Penelitian tentang pembentukan Qanun Aceh ini bertujuan untuk mengetahui dan menganalisis proses evaluasi Qanun Aceh Nomor 3 Tahun 2013 tentang Bendera dan Lambang Aceh. Qanun Aceh Nomor 3 Tahun 2013 tentang Bendera dan Lambang Aceh telah mendapat pengesahan oleh Gubernur dan DPRA. Hasil evaluasi Pemeritah Pusat dalam hal ini Kementerian Dalam Negeri Republik Indonesia menolak pemberlakukan Qanun Aceh Nomor 3 Tahun 2013 tentang Bendera dan Lambang Aceh. Penelitian ini merupakan penelitian hukum normatif. Pengumpulan data menggunakan metode penelitian kepustakaan (literature research) yang dilakukan untuk memperoleh data sekunder di bidang hukum. Penelitian ini bersifat deskriptif analisis yaitu penelitian yang bertujuan untuk mendeskripsikan atau memberikan gambaran secara sistematis, faktual dan akurat terhadap suatu daerah tertentu, mengenai sifat-sifat atau faktor-faktor tertentu. Hasil penelitian ini adalah, (1) Qanun Aceh Nomor 3 Tahun 2013 tentang Bendera dan Lambang Aceh merupakan simbol masyarakat Aceh sendiri. Hal ini dikarenakan ada sejarah yang kuat terhadap bendera dan lambang Aceh, (2) peraturan perundang-undangan memberikan legitimasi terhadap qanun bendera dan lambang Aceh, (3) peneliti juga menemukan di dalam Undang-Undang Nomor 11 Tahun 2006 tentang Pemerintah Aceh yang menjelaskan dasar terbentuknya qanun tersebut. Dalam hal proses evaluasi oleh Kementerian Dalam Negeri terkait qanun tersebut, masih belum ada titik temu antara Pemerintah Pusat dan Pemerintah Aceh. Hal ini dikarenakan qanun bendera dan lambang Aceh tidak bisa dibatalkan oleh Pemerintah Pusat karena terhalang oleh pengaturan Undang-Undang Nomor 11 Tahun 2006 tentang Pemerintah Aceh.The research on Aceh Qanun (local regulation) establishment was conducted to analyze the evaluation process of Aceh Qanun Number 3 of 2013 on Aceh Flag and Symbol. Aceh Qanun Number 3 of 2013 on Aceh Flag and Symbol was ratified by Governor and Aceh House of Representative (DPRA). The result of government evaluation in this case Ministry of Home Affairs of the Republic of Indonesia refused the enactment of Aceh Qanun Number 3 of 2013 on Aceh Flag and Symbol. This research was a normative legal research. The data collection was library research methods to get secondary data in law matters. The research, a descriptive analysis research, aims to describe or provide a systematic, factual and accurate description of a particular area, about certain traits or factors. The research result were as follows, (1) Aceh Qanun Number 3 of 2013 on Aceh Flag and Symbol was Aceh people own symbol. It has a stong history behind the Flag and Symbol, (2) the regulations gives legitimation on Aceh Flag and Symbol Qanun,(3) the researcher also found that there was an Act no.11 year 2006 on Aceh Government that stated the foundation of that Qanun.In relation with the evaluation process by Ministry of Home Affairs, there was no common ground between Central Government and Aceh Government. Aceh Qanun on Aceh Flag and Symbol can not be canceled by Central Government because it is hindered by Act no.11 year 2006 on Aceh Government.

