Tsunami Aceh 2004 was one of the natural disasters whose status was designated as a national disaster in Indonesia. The event occurred compilation Indonesia does not yet have a special body and legislation governing natural disaster management. The Aceh tsunami has significant significance for the Indonesian community to the international level. The Aceh tsunami caused many complicated problems that had to be resolved by the Susilo Bambang Yudhoyono Government, among others, the regional government was unable to function properly, the disaster management law did not exist, supported international assistance in the military, and the National Budget was not available for the Aceh emergency response. The research objective in this study is about research conducted by the government of Susilo Bambang Yudhoyono in the 2004 tsunami in Aceh. The research method uses historical, heuristic, critical, interpretation, and historiographic methods. The results of this study are that the Government of Susilo Bambang Yudhoyono can resolve the problem by triggering regulations regarding the Law and the Special Body to handle problems that did not exist before.

After the 2004 earthquake and tsunami in Aceh it changed the Indonesian government's perspective on disaster management in this country. In the past the government only reacted during emergency response and rehabilitation. However, after the tsunami in Aceh 2004, the government changed its mindset in terms of disaster management in Indonesia. After the issuance of Law Number 24 of 2007 concerning Disaster Management, the government then issued Presidential Regulation Number 8 of 2008 concerning the National Disaster Management Agency (BNPB). With the issuance of the Law and PERPRES it is hoped that disaster management activities in Indonesia can be carried out effectively and efficiently. BPBA is a working unit of Aceh that is formed to carry out tasks and functions in the context of disaster management in Aceh. BPBA with all its limited capacities starting from its establishment on June 22, 2010 has made every effort to carry out its main tasks and functions in carrying out disaster management services. This research was carried out in the Aceh Province with the scope of this research focused on analyzing human resource preparedness at the Aceh Disaster Management Agency (BPBA). This study uses descriptive research methods with qualitative and quantitative approaches. Data obtained through questionnaires and interviews will be used to explain the results obtained in this study. The population involved in this study were all human resources at the Aceh Disaster Management Agency, which amounted to 108 people. Of the total population, the number of respondents involved in data collection amounted to 52 people. Preparedness of BPBA employees in tsunami disaster management activities is ready, the results are based on measurements of variables of knowledge, attitudes, policies and guidelines, emergency response plans, tsunami early warnings and the level of preparedness of employees who are very ready to tackle tsunami disasters need to increase intensity and training continuously.

Southeast Asia was in a natural disaster thus the management was supposed to be a priority to the existing states in this territory. It is the most vulnerable to disaster in the world. By then, the member states of ASEAN agree to issue the regulation for disaster management, ASEAN Agreement on Disaster Management and Emergency Response (AADMER) that in forwarding established ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management (AHA Centre). It is facilitating cooperation and coordination for disaster management in the ASEAN territory. The organization was established in Indonesia as a member state with potential disaster. To reinforce the regulation and disaster management system, the government issues Act No.24 of 2007 on disaster management as the base and manual. The policy refers to the activities implemented immediately for an accident in control arising worst impact, involving rescue and evacuation of the victim, properties, compliance of demand, shelter, refugees handling, and facilities-infrastructure restoration. Moreover, the Act regulating disaster mitigation-based layout system set in an attempt to improve safety and living comfort.

In this era of, the public gives more attention to the achievements of government performance, including the regional government. One of the problems is the repeated floods in the Citarum Watershed. However, because disaster events can occur at any time with different locations, there are difficulties for regional leaders and their staff to measure and evaluate the quality and performance of the disaster management programs that they have carried out, especially in situations of emergency response. The large flood of Upper Citarum has damaged buildings and disrupted infrastructure functions due to 12,654 buildings submerged and damage such as potholes and foundation damage many  local roads and the closure of a number of schools and other social buildings. Evaluation of the performance of disaster management programs is needed in order to know program performance to develop and to increase capacity and services performed. This study will expose what has been done by the Bandung District Government to overcome the problem of flooding in the Upper Citarum watershed during the last 3 years and evaluate the performance of the Bandung Regency Government to tackle the problem of floods that have recurred in that area using Logic Model.

