Abstract—Higher Education institutions (HEIs) contribute to knowledge creation and the development of individuals which leads to national development and economic growth. Although governments continuously provide funding for HEIs, the ever increasing population of students and changing cost of purchasing and maintaining needed resources makes the funding from governments insufficient for HEIs to provide students with all the necessary resources. One of the resources needed to train students and provide them with quality learning is software and applications which are expensive to buy and maintain. As a result, most HEIs are unable to provide their students with needed software and application and this makes learning process difficult for students. This research suggests that Software as a Service (SaaS) can provide a solution to this problem because HEIs can subscribe at little or no cost to service providers and students can access the needed software or application at any time from any place using any internet enabled device. This will also help HEIs to save a lot on cost as they only pay for the software when it is used thereby ensuring that the use of software and applications is maximized. This research looks into the current use of SaaS in HEIs to identify ways in which SaaS could be used effectively so as to contribute towards the creation of a conducive learning environment which can enhance quality learning. В данной статье говорится о важности повышения уровня читательской грамотности как одной из стратегических целей в решении задач повышения качества российского высшего образования. Поставленная в исследовании проблема представляется одной из ключевых в современной педагогической ситуации, о чем свидетельствует ряд постановлений правительства Российской Федерации, которые приводятся в представленной статье. Авторами настоящего исследования отмечается необходимость опоры при языковой подготовке обучающихся в системе высшего образования на современные требования к профессиональной компетентности будущих специалистов. В статье показана значимость расширения системы знаний, умений и навыков, важных для эффективной профессиональной деятельности выпускников. Доказывается необходимость улучшения читательской грамотности студентов нефилологических факультетов образовательных организаций, функционирующих на уровне высшего образования. В практической части представленного исследования авторами анализируется уровень читательской грамотности обучающихся нефилологических факультетов воронежских вузов, причем именно в аспекте процесса повышения качества образования в высшей школе. The given article focuses on the importance of enhancing the reading literacy quality as one of the strategic targets in solving the problems of enhancing of Russian higher education quality. The problem researched in the article is thought to be among the central ones in the modern educational situation, which is proved by a set of governmental documents of Russian Federation mentioned in the article. The necessity of basing on modern requirements to the professional competence of future specialists in the student language training in the system of higher education is empathized by the authors. The importance of developing the system of knowledge, skills and accomplishments, urgent for graduates’ professional activities, is demonstrated in the given research. The necessity of improving reading competency of the students of non-philological departments of higher education institutions is proved. In the practical segment of the given research the level of reader competency of the students of non-philological departments of Voronezh higher education institutions in the aspect of the process of enhancing high school education quality is analyzed.

The influence of Emotional and Spiritual Intelligence was investigated on the lecturers’ Service Quality. Based on stratified sampling method, the results confirmed that both types of intelligence have a positive and significant influence on the lecturers’ teaching progression. In conclusion, if the average level of each intelligence was good, then the level of Service Quality would also excel accordingly. Albania’s higher education development is very dynamic. Higher education in Albania is being characterized by a massive expansion process and by competition between both the public and private education sectors. The number of higher education institutions has grown fivefold during the last eight years. There are currently thirteen (13) public and forty six (46) private institutions. This article is aimed at the research of analysing the legal framework for higher education quality state standards. This analysis will address three important issues: 1. What is the legal framework for higher education quality state standards? 2. How is the quality assured in higher education institutions? 3. To what extent are Albanian quality standards compared to the European ones? This study is based on an analysis of the domestic and European legislation, interviews with fifteen (15) key persons that are divided into three groups: officials of the Ministry of Education and Science/Public Agency for the Accreditation of Higher Education, officials of the public Higher Education Institution, and officials of private Higher Education in Albania including reports and policy documents. The conclusions of this research article will help in understanding the role of the higher education quality state standards and will contribute to the improvement of the quality legal framework in the country. <p class="apa">Conceptually, education quality of higher education can be determined by evaluation of their stakeholders’s satisfaction level. The Purpose of this study is to describe how students as external stakeholder and lecturers as internal stakeholder, perceived their satisfaction of learning experience in the university. This study was conducted in quantitative research method to collect, analyze and interpret data. The findings indicated that students and lecturers had different perceptions on the quality of education. Lecturer perceived all dimensions of quality with a higher satisfaction level than students. This finding shows that there is a gap between perception of lecturers and students on higher education quality.</p>

