State support for agriculture of Russia and regions: historical aspect and modern realities

This research is conducted under the «Development of the conditional factors and requirements standards for methods of use conditition coefficients for the transfer of tractors, grain and corroboration combines to the reference units in determining the standards to their needs» proposed by the Department of Science and Technology Policy and Education of the Ministry of Agriculture of the Russian Federation for Agricultural Universities. (Research of purpose) The research purpose is in assessing the current state of state support for agriculture in Russia and the regions, conducting a comparative analysis of methods and directions of state support for agricultural production in the USSR and the current level of state support for agriculture in developed foreign countries. (Materials and methods) The research materials were studies of domestic scientists, Government Resolutions of the Russian Federation and the Sverdlovsk region, laws of the Sverdlovsk region, and official statistical indicators. Used methods: abstract-logical, monographic, economic-statistical, forecasting method, economic-mathematical modeling, expert assessments, and others. (Results and discussion). The article presents an algorithm for implementing state support for agriculture in the USSR, in the first years of the post-soviet period, analyzes the volume of state support and production in leading foreign countries, analyzes state support and production volumes of agriculture in the Sverdlovsk region and calculates indicators that characterize the effectiveness of state support. (Conclusions) Analysis of the use of state support, the use of economic and statistical method, expert evaluations, the proposed formulas for calculation of indicators characterizing the efficiency of state support have helped to make recommendations for optimization of volumes and directions of state support for regions and for the whole of agriculture of Russia.

This article analyzes the establishment of legal regulation of the court's activity in the consideration and resolution of the question of transferring foreign citizens sentenced by the court of the Russian Federation to serve their sentence in country of citizenship. The author offers periodization of the chronology of its evolution,  and draws attention to the gaps and inaccuracies in the current legislation and the need for amending normative legal framework, which is testified by the legal acts adopted by the state authorities of the Russian Federation, including those aimed at regulation of international legal relations in this sphere, as well as the works of the scholars-processualists. The conclusion is made that the corresponding court's activity acquires a special role. Compared to the Soviet period, national and international norms that regulate the court’s activity in this area have experiences significant changes, as the number of convicts transferred to their country of citizenship has increased considerably, the contractual practice of the Russian Federation has expanded, which is substantiated by the globalization processes and the need for the development and strengthening of international cooperation of the Russian Federation with foreign countries in the sphere of transferring foreign citizens. Examination of the chronology of changes experienced by the normative legal framework of the court’s activity in the course of its establishment and development, allows choosing the right direction for further improvements.

The author analyzes the current state of small and medium-sized businesses, their contribution to GDP, considers measures of state support for small and medium-sized enterprises and their compliance with the principles of the development strategy. Perspective directions and approaches for improving the system of state support for small and medium-sized businesses that affect the growth of entrepreneurial activity in the Russian Federation are reflected.

The article analyses the current state and trends of the processes of digitalization of the economy in the Russian Federation, and also collates the levels of penetration of digital technologies in the structure of the economy of Russia and foreign countries-competitors. As a basis, the set task of achieving technological superiority in key sectors of the digital economy has been adopted. The paper shows that although the Russian Federation occupies a prominent position in the world in terms of the introduction of digital technologies, it is not included in the group of leading countries in the digitalization process. As of the end of 2019, it can be stated that Russia, if the current course continues, will remain among the countries of “catching up development”. The authors show that the lag in the Russian Federation is observed in almost all components of digitalization processes. The efforts made by the government of the country in recent years to accelerate the digitalization processes have not been sufficient. Although they produced results, the main opponents of Russia on the world stage pursued a more intensive policy in the same direction, which ensured their current separation.To achieve technological superiority, a cardinal change of policy is necessary, which should reorient to new, more productive than the current mechanisms for the development and implementation of new digital technologies with the simultaneous intensification of both state and private efforts. Deepening the industry specification of digitalization policies will also have a positive effect. In addition, it is necessary to actively engage in digitalization processes and strengthen the role of scientific organizations (both academic and other).

Рассматриваются особенности регулирования отношений государственно-частного партнерства в иностранных государствах. The article is devoted to the main problems associated with the formation of state policy for the implementation of the mechanism of public-private partnership in the transport sector. The analysis examines the understanding of public-private partnership in this area, examines the current state of public relations, es- pecially the regulatory legal regulation of public-private partnership in connection with the implementation of the Transport Strategy of the Russian Federation. The features of the regulation of public-private partnership relations in foreign countries are considered.

