Albania’s higher education development is very dynamic. Higher education in Albania is being characterized by a massive expansion process and by competition between both the public and private education sectors. The number of higher education institutions has grown fivefold during the last eight years. There are currently thirteen (13) public and forty six (46) private institutions. This article is aimed at the research of analysing the legal framework for higher education quality state standards. This analysis will address three important issues: 1. What is the legal framework for higher education quality state standards? 2. How is the quality assured in higher education institutions? 3. To what extent are Albanian quality standards compared to the European ones? This study is based on an analysis of the domestic and European legislation, interviews with fifteen (15) key persons that are divided into three groups: officials of the Ministry of Education and Science/Public Agency for the Accreditation of Higher Education, officials of the public Higher Education Institution, and officials of private Higher Education in Albania including reports and policy documents. The conclusions of this research article will help in understanding the role of the higher education quality state standards and will contribute to the improvement of the quality legal framework in the country. Abstract The article deals with the experience of the use of the system of internal monitoring of the quality of higher education in UK Universities. There has been analyzed the existing model of the system of higher education monitoring at the level of a higher education institution within the scope of the British higher education model, discovered by a famous American education philosopher P. Monroe. There has been characterized the new document “The UK Quality Code for Higher Education”, which regulates the internal procedures of providing and monitoring the quality of UK universities. There have been provided the data of the comparative analysis of the trends of the internal monitoring of the Higher education quality of some UK universities. The monitoring trends, inherent in all higher education institutions, are the reports of external examiners, feedback of the students, reports of the institutional checkups. Other internal monitoring trends depend on the status, mission of an academic institution and are related to the polling of employers, higher education institutions’ alumni, analysis of the reports of the experts of the new curricula evaluation boards, etc. There has been analyzed the cyclic model of higher education monitoring in UK universities.

В данной статье говорится о важности повышения уровня читательской грамотности как одной из стратегических целей в решении задач повышения качества российского высшего образования. Поставленная в исследовании проблема представляется одной из ключевых в современной педагогической ситуации, о чем свидетельствует ряд постановлений правительства Российской Федерации, которые приводятся в представленной статье. Авторами настоящего исследования отмечается необходимость опоры при языковой подготовке обучающихся в системе высшего образования на современные требования к профессиональной компетентности будущих специалистов. В статье показана значимость расширения системы знаний, умений и навыков, важных для эффективной профессиональной деятельности выпускников. Доказывается необходимость улучшения читательской грамотности студентов нефилологических факультетов образовательных организаций, функционирующих на уровне высшего образования. В практической части представленного исследования авторами анализируется уровень читательской грамотности обучающихся нефилологических факультетов воронежских вузов, причем именно в аспекте процесса повышения качества образования в высшей школе. The given article focuses on the importance of enhancing the reading literacy quality as one of the strategic targets in solving the problems of enhancing of Russian higher education quality. The problem researched in the article is thought to be among the central ones in the modern educational situation, which is proved by a set of governmental documents of Russian Federation mentioned in the article. The necessity of basing on modern requirements to the professional competence of future specialists in the student language training in the system of higher education is empathized by the authors. The importance of developing the system of knowledge, skills and accomplishments, urgent for graduates’ professional activities, is demonstrated in the given research. The necessity of improving reading competency of the students of non-philological departments of higher education institutions is proved. In the practical segment of the given research the level of reader competency of the students of non-philological departments of Voronezh higher education institutions in the aspect of the process of enhancing high school education quality is analyzed.

The study deals with the academic profession in China. Its characteristics and relationship with changing social institutions are explored by a historical approach and from an institutional perspective, which includes two elements of government and organization. The major findings of this study are summarized below. First, in accordance with China’s legal framework, public and private higher education institutions are categorized as different legal entities, a difference that leads to favourable conditions for the academic profession in the public sector and to less favourable conditions in the private sector, and which also obstructs personnel flow and competition between the two sectors. Second, the personnel system has changed significantly since 1978, when it was reformed and the policies became more open. This change is largely led by the central government. As regards faculty hiring and promotion, qualification and performance are emphasized over seniority. As regards remuneration and benefits, the egalitarian approach has gradually been replaced by income gains based on performance. Finally, evidence shows that China’s higher education institutions has evolved from so-calleddanweigoverned under a planned system to organizations ruled by the market system, which has caused the academic profession to evolve from adanweiprofession into a more organizational one.

