La gestión pública municipal en México, demanda la formación de capacidades hacia una nueva gobernanza, el panorama que ofrecen los gobiernos locales de México del siglo XXI se ha vuelto complejo y diverso. Los argumentos empleados para justificar la riqueza en unas cuantas ciudades y regiones insistieron en aprovechar más las economías de escala, soportar procesos de desarrollo y creación de infraestructura en las principales localidades del País. Los aspectos no considerados limitaron el desarrollo del resto de las regiones y localidades no favorecidas por las decisiones centralizadoras. Tal fue el caso de las zonas Sur y Suroeste de México, excepto los polos de desarrollo operados por la industria petrolera mexicana y por actividades turísticas de impacto internacional, la actuación centralista de las Políticas Públicas solo se concentró en algunos sectores y niveles. Esta investigación teórico - documental, analiza cómo en la actualidad los gobiernos municipales permanecen ajenos a estos procesos y políticas, sin considerar que los municipios en México son motor de desarrollo para las economías locales al estar en contacto directo con la población, ¿Se debe entonces dar cabida a una verdadera autonomía en la gestión, para atender las necesidades fomentando el desarrollo del Estado al que pertenecen? PALABRAS CLAVE: Gobernanza; Políticas Públicas; Institucionalidad Democrática; Municipalización y Remunicipalización. CHALLENGES OF MUNICIPAL MANAGEMENT: BETWEEN AUTONOMY AND MANAGEMENTABSTRACT Public municipal management in Mexico requires capacity building to move towards new governability, the outlook offered by local governments in Mexico of the 21st century has become complex and diverse. The reasoning put forth to justify the wealth in only a few cities and regions consisted in taking advantage of economies of scale while withstanding the development process and creating infrastructure in the main areas of the country. In the rest of the regions and localities not favored by the centralizing decisions; these forgotten aspects hindered development. Such was the case in areas of South and South-east Mexico, except for the developmental hubs created by the Mexican petroleum industry and international touristic activity. The Public Policy’s centralizing actions only focused on certain sectors and levels. This theoretical-desk research analyses how currently, local governments have stayed away from this process and these policies without taking into consideration the fact that municipalities in Mexico are a driving force for local economies because they are in direct contact with the population. Must we then accommodate true management autonomy to be able attend to the necessities of a region while supporting the development of the state at hand?. KEYWORDS: Public Municipal Management, Public Policy, Autonomy, Municipalization and Remunicipalization.

The identification of strategic interactions among local governments is typically plagued by endogeneity problems. I exploit the fact that local jurisdictions located close to a state border have some neighbors in another state and instrument the tax rate of neighbor jurisdictions with the state-level tax rate of the neighboring state. I use this instrument to identify strategic personal income tax setting by local jurisdictions in Switzerland and find that tax rates are strategic substitutes. I then develop a residence-based personal income tax competition model and show that tax rates are strategic substitutes if the elasticity of the marginal utility of the public good with respect to the tax rate is above one. This is notably the case in the presence of economies of scale in the public good provision. (JEL H24, H71, H73, H77)

The deployment of renewable energy at the local level can contribute significantly to mitigating climate change, improving energy security and increasing social, economic and environmental benefits. In many countries local authorities play an important role in the local development, but renewable energy deployment is not an obligatory task for them. Hence there are two research questions: (1) Do local governments think investments in renewable energy (RE) are urgent and affordable within the local budgets? (2) How do they react to the public aid co-financing investments in renewable energy? To provide the answer we performed qualitative analysis and non-parametric tests of data from a survey of 252 local authorities, analysis of 292 strategies of local development and datasets of 1170 renewable energy projects co-financed by EU funds under operational programs 2007–2013 and 2014–2020 in Poland. Findings showed that local authorities’ attitudes were rather careful, caused by financial constraints of local budgets and the scope of obligatory tasks, which made renewable energy investments not the most urgent. Public aid was a factor significantly affecting local authorities’ behavior. It triggered local authorities’ renewable energy initiatives, increasing the number and scope of renewable energy investments as well cooperation with other municipalities and local communities. Despite this general trend, there were also considerable regional differences in local authorities’ renewable energy behavior.

This research provides information about the health care cost containment efforts of local governments and agencies across the United States, particularly in large American cities. Survey results indicate that while the public sector lags behind the private sector, public agencies are beginning to match the cost containment efforts of private employers. While initiation of these efforts represents considerable recent progress, their tangible benefits are not yet apparent.

ABSTRACT Due to fiscal constraints and demands for increased accountability, scholars and public officials are reviewing the structure and reporting practices of local governments. These efforts are often incomplete, however, because they bypass special districts, which now comprise over 40 percent of all local governments. The proliferation of special districts has the potential to increase government costs, redirect the allocation of scarce resources, remove debt and expenditure practices from the public eye, and reduce democratic controls over elected officials. This paper highlights some of the public interest concerns related to these entities to inform future, localized research. For decades, scholars have approached special districts from two opposing theoretical perspectives: institutional reform and public choice. Literature from these opposing perspectives is used to analyze special districts along three dimensions: efficiency and economy of operations, policy alignment and allocation of resources, and democratic accountability. This paper uses the U.S. Census Bureau definition of special districts, though alternative definitions are discussed. Efforts by four states (Florida, Pennsylvania, Indiana, and New York) to improve local government, and their varying approaches to special districts, are reviewed, leading to the conclusion that the complex issues related to special districts must be resolved within state contexts.