Purpose of the study: This study attempted to discuss and develop concepts for the Aceh Disaster Management Agency (BPBA) to maximize their capacity in performing their function and task in any disaster management activities in Aceh Province. Methodology: In this study, literature reviews and semi-structured interviews were adopted to obtain information regarding the implementation of disaster management in Aceh and the performance of BPBA. In total, there are 26 interviewees, consisting of top management elements in BPBA and its main stakeholders, such as the government of Aceh, research centers, search and rescue team (SAR), the military, etc. Main Findings: This paper revealed that the implementation of disaster management activities in Aceh is still weak especially concerning the management structure of BPBA and coordination that have to be carried out with related stakeholders. Applications of this study: The proposed concepts in this paper are expected to be fruitful inputs for BPBA in performing and synergizing their risk reduction activities with other related parties for a better disaster management implementation in Aceh Province. Novelty/Originality of this study: Even though Aceh is one of the most disaster-prone areas in Indonesia, to the best of the author's knowledge, there are no researchers who discuss and study the importance of building institutional synergy for disaster management so far.

Natural disaster managements in Indonesia carried out by the government seemed centralized, slow and is not well prepared. Even the government seems to ignore the management of natural disasters that has long been entrenched in the pulse of local community knowledge systems. Considerations in decision-making mitigation of natural disasters is too scientific-positivistic and ignores the philosophical aspect of the work. This paper attempts to offer a perspective of natural disaster management with support of Indonesian local wisdom and Heidegger hermeneutics. Most of the ethnic groups in Indonesia have already had a set or system of knowledge in the management of natural disasters. This knowledge system exists since the long experience of Indonesian society in dealing with natural disasters. This system is then passed on and transformed from many generations through oral hystory. Some studies indicate that local knowledge systems on the management of natural disasters so far   are very effective in minimizing the number of dissaster victims. In addition, Martin Heidegger hermeneutics offeres a concept of natural disaster management with the starting point of the idea of being-in-the-world.The idea is one of the basic principles of hermeneutics-facticity Martin Heidegger who supposes that a real human living being has awareness of this universe. In the 'living earth', man does not necessarily accept the fate thrown into the earth, but he has the ability to exercise the creativity for survival. As a result of the awareness of the throwness into the universe, in turn, human beings have awareness that they have a relation to one another, empathy and sensitivity as human beings.

Geographically, Indonesia is located on disaster prone area. Natural disasters such as earthquakes, tsunamis, floods, landslides, volcanic eruptions and non-natural disaster such as Covid-19 Pandemic often occur in various places in Indonesia including in Pidie Jaya, Aceh Province. These disasters have a big influence on many aspects of the socio-economic life of the affected communities. Managing disaster properly will reduce the risk so that it will provide security and resilience community that can anticipate all the impacts of disasters. Collaboration in the form of the Pentahelix Synergy concept involving elements of the Government, Society, Academics, and the Business Industries is one of the important aspect in disaster management. Furthemore, the mass media and the private sector will provide great energy to solve the problem during disaster. This paper discuss about the synergy of Pentahelix in dealing with natural and non-natural disasters in Pidie Jaya Regency, Aceh Province. The results will be useful as lesson learned to support National Security program in Indonesia.

The Mw6.3 of 2006 Yogyakarta earthquake and the VEI4 of 2010 Merapi Volcano eruptions at Yogyakarta Special Province (YSP) have shocked the Yogyakarta community. It is necessary, therefore, to identify and to explore the achievements and the lesson learned mainly during the early warning, evacuation, emergency response and disaster recovery phases of the 2010 Merapi eruption. Research on the 2010 Merapi eruption disaster management (DM) focusing on the emergency response and disaster recovery up to 2014 has been done. Results of the investigation showed that in general Disaster Management has been applied appropriately including material qualities and construction quality of earthquake resistant structure. Among the achievements in the DM respectively are the accuracy of monitoring the direction of mountain summit deformation, successfully prediction and evacuation of people before 2010 Merapi eruption, quick resettlement buildings based on the principles of earthquake resistant structure. Meanwhile among the lesson learned to improve the DM respectively are the early warning should be presented as clear as possible, the government should officially be carried out regular “tell story” to community about the development of the disaster threat, building disaster knowledge and awareness to community for reducing the risk should be regularly carried out and the skills of the builders should be well prepared. Implementation of resilience in schools and villages, sister school and village are efforts toward Sustainable Disaster Risk Reduction.