This research is aimed to analyse legal consequences of port enterprise regarding claim over negligence in loading and uploading services to expeditor to investigate how the responsibility is performed by PT. Pelabuhan Indonesia IV regarding the claim over negligence in loading and uploading services to the expeditor and what measures are taken by the port enterprise to settle the dispute. This is an empirical legal research that employed socio-juridical approach. Primary data was obtained by conducting interviews and observation, while the secondary data from library research that relevantly supports the issue observed. All those types of data will be analysed with descriptive and qualitative methods. The research result reveals that the implementation of the responsibility of PT. Pelabuhan Indonesia IV is restricted by law. As implied in Article 468 Paragraph (2), if the port enterprise could provide proof of being not guilty, in which the goods are damaged when shipped or forwarding, this damage is not the responsibility of PT. Pelabuhan Indonesia IV. The claim can be responded through non-litigation process in which negotiation may take place between two involved parties.

Protection of workers with the existence of the Manpower Act is expected to reduce or even eliminate treatment that is considered unfair which is generally carried out by employers to workers. The existence of a Manpower Act which is the legal umbrella for workers which includes wage protection. Writing this journal aims to find out and elaborate more deeply on the legal relationship between outsourcing workers and companies that use outsourcing services and to seek efforts to resolve cases at PT. Caterison. The method used in writing the journal is an empirical legal research method, in this case the Manpower Act with the facts that occurred at PT. Caterison deals with outsourcing workers who are not entitled to payment of their wages. The types of approaches used are the statutory approach, the case approach, and the legal concept analysis approach. The data used are primary data obtained directly from field research and secondary data sourced from library research. In data collection techniques, using descriptive analysis techniques. PT. Caterison as an outsourcing service user signed an agreement and made an agreement with an outsourcing service provider company with the aim of filling some parts of the work within the company. The case began when outsource worker who carried out his duties at PT. Caterison felt he was not entitled to his wages for three consecutive months. This becomes necessary to be resolved because the issue of wages is a sensitive matter. Perlindungan terhadap pekerja dengan adanya Undang-Undang Ketenagakerjaan diharapkan mampu mengurangi atau bahkan menghilangkan perlakuan yang dinilai tidak adil yang umumnya dilakukan oleh pengusaha kepada pekerja. Adanya Undang-Undang Ketenagakerjaan yang menjadi payung hukum untuk pekerja yang didalamnya termasuk ke dalam perlindungan upah. Penulisan jurnal ini bertujuan untuk mengetahui serta mengelaborasi lebih dalam mengenai hubungan hukum antara pekerja outsorcing dengan perusahaan yang menggunakan jasa outsorcing dan untuk mencari upaya penyelesaian kasus yang terdapat pada PT. Caterison. Metode yang digunakan dalam penulisan jurnal yakni metode penelitian hukum empiris, dalam hal ini Undang-Undang Ketenagakerjaan dengan fakta yang terjadi pada PT. Caterison berkenaan dengan pekerja outsorcing yang tidak mendapatkan hak atas pembayaran upahnya. Jenis pendekatan yang digunakan yakni, pendekatan perundang-undangan, pendekatan kasus, serta pendekatan analisis konsep hukum. Dalam penggunaan sumber data, data yang digunakan yakni data primer yang didapatan langsung dari penelitian lapangan dan data sekunder yang bersumber dari penelitian kepustakaan. Dalam teknik pengumpulan data, menggunakan teknik analisis deskripsi. PT. Caterison sebagai pengguna jasa outsourcing menandatangani perjanjian serta membuat kesepakatan dengan perusahaan penyedia jasa outsourcing dengan tujuan mengisi beberapa bagian pekerjaan dalam perusahaan namun bukan pada pekerjaan inti. Kasus bermula ketika pekerja outsourcing yang menjalankan tugasnya pada PT. Caterison merasa tidak mendapatkan hak atas upah nya selama tiga bulan berturut-turutHal ini menjadi perlu untuk diselesaikan dikarenakan permasalahan upah adalah hal yang sensitif.

