The image of Simon Ninheimer — the opponent of scientific and technological progress — is described by A. Azimov in the story «Galley Slave». It is used to develop the idea of resistance to mechanization, which is now finding increasingly supporters due to the increased influence of information and communication technologies in general and artificial intelligence and robotics in particular. The historical and conceptual foundations of neo-luddism are linked with modern trends calling for a gradual, controlled innovation. It is noticed that the ideas of the luddites have been preserved in romantic literature and transformed into neo-luddism in the 20th century. The theorists of this movement use philosophical concepts of different epochs (e.g. Socrates, J.-J. Rousseau and M. Heidegger) to confirm the legitimacy of their own status. As a result, in the 21st century more moderate areas of struggle against scientific and technological progress are actively developing under the influence of postmodernism. For example, the slow movement is growing strength, and its supporters are trying to slow down the pace of life and are calling for a thoughtful, responsible attitude towards emerging technologies. The positions underlying the slow movement are in tune with the dromology of P. Virilio and the slow philosophy of G. Fleistad. However, neo-luddism has social status of counterculture, but the situation can be changed due to the rapid and sometimes uncontrollable development of technology.

Purpose: To explore information and communication technologies (ICT) impact on competences management in the financial sector in Latvia.Methodology: Focus group discussion with leading financial sector experts in the Latvia.Findings: There is a mismatch between academically provided competences and what is expected by the financial sector representatives within Latvia.Originality/value: Empirical research on what kind of competences are important in the financial sector at present and in the future. Contribute to the current literature by researching on how resulting competencies from the focus group compare to the academically provided competences for potential financial sector employees. By exploring received responses to the questions from this research, it can help policymakers, financial sector and academical representatives to stay agile to the arising changes of supplied and demanded competencies in the financial sector.

Ways of disseminating(Verbreitungsmedien) information through different media have rapidly changed owing to technological progress, especially in the field of information and communication technologies. Reflecting the changes in terms of conditions of technological progress, communication methods, and abilities have also changed. On the Internet, contents with different expressions of difficulty are mixed even though they have almost the same contents. A user who intends to search for new things or unknown things may get confused and spend a lot of time in selecting contents that are understandable for them because there are large amounts of similar contents with different difficulties. Herein, The characteristics of relevant simplified corpora are critical for everybody. In this research, we propose a method to compare two types of documents with different difficulty, and select a characteristic related to simple of expression from various characteristics related to text. In our proposed method, thousands of text characteristics are compressed and converted by Non-negative Matrix Factorization(NMF), and a basis for characterizing the simplified document is selected. The proposed method combines the characteristics of the most conducted research using the characteristics of 32 types and 2,196 dimensions. We evaluated the text characteristics in the NMF Base of the results using a classifier. As a result of applying the proposed method to two kinds of environment white papers, it became clear that an effective basis can be selected. In Addtionally, We showed estimate of the causation relationships, Optimization of the parameter. Furthermore, We showed flexibility to other media.

The article deals with the problem of integration of scientific and technological progress, in particular information and communication technologies in human life, the emergence of an alternative level of dependence of the individual on information and technogenic factors in the psycholinguistic aspect. Analysis of theoretical and practical prerequisites of influence of scientific and technological sphere on a person, particularly information and communication technologies on its psycholinguistic potential, estimation of depth, and practical consequences of influence and further prospects. The general scientific methods of analysis and synthesis of the research problem were used, formalizing the results of domestic and foreign sources, systematization, and comparing existing estimates to identify significant and minor factors and their correlation, generalization of results, forecasting of prospects. Scientific and technological progress in changing man's world has adjusted his ability to choose information, analyze it critically, and formulate objective decisions. More and more people are given not information for analysis but conclusions. The existence of human dependence on information technology comes from the understanding that their creation is a projection of the inner world of man, his views and motives. Therefore, dependence is a downside to existing technological comfort, living conditions, and communication. At the same time, competition requires constant updating of people's knowledge of technology, which only exacerbates this dependency, personal energy costs, psychological fatigue, and problems of motivation. One of the conditions for effective human existence in the information and communication system is violated - synchronization of information processing processes, which negatively affects the psycholinguistic level. The level of human dependence on technology is unprecedented, and further expansion and self-interest will only worsen, in particular psycholinguistic perspectives. The improvement of the situation does not lie in the technological plane, as it increases the level of social morality, an ethos of man and community. In our day to day, technology and robotics are increasingly present. Currently, Information and Communication Technologies (ICT) are undergoing a vertiginous development and this is affecting practically all fields of our society and education is no exception. On the other hand, the incorporation of robotics in the classroom aims to promote learning experiences where students acquire and develop skills to solve specific problems, which allow them to acquire new knowledge and give answers to the changing environment of today’s world. This article presents the progress in the development of a project where robotics is implemented for the teaching of mathematics in preschool and first grade students; three public schools were selected for this purpose, and a series of playful educational activities were developed, using low cost robotic tools.

