Abstract Subject and purpose of work: The aim of this article is to present the most important aspects related to the functioning of small and medium-sized enterprises (SMEs) in the Euroregion Sprewa-Nysa-Bóbr, as well as to indicate the objectives and priorities regarding its support. Materials and methods: The paper utilized official statistics, existing legal regulations and information presented in the plan of action and development for the Euroregion Sprewa-Nysa-Bóbr for the years 2014-2020. Results: The important role of SMEs in the Euroregion’s socio-economic development is determined by the fact that they constitute more than 99.9% of all enterprises. In the years 2006-2013, the number of SMEs in the region increased by 3.3%, while the number of large companies decreased by 15.4%. The Euroregion pursues an active policy of supporting the development of the SME sector. Of particular importance in the shaping of this policy is the plan for the development and operation of the Euroregion developed ever since 1993. Conclusions: Within the current plan for the operation and development of the Euroregion, under the first objective (Increasing the competitiveness of the region), measures that will support the development of the SME sector were included. The result of the first objective will be the cross-border expansion of economic relations. Additionally, the timeframe for the past and the present plan deliberately coincide with periods of EU funds which goes on to demonstrate that European support programs are an important source of funding for cross-border cooperation in the Euroregion, including the development of SMEs.

The main directions of development of Ukrainian-Polish trade relations are considered in the article. The positive and negative effects of cross-border cooperation in trade and investment are substantiated, as well as a number of recommendations for building mutually beneficial relations on the basis of national interests.The purpose of this article is to assess the Ukrainian-Polish trade and economic relations in modern conditions in order to form scientifically sound recommendations for the development of mutually beneficial cross-border cooperation, taking into account national interests.Research methods. Methods of scientific analysis are used in the critical assessment of the concept of free market and free trade; comparison in the study of the dynamics of Ukrainian-Polish trade relations; graphical method for displaying and comparing trade in goods and services and investment between Poland and Ukraine; method of generalization in the development of proposals to improve the efficiency of cross-border trade and investment between countries, taking into account national characteristics and interests.Results. An assessment of Ukrainian-Polish trade and economic relations over the past ten years is given. It is proved that Ukrainian-Polish relations in the field of trade in goods do not have significant benefits for the Ukrainian economy, as their balance is negative during the period under study. Emphasis is placed on mutual exits in the field of trade in services, where the Polish side actively uses Ukrainian enterprises to order services for processing material resources through cheap labor, which stimulates the inflow of funds into Ukrainian business, job creation and more. There is a significant predominance of Polish investment in the national economy over Ukrainian investment in the Polish economy, due to the higher development of the Polish economy and interest in building branches and subsidiaries of Polish enterprises.A number of measures have been proposed to increase the economic complexity of the domestic economy in order to increase technological exports to Poland and equalize the trade balance between the countries; the directions of development of trade in services (in particular medical services in the conditions of COVID-19), as well as measures to increase the volume of Polish investment are substantiated.

The subject of this study is the characteristics of Polish law enforcement authorities in the fi eld of preventing and combating the crime of traffi cking in human beings. The author points out that, based on existing legal regulations in Poland, the foremost burden related to prevention and prosecution activities of this type of crime lies within the scope of duties of the prosecutor’s offi ce, the Police, and the Border Guard. Thus, the article is devoted to a concise description of the indicated entities in terms of their legal instruments which make it possible to effectively implement the tasks and duties imposed by law and regulations upon the institutions. In the author’s assessment, the key role in the system is played by the prosecutor, who is the only authority sanctioned to make decisions on initiating the investigation and entrusting its conduct in its entirety or the indicated scope to other authorities, primarily the Police or the Border Guard. The prosecutor’s special role also results from the fact of being solely entitled to draw up and support an indictment in court in cases involving traffi cking in human beings. Nevertheless, according to the author, in practice, the main responsibility to carry out procedural and operational activities in this category of cases lies with the Police and Border Guard. The author points out that, at present, the Polish law enforcement system has appropriate instruments, both at the legal and institutional levels, ready for the effective prevention of and combat against crimes of human traffi cking. However, bearing in mind that the phenomenon of human traffi cking has, in principle, a cross-border dimension, the article highlights the aspect of international cooperation between the relevant institutions established to detect and prosecute these crimes.

After WWII the transformation of the Czech-Austrian borderlands is connected with destruction of single ethno-cultural and economic space, lengthy period of the border impenetrability, social and economic backwardness of the borderlands. That period of Czech-Austrian relations has had lasting impact, strengthening the mental borders between the Austrian and the Czech that slows the recovery of the ties. The Czech-Austrian interaction within the framework of euroregions play a significant role in the revival of relationships. Among the existing in the Czech Republic euroregions with the participation of Austria (Shumava, Pomoraví, Silva Nortica), only Silva Nortica completely based on bilateral Czech-Austrian cooperation for the sustainable development of border areas. The article examines causes and consequences of the Czech-Austrian ties destruction, as well as the process of their recovery using the case of the Euroregion Silva Nortica. In the paper, we showed the importance of non-economic factors in the development of cross-border cooperation. Despite significant progress in the economic relations between Austria and the Czech Republic, especially in trade and tourism, the interaction in the borderlands remains low. To enhance this interaction, the countries attempts to create new “points of attraction” by consolidation of public services, for example, fire department within the euroregions