Purpose Because of the heightened environmental awareness of the public, local governments (LGs) are being pressured to improve on the extent and quality of environmental disclosures (EDs) provided in an array of reporting media. The lack of an accounting tool to identify, measure and report EDs has propelled the infusion of environmental management accounting (EMA) to support the reporting practices. This paper aims to examine the institutional pressures influencing EMA adoption by Malaysian LGs. Design/methodology/approach Using the consensus approach, a self-administered questionnaire survey is conducted on accountants in LGs in Peninsular Malaysia. The items in the questionnaire are based on the findings of prior studies on EMA adoption. Findings The results suggest that coercive isomorphism from the state government is perceived to be the influential institutional factor placing intense pressures on LGs to adopt EMA. Research limitations/implications The results solidify the potential role of the state government in any public policy changes which could further stimulate and promote the adoption of EMA. Originality/value Insufficient empirical evidence on the adoption of EMA in LGs within a developing country’s perspective contributes to a limited understanding on the development of environmental-related practices in different economic stages and environment as well as within the public sector’s perspective.

Based on the PPP efficiency system which consists of allocation efficiency, process efficiency, and individual efficiency, we use qualitative comparison analysis of fuzzy sets to study the efficiency advantages of the public-private partnership under the Chinese scenario. The findings are as follows: (1) like public-private partnerships, Chinese-style PPPs have also failed to achieve cooperation. (2) High allocation efficiency can be achieved if competition in bidding processes can be ensured; when bidding procedures cannot be guaranteed to compete, alternatives to high allocation efficiency are either privatized or allocated directly to enterprises that can enable economies of scale; individual effort is a source of allocation efficiency. (3) Competition and economies of scale are necessary conditions for high process efficiency. The private sector’s ownership of assets is a sufficient condition for high process efficiency. (4) High individual efficiency can be achieved if individual efforts can be ensured, and high individual efficiency can also be achieved by the competition of bidding procedures or economies of scale when it is impossible to ensure high levels of individual effort. Privatization is the perfect incentive for high individual efficiency when the competition in the bidding process, individual efforts, and economies of scale cannot be guaranteed.

El cambio de modelo urbano asumido durante el siglo XX, trajo un sinnúmero de problemas como la priorización del vehículo, por lo que en la última década han surgido esfuerzos para dotar de importancia al ciudadano de a pie, en el espacio público. Esta investigación estudió las condiciones físico-espaciales de un corredor urbano donde el modelo centrado en el vehículo se acentúa, con la fnalidad de generar posibles estrategias que reviertan esta situación. Se tomó como caso de estudio a la Av. 24 de Mayo, en Azogues, y se lo analizó mediante una metodología mixta, que evaluó, detalladamente, tres zonas de estudio, determinando que la falta de accesibilidad y conectividad y el modelo de movilidad defendido por la ciudadanía, en general, infuyen directamente en las condiciones del espacio público peatonal y por ende en la habitabilidad urbana, perjudicando los desplazamientos a pie. AbstractThe change of urban model assumed during the 20th century, brought countless problems such as the prioritization of vehicles, so in the last decade eforts have emerged to give importance to the citizen on foot in the public space. This original research studied the relationship of urban habitability with the physical-spatial conditions of an urban corridor, where the vehicle-centered model is accentuated, to generate possible strategies to reverse this situation. The Local Consumer Commerce Index is a measure of local economic activity parsed by a variety of consumer and merchant characteristics. By leveraging an administrative database of over 24 billion debit and credit card transactions made by over 64 million de-identified customers, this index from the JPMorgan Chase Institute addresses the lack of data series with sufficient spatiotemporal and demo/firmographic resolution to support tactical decision making in local economies. Each transaction carries the age and income of the consumer, the merchant size and type of product it sells, as well as the zip code of both.  Using these characteristics we construct a measure of year-over-year spending growth by consumers at merchants located in 14 major metropolitan areas in the US. The index data are screened and weighted to represent population-wide spending levels. This unique lens on local economies is freely provided to the public in accordance with the Institute’s mission of advancing the public good. We have also extended this data asset beyond its use for reporting and economic monitoring. One extension has been our research that measures intra-city demand.  By measuring the distance between where consumers live and the merchants at which they shop, we have lent nuance and granularity to policy discussions surrounding intra-city inequities in economic vitality. We hope to socialize the power of leveraging administrative data for the public good, in hopes that other administrative data-owners are encouraged to also furnish analyses based on their administrative data to help inform the public policy process.

As a result of the pandemic, in March 2020, world museology was cut off from the direct contact with their public. Owing to the introduced regulations, Polish museums were closed down on three occasions (14 March – 4 May 2020, 15 Oct 2020 – 31 Jan 2021, and 20 March – 4 May 2021). When searching for new forms of activity, in 2020, museums made an enormous technological progress, and mastered numerous new competences allowing them to move in cyberspace with ease. The pace at which they introduced various ‘online’ formats is worthy of appreciation. Presently, the time has come to ask whether the effectiveness in reaching the public via such means truly contributed to consolidating a strong bond with them. In order to get the answer to this, it is necessary to critically assess the museum efforts, which will not be possible without researching into the Polish public over that period. Wishing to voice my opinion in the critical discourse on the museums’ activity during the pandemic, I have decided to share my experience from a selected activity of the Museum of Krakow: I have presented the effects of the social Programme titled ‘Stay at Home and Tell Krakow’ (#zostanwdomuiopowiedzkrakow). The Museum created this programme convinced that a city dweller, exposed to the oppression of the pandemic will feel the urge to share his or her experience. Apparently, the appeal made by the Museum of Krakow was eagerly responded to. The Museum received ‘stories’ about the pandemic in different formats: prose, poems, diaries, visual arts, and even musical pieces and artifacts. The results of the ‘Stay at Home and Tell Krakow’ Programme are currently hard to sum up, however, what seems a valuable and worth analysing experience is the focus of residents’ attention on the Museum which they considered an institution trustworthy enough to entrust it their private, often intimate reflections on living through that challenging period.
