Birokrasi merupakan unsur yang penting bagi sebuah negara. Esensi dari kinerja birokrasi sendiri berkaitan dengan pemenuhan kebutuhan dan keinginan dari masyarakat. Birokrasi digital membuka peluang untuk memperbaiki kinerja birokrasi serta membuka kesempatan selebar-lebarnya bagi masyarakat untuk berpartisipasi. Namun ternyata masyarakat Indonesia tidak sepenuhnya siap untuk berpartisipasi dalam birokrasi digital. Hal ini dikarenakan masih saja tampak di beberapa daerah masyarakat yang lebih memilih menggunakan cara konvensional dalam kegiatannya yang berkaitan dengan birokrasi. Padahal pemerintah sedang gencar-gencarnya menginisiasi dan meluncurkan birokrasi digital. Pembahasan dalam artikel ini mencoba melihat bagaimana kondisi kesiapan masyarakat untuk berpartisipasi dalam birokrasi digital, dengan metode deskriptif kualitatif dan menggunakan data sekunder. Dari beberapa faktor yang ada, yang cukup mempengaruhi ketidaksiapan masyarakat untuk berpartisipasi dalam birokrasi digital diantaranya yakni faktor budaya adopsi teknologi yang tidak merata, kualitas SDM yang masih rendah, dan adanya ketimpangan infrastruktur. Untuk menekan semua faktor penghambat partisipasi masyarakat dalam birokrasi digital, penting kiranya untuk memastikan kualitas pendidikan, memperkuat e-literacy, melakukan sosialisasi secara intensif, serta mengusahakan pendistribusian infrastruktur teknologi.Bureaucracy is an important element for a country. The essence of bureaucracy performance is related to fulfilling the desires of the citizen. Digital bureaucracy opens opportunities to improve bureaucratic performance and opens the widest possible opportunity for people to participate. Therefore, citizen participation is needed here. But in fact, the citizen is not truly prepared to participate in the digital bureaucracy because some citizens still use the conventional methods in their activities related to the bureaucracy. Even though the government is intensively initiating a digital bureaucracy, this article discusses how citizens' condition is to participate in the digital bureaucracy using qualitative-descriptive methods and secondary data. Of the several existing factors, the cultural factors of uneven technology adoption, low quality of human resources, and the existence of infrastructure inequality are the factors that influence citizen unpreparedness to participate in the digital bureaucracy. To suppress it all, it is important to ensure the quality of education, strengthen e-literacy, conduct intensive socialization, and seek technology infrastructure distribution.

This study aims to analyze the effect of economic growth, provincial minimum wage, and education level on open unemployment rate in Indonesia in 2011-2015, either simultaneously or partially. Using panel data with Fixed Efect Model (FEM) approach and using secondary data of 33 provinces in Indonesia. The model estimation results show that the variable of economic growth, provincial minimum wage, and education level simultaneously have significant effect on open unemployment rate in Indonesia. While the partial variable of economic growth has a negative effect but no significant effect on the unemployment rate. The provincial minimum wage variable is partially positive and significant to the unemployment rate. The variable of educational level also have positive and significant effect to unemployment rate. The government is expected to pay serious attention to economic growth, minimum wage system, improving the quality of education, the issue of availability of employment opportunities. Keyword: Economic Growth, Wage, Education, and Unemployment

Education plays a very important role in the process of improving the quality of human resources and is a process that is integrated with the process of improving the quality of human resources themselves. For this reason, the government implements School-Based Management which involves relevant stakeholders, especially the community. This study aims to find out and analyze the collaboration of the Committee (community) with the Head of Madrasa in terms of improving the quality of education at Madrasa Aliyah Negeri in Banda Aceh City. Data collection in this study was conducted by interview, documentation, and observation. While the results of this study are the authors find that the Cooperation Committee and the Head of MAN in Banda Aceh City have been carried out in the form of partnerships that synergize and mutually understand the roles and functions of each institution in order to improve the quality of Madrasah education, this is clearly seen by the implementation of the boarding school program, student creativity activities, extracurricular activities and also academic achievement of students who continue to increase along with the increasing intensity of collaboration of the committee and the head of the Madrasah as a whole in all aspects that include learning activities, facilities, infrastructure, and technical education materially and non materially, so that it gives a significant influence on the quality of education at Madrasah Aliyah Negeri in Banda Aceh City.