Introduction. Active engagement of Ukraine and its regions in the system of international cooperation in the context of the development of world integration processes is possible due to the use of cross-border cooperation tools. in the form of jointly developed programs of trade and economic, scientific-technical, environmental-ecological, cultural, historical-religious cooperation.The hypothesis of scientific research. Using cross-border cooperation will solve the problems of accelerating the socio-economic development of transboundary regions, improve the personnel infrastructure training of regions and the country as a whole in order to deepen cooperation with the EU, to solve urgent issues with the neighbors of the post-Soviet space; accelerate European integration processes.The purpose of the article is to develop theoretical propositions to substantiate the effective algorithm of cross-border cooperation development on the basis of synergistic combination of integration processes and innovations in all types of cooperation.Methods of research: an interdisciplinary approach – for combining a set of general scientific and special research methods; systemic and structural-functional analysis – to determine the system of international cross-border links; institutional approach – to determine the impact on cross-border cooperation created by political institutions; situational approach – for correlating the development of cross-border cooperation with a specific socio-economic situation; a comparative analysis – for comparing processes of cross-border cooperation in different countries of Europe and post-Soviet space.Results: the experience of the international community in implementing the system of cross-border cooperation is analyzed; the legal-legal and methodological principles of cross-border cooperation as a direction of European integration processes in Ukraine are researched; The mechanisms of development of foreign economic relations in the border regions of Ukraine in the conditions of realization of its European integration aspirations are revealed.Conclusions: development of theoretical positions on the substantiation of the active development of the regions as one of the elements of the pan-European system of priorities, which corresponds to the principled integration of states through the integration of regions, which represent joint actions aimed at establishing and deepening economic, social, environmental, scientific, technical, cultural and other relations between territorial communities, various institutions of transboundary regions with the relevant authorities of other states within the competence defined s national legislation.

This article analyses how the role of border regions has changed in the regional policies of Russia and European countries since the early 1990s. The study aims to estimate the efficiency of Russia’s regional policy with regard to border regions (its completeness, a focus on actual problems, etc.) and to compare it with that of European counterparts. The article relies on publications on the experience of EU countries, earlier contributions from Russian researchers, federal regulations, and statistics on the regional distribution of federal investment in fixed assets. It is shown that the federal border region policy is largely a reflection of the features and problems of Russia’s regional policy as a whole. Currently, the development of cross-border cooperation is affected more strongly by national security concerns than by economic growth considerations. Cross-border cooperation is no longer part of the regional policy. Border regions, however, have received an increasing proportion of federal investments in recent years, particularly, amid the reunification with the Crimea. The study calls for better coordination between different areas of the federal socio-economic policy on border regions and closer attention to border regions’ foreign economic ties, particularly, within the implementation of the Strategy for the Spatial Development of the Russian Federation.

The article examines the theoretical and methodological problems of euroregions. Theoretical and methodological foundations are studied through the prism of the role of regions in cross-border cooperation. Euroregions are the highest institutional form of cross-border cooperation. The role and place of euroregions in the system of cross-border cooperation are crucial. Currently, euroregions play an important role in creating favorable conditions for the development of relations between Ukraine and the EU. To do this, it is necessary to identify factors affecting the development of euroregional cooperation. Large-scale euroregional cooperation on the rights of free participation forms a kind of Free Trade Zones, where not only EU members, but also states that are members of euroregions (Ukraine, Moldova, Belarus) carry out their activities. But the most important thing is that large investments in the form of foreign direct investment are directed to these zones, which contributes to the recovery of these border areas and leads to the implementation of significant investment and integration projects in these territories. The development and implementation of fundamentally new approaches to the development of euroregions in Ukraine in the context of EU enlargement require radical changes in the geopolitical situation on the European continent and a change in the geopolitical status of euroregions after a large-scale expansion of the European Community. Today, Ukraine, adapting the pan-European principles of euroregional cooperation as much as possible, should not only use the generally accepted definitions and categories of cross-border cooperation as much as possible, but also implement them in detail. Thus, the new realities of an international nature in the XXI century in the context of the deepening and spread of the European integration process also determine the need for a qualitative change in the system of euroregional cooperation of Ukraine and the activation of the main subjects of cross – border relations-regions.

The article is devoted to the analysis of Russian-Chinese relations at the present time.The topicality of the article is primarily due to the fact that the development of border and cross-border territories is becoming an important tool for successful international cooperation between countries. Under the circumstances, it is important to study and understand the functions and mechanisms of cross-border cooperation. The active development of the Russian Federation and China, including trade and economic relations, naturally leads to increased attention of these states to the development of border territories. The purpose and objectives of the article is to analyze the main directions of cross-border cooperation between the Russian Federation and China in the trade and economic sphere on the example of the Far East of Russia and the North-East of China; to show not only successes, but also unresolved issues and problems that prevent these neighboring regions from interacting at a higher level.The object of the study is the cross-border trade and economic cooperation between the Russian Federation and China. The subject is the ways, forms and mechanisms of regional Russian-Chinese interaction, as well as factors that slow down this process.There have been used general scientific empirical and theoretical research methods.The usage of a comparative-functional, systematic approach, modeling and a logical method encouragesto identify the essential and substantive elements of the regional trade and economic policy of the Russian Federation and China
