Las Organizaciones de la Sociedad Civil en Chihuahua han desarrollado un proceso de reflexión e innovación en cuanto a estrategias de participación en el espacio público y en el posicionamiento de sus demandas sociales en la agenda oficial. En esta investigación, se analiza el origen y los cambios provocados por la implementación de las políticas económicas neoliberales en México y su correspondencia con los registrados en la relación entre el Estado y la sociedad civil, en particular, con sus organizaciones. Se expone el caso del Plan Estratégico de Juárez como ejemplo emblemático en los procesos de adaptación, innovación e incidencia en la toma de decisiones, y se argumenta a favor de una lógica de adaptación y resistencia ante las políticas neoliberales del Estado Mexicano, a través de la definición, negociación y renegociación con sus instituciones.Palabras clave: Neoliberalismo y Sociedad civil, y Organizaciones Development and incidence of Civil Society Organizations in Chihuahua, MexicoSummaryThe Civil Society Organizations in Chihuahua have developed a process of reflection and innovation regarding strategies of participation in the public space and the positioning of their social demands in the official agenda. This article explores the political controversy surrounding the proposed Northern Gateway bitumen pipeline by analyzing the modalities through which elite rationalities structure public news discourse. First, through a news analysis, the authors identify the most common pro-approval actors cited speaking in favour of the project. Next, they identify the most prominent pro-approval civil society sources and ascertain their level of embeddedness in conservative discourse coalitions. Finally, the authors identify the dominant framing techniques that disproportionately structure the public discourse around the Gateway project. The article ultimately argues that over-reliance on “official sources,” the prominence of industry-backed civil society organizations, and the influence of hegemonic discourses on journalistic practice all conspire to structure the public discourse on Northern Gateway in favour of elite preferences and rationalities.Cet article explore la controverse politique entourant l’oléoduc de bitume proposé par Northern Gateway en analysant les modalités selon lesquelles les rationalités d’élites structurent le discours tenu dans les médias d’information. D’abord, au moyen de l’analyse de nouvelles, les auteurs identifient les acteurs appuyant l’oléoduc que les médias citent le plus souvent. Ensuite, ils identifient les sources de la société civile les plus en vue et évaluent leur degré d’appartenance à des coalitions conservatrices. Enfin, les auteurs identifient certaines techniques de cadrage qui jouent un rôle disproportionné dans la structuration du discours public à l’égard du projet Gateway. Cet article se conclut en soutenant qu’une dépendance excessive envers des « sources officielles », la centralité d’organismes de la société civile appuyés par l’industrie, et l’influence de discours hégémoniques sur la pratique journalistique coïncident pour structurer le discours public sur Northern Gateway en faveur de préférences et de rationalités d’élites.

English This article discusses civil society’s role in the process of local development undertaken by countries transitioning towards democracy, comparing and contrasting the experiences of the Philippines and Romania. The study illuminates the limits and possibilities offered by the democratization process in terms of how civil-society organizations can participate more meaningfully in local development and in establishing structures of democracy. French Cet article examine le rôle de la société civile dans le processus de développement local entrepris dans deux pays en transition vers la démocratie, les Philippines et la Roumanie. L'étude met en lumière les limites et les possibilités du processus de démocratisation quant à la participation des organisations civiles dans le développement et l'établissement de structures démocratiques. Spanish Se explora el papel de la sociedad civil en el desarrollo local llevado a cabo en países en transición hacia la democracia. Se compara la experiencia de Las Filipinas, Rumania. Se iluminan los límites y posibilidades ofrecidas por el proceso de democratización en ambos países en términos de cómo las organizaciones civiles pueden participar de una forma significativa en el desarrollo local y en el establecimiento de estructuras democráticas.

