The issuance of Minister Regulation of Public Works and Public Housing (PUPR) No. 24/ PRT/ M/ 2014 concerning Competency-Based Training Guidelines in the Construction Services Sector is a strong effort by the government to increase the capacity of sustainable construction human resources in order to produce productive and competent human resources. Therefore, the workforce must-have requirements and a series of specific competencies to carry it out effectively and efficiently. Moreover, these competencies must be under the work they will do. The Kirkpatrick Model is used to evaluate the results of training and learning programs and rates against four levels of criteria: reaction, learning, behavior, and results. This research aims to find out what variables affect the effectiveness of competency-based training based on Kirkpatrick's four levels and see whether the competency training activities effectively increase human resources in construction services. A total of 64 questionnaires were then distributed to relevant respondents who attended the competency-based training held in West Sumatera during the 2017-2018 periods. From the results, there are 4 Kirkpatrick level variables that affect the effectiveness of training, namely the level of reaction (21 indicators), learning (6 indicators), behavior (7 indicators), and results (11 indicators). The variable that shows the most effective results is the variable level of learning as much as 47.51%, followed by results (44.56%), learning (47.51%), and behavior (29.27). It can be concluded that  the workforce competency training conducted in West Sumatera from 2017 to 2018 was still less effective.

Sustainable procurement has been considered an opportunity for improving the environmental performance of the construction industry. The development of sustainable procurement in Indonesia is still in its initial phase. Therefore, a framework is needed to establish an outlook to explore the enablers and barriers for promoting sustainable procurement in the construction industry. In the formulation of the framework, the first step is to identify the important elements. The approach was explorative-descriptive. Based on ISO 20400, as the guidelines for sustainable procurement, and literature on sustainable procurement for construction works, a list of elements was gathered. In-depth interviews were conducted to identify the most significant elements for the Indonesian construction public procurement context. Respondents included procurement experts from the government agency, (i.e., the National Public Procurement Agency and the Ministry of Public Works and Housing), academics, and procurement specialists who are the members of the Indonesian Procurement Professionals Association. Results suggest that all elements contained in ISO 20400 are relevant with the kinds of literature on construction works; also, Indonesian respondents agreed with all the identified elements ranging from “important” to “very important.” This finding will be subsequently used to further understand the complex cause-effect relationships among the important elements in developing the framework for sustainable construction public procurement.

This study aims to see whether the quality of human resources, the application of accounting standards and information governance affects the financial reporting of local governments in Wajo Regency. The population of this study were all employees of the financial division of the SKPD in the scope of Wajo Regency, namely the Department of Public Works for Spatial Planning and Land, the Office of Health and the Office of Agriculture and Food Security. This type of research is quantitative research. Collecting data from filling out questionnaires. The data collected were processed using SPSS with multiple linear regression analysis to test the hypothesis. Based on the results of research, the government can ignore that the quality of human resources and the application of accounting standards have a positive effect on regional financial reporting. Meanwhile, the use of information technology has no effect on local government financial reporting. This may be due to the fact that the SKPD is lacking in maximizing the integrated computer system.

Currently, Indonesian government is changing the government system into an Sistem Pemerintahan Berbasis Elektronik (SPBE) or often heard as e-government. With this change in the government system, it has an impact on various sector of life. One of many sectors is construction service sector. LPJK as a non-structural institution under Ministry of Public Works and Public Housing issued a letter to the construction services association regarding the development of integrated application with SIKI LPJK. LPJK and OSS institutions has implemented digital signatures on business entity licensing document. Construction service associations has responded to develop of these regulations by creating an association information system application that implements digital signatures. This research was conducted to apply an digital signatures to the validation of the Membership Card using the secure hash algorithm (SHA) and advanced encryption standard (AES) methods generated through the association information system. This application generates an digital signatures which is implemented with QR Code. The existence of this application is expected to be a form of support for the government which is making changes to the government system.

Small business sector around the world is regarded as a catalyst of employment for the largest number of people. To reduce massive unemployment and inequality in the country, the Government of South Africa introduced various initiatives to stimulate and support small businesses, the Expanded Public Works Programme (EPWP) is one of such initiatives. The enterprise development approach, is one of the delivery mechanisms of the EPWP, which seeks to transfer income to poor households in the short to medium-term. This study critically assess the impact and effectiveness of training and support interventions provided to small businesses through the EPWP. The study employs a quantitative research method and due to the size, availability and ease of access to the participants, the entire population of twenty (20) small businesses supported by the EPWP in Pretoria Region was sampled. A questionnaire-based survey was conducted. The study demonstrates that the training intervention provided through the EPWP is making positive impact and achieving its intended goals of enhancing business management skills to participants. It also reveals an interesting outcome that the majority of the participants are women. The study also identified some weaknesses in the programme which leads to the recommendation that long-term support mechanisms are essential to ensure sustainability of emerging enterprises.