The specific features of doctoral studies in France have been studied. The historical peculiarities of the quality evaluation system in the French higher education and its contemporary state have been highlighted.

AbstractThe development of higher education system of Azerbaijan reflects the country’s historical transformations. The system started developing with the foundation of the first higher education institution before the establishment of the Soviet Union, expanded during the Soviets and grew into current systems of 52 institutions since independence. Institutions changed in number and nature with the entrance of private universities into the higher education market and increase in number of state universities. Three-cycle higher education was introduced and institutions utilising Western university practices of management and teaching emerged. Despite the changes, the system still reflects much of the Soviet period. The typology of higher education institutions (HEIs) in Azerbaijan was built based on their educational, research, internationalisation activities and financial capacity. Institutions were classified as leading state and private higher education institutions, which excel in research and rank high in country ranking lists. The second group of institutions are known for good quality education but do not give a heavy weight on research. The last type of higher education institutions serve the purpose of preparing teachers and other public sector employees.

For higher education institution, one of the most important tasks is to form its own competitive advantages, search, interest and retain consumers, because the main goal of HEIs is its long-term successful activity based on the quality of educational services. On the one hand, the transition to market relations has contributed to the emergence of nongovernmental (private) higher education institutions, increasing the number of participants and a variety of educational programs. On the other hand, the demand for higher education services has risen sharply. As a result, competition in the education market has intensified, which has prompted higher education institutions to increasingly use marketing to adapt their activities to market conditions. The complexity of positioning a higher education institution is determined by the diversity of consumers of educational services, including employers as representatives of the labor market. Therefore, the task of the educational organization is to find a unique position that, being significant for all or most consumers, would allow the higher education institution to differentiate itself from competitors. The article investigates the directions of positioning of higher education institutions. It is established that as a result of increasing competition in the market of educational services, there is a need for higher education institutions to increasingly use marketing to adapt their activities to market conditions. The essence of the definition of "positioning" from the point of view of different authors is considered, the concept of positioning through the prism of higher education institutions is singled out. This paper aims at researching new opportunities for improving education quality management systems at higher education institutions. Methods of analyzing data procured from documents and expert estimates were used in the research. The paper analyzes main disadvantages of the existing education quality management systems at higher education institutions and indicates the cause thereof. Issues of education quality improvement are explored, based on increasing the volume of feedback information in colleges’ electronic information and educational environment. The authors have developed tools for improving the volume and quality of feedback information received within the educational process; they provide a description of these tools. Quality map of the current educational process determines the criteria for evaluating the academic process based on feedback indicators, while monitoring of the current academic process helps procure these. Based on these tools, the model of an improved quality management system is provided, which applies the strategy of management by deviations, mechanisms of quick management and mid-term planning of developing the college’s educational system. Conditions ensuring successful implementation of the new mechanisms of education quality management system at a higher education institution are analyzed. Overall, the paper demonstrates new opportunities for developing the education quality management systems at a higher education institution based on applying feedbackbased monitoring of the current academic process.

Assessing the impact of digital transformation in the fundamental areas of higher education at a specific university, i.e., Hanoi University of Science and Technology (HUST) will show us the readiness for the digital university. Therefore, in this paper, we deeply analyze the characteristics of the typical model of the digital university (University 4.0) to identify the criteria to be surveyed for the assessment of the availability of HUST in digital transformation process. The analysis of survey results, thereby, discloses the effects achieved by practical implementation of digital transformation solutions at HUST. The results of this study allow us to introduce a readiness framework for digital transformation as a reference for the other higher education institutions. In addition, we can partly confirm that the trend of digital transformation is indispensable for universities in Vietnam, contributing to the improvement of higher education quality and international integration in the context of industrial revolution 4.0.