Some recent researches affirm that students' perception of lessons is highly positive when various multimedia teaching tools are integrated. Topics seems more interesting, learners are motivated and feel that media provide them an advantage over the students in a traditional setting. However, in Italy, pre-service teachers' training does not involve a laboratorial approach to the Information and Communication Technologies (ICT) to use in classroom. In this study, a case study on the integration of different technologies, involving a new advanced setting by which teachers can interact with diverse specific technologies, is presented. In particular, in this technology-enhanced environment, pedagogical agents in a virtual world, touch-screen technologies, and robotics can be combined in order to make enjoyable the acquisition of technological skills. Pre-service teachers' reports show an overwhelmingly positive response, even if further case studies are necessary.

The article outlines conceptual foundations of the future teachers-researchers academic culture formation in a digital creative environment. Academic culture of the researcher as an integral personal characteristic that is manifested in the culture of creative-critical thinking, academic virtue, scientific linguistic, narrative-digital culture has been investigated. The formation of the academic culture of the future teacher-researcher in terms of digital creative environment is seen as a complex, multidimensional process of qualitative changes, which happens in stages. The digital creative environment as a learning environment that involves the purposeful use of tools, technologies and information resources that enable creative expression of personality by means of digital technologies, integrating information and communication technologies, intellectual systems, human sensitivity and contextual experience of scientific and pedagogical activity has been defined.

La globalización, la innovación tecnológica y la velocidad del cambio hacen necesario adaptarse a las nuevas necesidades de cada país. Esto está condicionado por el dominio de las Tecnologías de la Información y la Comunicación (TIC), que permiten traspasar fronteras y posibilitar la interacción entre países. En la actualidad, el fenómeno migratorio en España se ha vuelto cotidiano, y lograr la integración de estos migrantes es un desafío que condiciona el desarrollo socioeconómico, por eso comparamos en este estudio la diferencia entre la brecha digital y especialmente la brecha de género entre España y Argelia y analicemos el impacto que esta brecha digital tiene en la integración de la inmigración argelina en España, y propongamos medidas que puedan mejorar la inclusión de estas personas. Globalization, technological innovation and speed changes make the adaption to the new needs of each country necessary. This is conditioned by the mastery of Information and Communication Technologies (ICT), which makes it possible to push borders back and to interact between countries. Currently, migration in Spain has become a daily phenomenon and achieving the integration of those migrants is a challenge that conditions socio-economic development. This is the reason why, in this study, we are establishing the difference in the digital divide, precisely the gender gap, between Spain and Algeria, analyzing the impact that has this digital divide on the integration of Algerian immigrants in Spain and proposing measures that can improve the inclusion of these people.

This paper examines the relationship between technology and demand for skilled labor both historically and empirically. First, it is pointed out that the Industrial Revolution substituted skilled labor with unskilled labor since it has a de-skilling characteristic. Second, the skill-bias feature of Information and Communication Technologies Revolution is suggested. Finally, the effect of technological progress on the demand for skilled labor is tested for Turkish Private Manufacturing Industries. According to the static panel data estimation results, there is a positive but weak relationship between technological progress and demand for skilled labor.

This paper explores the role of intermediaries in the development and appropriation of new technologies. We focus on intermediaries that facilitate user innovation, and the linking of user innovation into supply side activities. We review findings on intermediaries in some of our studies and other available literature to build a framework to explore of how intermediaries work in making innovation happen. We make sense of these processes by taking a long-term view of the dynamics of technology and market development using the social learning in technological innovation (SLTI) framework. Our primary concern is with innovation intermediaries and their core roles of configuring, facilitating and brokering technologies, uses and relationships in uncertain and emerging markets. We show the range of positions and influence they have along the supply-use axis in a number of different innovation contexts, and how they are able to bridge the user-developer innovation domains. Equipped with these insights, we explore in more depth how intermediaries affect the shape of new information and communication technologies and the importance of identifying and nurturing the user-side intermediaries that are crucial to innovation success.
