The article aims to present the concept of the urban revitalization in relation with the new information technologies. The actuality of the topic relates from the importance of information tools in all processes of human activity, including the administrative and participatory one. The urban revitalization is presented as a dimension of the decisional local autonomy of public authorities of the cities/municipalities. The paper is based on the on-going activities of the bilateral Polish - Moldavian ”Revitalization Project”. The e-tools become a new dimension of the classical ”renewal” concept, transforming in this way the revitalization process in a modern one and upgrading it to a higher level. Because of the rapid development of the information society, the revitalization processes undergo changes and gains new meaning. The expectations of citizens as well as the activities of local public authorities imply new standards, especially in terms of information technologies.

This article examines and summarises judicial practice in cases related to the use of new information technologies. The study primarily focuses upon the decisions of Russian courts (general jurisdiction and arbitration) and the European Court of Human Rights (ECHR). Employing ECHR practice, the author also refers to numerous decisions by courts in Hungary and the United Kingdom. Cases related to the use of new information technologies can be distinguished between, and this article examines the judicial practice of three categories of cases: 1) blocking of internet resources; 2) employers’ control over employees’ electronic correspondence; 3) journalists’ use of hyperlinks in author’s texts and their responsibility of such placements. Within each category of cases, the rights of citizens can be seriously violated. The article highlights that in an era of rapid development of new information technologies, states, represented by special services and authorised state bodies, are making unprecedented efforts to ensure that they maintain at least partial control over the activities of new actors (bloggers, Internet media, Internet platforms, etc.). Similarly, courts often compromise with authorities when resolving such issues. Notably, national Russian courts did not consider parties’ interests, nor did they assess the need to block all sites with a particular IP address. They did not even follow the Supreme Court of the Russian Federation’s decision to apply the requirements of the European Convention on Human Rights within the framework of the ECHR. The courts limited themselves to pointing out that Roskomnadzor acted within its power. Thus, the decisions of the national courts did not offer a mechanism for protecting rights. Within the norms regulating the new sphere of relations, there are often norms of a restrictive and prohibitive nature, and these norms are dominant in the Russian Federation. In this regard, there remains grounds for concern among lawyers involved in the protection of rights related to new information technologies.

New technologies have changed the way today's own label products are being offered. Today the Internet and even more the so-called social networks have played key roles in dispersing any particular product in a more efficient and dynamic sense. Also, having a smartphone and a wireless high-speed network are no longer a luxury or a temporary fad, but rather a necessity for the new generations. These technological advances and new marketing trends have not gone unnoticed by the medium and large stores. The augmented reality applied to interactive catalogs is a new technology that supports the adding of virtual reality to a real environment which in turn makes it a tool for discovering new uses, forms, and in this case, spending habits. The challenge for companies with their private labels in achieving their business objectives, is providing customers with products and services of the highest quality, thus promoting the efficient and streamlined use of all resources that are accounted for and at the same time promoting the use of new information technologies as a strategic competitive.

The geodetic point fields play a crucial role in measuring a terrain, in surveying, and mapping applications. Due to the rapid development in the domain of information technologies, it makes sense to consider using the database and web technologies to manage and disseminate the available information about the geodetic point fields. The paper presents the creation of a spatial database which integrates the information about the various kinds of established geodetic point fields (horizontal, vertical and gravitational) with the aim of enabling their effective management. Furthermore, based on the integrated spatial database, the prototype of the new information system of geodetic point fields has been developed. The functionality of the prototype also considers the requirements coming from the international efforts, i.e., the Infrastructure for Spatial Information in Europe (INSPIRE) directive. The prototype, based on Java Enterprise Edition (EE) technology, implements the features reflecting the cyber-security issues and ensures the modularity and scalability of the system, which is important for further development of the system and dissemination and accessibility of the information about the geodetic point fields via modern web technologies.

