Features of Regulatory Regulation of State Financing of Maintenance of Jury Trial in Ukraine

The article analyses the peculiarities of legal regulation of state funding of jury trial maintenance in Ukraine. On the basis of the cited statistical data it was established that the monetary compensation for jury trial in Ukraine is minimal in comparison to the USA, Canada or France. The high level of jury monetary compensation depends first of all on the social and economic development of the country. The conclusion is drawn that the legislator's actions of the recent years are directed at the classical jury trial model, which exists in many countries of the world, with an appropriate level of financial assistance and an appropriate level of logistical support.

The tax regulation is an important element of creation and distribution of the qualitative budgeting of a city or a state. Tax regulation allows evenly distributing the existing resources and thus ensuring the gradual development of a state. The task of legal regulation is to ensure the equal distribution of the tax burden and the formation of the integral perception on the part of the population of the suggested regulatory measures. The search of the equilibrium and the formation of the system of legal regulation based on the analysis of the best practices of the European states forms the relevance of the study. The novelty of the study is defined by the fact that to a greater extent, the formation of the model of sufficient tax regulation is possible if it is a targeted indicator of the social and economic development of the state. The authors of the paper except for analyzing the taxation systems of the majority of the EU states also define the way necessary for the implementation of the legislation elements in the states of the post-Soviet territory. According to the authors, it will allow to a greater extent define how the tax incomes should be distributed. The practical significance of the study is defined by the fact that at the implementation of the paper’s conclusions one may precisely define that different distribution of the funds will allow to a greater extent feasibly reforming the tax legislation in the developing countries.

Aim. The aim is to assess the sustainability of the social and economic development of the municipalities in the Voronezh Region.Material and Methods. A systematic approach to an integrated, structured and dynamic study of the level of social and economic sustainability of municipalities in the region. This approach uses the classification method, which defines and restricts existing conceptual approaches to the interpretation of conflict as an economic category, and the comparative analysis method, which compares the selected approaches with each other. The statistical database covers the period from 2014 to 2018. The integral index of social and economic sustainability of the municipalities in the region has been calculated.Discussion. The results of calculations of the integral sustainability index allowed us to identify 5 groups of municipalities, characterized by a certain degree of social and economic sustainability: a group with a high level of socio‐economic sustainability, a group with an above‐average level of socio‐economic sustainability, a group with an average level of socio‐economic sustainability, a group with a low level of socio‐economic sustainability and a group with a crisis level of socio‐economic sustainability. A crisis situation in a number of municipalities necessitates the development of certain anti‐crisis recommendations that contribute to the effective use of existing potential and directly develop the internal resources of the municipalities.Conclusion. The work resolves an actual practice‐oriented issue in the field of socio‐economic and geographical research ‐ the calculation of the sustainability of the social and economic development of municipalities in the region. Assessment of the sustainability indicators of the regional municipalities made it possible to comprehensively and adequately reveal the "strengths and weaknesses" of the regional social and economic system of the Voronezh Region and to identify the principal strategic tasks in moving towards a single strategic aim – improving the population level and life quality.

Regional social policy often acts as the activity of the subject in the person of federal authorities and public organizations. The main goal of such a policy is to achieve equal living conditions, developed infrastructure and social structures of the region. And the general coordination of state, regional and local interests is actually implemented with great difficulty and is very often replaced by centralized management. Since regions and subjects become targeted objects of federal authorities, regions are not always able to realize their own interests. To avoid this situation, the regions need to establish their independence in solving social problems. Currently, the social and economic development of the state directly depends on the level of development of the regions. The concept of "economic security" and "social security" are closely related to each other, since the economic security of both the country and the regions mainly consists of socio-economic indicators. In other words, the economic security of the state and its subjects depends on the level of their social security. As a result of the conducted research, threats to the economic (including social) security of the region were identified. The assessment of the level of social security of the regions that are part of the Central Black Earth Economic Region was carried out using the methodology of Gaifullin A. Yu.and Gaifullina M.M. (Institute of Socio-Economic Research), which showed a fairly high level of social security of the object under study – the Voronezh Region. Determined the effectiveness of regional social policy and the ways and measures to improve the social policy of the region, in particular, it is recommended to pay attention to demographic component of the social security, living standards of the population, education and culture, and strengthen the rule of law.