<p><strong><em>Abstarct</em></strong></p><em>Basically ratification of the GPA for Indonesia is the opening of the Indonesian market (market access) to the entrepreneur/companies from other countries, which means allowing entrepreneur/foreign companies to participate in the process of procurement of goods and services (PBJ) government in Indonesia. Similarly, the reverse with Indonesian companies. The existence of market acess makes the relation between national with international law. This is a reason of  authors are interested to know further the relationship conformity with international law related to the readiness of the national Ministry of Public Works and Public Housing (PUPR) when Indonesia ratified the GPA views of the setting methods for selecting/ auction in the construction sector in national legislation. The method used is a normative juridical research and the purpose of research to give recommendation to the Ministry PUPR particularly regarding setting methods for selecting the procurement of construction services when Indonesia ratified the GPA. If viewed from the side PBJ arrangements in the Government in the field of construction, especially regarding the purpose, principles and method of election of, the results showed that Ministry PUPR not ready when Indonesia ratified the GPA, because there is a difference between setting purpose PBJ contained in Perpres No. 54/2010 and its amendments as well as Permen PU No 07/2010 and amendments that more give protection to national companies, while GPA has the open principle. In addition there are differences about the method of selecting good views of the types/forms (nomenclature) and its meaning. So that when Indonesia will ratify the GPA, the Government and the Ministry PUPR in particular need to make adjustments to the "purpose" of regulation PBJ as contained in the Perpres/Permen PU with "purpose" contained in the GPA. Similarly, adjustments to the forms (nomenclature) and the meaning of the audition method.</em>

The purpose of the research is to develop and improve human resources of an organization by using a competence model in the field of lean production. The following methods are used: methods of generalization, comparative analysis, induction, decomposition, formalization, and modeling. The results: the paper defines the essence and necessity of a competency-based approach in mastering the philosophy, principles and tools of lean production. Nowadays, lean manufacturing is a harmonious frame of reference that can be represented in the form of four levels: philosophy, values, principles, tools. The widespread introduction of lean manufacturing allows you to improve processes, concentrate efforts on creating value for a consumer, and reduce the waste of time and resources of all kinds. Also, the article presents a matrix of lean competencies, which allows you to assess the most important competencies for specific positions and allows employees to compare their own ideas about themselves, their potential with the ideas of a manager and, in accordance with this, to orient their way of action in the field of lean production, advanced training. The conclusion: the development and improvement of human resources, including pedagogical, scientific and scientific and pedagogical workers, engineering and technical workers are directly dependent on the management system. The person who owns deeply the knowledge of lean production and the skills of their application in various fields: production, management, healthcare, education, social sphere plays the major role. Therefore, the competency model presented in the research in the field of lean technolo- gies will be focused on achieving strategic goals, improving organization processes, reducing losses, and therefore add value to the organization. Assessment of employees using the competency matrix will allow the head of an organization to analyze the approaches and tools used by him in the field of lean manufacturing and offer training in innovative educational programs and technologies that ensure high quality of development of lean competencies.

The continuity of learning programs during the COVID-19 pandemic found educational institutions, especially Madrasah Ibtidaiyyah (MI) temporarily closed the learning process in schools. To prevent the spread of COVID-19 that is currently engulfing Indonesia. Lack of preparation, readiness and learning strategies have a psychological impact on teachers and students. Declining quality of skills, lack of supporting facilities and infrastructure. Learning from home (online) is an effort by the government program to ensure the continuity of learning in the pandemic period. The research method uses participatory action research (PAR), which focuses on understanding social phenomena that occur in the community and mentoring efforts on the problems faced. The assistance effort is to help the children of MI Sulursewu, Ngawi in participating in online learning related to; 1). Preparation of activities, 2). Counselling participants offline method, 3). Offline activities method. Results of the study show that the mentoring activities following the target of achievement; first, the activity can be carried out following the schedule that has been set. Second, students are always on time for the online learning hours that have been set. Offline methods show that efforts can help ease the burden on parents, but can also make it easier for students to receive subject matter.

The aim of this paper are: to create a data visualization that can assist the Government in evaluating the return on the development of health facilities in the region and province area in term of human resources for medical personnel, to help community knowing the amount of distribution of hospitals with medical personnel in the regional area and to map disease indicator in Indonesia. The issue of tackling health is still a major problem that is not resolved by the Government of Indonesia. There are three big things that become problems in the health sector in Indonesia: infrastructure has not been evenly distributed and less adequate, the lack of human resources professional health workforce, there is still a high number of deaths in the outbreak of infectious diseases. Data for the research are taken from BPS, in total 10,600 records after the Extract, Transform and Loading process. Time needed to convert several publications from PDF, to convert to CSV and then to MS Excel 3 weeks. The method used is Eight-step Data Visualization and Data Mining methodology. Tableau is chosen as a tool to create the data visualization because it can combine each dasboard inside a story interactive, easier for the user to analyze the data. The result is a story with 3 dashboards that can fulfill the requirement from BPS staff and has been tested with a satisfied result in the UAT (User Acceptance Test). Character education is a vital instrument in determining the progress of a nation. Therefore the government needs to build educational institutions in order to produce good human resources that are ready to oversee and deliver the nation at a progressive level. It’s just that in reality, national education is not in line with the ideals of national education because the output is not in tune with moral values on the one hand and the potential for individuals to compete in world intellectual order on the other hand. Therefore, as a solution to these problems is the need for the applicationof character education from an early age.