The advancement of informatization leads to the information society, which is a global trend of information civilization. Present time marks the new information stage of social development, which should be defined as information society, where information and knowledge are the key object of labor of the majority of population, and information technologies are a direct instrument of labor. In this regard, civil proceedings, which is founded on the adversarial principle, also takes the vector towards the information component. The adversarial principle, is in turn is influenced by objective factors (social relations) and subjective factors&nbsp; (attitude towards the right of subjects), which is the basis for changing the mechanism of its implementation. This directly affect the conduct of judicial proceedings and legal enforcement of adversarial principle. The author determines the key trends in adaptation of the means of implementation of adversarial principle in civil proceedings in the conditions of the use of information technologies. The author suggest dividing the means of implementation of adversarial principle into two groups: for creating an environment of trust and communication interaction between the participants and the court. Based on this, the article analyzes the possible impact of information technologies upon the adversarial principle in civil proceedings, as well as the mechanism of its implementation. The conclusion is made that the adversarial principle in civil proceedings can fall under influence of information technologies, since its essence is formed from objective and subjective factors; while the means of its implementation, which comprise the legal measures of its mechanism through adaptation of information technologies in justice, are susceptible to change.

The article analyzes the issues of improving the use of information and communication technologies in the prevention of offenses on the basis of studying the norms of national legislation, the opinions of domestic and foreign scientists. It is noted that today, cardinal changes in the information sphere at the global level are carried out through the rapid development and dissemination of new information and communication technologies. An increasing influence on the economy, politics, international relations and culture is exerted by the development and improvement of global networks, which open up endless possibilities of direct communication between people in real time. All these advances in the information field create the preconditions for moving towards a completely new type of society - the information society and information space. On the basis of the study, scientifically grounded proposals and recommendations were formulated aimed at improving this area.

The rapid development of the information society, a certain dependence of people on the modern way of life and not keeping up with the constantly emerging new types of actual legal relations, outdated rules of law, the legal science in civil law regulation of information rights requires some changes, improvements, adding of the new terminology.One of these types of “new” information rights is the right of an individual to information regarding himself.In this research, the author analyzes the current legislation of Ukraine on the existing rights of individuals to information regarding themselves, does the comparative analysis of the conceptual legal framework of US, Canada, China, Australia and South Africa with national standards for the implementation and protection of individuals’ rights to information regarding themselves.The author defines a universal and generalizing concept of the right of an individual to information regarding himself, its characteristics as a subjective right that meet modern challenges and current requirements of legal science, form an idea of the content of this right, and draw conclusions about the need for careful and in-depth studying of this type of right and further implementation it in the legislation.

The article discusses modern forms and methods of bibliographic activity in libraries. The role of modern information and communication technologies is explained. The information society places new demands on all social and communication institutions, including the activation of the formation of electronic document space, libraries and bibliographies. It is noted that the information society, the activation of the formation of electronic document space, puts new demands on all social and communication institutions, including libraries and bibliographies. New information technologies allow to significantly expand, deepen and diversify all forms of information and bibliographic services, which makes them faster, more efficient and more convenient. At the same time, it is explained that with the application of digital technologies, the category of information and bibliographic services is becoming a daily information service used by any reader of any library. Electronic catalogs are becoming powerful information systems to support the work of libraries and perform large-scale tasks.

Abstract This article provides a comparative analysis of the content of Bachelors’ in Tourism informative training in Ukrainian and Polish experience. The content of Bachelors’ in Tourism informative training in Ukraine and Poland has been analyzed. The content of subjects, namely, “Information Technologies in Tourism” and “The Foundations of Bachelors’ in Tourism Information Culture” being the basis of Bachelors’ in Tourism informative training in Ukraine has been justified. It has been concluded that the study of foreign experience in specialists’ professional training, in particular, specialists’ in tourism, that requires critical analysis of achievements in education systems abroad and outlining of positive aspects of such experience, is extremely necessary for the development of higher education in Ukraine as the implementation of new information technologies into educational process creates optimal conditions for the forming of students’ information culture that is not limited to knowledge and skills in the field of information processing and implies the development of the personality, his/her preparation for professional careers in the information society.
