There are a number of positive impacts if Indonesia uses these three indexes: the World Bank’s Ease of Doing Business, the World Economic Forum’s Global Competitiveness Index, and the World Justice Project’s Rule of Law Index as guidance for “peraturan perundang-undangan” (laws and regulations). Nonetheless, it is important to note that there are also negative impacts that could arise. One of the important solutions to avoid negative impacts is to consistently comply with Pancasila and the 1945 Constitution of the State of the Republic of Indonesia. The concept of using international indexes as guidance is not only limited to the Ease of Doing Business, the Global Competitiveness Index, and the Rule of Law Index. Other relevant international indexes could have also roles in providing guidance for laws and regulations in Indonesia, by taking into account the discussion and recommendations in this research, in particular: these indexes must be in accordance with Pancasila and the 1945 Constitution of the State of the Republic of Indonesia. Furthermore, this research also provides recommendations for how to improve Indonesia’s rankings on the three indexes, which could also be relevant in the context of other international indexes.

This article is dedicated to the study of the market of freight and passenger transportation by water in the world and Ukraine in order to identify the prevailing trends in the industry. The statistical data and scientific works of domestic and foreign scientists on the current functioning and prospects of water transport were the main basis of the study. The authors analyzed the volume of freight transport by water, identified the main transportation routes and the distance thereof, and the development of maritime transport in different countries was analyzed as well. In the course of study the components affecting the efficiency of water transport enterprises, and generate the indicators of the development rate thereof in particular countries. It is established in this work that it is possible to assess the state of development of Ukrainian maritime transport on a global scale using the Global Competitiveness Index, which is generated according to the methodology of the World Economic Forum, in particular, water transport is assessed on two indicators: integration into the international transportation routes and port efficiency. The authors performed a comparative analysis of the Global Competitiveness Index in different countries, which convincingly proves the need for development of transport infrastructure of a state, which is part of the overall infrastructure development in the country. In this work the main problems of the transport industry development are identified, the factors of negative impact on the state and prospects of river and maritime transport enterprises of Ukraine, including obsolescence or lack of navigational infrastructure, and lack of a systematic approach to water logistics construction, and obsolescence and insufficiency of the fleet, and the lack of qualified personnel in the industry, as well as the lack of state regulation and the lack of state support; unsatisfactory investment climate in the country as a whole, the complexity of registration and high cost of international cabotage in both sea and river water areas of Ukraine, etc. The authors substantiated the ways of counteracting the identified factors and defined the directions of development of water transport enterprises, as well as measures proposed separately for river and maritime transport.

The study deals with the ease of doing business and global competitiveness assessment models. Both models basically describe conditions for doing business in a certain country that is being ranked and evaluated. However, different data mining principles differ the results (quantitative and qualitative methods), although factors measured are basically the same concerning its nature and importance. The World Economic Forum’s method takes into account several factors that are possible to evaluate only in quantitative method (e.g. Ethics and corruption). We have overviewed both models and graphically presented evaluation processes with detailed factors that are evaluated in each model.

The article discusses methodological approaches to assessing the effectiveness and efficiency of research activities used in world practice, in particular, such OECD standards as Oslo Manual, Frascati Manual, Using Patent Data as Science and Technology Indikators – Patent Manual, The Measurement of Human Resources Devoted to S&T – Canberra Manual and Guide for the Measurement and Interpretation of Balance of Payments Data, Hong Kong Principles etc. The assessment of the scientific sphere in international comparisons is given according to the following world rankings: The Global Innovation Index (GII, Global Innovation Index), the Global Competitiveness Index (GCІ, The Global Competitiveness Index) and the European Innovation Scoreboard (EIS, European Innovation Scoreboard). To compare world practice, the article presents the indicators used in Ukraine for grouping statistical data on scientific activity, which are covered by the State Statistics Service and the Ministry of Education and Science. The article emphasizes the importance of adopting the Concept of the State Program for the Development of Research Infrastructures in Ukraine until 2026, proposed by the Ministry of Education and Science. The adoption of such a Concept is extremely important, as its implementation will contribute to the effective and balanced development of research infrastructures and will ensure the functioning of the research infrastructure system at the appropriate level. Scientists will be provided with access to a competitive research infrastructure and motivated to engage in high-level scientific and scientific-technical activities. The effectiveness of the Concept implementation measures will be ensured by optimizing logistical, financial and labor costs aimed at improving the quality of Ukrainian research infrastructures.

Neste artigo, estuda-se a importância das patentes e seu impacto no The Business School for the World do Global Innovation Index (GII, 2012) e no desenvolvimento econômico dos países emergentes mediante análise do The Global Competitiveness Index (GCI, 2013) do World Economic Forum (WEF).