In this article, based on a retrospective analysis of the trends that are emerging in the prosecution of domestic science, the author has attempted to assess its current status, identify problems that hinder its ongoing development. The authors vision of the approaches that can help to raise the profile of science in the academic world of the prosecutors activity as an independent branch of scientific knowledge. In the author’s opinion, the concept of the science of prosecutorial activity should be based on the following main units: a theory of organization of work of the Prosecutor’s office of the Russian Federation; theory of control in the Prosecutor’s office of the Russian Federation; theory of functions and other activities carried out by the Prosecutor’s bodies; theory of jurisdiction and powers of prosecutors; a history of formation and development of prosecutorial activity in Russia and the science of it; theory of organization and implementation of prosecutorial activities in foreign countries.

The work is devoted to the study of the trends existing in forest breeding in Russia over the recent years, their comparison with similar achievements in foreign countries with close climatic conditions, and the assessment of the prospects for the development of this scientific and production direction in our country, based on the obtained results. The official data of State inventories over the last 25 years and national scientific publications were used. A number of foreign literature sources were also considered for comparison in addition to Russian sources. Quantitative indices of the following processes were studied: selection of plus trees; creation of clone archives, provenance trial and population-ecological plantations; allocation of forest genetic reserves and plus stands; organization of temporary and permanent forest seed plots; and creation of mother plantations, forest seed orchards and progeny field tests of plus trees. Materials on the development or degradation of forest genetic resources in Russia were analyzed by years. The analysis has shown that in Russia there is a regression of the state forest genetic and breeding complex. Over the past 25 years, there has been an average 50 % decline in individual components, with fluctuations in various indices ranging from 7 to 940 %. A comparison of the development of the unified forest genetic complex in our country with its development in a number of foreign countries (Canada, Norway, Sweden, and Finland) revealed our lag in almost all indices by several times. In particular, the selection intensity of plus trees in the countries of Northern Europe (Norway, Sweden, and Finland) is 21.0–61.7 times higher than in Russia. The provision with forest seed orchards in the Russian Federation is 2.7–12.0 times lower than in Norway and Finland. At the same time forest seed orchards of the more progressive, second order represent a large share in the Nordic countries. For instance, in Canada there are more than 30 % of them. In the Russian Federation, such plantations are practically absent and are not listed in official documents. The analysis has shown that it is time to develop a new long-term program of genetic and breeding improvement of forest tree species in order to preserve sustainable reforestation of Russian forests and their valuable gene pool, as well as to identify those responsible for its implementation. The article analyzes the current state and level of development of publicprivate partnership (PPP) projects in the subjects of the Russian Federation. The authors conclude that a significant proportion of projects is implemented on a concession basis at the municipal level in the communal sphere. A detailed analysis of the project data showed that the structure of the projects is deformed in favor of the central regions of the Russian Federation, and a significant share in the total amount of financing falls on the transport sector. At the stage of assessing the level of development by the subjects of the Russian Federation, criteria were proposed, and index and integral indicators were used, which ensured comparability of the estimates obtained. At the end of the analysis, the regions were ranked and clustered according to the level of PPP development, which allowed to reveal the number and structure of leaders and outsiders.

The article clarifies the concept of “agricultural holding”, using an approach to assessing the size on the basis of the total revenue of all agricultural organizations within the agricultural holding. It has been revealed that only 100 of the total number of agricultural holdings that were identified can be attributed to large business entities. They comprise about 3% of agricultural organizations in the country, while their share in the proceeds is about 37%. A large share of agricultural holdings — large business subjects under the control of Russian entities operate in one, and under the control of foreign legal entities — in three or more regions of the Russian Federation. Vertical integration within the framework of large agricultural holdings with different schemes for including the stages of processing and sale of products produced in their agricultural organizations allows them to receive advantages. Strengthening the role of large business entities in agriculture puts on the agenda the issue of differentiating approaches to taxation and state support in agriculture, depending on the size of the companies’ agricultural businesses.

Subject. The article considers a procedure for calculating and distributing State support to depressed agricultural regions in the framework of a new type of budget financing, i.e. compensating and stimulating subsidies. Objectives. The purpose is to evaluate the efficiency of the system of State regulation of agribusiness in a depressed region, determine the priority of modern methods of budgetary support from the State, improve the methodological approach to the distribution of State aid among subjects of the Russian Federation with low level of socio-economic development. Methods. The study draws on the abstract and logical method, methods of statistical analysis, grouping, comparison, and generalization. Results. We realized the objectives of the study, using the agricultural producers of the Kurgan Oblast case. The paper analyzes the condition of agricultural sector in the depressed region, assesses the State support system efficiency for the agricultural sector of the Trans-Ural region, considers government measures related to the regulation of the economy of backward regions. It presents an updated method of budget financing within an incentive subsidy by clarifying the calculations and introducing an additional indicator that reflects the level of remuneration of regional agricultural producers. Conclusions. The updated calculation methodology for incentive subsidies to depressed regions enables to build a certain economic rating of ten depressed regions of the Russian Federation, taking into account not only the volume of production and employment, but also the level of wages of agricultural workers.