Based on the results of the analysis of world experience on the participation of higher education graduates in assessing the quality of educational activities of higher education institutions and the quality of higher education in general, the possibility of including students in expert groups for monitoring the quality of higher education has been substantiated. There was considered the history of implementation the toolkit for surveying the students into the mechanisms of monitoring the higher education quality. Comparative analysis of the domestic experience on attracting the higher education graduates to the assessment of higher education quality with the relevant foreign experience has been conducted. The peculiarities of the organization and conducting of students surveys within the framework of the international consortium "Student experience in the research university" are determined. The authors have considered the prospects of use of the online survey toolkit for the quality control system in higher education, as well as the level of professional activity of universities. The requirements for a software product, that the expert in assessing the quality of higher education can use to ensure the effectiveness of online surveys of students and the guaranteed achievement of the goal of appropriate monitoring are given. The advantages and disadvantages of online surveys of students as a tool for monitoring the quality of higher education have been identified. The benefits of using the cloud service survey by the organizer for development of the questionnaire for students surveys and analysis of the received answers have been proved. In addition, the paper provides conclusions on the possibility of using the online survey of students in the system for quality assurance in higher education both at university and at the state level, as well as practical recommendations on the use of questionnaires for higher education applicants in the framework of mechanisms for monitoring its quality. The directions of further scientific researches concerning the development and using cloud technologies for assessing the level of quality assurance in higher education institutions, the quality of educational activities and higher education as a whole have been formulated.

Abstract The article deals with the experience of the use of the system of internal monitoring of the quality of higher education in UK Universities. There has been analyzed the existing model of the system of higher education monitoring at the level of a higher education institution within the scope of the British higher education model, discovered by a famous American education philosopher P. Monroe. There has been characterized the new document “The UK Quality Code for Higher Education”, which regulates the internal procedures of providing and monitoring the quality of UK universities. There have been provided the data of the comparative analysis of the trends of the internal monitoring of the Higher education quality of some UK universities. The monitoring trends, inherent in all higher education institutions, are the reports of external examiners, feedback of the students, reports of the institutional checkups. Other internal monitoring trends depend on the status, mission of an academic institution and are related to the polling of employers, higher education institutions’ alumni, analysis of the reports of the experts of the new curricula evaluation boards, etc. There has been analyzed the cyclic model of higher education monitoring in UK universities.

This paper is an in attempt to open discussion about the impact of globalization and theories of neoliberalism on higher education. More specifically, viewing higher education institutions as a market place, where the more a product costs, the greater supply and quality of the product should be received; the quality of education received by university students should also reflect this. Considering the conflict between teaching and research in higher education, quality of education becomes questionable. This paper explores issues of neoliberalism resulting in a greater demand for the completion of research in higher education institutions. Furthermore, the imperialism of higher education leading towards the demand for more research, the teaching versus research nexus within universities, and discussion of how these theories impact international students will be examined throughout this paper

Knowledge Transfer in Higher Education Quality Management: The Case of Germany and Slovakia The last two decades have been characterized by a fundamental change in the approaches, tools and instruments in the quality management at Higher Education Institutions. Comparison of two Higher Education Institutions in the Slovak Republic and Germany highlights similarities and trends in quality assurance. Both case studies show how multifaceted the quality management is, and the needs to be approached if a meaningful progress is to be made. Complexity has to be explicitly recognized and built into the approach chosen. Higher Education Institutions have to develop internal quality assurance processes. Quality culture is key for addressing the challenges.