Indonesia marked a new era, known as the Reformation Era, in 1998 after the downfall of Suharto, the main face of the regime called the New Order (Orde Baru) and ran the government from 1966 to 1998. This long-run government creates certain structures in many sectors, including the museum sector in Indonesia. Suharto leads the government in a totalitarian manner, his power control over many layers, including the use of museums as regime propaganda tools. The propaganda in the museums such as a standardized storyline, the use of historical versions that are approved by the government, and the representation of violence through the military tale with the nation’s great enemy is made for the majority of museums from the west to east Indonesia at that time. Thus, after almost two-decade after the downfall of the New Order regime how Indonesian museum transform into this new era? In the new democratic era, museum management is brought back to the regional government. The museums are encouraged to writing the local history and deconstruct the storyline from the previous regime. Not only just stop there, but there are alsomany new museums open to the public with new concepts or storylines to revive the audience. Even, the new museum was also erected by the late president’s family to rewrite the narration of the hero story of Suharto in Yogyakarta. This article aims to look up the change in the Indonesian museum post-New Order regime. How they adjust curatorial narration to present the storyline, is there any change to re-write the new narrative, or they actually still represent the New-Order idea along with the violence symbolic that never will deconstruct. Indonesia menandai masa baru yang dikenal sebagai masa reformasi pada tahun 1998 dengan tumbangnya Soeharto yang menjadi wajah utama rezim yang dikenal dengan sebutan Orde Baru ini. Pemerintahan Orde Baru telah berlangsung sejak tahun 1966 hingga 1998 yang mengubah banyak tatanan kehidupan, termasuk sektor permuseum di Indonesia. Corak pemerintahan Orde Baru yang condong pada kontrol dan totalitarian mengantarkan museum sebagai kendaraan propaganda rezim Soeharto. Dimulai dari narasi storyline yang seragam di seluruh museum negeri di Indonesia hingga kekerasan simbolik lewat narasi militer dan musuh besar bangsa. Lalu setelah hampir dua dekade era reformasi di Indonesia bagaimana perubahan museum di Indonesia? Pada era demokrasi yang lebih terbuka, pengelolaan museum dikembalikan kepada pemerintah daerah dan diharapkan untuk dapat menulis kembali sejarah lokal yang baru. Tak berhenti disitu, banyak museum-museum baru yang tumbuh berdiri memberikan kesegaran baru namun juga muncul museum yang berbau rezim Orde Baru turut didirikan sebagai upaya menuliskan narasi.

The purpose of this study is to examine and identify how the process of budgeting and budget allocation for programs and activities related to disaster management managed by the Central Aceh District Disaster Management Agency. This research is descriptive research using a qualitative method approach. From the research, it was found that the budgeting process of disaster management in the Central Aceh District Disaster Management Agency had been running well and in accordance with the applicable laws and regulations, with the composition of mitigation financing, which was 6.40% in 2014, 0.11 percent in 2015, 5.17% in 2016 5.38% in 2017 and 3.82% in 2018. For emergency response programs, the budget and financing are not budgeted into the budget of the Central Aceh District Disaster Management Agency, but rather into the eyes of the budgetary funds ready use the Regional Government of Central Aceh Regency, which at any time can be used according to the needs in accordance with the scale of the disaster and real needs in the field. The dominance of budget absorption is still widely used for routine office financing of 26% in 2014, 2.74% in 2015, 3.56% in 2016, 24.46% in 2017 and 39.43% in 2018.
