The aim of the study was to identify and assess the spatial diversity of generating of animal and vegetal waste by entities from the agricultural sector in the EU countries along with the determination of the importance of this type of waste in total waste generated in individual countries. Statistical data used in the study were obtained from EUROSTAT. The research period was 2016, while the research area covered 25 EU countries. The data was subjected to quantitative analysis using descriptive and parametric statistics. It was found that animal and vegetal waste has the largest share in the structure of waste from the agricultural sector (accounting for 81.6% of all waste in the agricultural sector in the EU in 2016). It has been shown that generating of vegetal and animal waste in agricultural sector in the EU countries is characterized by spatial diversity. Most of this waste type was generated in Spain and the Netherlands. The dominant position of Spain resulted from significant share of this country in the EU volume of animal faeces, urine and manure generation. High position of the Netherlands was associated with a large share of vegetal waste. France, Germany, Slovakia and Sweden ranked next. Nearly 80% of all analyzed groups of waste came from these countries, which indicates a high degree of spatial concentration of the studied phenomenon. In this context, it can be stated that these countries are predestined to base their development on the concept of the bioeconomy. It is a challenge for the research and development sphere regarding development of innovative ways of managing agricultural vegetal and animal waste.

At present, the state of the economy of the agricultural sector in many countries of the world, including in the countries of the European Union (EU), inherent in developed industry, has led to the transition to a new environmentally oriented agricultural policy. An important role is assigned to state support of agricultural producers, through subsidies, preferential credit policy, and in some countries, the complete abolition of taxation of entrepreneurial activity in rural areas, which confirms the relevance and national economic significance of the article. In domestic agroeconomic science and practice, there is no scientific concept of state participation in the process of bringing the agricultural sector out of the crisis. Research objectives – consider the development policy of the agricultural sector of the EU countries; study the level of state support for agricultural producers. The purpose of the work is to consider the degree of development of the agricultural policy of the EU countries in the context of ensuring food security. The methods and methodology of the research were general scientific, particular methods of cognition, including the historical and logical, the method of observation and comparison. Shows the main approaches to state regulation of the development of the agro-industrial sector at the level of the European Union as a whole and in the context of member countries; characteristic features and principles that determine the success and integrity of a unified agricultural policy; factors contributing to the productivity of agricultural land; agro-ecological requirements restricting the import of genetically modified products; the main tasks in the development of a new policy of the agrarian sector of the economy; priority directions of regulation of measures to support agricultural producers, integrated development of rural areas, increasing the competitiveness of the EU agricultural sector. The practical significance of the work lies in the fact that this study will allow the state bodies of Belarus to better understand how it is necessary to form an agricultural policy in the context of ensuring food security.

The analysis of the economic efficiency of agriculture has been the subject of numerous studies. An economically efficient agricultural sector is not always environmentally efficient. Agriculture is a large emitter of greenhouse gases. The Intergovernmental Panel on Climate Change states that food production and agriculture are responsible for 21–37% of total global CO2 emissions. Due to the comprehensive assessment of the agricultural efficiency, it is worthwhile to apply to its measurement an integrated approach based on economic, energy and environmental aspects. These aspects were the main reasons for undertaking this research. The purpose of the study was to determine the economic, energy and environmental efficiency of agriculture in the EU Member States in 2019. The environmental analyses relate to the period 1990–2019. A total of 26 member states of the European Union (excluding Malta and Luxembourg) were selected for research. The sources of materials were Eurostat and the European Environmental Agency. This study was based on the Data Envelopment Analysis method, and used the DEA model focused on minimizing inputs. The research also adopts energy productivity and greenhouse gas emission efficiency indicators. The DEA model features the following variables: one effect (value of agricultural production) and four inputs (land, labour, use of fertilizers and use of energy). It was found that seven out of the 26 studied EU countries have efficient agriculture. The efficient agriculture group included the Netherlands, Denmark, Greece, Cyprus, the United Kingdom, Italy and Ireland. Based on the DEA method, benchmarks have been defined for countries with inefficient agriculture. On the basis of these benchmarks for inefficient agricultural sectors, it was possible to determine how they could improve efficiency to achieve the same results with fewer inputs. This issue is particularly important in the context of sustainable agricultural development. In the next stage of the research, the analysis of economic and energy efficiency was combined with the analysis of GHG emission efficiency in agriculture. Four groups of countries have been distinguished: eco-efficiency leaders, eco-efficiency followers, environmental slackers, eco-efficiency laggards. The leaders of the classification were the Netherlands, Italy, Greece, Cyprus and Portugal.

Genome-edited crops are on the verge of being placed on the market and their agricultural and food products will thus be internationally traded soon. National regulations, however, diverge regarding the classification of genome-edited crops. Major countries such as the US and Brazil do not specifically regulate genome-edited crops, while in the European Union, they fall under GMO legislation, according to the European Court of Justice (ECJ). As it is in some cases impossible to analytically distinguish between products from genome-edited plants and those from non-genome-edited plants, EU importers may fear the risk of violating EU legislation. They may choose not to import any agricultural and food products based on crops for which genome-edited varieties are available. Therefore, crop products of which the EU is currently a net importer would become more expensive in the EU, and production would intensify. Furthermore, an intense substitution of products covered and not covered by genome editing would occur in consumption, production, and trade. We analyzed the effects of such a cease of EU imports for cereals and soy in the EU agricultural sector with the comparative static agricultural sector equilibrium model CAPRI. Our results indicate dramatic effects on agricultural and food prices as well as on farm income. The intensification of EU agriculture may result in negative net environmental effects in the EU as well as in an increase in global greenhouse gas (GHG) emissions. This suggests that trade effects should be considered when developing domestic regulation for genome-edited crops.

