Abstract The article analyzes the contribution of the public administration authorities of the Republic of Moldova towards the protection and enhancement of the national cultural heritage. The competencies of the Parliament, the Executive and Ministry of Education, Culture and Research are investigated as central public authorities in the field of national heritage, as well as the attributions of local public authorities in this field. The attention is on the relationship of cooperation between the central public authorities and the local ones in certain areas. It is underlined the contribution of the European Union’s projects towards the reconstruction of some historical value objectives as part of the national heritage. Particular attention is given to the role of cultural heritage in the education of citizens by systematizing the knowledge about national and global cultural heritage.

This study provides a complex analysis concerning the identification of good practices in the safeguarding and valorization of the national cultural heritage by the local public authorities. The sociological survey was conducted between August and September 2020, on a representative sample of 607 people from 12 localities of the Republic of Moldova. The analysis of the processed data shows that the local public authorities have insufficient budgets to conserve, maintain or promote the cultural heritage objects and that there is a major shortage of specialists in this field. As a result, according to the respondents’ opinion, the level of safeguarding and valorization by the local public administration authorities of cultural objects of historical or architectural value is 18.78%. The significance of the objects of the national cultural heritage in the respective localities, the historical value and the extent to which they are known by the citizens were investigated. The role of cultural heritage in the education of citizens was highlighted by systematizing the knowledge about the national and universal cultural heritage.

CSOs are a key component of an open and democratic society as they play a key role in the strengthening of democracy and the rule of law, their dialogue with the public authorities being a precondition for this. By analyzing the development of dialogue between Moldovan CSOs and Central and Local Public authorities (CPA / LPA), I found that PA are not yet fully aware of the value of the dialogue, which is sporadic and guided by certain interests, that do not always coincide with the public interest. The key objective pursued by this research was to review the environment underlying activity and collaboration of the civil society from the standpoint of influence exerted by the internal and external factors that determine the core essence of the social environment, while paving and setting conditions for carrying out activities and collaboration between the civil society and public authorities. The paper aims to prove that more communication and collaboration between public authorities and civil society organizations, will likely result in a more inclusive, qualitative and focused act of governance. The author analyses and presents the existing decision-making systems and its consultation mechanisms with the civil society organizations in the Republic of Moldova, the existing opportunities for CSO’s involvement in the public policy making process and the actual practices. A number of research methods were used in the study, aimed at highlighting the particularities of the dialogue and cooperation between the public authorities (PA) and the CSOs, as part of the act of governance, studying the development over time and the influence of various social, economic and political factors on these processes. Thus, the historical analysis method to research the origin and evolution of the legal framework that regulates the dialogue and cooperation between PA and the CSOs was applied. It included analysis of the relevant laws, regulations and policies, together with existing reports and studies on the subject of research, in the Republic of Moldova. I found that public authorities are not yet fully aware of the value of the dialogue and the political factor is also of great influence, as in recent years there has been an increasing pressure on the civil society. The paper reflects the current situation in Moldova, which can be summarized as follows: a) there are no permanent mechanisms or platforms for cooperation and consultation, open to all. Civil society participation is limited to a small number of CSOs, and there are no incentives for the growth of CSOs. b) LPAs, compared to CPAs, enjoy a much higher level of ,,trust” from the society/community, but they rarely have the resources and skills to conduct a constructive dialogue with CSOs; c) there is a proven reluctance of the LPA/CPA to deepen the dialogue and cooperation with the civil society; d) The culture of participation is very weak as there is no perception that participation is an instrument of change. A number of recommendations in order to address the identified problems are listed.

The importance recently acquired by satisfaction studies in educational institutions has caused scientific interest in the welfare of members of the educational community to increase significantly, given the relationship of this variable, not only to labor productivity, but to the quality of interpersonal relationships within our schools, which is especially necessary in those of rural type. In this regard, we present the following study, funded by the Ministry of Education, Culture and Sports of Spain with the reference AP2007 – 00294, and whose interest focused on knowing those aspects of social interactions with the rest of the members of the educational community of rural schools in the province of Granada more pleasing and displeasing to their teachers respectively. For this purpose, a descriptive and non-experimental research, focused on the implementation of the survey technique on a sample of 221 teachers in Grenadian rural public schools was designed. Thanks to this methodology, it has been found that rural teachers in Granada value far more the daily support and the friendship of the rest of their coworkers than the involvement of the families in the education of their children or the cooperation of the public administration with the problems of rural educational centers, a result already supported by other scientific research carried out on the subject in the same context.

According to the Constitution of the Republic of Slovenia and the Human Rights Ombudsman Act, the Slovenian Ombudsman is established to protect human rights and fundamental freedoms in relation to public authorities. It is important that the Ombudsman not only complies with the provisions of the Constitution and international legal acts, but that when intervening, the Ombudsman may invoke the principles of fairness and good administration. The purpose of the article is to contribute to the understanding of good administration and related circumstances for the respect or violation of human rights. The article is based on the idea that by applying the principles of good administration, public authority undermines the public belief that bureaucracy is an end in itself and is in a dominant position. With these principles, public authority focuses on parties which realise their rights and enjoy their freedoms through the principles and postulates of a democratic society. Both theoretical and empirical research methods were used in the preparation of the article. The analysis of complaints to the Ombudsman aimed to verify the compliance of normative, theoretical bases with actual practice, and to establish the basis for evaluating the existing model of the Slovenian Ombudsman, all in the context of the study of good administration. The results together with theoretical findings facilitated the verification that in practice, public authorities most frequently violate the principles of good administration and that the Ombudsman may significantly contribute to good administration within their powers. The findings of this article are an original contribution to understanding ombudsmen and their role in different countries.