To reduce environmental tension the development of Kuzbass ecological culture is of great importance. Its most significant component is environmental education, in general, and the training of mining engineers with high level of ecological education, in particular. The presence of environmental education in the field of nature management cannot yet become a guarantor of environmental problems solution. It should be embodied in the behavior of a person, in the image of his life, in the system of values, in his ecological worldview. Educational reforms have become a response to the challenges posed by the social-and-economic development to the personality of a specialist, including the personality of a mining engineer in Russia and its regions. To identify the features of environmental education in the transition to the sustainable development it is important to set the main links in the system of continuous education and their peculiarities, which radically change the quality of training of mining engineers and the demand for specialists in the labor market.

Purpose The purpose of this paper is the development of a framework to address complex social problems. The paper proposes an integrative framework inspired in complexity sciences, using it to explain the demise of cigarettes in recent decades. Design/methodology/approach The paper uses the method of system dynamics to represent the complexity inherent in most social ecosystems where social marketers operate. Findings The framework identifies the major determinants of complex problems in social ecosystems, giving emphasis to the role performed by endogenous social structures. The paper presents the results of a simulation replicating the evolution of perceived attractiveness of cigarettes in recent decades, highlighting the role of the Surgeon General’s 1964 report in the USA as a catalyst force that accelerated the process of change. Research limitations/implications The limitations derive from the use of the system dynamics method, in particular the high level of aggregation of variables. Implications include the potential for increased cross-fertilization between social marketing and other disciplines concerned with social change. Practical implications The eight elements that compose the proposed framework can be identified or applied to any social ecosystem, helping in the identification of points with high leverage for social change. Social implications Proper understanding of how complex social problems arise is vital to increase the odds of success of social marketing interventions. The paper also highlights common threads in the development of problems in different social ecosystems. Originality/value The paper presents a novel framework for addressing the complexity inherent to the social ecosystems where social marketers operate.

This article is a part of the comprehensive research of the Center of Sociology of Management and Social Technologies of IS RAS of authority-society relations on the basis of the theory of civil contract from methodological positions of management sociology. This is a description of the transition to the empirical stage of fundamental research work. The article substantiates the elements of the program of research on the attitude of the regions’ population to the work of the links in the authority-administrative vertical in the conditions of essential distinctions between the regions by level of their social and cultural modernization. On this basis, the problems of its reform and research are formulated. In the most general terms, we view the social problem of the civil contract as a very significant contradiction between the high level of support of the population for the foreign policy of the country’s leadership, in view of the obvious attempts of Western countries, and especially the USA, to depreciate the role of Russia in the world arena, and significantly lower assessments of citizens’ achievements in domestic politics. This difference is reflected in the critical attitude of a significant part of the population to the ability of the authority and administrative vertical, in particular its territorial bodies, to successfully solve the problems of socio-economic development of specific territories. The article substantiates the division of regions into levels of development, formulates social and scientific problems of research, and traditionally singles out the object, subject, hypotheses and methods of their empirical testing. Special attention is paid to the use of the so-called triangulation method (Zh. T. Toshchenko), from the standpoint of which both methods of mass and expert surveys and methods of content analysis of pro-governmental and “opposition” media, as well as methods of analysis of big data based on online content are used on the same data set. Triangulation is the consistent use of analytical procedures to produce complementary empirical data.

Abstract Political corruption as a negative phenomenon hampers the democratic and economic development of any state. The experience of foreign countries across the world testifies to the existence of number of reasons conducive to the spread of political corruption. Its study is important both for Ukraine, which is actively taking measures to combat political corruption, and for other countries with a high level of political corruption. The article begins with a study of various approaches to understanding the concept of “political corruption”, the reasons for its emergence and determination of the level of citizens’ trust in political institutions in Ukraine and foreign countries. The main obstacles to minimizing the phenomenon of political corruption in Ukraine are the existence of an effective mechanism for financial support of political parties and control over their financial activity. Based on the analysis of scientific literature, international acts, and legislative acts of Ukraine and Lithuania, the authors disclose the experience of Ukraine and Lithuania in the sphere of state financing of political parties and control over their financial activity. The methods of descriptive comparative analysis and observation of the latest scientific research on this issue guide the work. Proceeding from the existing problem of minimizing the phenomenon of corruption in the funding of political parties in Ukraine and taking into account the development of Ukraine’s legal system, the article presents a number of proposals on improving the legislation of Ukraine on financial support of political parties. The authors also provide a proposal on the need to improve the legislation in Lithuania in the area of indirect state funding of political parties. This article aims to disclose the notion of “political corruption”, to study experience of Ukraine and Lithuania in the sphere of minimizations of corruption in the funding of political parties and control over the use of such financial support, to determine the areas for improving the legislation of Ukraine and Lithuania in this issue, and to show the optimal mechanism of overcoming corruption in political parties, since Ukraine is not the only state where this phenomenon reaches its peak.