organizations (CSOs) in the democratic consolidation of Nigeria. As the third sector, civil Society is known to be at the forefront in the democratization process for quite a long period of time, but their contributions are continuously being relegated especially by the state who viewed them with negative lenses particularly when they are opposed to their conducts. The paper had therefore tried to examine three civil society organizations namely Centre for Democracy and Development (CDD), Alliances for Credible Elections (ACE) and Stakeholder Democracy Network (SDN). Methodology: It achieved this objective by using a qualitative semi-structured face to face interviews supported with secondary sources of data. Nvivo 12 software was used in coding, categorization and general management of data. Results: The study revealed that CSOs in Nigeria have promoted the reliability of election by observing every phase of the country’s electoral process. Indeed, the CSOs have promoted democratic principles of civic participation, political engagement and tolerance among some political parties thereby advancing democratic consolidation in the polity. They have also stimulated policy changes in some crucial socio-economic policies. Again, the study revealed that CSOs faced economic problems which seriously distresses their operations and sustainability especially inability to extend into rural areas. It has also shown donor organization influence on the organizations which encroach their ideological base. Implications: The paper concluded by suggesting that the civil society must devise a means of economic survival as well as further strengthen their capacity through training and retraining to fully understand how governments operate for effective and concrete criticisms that would enhance democratic productivity to the people. Civil society should be allowed to freely ventilate democratically without threats from the state since it inspires governments to be more accountable, transparent, honest and responsive to the public needs, which will make it further win the support of the public hence reinforce its legitimacy.

The transgender community in Yogyakarta as a minority group still receives different treatment in human rights and the democratic process in Indonesia. This treatment has an impact on violations of the rights of transgender people as civil society, ranging from isolation by their families, being excluded from education, difficulty in getting jobs in the public sector, being isolated from religious worship, differences in treatment and neglect from the authorities and the government, to acts of harassment and violence from their surroundings. This study uses qualitative research with a case study approach, data collection through in-depth interviews with the community leader, and several Kebaya administrators. Data analysis was carried out thematically using a conceptual framework of Civil Society Organizations (CSOs). The purpose of this study is to examine the existence of the Kebaya community as one of the Civil Society Organizations and its role in the democratic process and a discussion of the internal and external factors of the organization in consolidating democracy. The results of this study indicate that Kebaya as a Civil Society Organization plays an important role in empowering transgender people in coaching and developing their potential, especially in terms of skills and improving their personal quality so that they can support themselves, as well as a place of rehabilitation for transgender people with HIV/AIDS who is in Yogyakarta. The transgender members of Kebaya are aware of their position in society with the stereotype attached to them. Kebaya carries out a strategy to eliminate discrimination in the form of soft diplomacy to discursive efforts. Kebaya formulates various strategies and special steps to no longer are resistant to their existence and activities, which are always considered negative nuances. They carry out a strategy with their human capital as one of the main components of intellectual capital and intangible assets by taking an important role in society with a socio-cultural approach, as well as monitoring as a control in advancing the public space of the Kebaya Community and the struggle for civil rights of transgender people in a democratic context.

