Relevance. Participation in military conflicts, long-term vital threat, irregular working hours, frequent moving to new places of residence impose negative imprints in the form of various functional disorders and even the formation of psychogenic diseases on employees of various law enforcement agencies.Intention. To assess the impact of organized summer holidays under different climatic conditions on the functional state of the veterans of law enforcement agencies previously engaged in activities under extreme conditions.Methodology. 65 retired men soldiers of different law enforcement agencies aged 45 to 54 years were examined before and after organized summer holidays under different climatic conditions. Hemodynamic parameters, mobility of nervous processes and current mental state were assessed.Results and Discussion. After a river cruise in the North-West and mid-latitudes of Russia, decreased tension of the functional circulatory system as well as improved mobility of nervous processes and current mental state were reported. On the contrary, increased tension of the functional circulatory system, decreased mobility of nervous processes, well-being, activity, mood and increased anxiety were reported after holidays at low-latitude resorts.Conclusion. Thus, the functional state of veterans of law enforcement agencies who survived repeated mental trauma and vital threat, was effectively restored after a river cruise in the North-West and mid-latitudes of Russia.

В статье предпринят анализ сведений о климате Северо-Западного Кавказа на базе монографии И.Н. Клингена, основанной на материалах комиссии И.С. Хатисова - А.Д. Ротиньянца и других исследователей Причерноморья и содержавшей компетентную и ценную информацию по истории сельского хозяйства шапсугов и убыхов. Несмотря на благоприятные природно-климатические условия, данная территория очень специфична, но это была естественная среда обитания адыгских племен, разработавших самобытные приемы агротехники и особые орудия труда, позволившие им возделывать землю, как на склонах гор, так и в низинах, и собирать значительные урожаи. Адыгскими племенами были выработаны собственные формы адаптации к среде обитания, представлены оригинальные способы жизнедеятельности в сложных климатических условиях, позволившие поддерживать региональную модель стабильного социально-экономического развития со своей этнокультурной спецификой. Проблема воздействия локальных природно-климатических условий на антропогенную деятельность и его отражение на процесс формирования традиции природопользования, земледельческий опыт адыгских племен, изложенный в отчете И.С. Хатисова и монографии И.Н. Клингена, не утратили актуальности и в современных условиях, поскольку сходы селевых потоков, водная эрозия с разрушительными последствиями стали настоящим бичом для хозяйств, курортов и простых граждан. Культура земледелия причерноморских адыгов была и остается самой разумной для этой территории и имеет не только научно-познавательное, но и практическое значение. The paper undertakes an attempt to analyze information about the climate of the North-West Caucasus basing on a monograph by I.N. Klingen. This monograph was based on the materials of the Commission of I.S. Khatisov-A.D. Rotinyants and other researchers of the Black Sea region. It contains competent and valuable information on the history of agriculture of the Shapsugs and Ubykhs. Despite favorable natural and climatic conditions, this territory is very specific. In this natural habitat, the Adyghe tribes developed original techniques of agricultural machinery and special tools that allowed them to cultivate land both on the slopes of the mountains and in the lowlands, and take significant crops. The Adyghe tribes developed their own forms of adaptation to the habitat, presented original ways of living in difficult climatic conditions, which made it possible to maintain a regional model of stable socio-economic development with its ethnocultural specificity. The problem of the impact of local natural and climatic conditions on anthropogenic activity and its reflection on the process of forming the tradition of nature management, the agricultural experience of the Adyghe tribes, set out in the report of I.S. Khatisov and the monograph by I.N. Klingen, have not lost their relevance in modern conditions. Rural mudflows, water erosion with destructive consequences have become a real scourge for farms, resorts and simple citizens. The culture of agriculture of the Adyghes living in the Black Sea region was and remains the most reasonable for this territory and has not only scientific and cognitive, but also practical significance.

This article reveals the history of the formation of the early Soviet justice authorities in the northern regions of Western Siberia and the Urals in the 1920s using archival materials. The activities of the first judges, investigators, bailiffs, and prosecutors show the state policy in introducing the principles of Soviet law in an isolated region of Russia. This paper explains the role of the Soviet justice authorities in strengthening the new government in the isolated regions of the RSFSR. The information provided expands our knowledge about the process of establishing the law enforcement system in Russia. The purpose of the article is to identify the specifics of the activities of the Soviet justice authorities in the conditions of the North of Russia in the 1920s. Native justice authorities are not the subject of research in this article. The sources of the research include the documents of the bolshevik, Soviet, and law enforcement agencies stored in the archives of Tyumen, Tobolsk, Yekaterinburg, Omsk, Khanty-Mansiysk, and Surgut. This article has used the system-structural and the comparative analysis methods. The territorial scope of the study includes two northern districts of the Tyumen Region and five northern areas of the Tobolsk District of the Ural region. The chronological framework is defined by the period in 1920-1927. The first date is the moment of the creation of the first Soviet judicial bodies in the Tyumen province. The second date is related to the beginning of the Cultural Revolution and the transfer of managerial powers to the district courts. This moment starts the rejection of the model of Soviet justice created in 1922. This study has revealed the inability of the Soviet state to establish a permanent system of repressive organs in the north of the Urals. The management structure, territorial structure, and staff changed with kaleidoscopic speed. Young communists, mobilized to serve in courts and as prosecutors, tried to pursue the Bolshevik policy. Yet the outrageous illiteracy and severe climatic conditions forced them to leave the North, and the party bodies could not stop this process.