The paper’s main purpose was to identify and present the current situation and changes in energy consumption in agriculture in the European Union (EU) countries. The specific objectives were the determination of the degree of concentration of energy consumption in agriculture in the EU countries, showing the directions of their changes, types of energy used, and changes in this respect, establishing the correlation between energy consumption and changes in the economic and agricultural situation in the EU countries. All member states of the European Union were deliberately selected for research on 31 December 2018 (28 countries). The research period covered the years 2005–2018. The sources of materials were the literature on the subject, and data from Eurostat. Descriptive, tabular, and graphical methods were used to analyze and present materials, dynamics indicators with a stable base, Gini concentration coefficient, concentration analysis using the Lorenz curve, coefficient of variation, Kendall’s tau correlation coefficient, and Spearman’s rank correlation coefficient. A high concentration of energy consumption in agriculture was found in several EU countries, the largest in countries with the largest agricultural sector, i.e., France and Poland. There were practically no changes in the concentration level. Only in the case of renewable energy, a gradual decrease in concentration was visible. More and more countries developed technologies that allow the use of this type of energy. However, the EU countries differed in terms of the structure of the energy sources used. The majority of the basis was liquid fuels, while stable and gaseous fuels were abandoned in favor of electricity and renewable sources—according to which, in the EU countries, the research hypothesis was confirmed: a gradual diversification of energy sources used in agriculture, with a systematic increase in the importance of renewable energy sources. The second research hypothesis was also confirmed, according to which the increase in the consumption of renewable energy in agriculture is closely related to the economy’s parameters. The use of renewable energy is necessary and results from concern for the natural environment. Therefore, economic factors may have a smaller impact.

The article examines the financial support (not tax) of the economy in the EU countries due to the pandemic. A comprehensive vision of the situation and strategic planning are the foundation of the Euro-pean Union's economic policy. These qualities help to develop comprehensive measures to stabilize the labor market and entrepreneurship in the countries of the European Union in the context of a global emergency. A positive factor is also the fact that in an epidemic situation, political decisions of various states are aimed at introducing socially oriented measures that support their citizens.

In spite of the fact that negotiations have been going on for years, the chances that Turkey will eventually become a full member of the European Union are slim. At present, a political majority among the EU-member states headed by Germany seems to oppose Turkey entering the EU. In the Netherlands, however, most political parties are still in favour of Turkey's membership. That difference coincides with the difference in the position of Turkish immigrants in German and Dutch societies.

The aim of this study is to determine changes in the structure of horticultural farms in EU countries in the years 2007-2017 and their incomes and determine the share of subsidies of the Common Agricultural Policy in the income of horticultural farms in studied groups. Horticultural farms from the European Union Farm Accountancy Data Network (EUFADN) of all EU countries were surveyed. A dynamic analysis of the structure of farm numbers in particular groups of economic size (ES6) was carried out, and then the average change in income and the share of subsidies in income within these groups in 2007 and 2017 were presented. As a result of the conducted research, changes in the number of horticultural farms in various groups of economic size were taken into account and the assumptions concerning the decreasing scale of fragmentation of horticultural farms were confirmed by a decrease in the number of the economically weakest groups and an increase in the number of medium and large farms. It was noted that, in the studied groups, the strongest income growths concerned farms with medium or high economic strength, which may mean that income had a significant impact on the process. Moreover, it results from the conducted research that existing institutional solutions additionally supported the tendency to reduce the scale of fragmentation of horticultural farms in the EU-12 due to the fact that the shares of subsidies were higher in groups with higher economic strength.

The article outlines the perspective benefits of deepening integration processes between Ukraine and the European Union. Groups of Ukrainian goods have been identified, which exports to the EU are increasing dynamically. EU countries have been identified in which exports from Ukraine have been growing rapidly in recent years. The relations and nature of Ukraine's trade with the EU countries have been analyzed. The conclusions on the development of trade potential after signing the Association Agreement with the EU have been formulated. The assessment of the Complementarity Index of Trade for Ukraine and the EU by 97 commodity groups according to the Ukrainian Classification of Goods for Foreign Economic Activity and the Harmonized Commodity Description and Coding System for 2011-2018 has been carried out. The dynamics of change of complementarity indices are analyzed and the predicted indices of the countries for 2019 and 2020 are calculated. It has been proven that mutual trade in a free trade area is mutually beneficial for Ukraine and the EU, as Ukraine and the EU benefit from increased trade, and establishing international partnerships between their businesses and organizations can be particularly beneficial in the long term perspective. It is proposed to deepen international industry cooperation in order to develop competitive advantages and strengthen its position both on the Ukrainian market and the European market.

The level of agricultural development in the EU countries is varies significantly. The knowledge of factors directly affecting changes in agriculture can contribute to reducing disparities between countries. The purpose of this study is to indicate the main factors which determine agricultural development in the European Union. To implement this task, the discriminant analysis was used. The research material were data from the GUS and EUROSTAT regarding agriculture in EU countries. The research shows that the development of agriculture in the EU is determined in particular by factors such as the share of sowing of cereals in the total area of arable land, consumption expenditure in households, labor productivity and agricultural income. In addition, the discriminatory analysis allowed assigning particular countries to groups with different levels of agricultural development.
