Abstract This paper is intended for military officers on rifle platoon commander duty to help them in decision making about platoon command organization. Management and command in Serbian Armed Forces rifle platoon are mostly based on experiences of twenty century. Contemporary environment influence on missions of armed forces and surely influence on tactics. To be able to perform given tasks rifle platoon commanders must know how to adopt platoon organisation as a system of sections. This paper gives better understanding how rifle platoon commander could organise subordinated units depending on various duties and weapon systems.

This paper presents a selection of issues related to the methods of evaluation and selection of advanced weapon systems for armed forces. The paper’s focus is ranking in the form of typical Multidimensional Comparative Analysis Methods, and the AHP method which represents a large group of Multi-Criteria Decision Analysis methods. Both methods were illustrated with a practical computational example related to combat aircraft. The example can help determine the defensive capabilities of friendly forces; it can also support the decision-making process in the acquisition of novel armament, including aircraft, ships, surface-to-air missile defense systems, etc. Keywords: armament, military aviation, decision making support, multi-criteria analysis, AHP method, ranking.

As the incumbent Turkish administration strives to pursue more aspiring goals in foreign affairs, Turkey’s military policy is fast developing in line with this vision. The nation’s defense technological and industrial base can now produce various conventional weaponry. Of these, without a doubt, Turkey’s drone warfare assets have garnered the utmost attention among the international strategic community. In tandem, the Turkish Armed Forces (TAF) have gradually gained an expeditionary posture with forward deployments across a broad axis, ranging from the Horn of Africa to the Gulf and the Mediterranean. Meanwhile, the military’s doctrinal order of battle has been transforming to address the unfolding hybrid warfare challenges in Ankara’s hinterland. Turkey’s proxy warfare capabilities have also registered an uptrend in this respect. Nevertheless, Ankara will have to deal with certain limitations in key segments, particularly 5th generation aircraft and strategic weapon systems which, together, represent a severe intra-war deterrence gap in Turkey’s defense posture. The Turkish administration will have to address this specific shortfall given the problematic threat landscape at the nation’s Middle Eastern doorstep. This study covers two interrelated strategic topics regarding Turkey’s national military capacity in the 21st century: its defense technological and industrial base (DTIB) and its military policy, both currently characterized by a burgeoning assertiveness.

The article focuses on the study of prevailing decision making styles of Small Scale Industrial (SSI) Units. It presents data collected from 200 SSI units from Bhavnagar – a coastal city of Gujarat, India. The objective of writing the article is to depict heuristic decision patterns of small and medium enterprises, and the rare use of analytical or statistical business intelligence tools in decision making processes. It would be interesting to study the design of decision taken on routine basis in small units, poorly equipped with technology and technical know-how. The paper is descriptive in terms, and lays a lucid picture of present decision making processes.

In the historiography of British imperialism, the role of the ‘man on the spot’ has been identified as an important impulse to the imperial project, and as a key instigator of decision making. Equal attention should be directed to assessing the contribution of ‘the man on the spot’ in the final unravelling of empire. Old fashioned diplomacy and diplomats should not be airbrushed from history as key individuals navigated the rocky terrain of decolonisation. The fraught negotiations at Lancaster House on Rhodesia-Zimbabwe's constitutional arrangements for independence between September-December 1979 were only part of the delicate process of resolution of the intractable UDI problem. The four months of Christopher Soames’ administration as the last British Governor comprised the second vital stage of implementation, particularly given the presence of four competing armed forces in Rhodesia at the time, all of whom had external backers.

Purpose – This paper aims to study the value of sociality. Recent experimental evidence has brought to light that the assumptions of the Prospect Theory by Kahneman and Tversky do not hold in the proposed substantive domain of “sociality”. In particular, the desire to be a part of the social environment, i.e. the environment where individuals make decisions among their peers, is not contingent on the framing. Evolutionary psychologists suggest that humans are “social animals” for adaptive reasons. However, entering a social relationship is inherently risky. Therefore, it is extremely important to know how much people value “sociality”, when the social outcomes are valued more than material outcomes and what kinds of adaptations people use. Design/methodology/approach – We develop a new theory and propose the general utility function that features “sociality” component. We test the theory in the laboratory experiments carried out in several countries. Findings – Our results suggest that when stakes are low the theory of “sociality” is successful in predicting individual decisions: on average, people do value “sociality” and it surpasses the monetary loss. Originality/value – The main contribution of this paper is the breakdown of the risk attitudes under low stakes and individual level of decision-making. Another advancement is the ability to formalize the social utility or the theory of “sociality” in an economic model; we use general utility function that we define both on the outcomes and on the process of the decision-making itself and test in laboratory studies.