Background: Integrated disease management with self-management for Chronic Obstructive Pulmonary Disease (COPD) is effective to improve clinical outcomes. eHealth can improve patients’ involvement to be able to accept and maintain a healthier lifestyle. Eventhough there is mixed evidence of the impact of eHealth on quality of life (QoL) in different settings. Aim: The primary aim of the e-Vita-COPD-study was to investigate the effect of use of eHealth patient platforms on disease specific QoL of COPD patients. Methods: We evaluated the impact of an eHealth platform on disease specific QoL measured with the clinical COPD questionnaire (CCQ), including subscales of symptoms, functional state and mental state. Interrupted time series (ITS) design was used to collect CCQ data at multiple time points. Multilevel linear regression modelling was used to compare trends in CCQ before and after the eHealth intervention. Results: Of 742 invited COPD patients, 244 signed informed consent. For the analyses, we only included patients who actually used the eHealth platform (n = 123). The decrease of CCQ-symptoms was 0,20% before the intervention and 0,27% after the intervention; this difference was statistically significant (P=0.027). The decrease of CCQ-mental was 0,97% before the intervention and after the intervention there was an increase of 0,017%; this difference was statistically significant (P=0,01). No significant difference was found in the slopes of CCQ (P=0,12) and CCQ-function (P=0,11) before and after the intervention. Conclusion: The e-Vita eHealth platform had a potential beneficial impact on the CCQ-symptoms of COPD patients, but not on functional state. The CCQ-mental state remained stable after the intervention, but this was a deterioration compared to the improving situation before the start of the eHealth platform. In conclusion, this study shows that after the introduction of the COPD platform, patients experienced fewer symptoms, but their mental state deteriorated slightly at the same time. Therefore, health care providers should be aware that, although symptoms improve, there might be a slight increase in anxiety and depression after introducing an eHealth intervention to support self-management.

Orientation: School principals have an important role to play in the quality of service delivery in schools. Evidence suggests that school principals are generally poorly compensated, which has an adverse impact on their well-being and subsequent service quality orientation.Research purpose: This study investigated whether rewards are a predictor of well-being and service orientation of school principals in the North-West province.Motivation for the study: Effective school principals are fundamental to the success of any school, which necessitates the establishment of an effective reward and remuneration system.Research design, approach and method: Quantitative research was carried out among school principals (N = 155) in four districts of the North-West province. The Total Rewards Scale, Maslach’s Burnout Inventory – General Survey, the Utrecht Work Engagement Scale and the SERVQUAL measure were administered among the principals.Main findings: The results showed that rewards are a significant predictor of the well-being and service quality of school principals. The results further showed that burnout significantly reduces the service quality of school principals. No significant relationships were found between work engagement and the service quality of school principals.Practical/managerial implications: An effective total rewards system enhances the well-being of school principals and, subsequently, their willingness and commitment to delivering quality services.Contribution: The results of this study point out some key elements that need to be considered by the Department of Education to enable quality service delivery in South African schools.

Recent racial inequities as illustrated by the health disparities in COVID-19 infections and deaths, the recent killings of Black men and women by law enforcement, and the widening socioeconomic inequality and have brought systemic racism into a national conversation. These unprecedented times may have deleterious consequences, increasing stress, and trauma for many members of the neurology workforce. The Equity, Diversity, Inclusion and Anti-Racism Committee within our Department of Neurology provides infrastructure and guidance to foster a culture of belonging and addresses the well-being of faculty, staff, and trainees. Here, we present the creation and implementation of our Equity, Diversity, Inclusion, and Anti-Racism (EDIA) Pledge, which was central to our committee's response to these unprecedented times. We outline the process of developing this unique EDIA Pledge and provide a roadmap for approaching these important topics through a Continuing Medical Education Neurology Grand Rounds aimed at fostering a diverse, inclusive, equitable, and antiracist work environment. Through the lived experiences of 4 faculty members, we identify the impact of bias and microaggressions and encourage allyship and personal development for cultural intelligence. We hope that these efforts will inspire neurology departments and other academic institutions across the globe to make a similar pledge.

