Introduction. Every year, at the facilities of the oil refining and petrochemical industries of the Russian Federation and the Republic of Kazakhstan, emergency situations occur with the emissions of dangerous substances, fires and explosions leading to human casualties, major material damage to the economy and ecology of regions and states. To reduce the number of accidents at the facilities under consideration, first of all, it is necessary to determine the primary source - the cause of which the emergency occurred. Goals and objectives. The main aim is analysis of annual quantitative changes in the number of accidents and their consequences, identification of the main cause-and-effect relationships of accidents. Methods. To obtain the results, general scientific and special methods of scientific knowledge were used: analysis, synthesis, generalization, which were based on the provisions of the theory of systems, information theory. The results of the study. An assessment of the frequency of occurrence of fire-hazardous events, their cause-and-effect relationships was carried out by means of an analytical review of accidents that have already occurred at the facilities of the oil refining and petrochemical industry of the Russian Federation and the Republic of Kazakhstan for 2015-2019. Conclusions. The analytical review of the statistics of emergency events at the facilities of the oil refining and petrochemical industry in Russia and Kazakhstan for 2015-2019 showed no tendency to reduce both the number of accidents and their consequences. The predominant types of accidents occurred were fires and explosions, the main fatally damaging factor for people was thermal burns. Main causes of accidents and their antecedent factors of development were determined. The results of the study provide a clear picture of the problems that exist at the facilities of the oil refining and petrochemical industry of the Russian Federation and the Republic of Kazakhstan. It was shown that open technological installations of NNP facilities are the most dangerous and allow us to imagine, simulate and consider scenarios for the development of an emergency situation at this type of installations. This article reports the results of an in-depth analysis of the transport situation in the Russian Federation and presents the main programmes, aimed at its improvement. The paper deals with the major ways of reducing risk of traffic accidents and increasing traffic safety. The paper proposes the scientific and methodological approach, providing the specialists with the opportunities of conducting a comprehensive assessment of the causes of emergencies and aiming at eliminating road accidents rates. The origin of the process of an emergency situation occurrence has been investigated and designed, the key components (constituents) of the process have been identified and the basic mechanisms, influencing the basic components, have been analyzed. The algorithm of the application of the proposed and developed scientific and methodological approach at the level of departmental organizations has been suggested. The article describes the mathematical model of the process of emergency situations occurrence, which, together with the applied telematics systems and intelligent transport systems, will help to achieve the basic objectives of the study.

The article discusses the problems of maintaining and stimulating entrepreneurial activity in territories of various stadial affiliation, first of all, in emergency situations in order to preserve their efficiency, stability and vitality. As you know, in the context of increasing external instability and the spread of a new coronavirus infection in the constituent entities of the Russian Federation, small and medium-sized businesses, a significant part of which were engaged in providing services to the population, suffered the most. The prolonged lockdown had a negative impact on the economic performance of small businesses, development opportunities, and the employment of workers in them. The article analyzes the dynamics of the development of small and medium-sized businesses in the Republic of Bashkortostan. The trend of reduction since 2018 of both the total number of small and medium-sized businesses and the number of employees employed in them is shown. Analysis of the situation in small business showed that there have been not only quantitative, but also structural changes in the development of small and medium-sized businesses in Belarus. In the current situation, the process of re-registration of small enterprises of the republic into individual entrepreneurs and micro-enterprises was initiated, due to their more competitive tax parameters in the current conditions and the possibility of reducing personnel to minimum values. The study shows significant improvements in the business climate in the Republic of Bashkortostan in recent years. At the end of 2019, in accordance with the Index of Administrative Pressure - 2020, the republic took 11th place among 85 constituent entities of the Russian Federation, having risen from 38th place over the year, which is due to a significant simplification of registration procedures, the introduction of the institution of “self-employed” on the territory of the republic, and other innovations. Nevertheless, at present, small business in the republic has not overcome the consequences of the economic crisis caused by an unfavorable epidemiological situation. The crisis is changing the forms of employment, it is becoming remote, remote, non-standard, online professions appear. The traditional mechanism of entrepreneurs' actions in conditions of deteriorating economic conditions is described. The author analyzes the measures taken by the SMEs themselves in the territories of various stages of the life cycle, in particular, the transition to Internet commerce and the state (three packages of support measures in the Republic of Belarus) to continue activities in the context of the coronavirus crisis. The article substantiates the urgency of developing a mechanism to stimulate entrepreneurial activity in emergency situations in the territories of the ascending and descending stages of the life cycle.

On January 30, 2020, the spread of a new coronavirus infection was declared an international emergency by the World Health Organization. The state authorities of the Russian Federation have developed measures aimed at minimizing and eliminating the consequences caused by coronavirus infection, which in turn caused the need for rapid changes and additions to the regulatory framework in the field of protecting the population and territories from emergency situations. The question on the features of the emergency and high-alert mode, as well as the legality of restrictions on individual rights and freedoms introduced in the high-alert mode, has caused a scientific discussion in the field of protecting the population and territories from emergency situations. In this article, the author examines changes in legislation in this field, offers his interpretation of the basis and features of the legal regulation of the high-alert mode and restrictions on the rights and freedoms of an individual associated with the spread of the COVID-19 coronavirus infection. According to the author, taking into account the current epidemiological situation, Federal Law No. 68-FZ of December 21, 1994, “On the protection of the population and territories from natural and man-made emergencies” needs prompt and consistent changes in order to fully and comprehensively ensure the rights and freedoms of an individual. For example, it is necessary to introduce the concept of a biological and social emergency as one of the types of emergency situations that fall under legislative regulation. Analyzing the current legislation for legality of the introduced high-alert mode and restrictions on individual rights and freedoms, it is concluded that the existing mechanism for restricting individual rights and freedoms does not fully comply with the Constitution of the Russian Federation. Regarding the current epidemiological situation, it should be considered as an emergency situation with the need for introducing an appropriate mode. The research methodology is based on both general scientific and specific scientific methods of cognition: formal-logical, systematic, formal-legal, comparative, dialectical, predictive, modeling method, etc.

