United Nations Development Programme (UNDP) identified in 2002 three fundamental areas of human development in which the Arab world lags behind the rest of the world. One of those specified areas was the lack of freedom and democracy. To investigate the presence of the democratic deficit, the study introduces a composite democracy index that measures and compares countries’ performances in the democratic domains. This paper aims to define and describe the democratic deficit in the context of the Islamic world, verify its existence in the Arab world, and determine its possible presence in other Muslim countries in various world regions. The study results showed that although the deficit was formulated almost twenty years ago, it is still relevant. It has been observed that Muslim countries performed, on average, worse on the index score than non-Muslim countries, which means that the Islamic countries face the democratic deficit. Moreover, the results showed that the performance of the Arab world in the democratic index is even worse than that of the other Muslim countries. The analysis additionally confirmed that the economic factor is important in verification of the deficit and its depth. On the level of individual countries, poor Muslim states often achieved the worst results, usually from the group of the least developed countries, such as Yemen, Somalia, Sudan, or Eritrea.

Acute rheumatic fever is a major cause of heart disease in many parts of the world. Though it is generally considered rare in developed countries, is remains a large issue in New Zealand. Of particular concern is the prevalence of acute rheumatic fever among Maori and Paci c Island peoples. In this thesis we develop a model to simulate acute rheumatic fever in a population. We discuss the use of both deterministic methods and stochastic processes. Demographics and statistics speci c to New Zealand are then used to develop the model in a way that ts speci cally to the situation in New Zealand. We also consider the introduction of treatment strategies for acute rheumatic fever and discuss how risk factors can be used to focus such strategies.

Through the centuries, women from all over the world remain vulnerable to their social status. In some developed countries the situation has improved, but there are many countries where it is still unbearable. United Nations Educational, Scientific and Cultural Organization (UNESCO) aims to assist in this regard by addressing ethical issues pertaining to medicine, life sciences and related technologies as applied to human beings with consideration of women’s social, legal and environmental dimensions. Yet pastoral counsellors on ground level are confronted with the need for assistance to women who suffer because of this exploitation. Therefore, the aim of this article is to focus on biblical principles that can serve as anchors to guide women regarding their human vulnerability and personal integrity when they experience suffering and hardship. The challenge facing the pastoral counsellor is to guide women to accept the reality of their situation within a certain framework, to adequately deal with this and, in spite of overwhelming emotions, continue to grow in personal integrity and healing.

This is a review of the 6th International Symposium on Poetic Inquiry held at Bowling Green State University, and graciously hosted by Sandra Faulkner. This symposium meets biennially with presenters from many different areas of the world such as Nova Scotia, Canada, and New Zealand. The theme this year was poetry in/as/for social justice. In this review, I seek to think through some of the questions and uncertainties that arose over the course of the few days we met in November. We complicated meanings of social justice at this contemporary time and revisited formulations of social justice through past events. Within this review, I write a personal/theoretical piece embedded with citations from poets, and in the end compose a poem that is an amalgamation of language from presenters’ abstracts and my own ideas.

The article presents the study results of the world trade stagnation issues associated with the WTO systemic crisis. The aim of the article is to summarize the main reasons for the world trade system disintegration and to identify feasible directions for the world economic order transformation. The G20 trade-restricting measures were analyzed based on the statistical databases of the WTO and the non-governmental organization Global Trade Alert (GTA). The views of leading domestic and foreign experts on the consequences of liberalization of the world trade in goods and services were summarized. The author systematized the reasons for the world trade system disintegration, including: the US anti-globalization policy aimed at containing the PRC; counteracting unipolar globalization by the Southeast Asian nations; developed countries’ rejecting the growing participation of developing countries in redistributing global resources; inefficiency of international organizations in solving problems of global imbalances, inequality and instability of the global financial system. Structuring disintegration processes revealed its main trends: protectionism, regionalism, trans-regionalism. There were shown mechanisms to keep the US in the European Union due to companies providing professional services to European business. The author evaluated Russia and China’s competitive advantages in the production chains of the new technological structure. The areas of cooperation between Russia and the BRICS countries for realizing export potential in agriculture, aviation and nuclear industries were determined. The prospects for trade and economic relations in Eurasia are discussed in terms of changing the economic paradigm and shifting the regulation of the global economy problems to the regional level.

Decentralisation continues to be well received as a strategy for improving the governance of countries and delivering more responsive and efficient services. Cheerleaders include multilateral agencies like the World Bank and developed countries, like England, which seek to reverse years of centralisation. Evaluating the effectiveness of decentralised models raises the question of what it means to be ‘decentralised’, and how decentralisation itself is measured. This article describes the World Bank’s diagnostic framework for assessing decentralisation and applies the framework to the New Zealand local government system.

In common with many other countries around the world, the most frequently reported cause of gastrointestinal illness in New Zealand is campylobacteriosis. The poultry industry and regulatory agencies are working to address this. Similarly, the control of Salmonella on poultry has been a focus of industry and regulatory agencies for some time. However, recent data are limited on the prevalence of Campylobacter and Salmonella on retail chicken products in New Zealand. A survey was carried out to determine the prevalence and number of Campylobacter and the prevalence of Salmonella on chickens sold at retail in New Zealand. In total, 163 samples (representing the major chicken processors in New Zealand) were purchased from retail outlets in Auckland, Wellington, and Christchurch and analyzed. Salmonella was not detected on any carcasses or associated external packaging. Campylobacter was isolated from 73 (44.8%) carcass rinse samples collected and from weep water samples associated with 20 (12.3%) of the 163 carcasses, but was not detected on the external packaging of any samples. Counts of Campylobacter present on whole bird carcasses ranged from less than 400 CFU per carcass (not detected) to more than 600,000 CFU per carcass. The overall mean count of Campylobacter on positive carcasses was 3.6 log CFU per carcass. The difference between processing plants in the overall mean count of Campylobacter on broiler carcasses or on the frequency of Campylobacter-positive carcasses was not significant. The levels of Campylobacter found to be associated with broiler carcasses were similar to levels reported in other developed countries.
