Tabanan Regency has a high prospect in the development of tourism and its complementary facilities. Tourism village is the alternative tourism products that can provide the development of rural areas that are certainly sustainable for the future. Timpag Village is one of the villages which located in Kerambitan District, Tabanan Regency which has several tourism potentials such as nature, cultures, and the local communities. The development of Rural Tourism in Timpag Village has a high value to be a tourist attraction but the reality this village has not been able to be a developed as a rural tourism. Based on these problems this research aims to determine “Development Strategies of Rural Tourism Based Local Community in Timpag Village, Kerambitan District, Tabanan Regency Bali.” The research method used in this study is a qualitative descriptive analysis supported by IFAS and EFAS analysis in designing a strategy for developing local community-based tourism villages used SWOT analysis. Data collection techniques are using the method of observation, interviews, library research. The result show the design of alternative strategies to develop community-based tourism villages that can be applied in the development of Rural Tourism in Timpag Village. There are six altrenative strategys that can be applied such as attractions development based on tourism potential, local communities involvement , tourism facilities development, tourism organisation development, improve the traditional security system, and improve the ability of communities about tourism development. Therefore, local communities need to preserve the tourism potential that is owned as a rural tourism product. Keywords: Rural Tourism, Community Based Tourism, and Strategy

ABSTRAK Tana Toraja has a very diverse tourism potential, not only about cultural but beautiful landscape too. However, the tourism potential is not managed properly. Local wisdom which still preserved is potency for local communities to manage and maintain it independently. Community Based Ecotourism concept is a development concept which approriate to the condition of society and the environent in Tana Toraja, so as toinvolve the local community becomes a way to meet the needs oof economic,  and social while ensuring sustainability of culuturan and natural resources. This study aims to provide a concept of tourism development with the application of community based ecotourism concept by local wisdom promoting in Tana Toraja. Data were collected by in-dept interview and observation to the manager of tourist atracction, community of handicraft and stakeholders. The method of analysis is descriptive analysis.  The results from this study indicate that the involvement of local communities as managers of tourist atracctions, homestay providers, transportation service providers, and local guide are still lacking. However, Tana Toraja has the local wisdom resources which can be promoted to become a educational material for tourists.   Kata Kunci: Tourism, Community Based Ecotourism, Local Wisdom, Sustainable Tourism, Tana Toraja

The local community always took for granted the establishment of a tourist village as a rural tourism product. Likewise prevailed in Pinge Tourism Village, Tabanan Regency, Bali. In the context of developing rural tourism products in the Pinge Tourism Village, the participation of local communities is required to ensure the sustainability of tourism in rural areas. This paper aims to build a model for developing local community-based rural tourism products in Pinge Tourism Village. Community-based tourism (CBT) approaches are used to formulate models for rural tourism product development. The required data is collected through observation and interviews and then analyzed descriptively. The results of the analysis indicate local community-based rural tourism products are tourist pull factors in rural areas in the form of environmental characteristics and the practice of rural communities. The uniqueness of rural character and rural community routines are tourism capital posses by local communities. In addition to physical and socio-cultural uniqueness, rural tourism products are also determined by conformity with the target market. The existence of this rural tourism product model can increase local community participation in decision making and sharing of tourism benefits.

The development of rural tourism requires the participation of local communities in the entire development phase starting from the planning, implementation and supervision stages. However, in reality there is Often neglect of community participation. This study aims to examine the strategy of developing Taro Rural Tourism and the involvement of local communities in development. The research in this paper was conducted in the tourist village of Taro, Gianyar Regency, Bali. Data collection is done by literature study, in-depth interviews and non-participant observation. The analytical method used is descriptive analysis. This paper shows that the development of tourist villages in Taro can still be developed considering that Taro still has tourism potential that is very possible to be developed.

Sayan Village is one of the villages in Ubud that has a lot of potential to be used as a tourism village. The first three great potentials are natural tourism, potential opportunities for water tubing tourism, and also the potential of Puri Sayan as a heritage tourism object in Sayan Village, which is being planned by the village government and local communities. In addition to the three great potentials, Sayan Village also has the potential for water tourism with beji spring sources which are a source of water that is purified by the local community and is usually used for melukat. In this case, the researcher focused more on discussing the development of biology natural tourism which is currently used as the center of tourism village activities in Sayan Village. This study uses collection techniques in the form of observation, interviews, and documentation. The data analysis technique used is descriptive qualitative analysis and SWOT analysis. The technique of determining informants used purposive sampling technique. The results of this study contain the existing conditions of Desa Sayan based on tourism product components, namely attractions, amenities, accessibility, and ancilliary. And the strategy for developing SWOT-based Sayan Tourism Village. So that the strategies obtained produce the best ways to realize one of the missions of Desa Sayan as a sustainable tourism village. This research aims to determine the potential of tourism based on supporting and inhibiting factors of rural tourism development in Desa Kemetul and analyzing the strategy of community-based tourism in Desa Kemetul. The research was conducted in Desa Kemetul Kecamatan Susukan Kabupaten Semarang. This study uses qualitative method which the data obtained through depth interviews with Kepala Desa Kemetul, Chairman of POKDARWIS Sekar Kanthil, Local Communities, and Dinas Pariwisata Kabupaten Semarang, and then the data were analyzed using SWOT analysis. The study concluded that Desa Kemetul has a lot of tourism potential to become tourist attraction. Desa Kemetul needs to consider strengthening flagship product, the strategy of sustainable development of a tourist attraction, and strategies for institutional development and human resources.

