The existence of local political parties in Indonesia is a tangible form of the existence of special autonomy in a certain area. The specificity of a certain area is regulated in the 1945 Constitution Article 18B paragraph (1). In addition, the formation of local political parties is one of the human rights in the political field, as stated in Article 28E paragraph (3) of the 1945 Constitution. The research method uses a normative juridical approach with secondary data and analyzed descriptively qualitatively. Based on research, Papua Province has the right to form political parties (see Article 28 paragraph (1) of the Papua Province Special Autonomy Law). However, the phrase "political party" is considered to have multiple interpretations, thus creating legal uncertainty. Through the decision of the Constitutional Court Number 41/PUU-XVII/2019, the legal uncertainty can be guaranteed by the Constitutional Court Decision. In the future, by looking at the background and real needs of the Papua Province, it is possible to form a Local Political Party in the Papua Province, considering the condition of the Papua Province as a special autonomous region. Namun, ungkapan “partai politik” dianggap memiliki multitafsir sehingga menimbulkan ketidakpastian hukum.

Political parties play an important role as a gateway to women's representation. In political party the entire battle to win seats in parliament occurs. Therefore, the policies, practices and politics in the political party determine the face of women's representation in parliament. This study focuses on policy, practice and politics in political parties in the context of encouraging women's representation in regency/city-level legislative council in Indonesia. This research explores the strategy experience and challenges faced by women legislative members in regency/city-level legislative council for the 2014-2019 period of the four parties that passed to parliament in the 2014 elections, namely PDIP, Golkar, Gerindra and one Islamic party, PPP. Data collection was carried out through in-depth interviews, focus group discussion and document review of articles of association/bylaws (AD/ART) of political parties. The results showed that 1) AD/ART of a number of political parties has adopted a 30% quota affirmative policy for party management structures and the formation of women’s party wing organizations; 2) the practices of affirmative action policies in the process of recruitment, candidacy and political campaigns have not yet fully adopted the ideology of gender mainstreaming; knowledge, programs and decisions of political parties as well as competition between legislative candidates in competing for votes are still gender biased, thus detrimental to women’s political agenda; 3) Parliamentary women experience psychological violence and intimidation in pushing the political agenda of women in parliament - rooted in patriarchal ideology, while the women’s wing have not standing for women’s agenda.

The purpose of this research is to know the implementation in the political marketing of Gerindra Party and some factors encouraging the party to gain a wide range of constituent voters in the legislative elections 2014. The aforementioned evidence reveals that Gerindra Party approached middle class down society and youth, on determining intended voters and this party also focusing on small society (farmer, fisherman, labour, teacher and small trader). In terms of positioning, Gerindra Party put themselves in outside of the government and acknowledge them as the party for small society. In Indonesian political constellation, it can be seen that political party has a high correlation with the power of public figure to increase popularity and electability. Gerindra Party is still introduced Prabowo Subianto as a public figure who can be used to gain a number of voters for the party.

This article explores women’s representation in politics in the Province of East Nusa Tenggara (Nusa Tenggara Timur/NTT) between 2014 and 2019. Since 2004, Indonesia has seen the implementation of a strategy to boost the level of female representation in parliament through affirmative action. However, the 30% target quote has not yet been achieved. Women’s representation in politics is an important indicator in the political system reflecting a recognition of the existence and interests of women as citizens. The success of the initiative is highlighted by the fact that the 2014 legislative elections saw female representation in the Regional House of Representatives (DPRD NTT) increase by 100% from the 2009 election representation levels. Using the case study method and analyzing the process, this article argues that NTT women already have the awareness to actively participate in politics and become party representatives and legislative members. The presence of women in parliament is necessary to achieve gender equality and improve women’s welfare through gender-responsive policies.