Abstract Currently, the education system in the Republic of Moldova is in a specific political, economic, value, demographic context and is periodically influenced by external factors: globalization, internationalization, computerization, etc. At the same time, there are continuous changes in the education system at the level of educational policies, in accordance with the political system of the Republic of Moldova: decentralization of managerial functions, financing the system per student, reconstruction of networks of educational institutions, resizing continuous training of managers and teachers. Through the reforms launched during 2009-2020 by the Ministry of Education, Culture and Research of the Republic of Moldova, in cooperation with development partners, they changed their emphasis in education in favor of quality and, respectively, the process of evaluating student results. Updating the National Curriculum made in accordance with the fundamental support Reference framework of the National Curriculum, Basic Curriculum: competency system for general education, analytical support School curriculum evaluation report, etc. and the managerial support provided by the Ministry of Education, Culture and Research of the Republic of Moldova, favored a modern educational system with obvious results in national evaluations.

This article is an analysis of the correlation between the administrative decision and the reforms carried out in the last decade in the Republic of Moldova. The author identified the place of the administrative act in the complex restructuring process, analyzing also the relationship between the notions of decision and reform. It is noted that the term reform includes, in addition to the traditional meanings of “modernization” and “improvement”, specific to the public sector, meanings such as “transformation” and “reinvention”. At the same time, the term reform implies not only a simple change, but a beneficial change, it involves a deliberate move from a less desirable state to a desired one, taking into account the needs, expectations and desires of citizens. The article also reflects the essential role of the administrative decision in the governing process and represents the act of transition from thinking to action. It aims to find the most rational ways to ensure maximum efficiency of actions. The process of continuously increasing the efficiency of government actions in the process of carrying out reforms requires that any decision taken has a solid foundation. The achievements, but also the failures registered in the process of reforms in 2010-2020 were due to the elaborated and applied decisions, which contributed to the increase of the qualitative level and administrative capacities of the public administration in the Republic of Moldova

This article analyzes the most current security issues for the Republic of Moldova that are part of the regional security context of Eastern Europe –the region that can be considered the epicenter of international tensions through which the„geopolitical line of fracture”passes. The geographical position of the Republic of Moldova makes this state particularly sensitive to any negative trends in theregion. Growing of international tensions creates security threats and complicates economic development. From a historical point of view, Moldova has repeatedly fallen victim by the confrontation of the great powers. Therefore, the Republic of Moldova has a vital interest in preventing a new conflict in Eastern Europe. This article is based on a number of assumptions made by changes in the European security environment, such as the „shift of weight” to the East, strategic uncertainty, increasing the role of non-state actors, the situation in eastern Ukraine, etc. Based on these assumptions, this article makes an attempt to outline the potential role of the Republic of Moldova in the Eastern European security system, taking into account the desideratum for integration of the republic into the European Union. Other relevant factors will be taken into account for shaping the role of the Republic of Moldova in the European security system, namely: the security deficit; the impact of NATO and EU security policy; the rebirth of the project to create a regional defense alliance, etc. This article will largely take into account the military aspects of security. The article studies the main stages and features of the evolution of the public administration system in the Republic of Estonia after 1992. This paper presents brief geographical and socio-economic characteristics that largely determine the development of the country’s public administration. The evolution of the institution of the presidency, executive, and legislative powers are considered. The role of parliament and mechanisms for coordinating the interests of different groups of the population for the development of the country is especially emphasized. The authors analyze the state and administrative reforms of recent years, which were aimed at improving the quality of services provided to the population, increasing the competitiveness of different parts of Estonia, as well as optimizing public spending and management structure. The introduction of digital technologies into the sphere of public administration, healthcare, education, and the social sphere is of a notable place. Such phenomena as e-residency, e-federation, and other digital projects are considered. The development of a digital system of interstate interaction between Estonia and Finland made it possible to create the world’s first e-federation, and the digitization of all strategically important information and its transfer to cloud storage speaks of the creation of the world’s first e-residency, a special residence of data outside the country’s borders to ensure digital continuity and statehood in the event of critical malfunctions or external threats.

Modern society is witnessing a data revolution which necessarily entails changes to the overall behavior of citizens, governments and companies. This is a big challenge and an opportunity for National Statistics Offices (NSOs). Especially after the outbreak of COVID-19, when the public debate about the number of mortalities and tested and infected persons escalated, trusted data is required more than ever. Which data can modern society trust? Are modern societies being subjected to opinion rather than fact? This paper introduces a new statistical tool to facilitate policy-making based on trusted statistics. Using economic indicators to illustrate implementation, the new statistical tool is shown to be a flexible instrument for analysis, monitoring and evaluation of the economic situation in the Republic of Serbia. By taking a role in public policy management, the tool can be used to transform the NSO’s role in the statistical system into an active participant in public debate in contrast to the previous traditional, usually passive role of collecting, processing and publishing data. The tool supports the integration of statistics into public policies and connects the knowledge and expertise of official statisticians on one side with political decision makers on the other.