The writing of this research aims to explain the management and impact of waqf for education in SMP Muhammadiyah Ahmad Dahlan Metro City. As for the background in this writing is the demands and expectations of the community for the greater quality of education but the capacity of the government is not yet worth the demand of the community. So the waqf movement became one of the alternatives offered to answer the challenge. Waqf movement, especially in SMP Muhammadiyah Ahmad Dahlan aims to improve the quality of education in accordance with Muhammadiyah jargon namely "advanced education". This research is a qualitative study with this type of case study research.  The data sources in this study consist of primary data sources and secondary data sources. Data collection techniques are conducted in the form of observations, interviews and documentation. The methods of data analysis are data reduction, data presentation and verification. The results of this study show that the waqf movement in SMP Muhammadiyah Ahmad Dahlan Metro City is supported not only by Muhammadiyah cadres but from sympathizers and the general public. The waqf development strategy carried out at SMP Muhammadiyah Ahmad Dahlan Kota Metro consists of (1) the conversion (substitution) of waqf assets, (2) promotion and socialization, (3) the management of waqf assets by prioritizing the allocation of waqf with regard to the 2015-2027 plan, (4) establishing partnerships and (5) strengthening the teachings of Al-Ma'un Muhammadiyah. The impact of waqf has a profound effect on the quality of education such as the improvement of school facilities and the education system in the school. Keywords: Waqf Muhammadiyah, Advanced Education Penelitian ini bertujuan untuk  memaparkan pengelolaan dan dampak wakaf bagi pendidikan di SMP Muhammadiyah Ahmad Dahlan Kota Metro. Adapun yang menjadi latar belakang dalam penulisan ini adalah tuntutan dan harapan masyarakat akan kualitas pendidikan yang lebih besar namun kapasitas yag dimiliki pemerintah belum sepadan dengan permintaan masyarakat. Sehingga gerakan wakaf menjadi salah satu alternative yang ditawarkan untuk menjawab tantangan tersebut. Gerakan wakaf khususnya di SMP Muhammadiyah Ahmad Dahlan bertujuan untuk meningkatkan mutu pendidikan sesuai dengan jargon Muhammadiyah yakni “pendidikan berkemajuan”.Penelitian ini merupakan penelitian kualitatif dengan jenis penelitian studi kasus.  Sumber data dalam penelitian ini terdiri dari sumber data primer dansumber data sekunder. Teknik pengumpulan data yang dilakukan berupa observasi, wawancara dan dokumentasi. Adapun metode analisis data yang dilakukan adalah reduksi data, penyajian data dan verifikasi. Hasil penelitian ini menunjukkan bahwa gerakan wakaf di SMP Muhammadiyah Ahmad Dahlan Kota Metro tidak hanya didukung oleh kader Muhammadiyah saja melainkan dari simpatisan dan masyarakat umum. Adapun strategi pengembangan wakaf yang dilakukan di SMP Muhammadiyah Ahmad Dahlan Kota Metro terdiri dari (1) penukaran (substitusi) harta wakaf, (2) promosi dan sosialisasi, (3) pengelolaan harta wakaf dengan memprioritaskan alokasi wakaf dengan memperhatikan renstra tahun 2015-2027, (4) menjalin kemitraan dan (5) Memperkuat ajaran Al-Ma’un Muhammadiyah. Dampak wakaf sangat berpengaruh terhadap mutu pendidikan seperti peningkatan fasilitas sekolah dan sistem pendidikan di sekolah tersebut.

Starting in 2010 the Government of Yogyakarta, according to regional regulation about parking and levy on the edge of public street parking. This policy expected to increase parking levy’s revenues, more secure services and convenient parking, and traffic flows smoothly. This research used qualitative descriptive method. This research analyzed qualitative indicators of quality of service: 1) tangible 2) reliability; 3) transaparant and 4) security. This research found that public street parking less well and yet according to the wishes of the community. This is because the layout of the parking spaces are not in place that interfere with the capacity of highways and disrupting the pedestrian capacity. Then the rates charged by parking operator which do not comply with official rates. Human resources of Transportastion Department that monitor directly into the field just a pick up that add up to 12 people to keep an eye on the parking lot 900 people outside the parking operators so ineffective, so that a parking lot of cheating.Keywords: Parking Service Quality, Parking Space, Lack of Human Resource.