Abstract. By late March, to anticipate the spreading of COVID-19 pandemic, the President of the Republic of Indonesia has issued several regulations. The Author has examined that the main laws that were used as the based for the issuance of those regulations are Law No.6 Year 2018 regarding Health Quarantine (the Health Quarantine Law). Therefore in order to handle COVID-19 pandemic, an understanding of the Law become a must. The aim of this research is to elaborate and explain the Health Quarantine Law to reduce the COVID-19 pandemic. This research is normative legal research. The research used secondary data, which consisted of primary legal sources and secondary legal sources. Data were collected through the "google scholar machine". Data obtained were analyzed using a qualitative approach. Findings and analysis proved that besides those newly issued regulations there were several measures and acts that should be taken to handle the COVID-19 pandemic in Indonesia. The Author suggests that the Central Government shall take the necessary steps as soon as possible.

The golden age of Islam was in the second and third ages of the Hijri. In that century, Islam had many stories of the greatness of Muslims and treasures of Islam in writing are also very many. One of the most popular Kitabs of the time was Kitab Gharib al-Hadith Abu `Ubayd al-Qasim ibn Sallam al-Harawi. Ulema were amazed because completely contents presenting, so that the Ulema were happy with the Kitab because there’s of what they needed. The Lafaz Gharib Hadiths and it’s explanations is known contens, then how is the method of writing the Kitab Gharib al-Hadith created by Abu `Ubayd al-Qasim bin Sallam al-Harawi? And also, the Kitab is favored by the next Ulema, so how does development influences of the Kitab to the next Gharib al-Hadith? The two big questions will be answered by using descriptive analysis methods in primary data and secondary data. The proces of data analysis uses inductive patterns model. To get answers to these questions, this research by using Library Research. Result the research is that Kitab Gharib al-Hadith created by Abu `Ubayd has the following writing methods : 1. Abwab al-Musnad Method, 2. Naqd al-Sanad Method, 3. Wajiz al-Kitabah Method, 4. Tafsil al-Bayan Method, 5. The Perpose Method on a Hadith, 6. Method of using al-Ma'thur, 7. Method of Using al-Qadaya al-Lughah. In this addition, Abu `Ubayd's Kitab Gharib al-Hadith has a good influence to Ulema who lived with him and after him, among others : there are Ulema who reference the Hadith as Hujjah, there are Ulema who rewrite the Gharib al-Hadith, there are Ulema continue the writing of Gharib al-Hadith, there are the Ulema summarizing the Gharib al-Hadith al-Harawi, there are Ulema who follow the method of writing the Gharib al-Hadith al-Harawi, and there are Ulema who make new methods. In conclusion, Abu `Ubayd's Kitab Gharib al-Hadith has 7 methods in writing. In this addition, this Kitab has a major influence on Islamic treasures, thanks to the Kitab was born other Kitabs both one field and another.

The study was conducted to find out Compilation of Islamic Law governing the distribution of joint property, the application of the principle of partnership and the legal considerations of judges in the Supreme Court Decision of the Republic of Indonesia on Case Number 266K/AG/2010 in terms of the Compilation of Islamic Law against husband doesn’t provide for his children and his wife. This research uses normative juridical research methods that use secondary data consisting of primary, secondary, and tertiary legal materials with descriptive analysis and data collection tools are carried out by library research supported by data obtained through field research at Bantul Religious Courts. The results of this research is known that the regulation regarding the distribution of joint property to husbands who do not provide for their children and wives is not detailed in the Compilation of Islamic Law. This partnership causes the position of husband and wife to be the same in some respects, in other respects to be different, the husband becomes the head of the family, the wife becomes the head in charge of household regulation, each has a role, position, rights, obligations, and responsibilities, all of which complement and perfect each other, every role has rights and every position has obligations, whoever has more obligations or who bears greater obligations, he is the one who has more rights than the others. The judge to resolve the conflict must be able to resolve it objectively based on the applicable law, determine the facts in the trial including the relevant facts and the choice of which legal rules will be used as the basis for resolving the case.

