During the 2019-2024 government, President Joko Widodo made human resource development the focus of his second term government. So that the government continues to optimize the bureaucratic performance of the state civil apparatus both at the center and the region. One of the local government agencies, especially in Subang Regency, which is required to optimize bureaucratic performance is the Subang Regency Trade and Industry MSME Cooperative Office. This study uses a descriptive and verification research method with a quantitative approach. The population is employees of the Cooperative Office of MSME Trade and Industry Subang Regency. Sampled as many as 98 employees sample technique using the method of probability sampling a type of simple random sampling. Data collection techniques are conducted by observation, interviews and questionnaires. The results showed that partially work discipline affected employee performance by 23.4%. Compensation has an effect of employee performance by 14.6%. Furthermore, simultaneously work discipline and compensation have an effect on 38% of employee performance.

The purpose of this study is to provide an overview of the success of the Banyumas Complaint Outlet (Lapak Aduan Banyumas/ LAB) in increasing public trust in the government. One of the goals of bureaucratic reform is to build citizens’ trust, but it is rarely discussed how the bureaucracy initiates bureaucratic reform by building trust in citizens. This research used qualitative research methods, data collection techniques used are interviews, observation, and documentation. The data analysis techniques used were interactive data analysis and content analysis. LAB offers a framework that gives trust to the public to complain, many complaints from the public will create external pressure from the bureaucracy to make improvements to bureaucratic performance. Performance improvements of the bureaucracy will increase public trust. The increase in public trust in the government is evidenced by the high interest of citizens to provide suggestions and input to the government regarding public services or facilities. A simple complaint system and quick response has proven to strengthen public trust. Bureaucratic reform can be started by earning citizens’ trust.

Abstract This study assesses the effectiveness of anti-corruption policies of Pakistan by relating the corruption of government officials to the actual and perceived bureaucratic hurdles faced by formal businesses. It offers a unique perspective by focusing on cases in which the accused officers voluntarily disclosed the misuse of public money (or gains acquired through corruption) in order to avail the option of plea-bargaining. The empirical analysis estimates the effect of these policies on the responses of the managers of business firms in Enterprise Surveys. The number of accusations seems to reduce the incidence of bureaucratic corruption. While the amount that is being offered in bargaining has a negative effect overall, it switches sign overtime suggesting the possibility that it may increase corruption in the long run. The core results are robust across various measures of firm-level corruption. The instrumental variable estimates produce similar results.

The development of information and technology helps humans and the organization to successfully their operation. The operational system more accurate, useful, and efficient. Most governmental bodies have a low-performance rate in matters of bureaucracy. To repair the quality of bureaucratic performance in government institutions, there is a need to introduce public transparency and accountability to increase the role of public control. The usage of modern technology and systems in government is known as e-government.

Birokrasi merupakan unsur yang penting bagi sebuah negara. Esensi dari kinerja birokrasi sendiri berkaitan dengan pemenuhan kebutuhan dan keinginan dari masyarakat. Birokrasi digital membuka peluang untuk memperbaiki kinerja birokrasi serta membuka kesempatan selebar-lebarnya bagi masyarakat untuk berpartisipasi. Namun ternyata masyarakat Indonesia tidak sepenuhnya siap untuk berpartisipasi dalam birokrasi digital. Hal ini dikarenakan masih saja tampak di beberapa daerah masyarakat yang lebih memilih menggunakan cara konvensional dalam kegiatannya yang berkaitan dengan birokrasi. Padahal pemerintah sedang gencar-gencarnya menginisiasi dan meluncurkan birokrasi digital. Pembahasan dalam artikel ini mencoba melihat bagaimana kondisi kesiapan masyarakat untuk berpartisipasi dalam birokrasi digital, dengan metode deskriptif kualitatif dan menggunakan data sekunder. Dari beberapa faktor yang ada, yang cukup mempengaruhi ketidaksiapan masyarakat untuk berpartisipasi dalam birokrasi digital diantaranya yakni faktor budaya adopsi teknologi yang tidak merata, kualitas SDM yang masih rendah, dan adanya ketimpangan infrastruktur. Untuk menekan semua faktor penghambat partisipasi masyarakat dalam birokrasi digital, penting kiranya untuk memastikan kualitas pendidikan, memperkuat e-literacy, melakukan sosialisasi secara intensif, serta mengusahakan pendistribusian infrastruktur teknologi.Bureaucracy is an important element for a country. The essence of bureaucracy performance is related to fulfilling the desires of the citizen. Digital bureaucracy opens opportunities to improve bureaucratic performance and opens the widest possible opportunity for people to participate. Therefore, citizen participation is needed here. But in fact, the citizen is not truly prepared to participate in the digital bureaucracy because some citizens still use the conventional methods in their activities related to the bureaucracy. Even though the government is intensively initiating a digital bureaucracy, this article discusses how citizens' condition is to participate in the digital bureaucracy using qualitative-descriptive methods and secondary data. Of the several existing factors, the cultural factors of uneven technology adoption, low quality of human resources, and the existence of infrastructure inequality are the factors that influence citizen unpreparedness to participate in the digital bureaucracy. To suppress it all, it is important to ensure the quality of education, strengthen e-literacy, conduct intensive socialization, and seek technology infrastructure distribution.

The reform of public management will have an impact on the demands of qualifications and competency of human resources in government institutions. Grand Design bureaucracy reform is increasing the capacity and accountability of bureaucratic performance.  Human resources development of government apparatus in the present must be placed and directed at a position that corresponds to the field of duty. This research aims to see the strategy used by the Department of Small and Industrial enterprises of Bantul District to improve the quality of government apparatus to achieve good governance to be achieved a better organizational system. Methods used are qualitative descriptive, the technique of collecting data sources obtained by documentation.

Abstract There is a broad consensus that state capacity is central to economic and institutional development. But while the concept originated as a tool for macro-historical and comparative analysis, its success has led the term ‘capacity’ to become a default metaphor for discussing the quality of government bureaucracies. This paper discusses the limitations to conceiving of narrower questions of bureaucratic performance and policy implementation through the lens of the broad, aggregate concept of capacity. Whereas capacity refers to bureaucracies' hypothetical potential, this usually differs from their actual actions due to internal information and incentive problems created by bureaucracies' collective nature, and the constraints and uncertainty imposed by their multiple political principals. Capacity is a convenient shorthand term and is appropriate for some purposes, but it achieves this convenience by abstracting away from the mechanisms that determine bureaucratic performance and policy implementation. To advance the study of bureaucratic quality, researchers should seek to understand the implications of bureaucracies' collective nature, engage with contextual specificity and contingency in policy implementation, and focus measurement and reform efforts more towards actual performance than hypothetical capacity.

Civil apparatus of the state should remain optimal in providing service to the community at the time of running work from home as a pandemic impact of Covid-19. Bureaucratic performance should also be maintained to ensure government programs can be directly perceived by the public. Governments are required to be able to apply flexible work patterns from two sides. That is flexible from the side of the work implementation, and flexible from the user side that in this case is the community.  Despite working from home, the state civil apparatus is required to be able to provide optimal performance. This research seeks to see the motivation influence of state civil apparatus on their performance either directly or through disciplinary variables. Quantitative design has been adopted for this study using survey questionnaires prepared based on the Likert Scale (strongly disagree -1 and 5 to strongly agree). The sample size consists of 100 state civil apparatuses and is processed using PLS. The results of this study concluded that direct motivation does not affect performance, but indirectly through discipline, motivation can influence a significant effect at the overall performance of civil apparatus of the state