Objetiva socializar algumas experiências de gestão compartilhada que a Associação dos Administradores Escolares de Santa Catarina (AAESC) vem desenvolvendo em diversas regiões, em parceria com a Secretaria de Estado da Educação, secretarias municipais da educação, universidades e outros segmentos representativos da sociedade civil, bem como pretende expressar, com clareza, o envolvimento da AAESC com a qualidade da escola pública, tendo como mediação a gestão compartilhada, permitindo que tanto a associação como os educadores catarinenses possam propor alternativas práticas de administração do projeto pedagógico. Inicia com um breve histórico da AAESC, seguido da discussão dos pressupostos teóricos preliminares e da apresentação das experiências em andamento; ao final, são feitas algumas considerações gerais. Abstract I present this article on behalf of all associates in order to socialize some experiences that the shared administration of the Association of School Admistrators of Santa Catarina (AAESC) has been developping in several regions. This program has been developed in association with the State Board of Education, the Municipal Board of Education, the Universities, and with others representative sections of the civil society. Because of that the purpose of this article is to present clearly the AAESC involvement with the Public School quality, having as mediation the shared administration that allows both the Association and Santa Catarina 's Educators, to propose practical administrative alternatives of the Pedagogic Project. Thus, I proceed to present the general effort in a regional levei, beginning with a brief description of ASASC. In item two I will discuss the preliminary theoretical principies, and in item three I will present some general aspectos of experiences in course. Résumé Cet article que je présente au nom de tous les associés vise à diffuser quelques-unes des expériences de Gestion Partagée que l'Association des Gestionnaires Scolaires de Santa Catarina (AAESC) est en train de développer dans plusieurs régions. Ce travail se fait en collaboration avec le Secrétariat à l'Educacion de l'Etat, avec les secrétariats à l 'education des municipalités, avec les universités et avec d'autres segments représentatifs de la société civile. Voilà pourquoi cet article a pour objectif d'exprimer avec clarté la préoccupation de l'AAESC avec la qualité de l'école publique. Dans cette action, elle a pour médiation la Gestion Partagée qui permet que l 'association tout autant que les éducateurs puissent proposer des alternatives pratiques de Gestion du Projet Pédagogique. Enfin, après un bref historique de l'AAESC, je présente une expérience d'effort collectif au niveau régional; dans la demiente partie, je discuterai des presuposés théoriques préliminaires; dans la troixiéme partie, je présentrai des expériences qui ont lieu en ce moment et, à la fin, quelques considérations générales. Resumen Este artículo está presentado en nombre de todos los asociados, con el objetivo de manifestar algunas experiencias de la Gestión Compartida en la Asociación de los Administradores Escolares de Santa Catarina (AAESC) que viene realizando en conjunto con diversas regiones. Este trabajo que se hace en parceria con Ia Secretaria del Estado de Educación, secretarias municipales de educación, universidades o con otras instituciones representativas de la sociedad civil. Por esto, este artículo pretende expresar con claridad la involucración de la AAESC con la calidad de la escuela pública teniendo como mediación Ia Gestión Compartida que permite a la associàción como los educadores catarinenses, puedan proponer alternativas prácticas de administración al proyecto pedagógico. Por eso estoy presentando el esfuerzo colectivo en nivel regional, iniciando con un brevísimo histórico de la AAESC, en el párrafo dos, procurando una discusión de presupuestos teóricos preliminares, en el tercer párrafo, quedan presentadas las experiencias en los procesos y al final consideraciones generales.

Civil society (civil society) as the ideal structure of society's life that is aspired to, but building a civil society is not easy. There are preconditions that must be met by the community in making it happen. Coupled with technological advances in the era of the Industrial Revolution 4.o like today, where information can spread easily through various online media unlimitedly in spreading hoaxes. This research seeks to uncover the dangers of hoaxes in building civil society. This research uses descriptive analytical method by examining the sources of literature related to building civil society in the Industrial Revolution 4.o. This research found that the public space is a means of free speech; democratic behavior; tolerant; pluralism; and social justice can shape civil society. whereas the impact of hoax news greatly affects the way people perceive a certain issue, so that people cannot distinguish which news is real or fake news which causes them to be incited by fake news that is spread.