KOREOGRAFI DI MALAYSIA DALAM KONSEP MULTIKULTURAL: KAJIAN KES PROGRAM MINOR SENI TARI UPSIAbstractThis writing is the result of my research entitled “Analisis Deskriptif Koreografi Pelajar Minor Seni Tari UPSI: Kajian Kes Tiga Produksi Tari 2008 – 2011”. The aim of the research is to answer the question: To what extend the dance work by Minor Dance Art students which was presented in Art Dance Production fulfills the coreography elements, by using descriptive analysis method from primary and secondary data. By using qualitative approach which involved library research, observation, interview and by using coreography theory, the research result proves that seventeen Minor Art Dance students’ dance works has been fulfilled the coreography elements. The elements are (a). The choice of theme or idea of work with the early stimulus, that is the stimulation of idea and concept, cinestetic, auditive, and visual. (b). Exploration and improvitation (c). Smoothing and composition. The composition elements has also been described, which include (1). The structure of the work (2). The body movement of the dancer (3). Th floor pattern (4). Music and lighting (5). Costum and make up, lighting. The research also found that eleven of students’ dance works has applied the multicultural concept which has ethnic and classic themes. The multicultural which is viewed as various of uniqueness and the diversity of the cultural ethnic, reflected by each work that is limited by historical context, social, and the origin culture, that includes Melayu ethnic, Minangkabau, Java, Sabah and Serawak, Kelantan, Hindia, and Chinese. Those eleven dances are Andai Randai, San Kipas, Iras, Ngayau, Tatoo Gendup Berpantang, Gawai Batu, Sekar Wangi, Kondattam, Sense of Beauty, Cinta Za’yu dan Jepit.Keywords: Multicultural, Minor Dance, CoreographyAbstrakTulisan ini merupakan hasil penelitian saya yang berjudul "Analisis Deskriptif Koreografi Pelajar Minor Seni Tari UPSI: Kajian Kes Tiga Produksi Tari 2008 - 2011". The purpose of this study was to determine how the role of the police in the investigation of corruption, how the authority of the police in investigating corruption and how the obstacles faced by the police in investigating corruption in the North Sumatra Regional Police. This research is directed towards normative juridical legal research or doctrinaire which is also referred to as library research or document study because more is done on secondary data in the library. Normative or doctrinaire legal research proposed in this study is a study of legal principles by conducting research in the North Sumatra Regional Police. The results of the research and discussion explaining the regulation of the role of the police in investigating criminal acts of corruption are found in Law No. 8 of 1981 concerning the Criminal Procedure Code, Law No. 31 of 1999 concerning Corruption Crimes as amended by Law No. 20 of 2001 and Law No. 2 of 2002 concerning the National Police of the Republic of Indonesia, in which of all the arrangements explained that the investigator included in the corruption case was the Republic of Indonesia's National Police Officer.

This study uses a comparative descriptive analysis by analyzing and processing the data of financial statements and fiscal reports. It aims to analyze the benefits of in this part you need to explain “how to analyze tax planning implementation which can minimize the company tax burden. Data types used are primary and secondary data. The resource of the data is compiled from finance and other related department. This research had been held in higher education “X”. The data collection was done by interviewing, documenting and doing library research. Based on the research result, it can make conclusion that the institution has implemented tax planning well, that is by maximizing deductible expenses of employee benefits to deduct the company gross income so that it can minimize company tax burden without violating any prevailing laws.

This crime often occurred and can directly be witnessed and committed publicly of Yogyakarta, this type of crime known as Klithih. Crimes committed by the offender emerge general reaction as this act may disturb public. It is not only harm a single victim but also multiple. This crime majorly offended by secondary senior high school teens. Aims of this research related to criminology study on Klithih offender in special region of Yogyakarta are to find out causing factors as well as to find out countermeasure efforts of the authorities on such a crime and enforcement concept on the crime in Yogyakarta. This research applied juridical-empirical legal research method namely applied procedure to overcome problems by researching secondary prior to analysing primary data that collecting from field research. The primary data collected from interviews with informants, meanwhile secondary data are collected from documentation, books, literatures and archives that related with research object. Data analysis is applying qualitative method that analysing normative (juridical) aspects under a descriptive-analysis manner. Research result indicates that (1) causing factors of Klithih crime in the special region of Yogyakarta are including revenge, circumstances, alcohol and the lack of education; (2) efforts taken by police to overcome Klithih crime in the special region of Yogyakarta namely penal and non-penal acts.