This research is concerned with cross-border tourism in Asam Jokowi, Desa Tulakadi. It aims to determine the potential of tourism based on supporting and inhibiting factors of rural tourism development in Asam Jokowi and analyzing the strategy of Community Based Tourism in Desa Tulakadi. The research was conducted in Desa Tulakadi. This study uses qualitative method which the data obtained through depth interviews with five key informants. Futhermore, the data were analyzed using IFAS EFAS analysis and SWOT analysis. The result of this study indicate that Desa Tulakadi has a potential tourist attraction. Based from IFAS EFAS analysis, Asam Jokowi Desa Tulakadi classified in Quadrant I (Agresive Growth) which means the strategies needed to maintain and improve the quality of tourism potential attractions. The role and cooperation of the community, media, academics, and government are necessary to develop the tourism potential of Asam Jokowi in Desa Tulakadi as a tourist destination in the cross-border region. Abstract The transformation of rural economy is most acute at the local level among the native population. The goal of the article is to define possibilities for participation of local community in development of rural tourism. When applying the participatory approach, the following conclusions can be drawn: 1) when local communities are not actively involved in the development of rural areas and tourism within the local borders, it is almost impossible to speak of any promotion; 2) rural tourism is attractive to the local community, but its ability actively participate in its development is limited by objective and subjective reasons; 3) emphasis on the benefits of rural tourism for the consumers and producers can lead to increased employment and profits for the local community. The assessment of the local community’s capacity to develop rural tourism is a crucial point in its promotion. This in turn leads to further research into the experience of integrating rural tourism into local communities. The results of the article may help in the development of concept papers on rural tourism development and may be useful in some tourism projects.

Community-based tourism is one type of tourism that involves community participation to achieve the goal of sustainable tourism development. The purpose of this study is to determine the tourism potential to be managed by the community based on people's perceptions of the existing tourism potential, as well as identifying people's perceptions of national, regional, and also traditional policies in tourism. This research was divided into several data collection, internal-external factor analysis, data analysis and development strategy analysis using the SWOT matrix. The conclusions of this study are (1) Natural resources in Labuan Bajo which can be used as tourist attractions that have not been managed and developed properly. Those are Ara Mountain, Ina Mountain, Namong Island, Kelaki Island, Kima Island, Komodo, wild horses and buffalo, savannah, Rangka Cave, Gosong, Pasir Timbul, Mangrove and several underwater object such as Manta and coral reefs. (2) Based on a quantitative strategy, the development strategy that is suitable to be carried out in Labuan Bajo is the S-O Strategy which is carried out by utilizing the strength needed to achieve the opportunities that exist. (3) Based on a qualitative strategy, a suitable strategy to be carried out in Labuan Bajo is related to the improvement of public facilities, partnerships with universities, improvement of the people's economy, and the improvement of regional and group economies. This paper addressed the process of the development of community-based rural tourism products in Pinge Tourism Village. Community-based rural tourism products are acknowledged as a tourist attraction in rural areas created by local communities be based on the tourism resources that possess by communities themselves. Pinge Tourism Village has a various of tourism resources that can be developed as a local community-based rural tourism product. From the inside of the physical environment resources to the diversity of social and cultural heritage. In adaptation with the mapping of tourism resources, can be determined the themes of development of community-based rural tourism products. There are four themes that can be considered for the development of community-based rural tourism products in Pinge Tourism Village, specifically spiritual routine, agricultural routine, gastro-cultural routine, and communal routine. These four themes further form the basis for determining community-based rural tourism products or special interest tourism activities of traditional villages in Pinge Tourism Village. There are several guidelines for the development of community-based rural tourism products that can be developed in Pinge Tourism Village such as spiritual tourism, agritourism, culinary tourism, and rural nightlife attraction.

This paper aims to understand the role of homestay programme development as a medium for community-based tourism in rural areas. Although many homestay businesses are actively run by the local community, the sustainability of the development is questionable. Attributes from previous research of local communities’ attitude were reviewed and linked to construct a conceptual framework within the scope of homestay tourism. This study is deductive in nature where descriptive analysis is used to generate mean values of the variables. Four variables were tested: financial resources, infrastructure resources, community participation and community empowerment for the mean values. This finding can be used in determining sustainable tourism practice which will be focused on economic, socio cultural and environmental pillars. The descriptive statistical analysis reveals that the community is heavily participating in tourism activities in their village; however, they are not genuinely empowered. Apart from that, financial and infrastructure resources are not in good state and require improvement.