O artigo contribui para entender melhor a dinâmica dos atores transnacionais, articulada com os contextos nacionais, lançando olhar sobre as diferenças nos casos brasileiro e argentino. O trabalho se insere em um contexto maior de transformações do capitalismo na América Latina e seus processos econômicos que têm impacto nos processos sociais. A América Latina não representa uma realidade única, homogênea e monocromática. Com base no diálogo entre teorias da sociologia e da ciência política com a teoria organizacional, o artigo apresenta categorias analíticas que contribuem para entender a sustentabilidade da articulação transnacional. Três elementos chaves para essa reprodução social da ação coletiva foram a identidade das organizações nacionais, a coordenação entre elas e a retroalimentação do campo estratégico de ação. A sustentabilidade da ação coletiva é entendida a partir da dinâmica dos atores nacionais, as organizações da sociedade civil (OSCs) do Brasil e da Argentina dentro da articulação transnacional. O cenário atual de crise econômica e de crise democrática na região, com a intensificação do neoliberalismo e a erosão dos espaços de participação cidadã no MERCOSUL permitirão testar o grau de resiliência da ação coletiva transnacional nos próximos anos.Palavras-chave: Ação coletiva transnacional; sociedade civil organizada; América Latina; reprodução socialThe Transnational Collective Action and the Elements Contributing to its Sustainability: the case of MESAAbstractThe article contributes to a better understanding of the dynamics of transnational actors embedded in the national contexts. The article scrutinizes the differences between the cases of Brazil and Argentina. The transnational actors are part of a larger context of transformations of capitalism in Latin America. Latin America does not represent a single, homogeneous and monochromatic reality. Based on the dialogue between theories of sociology and political science with organizational theory, the article puts forward analytical categories that contribute to understanding the sustainability of the transnational articulation. Three key elements for this social reproduction of collective action were the identity of the national organizations, the coordination among them and the strategic field of action. The sustainability of collective action is understood from the dynamics of national actors, civil society organizations (CSOs) in Brazil and Argentina within the transnational articulation. The current scenario of economic crisis and democratic crisis in the region, with the deepening of neoliberalism and the erosion of the arenas for citizen participation in MERCOSUR will be able to test the degree of resilience of transnational collective action in the coming years.Keywords: transnational collective action; organised civil society; Latin America; social reproductionLa Acción Colectiva Transnacional y los Elementos que Contribuyen a su Sostenibilidad: el caso de la MESAResumen El artículo contribuye a un mejor entendimiento de la dinámica de los actores transnacionales integrados en los contextos nacionales. Peru’s posttransition democracy presents a paradox: presidents have remained unpopular despite presiding over a period in which democratic institutions strengthened and the economy grew rapidly. O’Donnell’s work on delegative democracy suggests that the Peruvian paradox results from weak vertical accountability. Since Peru’s return to democracy, parties and civil society have been too weak to hold elected leaders accountable. Furthermore, presidents have faced opposition to reform from entrenched neoliberal technocrats. With no one holding them accountable and little capacity to govern, presidents have chosen to delegate decision-making authority to technocrats. Even when leaders have won office on reformist platforms, continuity has prevailed, and citizens have lost trust in their elected leaders. The origins of the Peruvian paradox and weak vertical accountability can be traced to the destruction of the institutional and organizational foundations of democracy in the 1990s under Alberto Fujimori’s authoritarian regime. La democracia pos-transición en Perú presenta una paradoja: los presidentes siguen siendo impopulares a pesar de presidir un período en el que las instituciones democráticas se fortalecieron y la economía creció rápidamente. El trabajo de O’Donnell sobre la demo-cracia delegativa sugiere que la paradoja peruana resulta de una débil rendición de cuentas vertical. Desde el retorno de Perú a la democracia, los partidos y la sociedad civil han sido demasiado débiles para responsabilizar a los líderes electos. Además, los presidentes han enfrentado la oposición a la reforma de tecnócratas neoliberales atrincherados. Sin que nadie los responsabilice y con poca capacidad para gobernar, los presidentes han optado por delegar la autoridad en la toma de decisiones a los tecnócratas. Incluso cuando los líderes han sido eligidos en plataformas reformistas, la continuidad ha prevalecido y los ciudadanos han perdido la confianza en sus líderes electos. Los orígenes de la paradoja peruana y la débil rendición de cuentas vertical se remonta a la destrucción de los cimientos institucionales y organizativos de la democracia en la década de 1990 bajo el régimen autoritario de Alberto Fujimori.

Today, working in paid employment is the norm for women in France, and many of them are working in associations, which the authors regard as a specific type of civil society organisations. In this chapter, the authors enquire whether working in associations can lead to women’s emancipation. Firstly, they show that associations play an important economic role for women and create a particularly distinctive relationship to work, but they also emphasise the poor quality of the jobs in which women are disproportionately represented. The authors then discuss the effects of women’s employment in associations in terms of emancipation: they suggest that associations tend to maintain gendered norms rather than challenging them even when the organisations are feminist oriented. The risk is then that women may not achieve real recognition for their contribution unless the associations engage in a clear policy in favour of equality between men and women.