Abstrak : Desentralisasi yang berkembang di Indonesia memiliki suatu tujuan dalam perkembangan ekonomi di Indonesia, yaitu meningkatkan perekonomian dari sector terkecil yang terdapat di daerah. Berdasarkan hal tersebut pemerintah daerah mendapatkan delegasi kewenangan dari pemerintahan pusat untuk membentuk suatu kebijakan yang mendukung peningkatan perekonomian daerah. Tujuan penelitian ini adalah untuk mengetahui dan menganalisis bagaimana pengaturan tentang Bangunan yang melanggar ketentuan Garis Sempadan Jalan di Pasar Darma Kabupaten Kuningan sesuai Peraturan Daerah Nomor 8 Tahun 2013 tentang Garis Sepadan Jalan dan Bagaimana Implementasi dari Pasal 6 Peraturan Daerah Nomor 8 tahun 2013 tentang Garis Sempadan Jalan di Pasar Darma Kecamatan Darma Kabupaten Kuningan?. Penelitian ini dilakukan dengan metode pendekatan yuridis emipis dengan spesifikasi penelirian deskriptif analitis yang melibatkan penelitian kepustakaan dan penelitian lapangan dengan menggunakan data primer dan data sekunder serta metode penarikan kesimpulan analisis yuridis kualitatif, data yang terkumpul kemudian dianalisis secara kualitatif. Hasil penelitian ini menemukan bahwa ketidaksesuaian fungsi ruang garis sempa dan jalan yang itu terdapat bangunan di area garis sempadan jalan tersebut. Peraturan Daerah Nomor 8 Tahun 2013 tentang Garis Sepadan Jalan terdapat ketentuan pidana bagi pelanggar area garis sempadan jalan. Selain itu implementasi dari Pasal 6 Peraturan Daerah Kabupaten Kuningan Nomor 8 Tahun 2013 tidak sesuai dengan yang diharapkan aturan tersebut, yaitu jarak garis sempadan jalan yang seharusnya 14.5 meter dari garis tengah jalan ditemukan hanya kurang dari 10 meter dari garis tengah jalan. Kesimpulannya perlunya dilakukan penataan dan sosialisasi kepada masyarakat terkait dengan garis sepadan jalan.Kata Kunci� : izin, jalan, pelanggaran�THE IMPLEMENTATION OF REGIONAL REGULATION NUMBER 8 YEAR 2013 ABOUT BOUNDARY LINE IN KUNINGAN� REGENCY�Abstract : The decentralization that developed in Indonesia has a goal in economic development in Indonesia is to improve the economy of the smallest sector in the region. Based on this the local government gets delegation of authority from the central government to form a policy that supports the improvement of the regional economy. The purpose of this study is to find out and analyze how the arrangement of the building that violates the provisions of the boundary line in Pasar Darma Kuningan district according to Local Regulation No. 8 of 2013 on the boundary line and how to implementation of Article 6 of Regional Regulation No. 8 of 2013 on boundary line in Darma Market, Darma District, Kuningan Regency. This research using the method of juridical emipis approach with descriptive analytical specification involving library research and field research using primary, secondary data and method of conclusion of qualitative juridical analysis, analyzed qualitatively. The results of this study found that the mismatch of boundary line and building space functions in the area of the boundary line. In the regional regulations there is a criminal provision for offenders of the boundary line area. The implementation of Article 6 of Regional Regulation of Kuningan Regency Number 8 of 2013 is not in accordance with the regulation, ie the distance of the boundary line� that should be 14.5 meters from the center line of the road is found to be less than 10 meters from the center line of the road.
