This article discusses the principles and practice of monitoring and evaluation and emphasises that monitoring and evaluation (M and E) is paraphernalia for effective development. The discourse of monitoring and evaluation in development practice and theory has gained prominence over the years. It is uncontested that the purveyors of development are increasingly prioritising monitoring and evaluation as a platform for learning and accountability. This growing importance has been caused by the growing voice of the civil society’s scrutiny on good governance, and a demand for efficient public administration. At the same time, a plethora of development funders demand that M and E be implemented as a platform for learning and accountability. Despite growing importance of M and E, there seems to be a lack of clarity on the principles of M and E. The article finds its value in locating how M and E, augmented by appropriate principles, leads to effective development. Underlined by qualitative data collection methods, the article discusses relevant principles such as learning, accountability, participatory approaches, quality assurance, and reporting in monitoring and evaluation.

The formation of character is needed by adolescents in this era. It is based with the many phenomena of juvenile delinquency. Characters will not be formed away so it needs an effort should be made of teachers in shaping the character of teenagers. In addition, the authors found the variation of the efforts of teachers holistically so that teenagers will easily formed his character in accordance with the purpose of the character education. The problem of this research is how the character education model Vocational High School who applied in the implementation of the formation of character in SMK Muhammadiyah 3 Purbalingga. The purpose of this study is the author would like to know a clear picture of the implementation of character education model in efforts to form children's character in School SMK Muhammadiyah 3 Purbalingga. This paper discusses the character education model be applicable in the planting of character values ​​to students in Vocational High School Muhammadiyah 3 Purbalingga. This type of research is a field research is descriptive qualitative. Data collection methods used include interviews, observation and documentation. As for analyzing the data obtained, the authors do by collecting all the data, reducing the data, presenting data, and verification of data. Results from this study showed that the model of character education is done to instill character values ​​to learners School SMK Muhammadiyah 3 Purbalingga using reflective models. Use of the character models adhering to the principles of character education and values ​​are developed in accordance with the level of development of learners.

Application of transparency, participation, and accountability in the procurement process of goods and services is in need to achieve good governance. Local governments Sidenreng Rappang has committed to implement through regulation principles so important to study. Therefore, this study aims to determine the principles of transparency, participation, and accountability and bureaucratic behavior that influence the process of procuring goods and services.This type of research is descriptive qualitative data collection techniques through documents, questionnaires, and informants. The data were then analyzed using qualitative descriptive analysis.Behavioral results showed that bureaucracy tends political types in the application of the principles of transparency, participation, and accountability services for goods and services. This supported the existence of a Representative Observer of Society (ROS) that help implement it. The factors that influence still more in human resources and the enforcement of sanctions against irregularities rules or procedures.

A systematic review of articles using qualitative methods to generate questionnaire items identified in MEDLINE and PsycINFO from 2000 to 2014 was carried out. Articles were analyzed for (a) year of publication and journal domain, (b) qualitative data collection methods, (c) method of data content analysis, (d) professional experts’ input in item generation, and (e) debriefing of the newly developed items. In total, 371 articles were included and results showed (a) an acceleration of published articles, (b) individual interviews and focus groups were common ways of generating items and no emergent approach was identified, (c) the content analysis was usually not described (43% of articles), (d) experts were involved in eliciting concepts in less than a third of articles, (e) 61% of articles involved a step of further submission of newly developed items to the population of interest. This review showed an insufficient reporting of qualitative methods used to generate new questionnaires despite previous recommendations.

Lexical interference is the case most often encountered in the speech community. This occurs when speakers (regardless of foreign or native speakers) experience vocabulary limitations or do not know the exact vocabulary equivalent in a particular language. The purpose of this study was to identify the forms of lexical interference contained in the kenta manis channel vlog entitled "Kenta Pamit, All Nangis Denger Surat from Kenta". The research method used is descriptive qualitative data collection methods observation method and the method of analysis used is the orthographic equivalent method. The data source used in this study came from the YouTube vlog of Kenta Manis channel. The total amount of lexical interference data in the study was 8 pieces of data. From the analysis that has been done, it can be concluded that lexical interference by kenta in his vlog is divided into two classifications, namely there are 7 lexical interference in English and 1 lexical interference in Chinese.

