Digital Transformation is changing our society as a whole. New digital skills are required in order to be able to participate in the daily life and work. The OCG has designed a concept “Education 4.0” which enables digital basic skills to everyone. The ECDL – a longstanding worldwide accepted IT certificate – plays an important role within this concept.

Educational ecosystem is facing rapid changes due emerging technologies and their rapid penetration to daily use. When the COVID-19 pandemic emerged, it only accelerated many of these trends. Nevertheless, some education systems have been able to adapt to the changing situation and digital transformation more easily than others. Digital competence is essential for learning, work and active participation in society in digital transformation context. Given the pressure of change on existing learning institutions and learning models, ICT offers broad opportunities for developing a different view. In order for digital education actors to adapt to the digital transformation in the education sector, they also need to have the skills needed to use technology effectively. However, there is a lack of computer and technological literacy. In Latvia and Lithuania, about one in three workers has limited or no digital skills, and most STEM vacancies remain unfilled because workers do not have the necessary competencies and are not inclined to study or retrain. The aim of the study is to assess the effect of dynamic capabilities for added value educational outcomes during COVID-19 recession. The results of the study revealed that dynamic capabilities have a direct positive effect on value based education outcomes.

The article discusses the experience of strategic planning for the digital transformation of the EU economy, including agriculture. The main directions of the digitalization strategy were studied, including the development of digital skills, the formation of digital infrastructure, and the digital transformation of busi-ness. The key components of the European business digitalization strategy are systematized. The role and relationship of the most important technologies has been substantiated. Recommendations for the digitaliza-tion of agriculture in Russia have been developed

Thus far, digital transformation had a strong impact on business and society. The large-scale adoption of digital technologies changed social relationships and opened up to new opportunities for higher education. Currently, the interplay between innovation and digitalization become are among the most important assets for the educational system. In this light, this chapter aims to explore how digital skills and competencies modify the issue of co-creation in higher education. The authors use the case study analysis to explore such theme. The Little Genius International case is presented and discussed: an international alternative school in English for digital natives recognized as the best benefit corporation for the world. The main contribution of the chapter is that it outlines what are the new digital skills and competencies enabling a better understanding of the concept of students' co-creation in HEIs.

What if customer experience was the primary driver of digital transformation? Indeed, new hybrid experiences have emerged thanks to daily-life technologies that fused both digital and physical worlds. This kind of experience uses applications and connected objects (IoT) to adapt and respond to consumer needs. Augmented reality and virtual reality are one of the most functionally and emotionally memorable phygital experiences that create value for customers. In this chapter, the authors chose heritage tourism as the study field for different reasons. While the adoption of augmented and virtual reality is gaining grownd, cultural heritage sites have started to consider the possibilities offered by these new and innovative technologies. This industry is starting to integrate AR and VR in several ways to attract more people. However, it is necessary to study how modern technology can be developed and implemented in a meaningful way to improve the tourist's experience. An AR- and VR-based mobile application has been developed and tested at Antonine's Baths in Carthage, Tunisia.

This chapter presents an overview of smart technologies with description of using them in smart ways. It also explains the role of government flexibility as well as economic opportunity in developing smart cities. The direct and in direct impact of using smart technology on the life of citizens in a city are identified, covering the modalities as well as the enablers of such impacts. The chapter proceeds to examine the seven sectors essential of smart cities: healthcare, environment and public health, mobility and transport, energy, water, education, and security. For each sector, the significance of “smartness” is addressed with examples of how with digital transformation and usage of smart technologies citizens can greatly benefit. In general, this chapter acts as the main link between understanding smart technologies and sensors to actually employ them to enable smart living for citizens.

Digital transformation is an emerging trend in developing the way how the work is being done, and it is present in the private and public sector, in all industries and fields of work. Smart cities, as one of the concepts related to digital transformation, is usually seen as a matter of local governments, as it is their responsibility to ensure a better quality of life for the citizens. Some cities have already taken advantages of possibilities offered by the concept of smart cities, creating new values to all stakeholders interacting in the living city ecosystems, thus serving as examples of good practice, while others are still developing and growing on their intentions to become smart. This paper provides a structured literature analysis and investigates key scope, services and technologies related to smart cities and digital transformation as concepts of empowering social and collaboration interactions, in order to identify leading factors in most smart city initiatives.

Smart Cities represent a vital pillar of the modern society and they are influenced by constant development of information and communication technologies. Nowadays we can speak about transition to the third generation Smart Cities featuring complex digital transformation. The presented article introduces The Smart City concepts in Russia and its implementation in St.Petersburg. It highlights the level of the Smart city in Russia, realized and planned projects through selected indexes. The article identifies the problem areas and formulates recommendations leading to the Smart Cities level improvement.