Since 2015, the Government has allocated village development funds in the form of Village Fund policies of IDR 20.7 trillion, then in 2016 it increased to IDR 46.9 trillion, and continues to increase in the following years. However, based on field research in a number of regions in Indonesia, it turns out that the use of Village Funds is not optimal, some of which have been proven wrongly targeted, not transparent in use, and not accountable in reporting. The aspect of planning activities and the quality of human resources implementing policies and coordination between parties that should play a role are still a major problem. The PPP (Public-Private Partnership) model is actually intended for the development of large-scale projects, such as the construction of highways or seaports and airports. But by taking the substance of cooperation from the parties that each have strengths, the PPP model (and its variants) may be applicable in the use of Village Funds. Using secondary data analysts, the following article discusses the theoretical aspects of the advantages of the PPP model. This model is juxtaposed with cases of success in building the economic self-reliance of rural communities with the help of private parties and academics. It is assumed that the partnership model can be an alternative solution to further optimize the use of Village Funds in order to reduce poverty in rural areas.

Quality assurance is an important part of the higher education system which ensures that the effort to achieve quality is in accordance with the quality standards set by the government. The problem of the low quality of human resources of a nation is a manifestation of the inability of the quality assurance system to work effectively. Application of a model that is less effective in quality assurance, will have an impact on achieving the quality of Education. In Indonesia, various changes in the regulation of the quality assurance system began in 2006 - until now, basically both conceptually but not optimally in implementation. Internal and external quality assurance of higher education (HE) institutions has not produced satisfactory results, with the still low competitiveness of HE graduates and the competitiveness of the nation's human resources.

