AbstractLEADER local action groups (LAGs) have become an integral part of the European rural landscape. Our article examines how LEADER groups operate in Hungary by analysing their territorial, symbolic and institutional shape, and the established role of LAGs in Hungary. The results reveal an irregular territorial shape combined with uncertain symbolic form. The institutional constellation is significantly influenced by the size of the member municipalities. Action groups integrating smaller local authorities must involve more NGOs and enterprises to fulfil participatory regulations. Local bureaux are small and their functions are not differentiated according to the state of development. Although Hungarian LAGs, in a European comparison, have many levels of tasks their level of governance is relatively low.

In the article there is an analysis of the impact of the LEADER approach on the social capital of rural women involved in the local action groups. The aim of the article is to characterize the features of this capital taking into consideration the capital belonging to men involved in these organizations. The question is whether the role of local action groups as far as the social capital is concerned equally applies to women and men associated in these structures. On the basis of the research carried out in 2011–2013 (on a sample of 238 women and 327 men) within the framework of the project entitled: “Structure and determinants of social capital of local action groups” (National Science Centre grant) women social capital analysis was made (with its definition by R. Putnam). In the social survey distributed surveys technique was used. The result of the analysis is a statement that women social capital differs from men social capital mainly in the area of trust component and network component.

PurposeThe purpose of this study is to contribute to the research related to “the interplay between accounting and the state, politics, and local authorities in the broad government and administration of food for sustainability of populations” (Sargiacomo et al., 2016). Considering contemporary examples and investigating the genealogy of an 18th-century reform of fishery management (the New Plan), the authors explore the role played by accounting and calculative practices when local authorities intervene using forms of discipline based on control systems that acted on commons (fish), people and space.Design/methodology/approachThis paper is historically grounded on archival research on a fish provisioning case during the 18th century in Ancona, an Italian town on the Adriatic coast. The investigation adopts an approach focussed on the use of disciplinary methods in the terms highlighted by Foucault. This perspective offers a lens capable of revealing the key role of accounting in a period when discipline became “general formulas of domination” (Foucault, 1977) and the Papal States were looking for food provisioning solutions (Foucault, 2007). The study highlights similarities with contemporary fishery management.FindingsThe paper shows that governability of fishery in a commons' logic is not limited by the properties of the good, but rather “it is achieved through the objects and instruments that are deployed to make it possible” (Johnsen, 2014, p. 429). It reveals forms assumed by economic calculation in different eras and their contribution in the art of governing realised by the state (Hoskin and Macve, 2016). The study unveils how accounting effectively operates using “naming and counting” activities (Ezzamel and Hoskin, 2002) based on a system of documents and accounting registers; these have a pivotal role in redefining fishery management and in keeping goods (fish) and people (fishermen) under control. The investigation also highlights the importance of properly quantifying data in fishery management, confirming the literature on the topic (Beddington et al., 2007, p. 1713). In contemporary situations, data refer to quantifying the fish stock in the sea and the consequent estimation of fish catch. In the historical investigation, although environmental protection was not an issue, quantification refers to the fish that entered the town of Ancona, whose estimation was the result of a new calculative approach adopted by local authorities facing fish needs. In addition, it offers early evidence of organised and rational-based control mechanisms that were the result of Enlightened ideas emerging in the Papal States context.Originality/valueDespite the fact that fish represent a fundamental good for governments to act on in response to a population's needs, there has been no attention paid to how governmental authorities have used disciplinary mechanisms to intervene in fishery management or the role played by accounting. This study's novelty is its investigation of fishery, using Foucauldian disciplinary methods to understand accounting's contribution in fishery governance. In addition, this investigation permits to unveil the role of accounting to support one of the main principles of the governance of commons that is represented by the congruence between rules and local conditions (Fennell, 2011, p. 11; Ostrom, 1990, p. 92).