Povzetek Od 90. let prejšnjega stoletja je v opremljanju z oklepno tehniko v oboroženih silah zaznati spremembe. Obseg tankovskih zmogljivosti se je zmanjšal, hkrati pa se povečujejo zmogljivosti tako imenovanega lahkega oklepa in oklepne zaščite v enotah bojne podpore in enotah zagotovitve bojnega delovanja. Dejansko se je delež oklepa na bojišču povečal. V doktrinarnem smislu Nato ne namenja veliko pozornosti protioklepnemu boju, v Vojaški doktrini SV (2006) pa protioklepnega boja sploh ne najdemo. V članku je opredeljen protioklepni boj v doktrinarnem smislu in analizirane so protioklepne zmogljivosti sodobnih vojsk. Na podlagi tega je predstavljenih nekaj ugotovitev in priporočil o stanju protioklepnega boja v SV. Ključne besede: Protioklepni boj, protioklepni oborožitveni sistemi, Slovenska vojska, koeficient bojne učinkovitosti. Abstract Since the 1990's, several changes have occurred in armoured formations. The scope of tank capabilities has been reduced considerably, while at the same time the presence of light armour and armour in combat support and combat service support units has increased. The percentage of armour in the battlefield has thus increased considerably. Nevertheless, doctrine-wise anti-armour combat is not a high priority for NATO and it is not even mentioned in the Slovenian Armed Forces doctrine (2006). The article deals with anti-armour combat from a doctrine perspective, and provides an analysis of anti-armour capabilities of modern armed forces. Building on this, it puts forward some conclusions and recommendations for the Slovenian Armed Forces. Innovation is important for the achievement of the UN Sustainable Development Goals, including those related to peace and justice, as well as strengthening defence and security institutions. In view of innovation and the creation of an innovative environment, the influence of leaders not only on the innovativeness of employees, but also of the organization as a whole, is considered one of the most prospective areas of future research. This article explores the influence of leadership behaviour (support for innovation, delegating, intellectual stimulation, and rewards) of top (sample size N = 275) and middle (sample size N = 891) management on the innovative behaviour of military officers. The empirical validation of the selected four leadership behaviours is based on the methodology of quantitative sociological research—a questionnaire. Research results show that strong and statistically significant correlation relationships were established at the level of top managers (commanders) between such factors as Intellectual Stimulation and Delegating, Rewards and Delegating, Delegating and Support for Innovation, as well as Support for Innovation and Rewards. Meanwhile, for middle-level managers (military officers) two strong relationships were found between such factors as Rewards and Delegating, and Delegating and Support for Innovation. Analysis of the compatibility of opinions showed that although commanders and military officers both appreciate the leadership behaviours of the top and middle management of the Lithuanian Armed Forces, it was also found that commanders are more positive about the opportunity to offer new ideas at their military unit. Furthermore, they are more positive about the statement that leadership grants them the right to take decisions and implement them, and they are also more positive about taking the initiative, when they feel support for innovation. The identified difference in the leadership behaviours of top and middle management leads to the conclusion that, at different hierarchical levels of leadership, innovative behaviour of subordinates is influenced differently in the innovation promotion process in the Lithuanian Armed Forces.

Pediatricians may be called upon to counsel a family in which prenatal diagnosis is being considered or in which there is a fetus with a genetic disorder. In some settings, the pediatrician may be the primary resource for counseling the family. More frequently, counseling may already have been provided by a clinical geneticist and/or obstetrician. However, because of a previous relationship with the family, the pediatrician may be called upon to review this information and to assist the family in the decision-making process. The pediatrician should be familiar with the principles of prenatal genetic diagnosis and know how to apply them to specific problems in genetic counseling, diagnosis, and management in clinical practice. At the same time, pediatricians should be familiar with resources available in their region for obtaining information about whether and how a specific disorder can be diagnosed and when and where to refer patients for prenatal genetic diagnosis. The technology of prenatal diagnosis is changing rapidly, and genetic consultants can assist pediatricians in the appropriate utilization and interpretation of the diagnostic tests that are available.

Os gestores, inclusive os militares, passaram a decidir em uma atmosfera onde há inúmeras variáveis, alto nível de incerteza, elevado risco e uma crescente necessidade de agir rapidamente para aproveitar oportunidades e, consequentemente, evitar potenciais ameaças e perdas. No âmbito das Organizações Militares dirigidas por Oficiais do Corpo de Intendência a escassez de recursos orçamentários é um desafio premente, e que requer dos gestores decisões acertadas e rápidas, muitas vezes não descritas nas publicações ou normas. Este estudo se caracteriza como exploratório, uma vez que tem como objetivo compreender um dado fenômeno, o uso da intuição nos processos de tomada de decisão. Como técnica principal de coleta de dados, utilizou-se um roteiro para entrevistas. As entrevistas foram realizadas com Oficiais em cargo de direção ou que já dirigiram Organizações Militares que possuem o propósito de contribuir para a prontidão dos meios navais, aeronavais e de fuzileiros navais. A seleção dos entrevistados foi feita por conveniência, com base no julgamento dos pesquisadores. Os resultados obtidos indicam a intuição como primordial para o processo decisório, sendo esta frequentemente utilizada pelos Oficiais em cargo de direção. Além disso, conclui-se que a intuição é fruto do refinamento das experiências pessoais e profissionais dos militares, e que deve ser utilizada em complementação ao processo racional de decisão, pois diferentemente do que alguns acreditam, não é contrária à razão.

The final chapter looks at the National Defence College (NDC) in Delhi that was inaugurated by India’s first Prime Minister Jawaharlal Nehru in 1960. It is the last of the military institutional creations designed to meet the training needs of senior ranking Indian officers. This chapter will contextualise the emergence of the NDC in the changing perceptions, roles and responsibilities of the Indian Armed forces. It will dwell at length on the post-independence cohort of senior Indian military officers that represented the ‘constituency’ of the NDC, and re-look at their subsequent assignments which symbolised a paradigm shift in the mandate of the armed forces, thereby offering a fresh perspective on the post-independence phase of the military institutional ‘Indianisation’.
