues of Internet of Things (IoT)-based Precision Agriculture (PA), which could lead to the problem that industry is currently experiencing as a result of Intellectual Property Theft (IPT). Increasing IoT-based information flow in PA will make a system less secure if a proper security mechanism is not ensured. Shortly, IoT will transform everyday lives with its applications. Intellectual Property (IP) is another important concept of an intelligent farming system. If the IP of a wise farming system leaks, it damages all intellectual ideas like cultivation patterns, plant variety rights, and IoT generated information of IoT-based PA. Thus, we proposed an IoT enabled SDN gateway regulatory system that ensures control of a foreign device without having access to sensitive farm information. Most of the farm uses its devices without the use of its integrated management and memory unit. An SDN-based structure to solve IP theft in precision farming has been proposed. In our proposed concept, a control system integrates with the cloud server, which is called the control hub. This hub will carry out the overall PA monitoring system. By hiring the farm devices in the agricultural system, these devices must be tailored according to our systems. Therefore, our proposed PA is a management system for all controllable inputs. The overall goal is to increase the probability of profit and reduce the likelihood of IPT. It does not only give more information but also improves information securely by enhancing the overall performance of PA. Our proposed PA architecture has been measured based on the throughput, round trip time, jitter, packet error rate, and the cumulative distribution function. Our achieved results reduced around (1.66–6.46)% compared to the previous research. In the future, blockchain will be integrated with this proposed architecture for further implementation.

Relevance. The article is based on the report of the author at the specialized session “Intellectual Property and competitiveness of enterprises in attracting investment and production diversification: key performance indicators (industry and corporate level)” within the framework of the XII International Forum “Innovative Development through the Intellectual Property Market”, which was held in Moscow on 30.10.2020. Despite approved strategy documents in place for development of Russian aviation industry and governmental programs being implemented, the Russian intellectual property market formation has not been considered among top tier priorities. Methodology: the study analyzes the global aviation industry trends and the outcomes of governmental programs on development of Russian aviation industry. Results. Based on the analysis of the global trends in innovation activity of aerospace industry leaders and the status of development initiatives in the Russian aviation industry and specifically the United Aircraft Corporation, conclusions are made with regard to the quality of institutional environment for support of innovations, with a rationale for facilitation of efforts by industry enterprises in their identifying, protecting and commercializing the intellectual property. Discussion. The study addresses a major issue of how, in the situation of a dominant share of public investments in the aviation industry, to facilitate and promote a proper level of activity in commercialization of intellectual property results by state-owned/sponsored enterprises, and ensure a sustainable level of support for private sector enterprises in the creation of advanced technology products.

Innovations in higher education model are finding importance than ever before due to enhanced higher education institutions and the advancement in technology adopted mass education opportunities. After privatization of higher education, there is an enhanced competition between universities to attract students globally. Universities are competing with each other in terms of their physical and intellectual assets. It is postulated that the six essential assets to be developed by a university based on our predictive analysis for the growth and prosper as world-class university are (1) Physical infrastructure, (2) Digital infrastructure, (3) Innovative academic & training Infrastructure for confidence building, (4) Intellectual property infrastructure, (5) Emotional infrastructure, and (6) Networked infrastructure. In this paper, we have determined the primary focus of these infrastructures along with their essential objectives in detail. We have also discussed the various generic strategies to be followed to develop such infrastructures along the lifecycle of the university including Survival, Sustainability, Differentiation, and Growth & prosperity are analysed. The necessary and sufficient conditions of developing such infrastructures using all the above strategies towards building World-class universities are identified. It is estimated that Physical, Digital, and Innovative Academic infrastructures are necessary conditions and Intellectual Property, Emotional, and Network infrastructures are sufficient conditions respectively.

The article presents an overview of public policy measures in the field of identification, consolidation and inventory of rights to the results of intellectual activity with a high potential of industrial use. Proposals for the development of mechanisms of legal protection of individual intellectual property objects are substantiated. The instructive and methodical regulation of works on registration of results of scientific and technical activity under the state contracts is analyzed. Attention is paid to the complexity of the procedure of passing and agreeing the final results of their implementation. Methodological approaches to the improvement of identification and inventory of protectable results of intellectual activity obtained in the course of execution of state contracts as part of the organization’s activities in the field of innovation and technological development in order to implement the business strategy in the domestic and global markets are proposed.