Penelitian ini bertujuan untuk Mengetahui konsep pembelajaran pendidikan moral di perguruan tinggi di Jepang. Penelitian ini merupakan penelitian kualitatif. Penelitian dilaksanakan di Tokyo Gakugei University. Metode penelitian yang digunakan dalam penelitian ini adalah deskriptif kualitatif.  Metode pengumpulan data diperoleh dengan cara observasi, wawancara dan dokumentasi.  Hasil penelitian ini menjelaskan bahwa Pendidikan moral pada perguruan tinggi di Jepang bertujuan untuk membangun karakter warga negara muda untuk berpikir bagaimana caranya hidup dan bertindak atas dasar penilaian otonom dan hidup sebagai orang yang proaktif bersama dengan orang lain. Pendidikan moral menjadi alat dan media untuk mentrasformasikan nilai-nilai dasar filosofis masyarakat Jepang. Pendidikan moral dapat tercermin pada karakter keseharian masyarakat Jepang yang memiliki etos dan semangat kerja tinggi dalam menjalankan setiap profesinya-----This study aims to determine the concept of learning moral education in universities in Japan. This research is a qualitative research. The study was conducted at Tokyo Gakugei University. The research method used in this study is descriptive qualitative. Data collection methods obtained by observation, interviews and documentation. The results of this study explain that moral education at universities in Japan aims to build the character of young citizens to think how to live and act on the basis of autonomous judgment and life as people who are proactive together with others. Moral education is a tool and media for transforming the basic philosophical values of Japanese society. Moral education can be reflected in the daily character of Japanese people who have high ethos and work spirit in carrying out every profession

AbstractMaqashid al-sharia consists of two, namely maqaṣid and sharia. Maqashid means intention or purpose. The purpose (maqashid) can be achieved by means of taklif, and its implementation depends on the ability to understand the main sources of law, both Al-Qur'an and hadith.The purpose of this research with the title the implementation of maqhasid sharia in services at Bank Negara Indonesia Syariah Medan Branch is to see the implementation of services in Islamic banking in the field of customer service. The research was conducted at BNI Syariah Medan. This type of research is descriptive qualitative. Data collection methods in the research are using library research, observation and interviews. The sampling technique used random sampling. The types of data used in this study are primary and secondary data. The data analysis used in this study was descriptive by using literature studies in the form of muamalah fiqh books.The results showed that the implementation of maqashid sharia in services at Bank Negara Indonesia Syariah Medan Branch is appropriate, based on the indicators of educating the individuals (Tahzibul Fardh), upholding justice (Iqamah al-adl), and achieving prosperity (Maslahah).Keywords: Service, Maqashid sharia, Customer Service

<p><em>This study aims to determine the spatial distribution of landslide vulnerability and its mitigation in Sungai Pinyuh District Mempawah District. This type of research is qualitative. Data collection methods are observation and documentation. The data analysis technique used is descriptive analysis, using GIS (Geographic Information System) 10.1 application with weighted tiered quantitative overlay modeling. The results of this study indicate that: 1) The level of landslide susceptibility in Sungai Pinyuh District consists of 3 classes: low (not prone), moderate (prone) and  high (very vulnerable). (a) Areas that are not vulnerable are spread throughout the villages in Sungai Pinyuh District. (b) Areas with moderate level of vulnerability (vulnerable) are spread in Galang Village (0.24%), Nusapati Village (1.74%), Peniraman Village (3.22%), Sungai Pinyuh Village (1.18%), and Sungai Purun Kecil Village (0.11%). (c) Areas with a high level of vulnerability (very vulnerable) are only found in Peniraman Village, which has 223 ha or 1.15% of the total area of Sungai Pinyuh District. 2) the location of the observation points shows that there are seven points selected, including six points with a level of vulnerability and one point with a very vulnerable level, then of the seven have different land use characteristics.</em></p>

Illegal logging is a part of crime against environment, which has a massive impact on the economy, social, cultural, and ecological. Ironically, majority of the illegal logging’s perpetrators are dominated by “the field criminal”. On the other side, intellectual actors who can control the activities never touch by the law. The money laundering concept can give a new approach to detect the leader actor. The author use follow the money viewpoint, which includes placement, layering, and integration. Qualitative data collection methods is used with in-depth interviews, systematic observation of the behavior, and document analysis. The result is a new paradigm in investigating illegal logging no longer focused on the field actors, but potentially tracking the intellectual actors behind illegal logging.

 In response to the assumptions of new public management models and public or good governance, practical aspects of research in the area of public admin­istration and the development possibilities of qualitative research methods are presented in the article. Due to the fact that qualitative research has become increasingly popular in the above disciplines, data archiving and trans­parency is discussed (Moravcsik), (Yom et al.) and guidelines and principles are established (American Political Science Association). However, there is a lot of controversy among scholars (Monroe), and some examples are missing. This paper presents the challenge of ‘openness’ in the empirical activities (or empirical practice) of researchers. Its purpose is to present the archiving data potential from in-depth interviews on the example of a small set of qualitative data from research in the field of public administration. Firstly, the basic assumptions of new models of functioning of public administration and related consequences for researchers are described. In the second part, the challenges related to openness in contemporary public administration models are briefly mentioned. Next, the method of creating an archive from existing data, individual stages, documents, and data is outlined; it is based on the au­thor’s best practice on Qualidata (American Political Science Association; Van den Eynden et al.) and DA-RT principles.1 The summary includes examples of probable opportunities and challenges related to usage of data archiving for the research in public administration and political science development.