Abstract The professionalism of human resources of public servants in executing public service tasks, governmental tasks, and specific development tasks are often perceived with bad stigma, particularly in negative issues on quality and performance aspects. Based on this fact, Government of Surakarta Municipality perform strategic efforts in improving the professionalism of human resources of public servants to their quality and performance will increase as well as can realizing prime services to the citizen.  This research uses an empirical juridical approach. While the specification of the research is analytical descriptive, and the source of data comprises of primary and secondary data. The result of research was analyzed quantitatively.   Based on the research, it can be concluded that in improving the professionalism of human resources of public servants, the Government of Surakarta Municipality perform strategic efforts, namely: 1. They are fulfilling demand of number of human resources of public servants with specific qualification, 2 and improving capacity and quality of human resources of public servants that relevant to improve their competency, 3 and applying e-Performance as a system to evaluate performance of human resources of public servants in manage personal work load as well as organization, performance indicator achievement as a basic calculation of work achievement and incentive reward, 4 and applying discipline penalty in accordance to behavior of human resources of public servants. Strategic efforts of Government of Surakarta Municipality complied with the regulation of PerMenPan dan RB No.38 Year 2018 regarding Measurement of Professionalism of Human Resources of Public Servants, which is measured by using 4 (four) dimension, comprises of a. Qualification, b. Competence, c. Performance, and d. Discipline.      Keywords: Public Servants, Government Of Surakarta Municipality Abstrak Penelitian ini bertujuan untuk mengetahui upaya strategis pemerintah Kota Surakarta dalam mewujudkan profesionalisme sumber daya manusia aparatur.  Penelitian ini menggunakan metode pendekatan yuridis empiris. Adapun spesifikasi penelitian adalah deskriptif analitis, dengan sumber data yang diperoleh secara primer dan sekunder. Hasil penelitian selanjutnya akan dianalisis secara kualitatif. Berdasarkan hasil penelitian, maka dapat diketahui bahwa dalam meningkatkan profesionalisme SDM Aparatur, Pemerintah Kota Surakarta melakukan upaya strategis yang berupa: 1. Pemenuhan kebutuhan jumlah SDM Aparatur dengan kualifikasi tertentu, 2. Peningkatan kapasitas dan kualitas SDM Aparatur, yang berkaitan dengan peningkatan kompetensi, 3. Penerapan E-Kinerja sebagai sistem penilaian kinerja SDM Aparatur dalam mengelola beban kerja personil maupun organisasi, capaian indikator kinerja sebagai dasar perhitungan prestasi kerja serta pemberian insentif kerja, 4. Penerapan hukuman disiplin yang berkaitan dengan  perilaku kerja SDM Aparatur. Upaya strategis yang dilakukan oleh Pemerintah Kota Surakarta tersebut sudah sejalan dengan ketentuan PerMenPan dan RB Nomor 38 Tahun 2018 tentang Pengukuran Indeks Profesionalitas Aparatur Sipil Negara, yang diukur dengan menggunakan 4 (empat) dimensi, meliputi: a. Abstract: This study aims to determine the readiness of facilities and infrastructure in improving the quality of education to face the industrial revolution 4.0. The research used a qualitative descriptive approach at SMP Pangudi Luhur Salatiga. In this study, the analysis unit was used, namely facilities and infrastructure, while the observation unit was the principal, deputy head of the facilities and infrastructure sector, and educators. Data collection techniques using observation, interviews, questionnaires, and documentation using triangulation techniques. Meanwhile, data analysis was carried out interactively with data collection, data reduction, data presentation, and drawing conclusions. Conclusions from the study: (1) the planning of facilities and infrastructure has been carried out well; (2) the procurement of facilities and infrastructure has not been carried out properly, the priority scale is determined by the foundation not the school; (3) the maintenance of facilities and infrastructure has not been carried out optimally; (4) the elimination of facilities and infrastructure has never been carried out by schools, items that are no longer used are put into school warehouses; and (5) there are developments in facilities and infrastructure in the field of technology, while the human resources that are owned are still not professionally trained. Abstrak: Penelitian ini bertujuan untuk mengetahui kesiapan sarana dan prasarana dalam meningkatkan mutu pendidikan untuk menghadapi revolusi industri 4.0. Penelitian menggunakan pendekatan deskriptif kualitatif di SMP Pangudi Luhur Salatiga. Pada penelitian ini menggunakan unit analisis yaitu sarana prasarana, sedangkan yang menjadi unit pengamatan yaitu kepala sekolah, wakil kepala bidang sarana dan prasarana, dan pendidik. Teknik pengumpulan data menggunakan pengamatan, wawancara, angket, dan dokumentasi dengan menggunakan teknik triangulasi. Sedangkan analisis data dilakukan secara interaktif dengan pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Simpulan dari penelitian: (1) perencanaan sarana dan prasarana sudah dilakukan dengan baik; (2) pengadaan sarana dan prasarana belum dilakukan dengan baik skala prioritas ditentukan oleh yayasan bukan pada sekolah; (3) pemeliharaan sarana dan prasarana belum dilakukan secara optimal; (4) penghapusan sarana dan prasarana belum pernah dilakukan oleh sekolah barang yang sudah tidak digunakan dimasukkan kedalam gudang sekolah; dan (5) adanya perkembangan sarana dan prasarana dalam bidang teknologi, sedangkan sumber daya manusia yang dimiliki masih belum yang terlatih secara profesional.

The improvement of education in an area is determined by the government's method of managing its education system. Smart education is an implementation of e-Government in a learning system that uses 21st century skills with the support of IT infrastructure and implementing the latest technological innovations. The implementation of smart education is required, especially during the pandemic and post-pandemic to improve the quality of education which has declined since the beginning of covid-19 pandemic, but not all regions in Indonesia are able and ready to implement the concept. City/district governments, especially those that have implemented smart cities, need a reference regarding the factors that considered in implementing smart education to avoid the risk of failure. Based on these problems, the purpose of this study is to create a summary of the factors that need to be considered to increase the success of smart education implementation. This study uses a systematic literature review method to identify factors that are considered in implementing smart education based on previous studies. The research produces five main aspects which are a summary of all the factors found in previous studies, which consist of technological aspects, data aspects, human resources aspects, governance aspects, and financial aspects. All factors from these five aspects can be a reference for the government and related parties to increase the success rate of implementing smart education