Introduction. The use of technical means for copyright protection is regulated not only in Russian legislation, but also in foreign and international law. It means that the international concept of intellectual property protection could be perceived differently by foreign jurisdictions, which, in turn, is of special scientific interest. The foundations of legal regulation are laid down in international treaties, which in the intellectual property law are tools that contain substantive rules of law. The provisions of such treaties are implemented in the national (supranational) legislation, and, therefore, become part of them and subject to additions.. The article is devoted to the study of international legal regulation of the use of technical means for copyright protection.Materials and methods. The methodological basis of the research consists of the following general scientific and special methods of cognition of legal phenomena and processes: dialectical, formal-legal, comparative-legal, formal-logical, structural-functional.Results of the study. The authors found that attempts to protect copyright using technology available at every stage of history were undertaken by individual countries, beginning from the second half of the 19th century. However technical means of protection received legal regulation at the international level relatively recently, the prerequisite for that was the rapid development of digital information technologies. Analysis of international legal norms in the field of legal regulation of technical means of copyright protection has shown that at present international legal regulation is of a general nature, providing each of the states at the national level with ample opportunities for legal concretization of gen-eral norms. However, recently the Internet treaties of WIPO recognized for the first time not only the advisability of the use of technical means of protection, but also the obligation prohibiting circumvention of such protection technologies, and therefore national legislations should contain provisions regulating the circumvention of such protection technologies.Discussion and Conclusions. The introduction of international law with regard to the use of the protection technologies, despite their general and abstract nature, has given a serious impetus to the establishment of legal regulation of this institution at the national level. At the same time, the rules governing the use of the protection technologies in the near future will require greater unification and concretization due to the rapid development of digital information technologies, blurring the borders between states in terms of disseminating the results of intellectual activity, and also in order to avoid a multiplicity of interpretation of law and to ensure effective legal regulation and protection of copyright.

This chapter briefly covers the basics and definitions of knowledge and knowledge management, the connection between KM and communication, its Hungarian and international development and tendencies in the past years and the so called KM generations. The chapter's goal is to show how and why the support and appreciation of knowledge (which almost exists since the beginning of humankind) developed into a system. Successful management of companies using KM systems bring to the surface a new breed of organization operating models operating with intelligent solutions, which are manifold, may be structured in a variable way, and are specifically unique in the light of these knowledge-intensive services.

As discussed in chapter 10, knowledge-based assets, intellectual property, and capital play a fundamental role in an enterprise’s competitiveness, especially in small knowledge intensive enterprises. Small knowledge intensive enterprises need to create new ways of operating in order to manage the intellectual and knowledge-based assets in their organizations more efficiently. Organizational knowledge and intellectual property can be protected, either formally via IPR, or informally via efficient knowledge management. Successful IP protection requires systematic intellectual property and knowledge management. Intellectual property protection via efficient knowledge management affects the entire organization rather than being just a separate task. It needs to be embedded in organizational work routines, practices, and processes as an overall operational strategy. When embedded in organizational work processes, IP protection and knowledge management become a continuous part of work routines and tasks in the enterprise, not a separate action.

The ability of an organization to effectively nurture, capture, leverage, and share its knowledge resources become the key that provides an enterprise with its strategic power advantage in the world. When an organization develops its ability to build, access and leverage its knowledge resources it is creating its knowledge advantage. In an era of knowledge economics, Knowledge Management (KM) and Intellectual Capital (IC) have emerged as major issues that managers must deal with, if the organizations want maintain their competitive advantage. The accumulation of IC and KM is closely related. The successful management of IC is linked to the efficiency of KM processes, which, in turn, implies that the successful implementation of KM ensures the growth and renewal of IC in an organization. There are relatively few discussions on the relationship between KM and IC, and even fewer studies on such relationship in the banking industry. For the banking sector, as one of the most knowledge-intensive industries, it is imperative to understand how to use techniques in KM to accumulate IC to cope with an increasingly changing environment. Based on previous studies, this article seeks to explore the links between IC and KM in Portuguese banks, by identifying the IC resources of importance and leveraging these resources through KM capability.