Widespread consideration of the role of the public sector was bound to develop in a society confronted by a serious economic crisis.The reforms of local government carried out in the 60s and 70s have not led to the strengthening of local authorities and their means, as claimed deceptively in politica! speeches, hut towards more influence by central government on these authorities and ultimately to its increased power over the administration of society.There is not doubt that the state in its diligence to run almost everything is not only failing in its task of governing hut is also putting society at risk. The administrations which come under the intermediary authorities could form a useful counterforce against the ever present invasion of the state.For reason of its reduced capabilities local government shows the first virtue of not being able to claim hegemony, but also of being an instrument close to the citizen and his control. Furthermore it could manage many tasks in the best way.

The article describes the problem of the contribution of the inhabitants of Tovmachchyna to strengthening the combat capability of the Ukrainian Galician army during the Ukrainian-Polish war of 1918–1919. The publication shows the role of the county authorities, which, realizing the importance of helping the Ukrainian army in the struggle against the external enemy, since the first days of its functioning strongly urged residents of the province to join the gathering of food, clothes, money and ammunition for the defense of the UGA. Also the author analyzes the normative legal acts of local authorities, dealing with material and social security of personnel of the Ukrainian Galician army and members of their families. Active participation on the full support of the UGA was enacted and the residents of Tovmachchyna becаmеa reliable support for its defenders. A crucial role in this process was played by the Patriotic enthusiasm in the community that led to the emergence of a large number of supporters and gave impetus to the creation of the various funds and committees assistance, through which the Ukrainian population of the county, in terms of a lack of resource capabilities and external aggression, in fact, served the function of the state material support of the Ukrainian armed forces. Abstract The article aims to present the stages of the LEADER programme and its influence on greater activity and integration of inhabitants by, e.g. extending the knowledge of tradition and national heritage and the actions intended for the integration of local communities. It is noticeable particularly in the implementation of the activities within Axis 4 of the 2007–2013 Rural Development Programme. Positive changes in rural areas are a result of building strong social and human capitals, which are important factors of local development. The skills and the ability for cooperation of a local community allows it to implement many projects. The investments made by beneficiaries of the LEADER programme improve the level of living and the quality of life in the countryside. The effect is an improvement in physical infrastructure and tourist attractiveness as a result of care for the rural landscape and cultural heritage. The implementation of the LEADER programme is presented on the example of Wielkopolskie Voivodeship where the participation in actions for local communities is deeply ingrained. In order to show spatial differences in the activity of local entities under Local Action Groups in Wielkopolskie Voivodeship, classes were selected on the basis of funds received by local entities in the LAG areas. There are 36 Local Action Groups operating in Wielkopolska (of which 31 have seats in this region).

AbstractIn the Leader approach, innovation plays a key role in European territories, especially in marginal and peripheral ones, being essentially assumed, from a programmatic point of view, as social innovation. This paper aims to understand the interpretation and the declination of innovation in the practice of Leader initiative at local scale and analyze contextual factors related to its implementation in two southern provinces of Spain and Italy (Granada and Lecce). The study aims to analyze the projects reported as innovative by the leaders of the Local Action Groups, starting from the literature and using a key Community document entitled “Extended report on preserving the innovative character of LEADER”. Lastly, the study reveals common significant problems linked to local awareness of the role of social innovation, as well as the absence or limitations of key institutions.

Rural depopulation has become one of the central issues on the public agenda in the last decade in Spain. However, despite this visibility and the measures that are being developed, the process is still present. Within the policies against depopulation and rural development, the role of participation and empowerment of the affected populations has become particularly important. The objective is based on the fact that, through a more horizontal governance, they are the protagonists of the actions and measures that affect them, and that this governance becomes a means to avoid the depopulation of rural areas. The European Union's LEADER approach and the Local Action Groups have become the paradigm of this rural governance that favours their development and tackles depopulation. This article analyses the situation of rural governance in the case of a Spanish region such as La Rioja, which is affected by the depopulation of a large part of its rural areas. It starts with a theoretical framework that addresses the concept itself and how it is being articulated with issues such as social capital, territorial capital and participation, as well as the strengths and weaknesses of the scenarios that are being generated, based on the differences between territories. Next, the frameworks of depopulation in Spain are presented, which are marking the very public policies on the issue. Finally, the situation in La Rioja is addressed, focusing on the role of the regional government's plans and strategies to tackle depopulation and the role of the Local Action Groups.