Abstract. Tropical cyclones play an important role in modifying the tropopause structure and dynamics as well as stratosphere-troposphere exchange (STE) process in the Upper Troposphere and Lower Stratosphere (UTLS) region. In the present study, the impact of cyclones that occurred over the North Indian Ocean during 2007–2013 on the STE process is quantified using satellite observations. Tropopause characteristics during cyclones are obtained from the Global Positioning System (GPS) Radio Occultation (RO) measurements and ozone and water vapor concentrations in UTLS region are obtained from Aura-Microwave Limb Sounder (MLS) satellite observations. The effect of cyclones on the tropopause parameters is observed to be more prominent within 500 km from the centre of cyclone. In our earlier study we have observed decrease (increase) in the tropopause altitude (temperature) up to 0.6 km (3 K) and the convective outflow level increased up to 2 km. This change leads to a total increase in the tropical tropopause layer (TTL) thickness of 3 km within the 500 km from the centre of cyclone. Interestingly, an enhancement in the ozone mixing ratio in the upper troposphere is clearly noticed within 500 km from cyclone centre whereas the enhancement in the water vapor in the lower stratosphere is more significant on south-east side extending from 500–1000 km away from the cyclone centre. We estimated the cross-tropopause mass flux for different intensities of cyclones and found that the mean flux from stratosphere to troposphere for cyclonic stroms is 0.05 ± 0.29 × 10−3 kg m−2 and for very severe cyclonic stroms it is 0.5 ± 1.07 × 10−3 kg m−2. More downward flux is noticed in the north-west and south-west side of the cyclone centre. These results indicate that the cyclones have significant impact in effecting the tropopause structure, ozone and water vapour budget and consequentially the STE in the UTLS region.

The Coronavirus Disease (COVID-19) is inarguably the most disrupting occurrence in human affairs since the World War II. This virus left governments, communities and systems with the legal, social and moral duties to protect from its impacts. However, some of the approaches adopted towards protecting the victims, potential victims, and the entire society, especially in Nigeria, caused more harm than the disease itself. This work reviews the impact of the curtailment measures adopted by governments in Nigeria and their adverse bearing on human rights, especially the right to life as a sacrosanct and universal right. It further examines how law enforcement agencies’ operations - within the confines of the institutional and international best practices - their non-adherence to the rules of engagement or principles of ethical operations have resulted in the violation of human rights, rather than protecting them. It also analyses the impact of the virus on the right to health and access to medical facilities in times of emergencies in Nigeria and concludes that both rights were either violated or not realized within the context of the ‘war’ against the COVID-19 pandemic. This work advocates for the continuous training on human rights responsibilities of law enforcement agents, a more rigorous recruitment process with a minimum qualification from school certificate to ordinary national diploma, the use of video camera in the course of operations, among others that would help safeguard the rights of citizens in times of emergencies like the COVID-19.

Data collected in criminal investigations may suffer from issues like: (i) incompleteness, due to the covert nature of criminal organizations; (ii) incorrectness, caused by either unintentional data collection errors or intentional deception by criminals; (iii) inconsistency, when the same information is collected into law enforcement databases multiple times, or in different formats. In this paper we analyze nine real criminal networks of different nature (i.e., Mafia networks, criminal street gangs and terrorist organizations) in order to quantify the impact of incomplete data, and to determine which network type is most affected by it. The networks are firstly pruned using two specific methods: (i) random edge removal, simulating the scenario in which the Law Enforcement Agencies fail to intercept some calls, or to spot sporadic meetings among suspects; (ii) node removal, modeling the situation in which some suspects cannot be intercepted or investigated. Finally we compute spectral distances (i.e., Adjacency, Laplacian and normalized Laplacian Spectral Distances) and matrix distances (i.e., Root Euclidean Distance) between the complete and pruned networks, which we compare using statistical analysis. Our investigation identifies two main features: first, the overall understanding of the criminal networks remains high even with incomplete data on criminal interactions (i.e., when 10% of edges are removed); second, removing even a small fraction of suspects not investigated (i.e., 2% of nodes are removed) may lead to significant misinterpretation of the overall network.

Natural and climatic conditions of the environment of Northeast Russia and particularly Magadan region are the very factor mostly influencing adaptive responses by individuals inhabiting the region. Compensatory and adaptive responses in indigenes and newcomers of the region can be assumed to have their specific features. In 2009 there was executed the examination of the cardiovascular and respiratory systems and gas exchange in 392 cases aged of 17-19 years, including Europeans (Caucasians) born in the North in the 1st-2nd generation and indigenes. The methodologically similar study was carried out in 2014 in 265 persons, referred to the same cohorts of North-born Caucasians and Indigenes from the Magadan region. The results of the study executed in 2009 testified to a small number of physiological parameters that were reliably different in Caucasians vs. Indigene subjects. In 2014 no difference was found between the two examined cohorts throughout the observed parameters. The revealed changes in gas exchange, external respiration and cardiovascular systems demonstrated by modern young Indigenes of Northeast Russia testified to the fall in the effectiveness of their breathing. All that makes them farther from the classic “polar metabolic type” and their morphofunctional status becomes closer to European male subjects of Northeast Russia. Thus, we can observe a clear tendency towards “convergence in programs” of the adaptive changes between populations of the North residents undergoing similar natural, environmental and social factors.