Ecological-geomorphological zoning analysis of Baikal Region to hazardous geomorphological processes was carried out on the basis of the author’s technique. Baikal Region includes the subjects of the Russian Federation in the South Siberia and Republic of Mongolia within the boundaries of the Lake Baikal Basin. The basis of zoning are: 1) the spatial distribution patterns of dominant landforms and geomorphological processes that have a negative impact on the economy and social sphere; 2) territorial organization of the economy of the Russian Federation and the Republic of Mongolia, as well as regional system of intra and inter regional industrial relations; 3) the prospects for socio-economic development of South Siberia in Russian Federation and the Republic of Mongolia, as well as hazardous geomorphological processes that can be activated or re-emerge in the result. Research aimed at improving the state system to deal with emergency situations of natural and man-made disasters in Russia, optimization of international contacts in the field of modernization and development of new methods of prevention and prediction of natural disasters and catastrophes.

Main problem: The article examines promising directions in the production of fortified food products in Kazakhstan and Russia. The authors carried out an analytical review of the current state of production of fortified bakery products on the territory of the Russian Federation and the Republic of Kazakhstan. Anemia has been described as one of the most common consequences of micronutrient deficiencies. The problems associated with anemia lead to serious complications for the health and well-being of people. Lack of folic acid and vitamins in the diet is the cause of cardiovascular disease, maternal and child mortality. Purpose: The article considers the problem of significant deviations in nutrition of almost all groups of the population of Russia and Kazakhstan, regardless of lifestyle, habits or income level, which have an extremely negative effect on the health of the nation: the average life expectancy decreases, the productivity of the working-age population and resistance to diseases decrease. Methods: Based on the studied domestic and foreign technical literature, patent information, an analytical review of the current state and prospects of the production of fortified food products in the Russian Federation and the Republic of Kazakhstan was carried out. Results and their significance: The authors have shown that food fortification is the practice of purposefully increasing the content of vitamins and microelements in food to improve the nutritional quality of food and have a positive effect on human health. The authors considered the question of how the problem of micronutrient deficiency, including iron, is currently being effectively solved in many countries by enriching food products of mass consumption with vitamins and minerals.

The article is devoted to a new type of emergency situations — the situation created as a result of the spread of a disease that poses a danger to others. The article considers the norms of Federal laws that regulate issues related to the spread of a new coronavirus infection (COVID-19), analyzes the powers of the Federal Executive body authorized to solve problems in the field of protecting the population and territories from emergencies, and the chief state sanitary doctors who head the Federal Executive body responsible for organizing and implementing Federal state sanitary and epidemiological supervision, and its territorial bodies for the subjects of the Russian Federation. As a result of the analysis, proposals were formulated to amend the Federal laws “On the protection of the population and territories from natural and man-made emergencies” and “On the sanitary and epidemiological welfare of the population”, allowing to establish restrictions on the rights and freedoms of individuals and organizations in accordance with the requirements established by the Constitution of the Russian Federation, as well as to provide compensation in return for the restrictions imposed

Emergency situations, due to the suddenness of occurrence and catastrophic consequences, have an extremely high degree of danger to the mental health of people. The authors are of the opinion that effectively implemented measures to provide emergency psychological assistance to victims in emergency situations in an acute period contribute to the preservation of human mental health and are an important component of the ability to return to normal life after experiencing tragic events. This article analyzes the experience of the specialists of the psychological service of the Russian Emergencies Ministry in eliminating the consequences of six large-scale emergencies that occurred in the period from 2009 to 2019 in the territory of the Russian Federation. Based on the examples of liquidation of the consequences of specific large-scale emergencies, the basic principles of organizing the activities of the psychological service of the Ministry of Emergencies of Russia are considered, the directions of work and tasks faced by specialists when working in emergency situations, as well as the technologies of organizing work to provide emergency psychological assistance to victims, used by specialists of the psychological service of the Ministry of Emergencies Russia. General approaches to the provision of emergency psychological assistance to victims and relatives of those killed and injured are outlined, two groups of objective parameters that have a direct impact on the organization of the work of specialists and how the specifics of the situation and the region can affect the planning and implementation of measures to provide emergency psychological assistance are described. The authors describe the groups of objective characteristics inherent in a particular emergency situation and determine the importance of taking them into account when planning, organizing and implementing emergency psychological assistance measures.

The relevance of the work is determined by the fact that the right to life belongs to the basic constitutional human rights, therefore, its observance and protection is the duty of the state. Despite its undeniable importance, today the right to life anywhere in the world is not really ensured in sufficient quantities. The constitutional consolidation of the right to life raises a number of issues related to the concept, nature, legislative and practical implementation of this right. It should be noted that various aspects of the human right to life were considered in the scientific works of G.B. Romanovsky, O.G. Selikhova, T.M. Fomichenko, A.B. Borisova, V.A. Ershov and other Russian authors. The aim of the study is to study and comparative analysis of the legal content of the constitutional norm that defines the right to life, to comprehend and identify possible problems of the implementation of this right. To achieve this goal, this article discusses relevant issues of ensuring the right to life, proclaimed by Article 20 of the Constitution of the Russian Federation and Article 27 of the Constitution of Azerbaijan Republic. The results of a comparative analysis of these constitutional norms and the relevant norms of industry law allow us to determine, that there is no contradiction between Article 20 of the Constitution of the Russian Federation and the norms of the criminal legislation of the Russian Federation, which imply the death penalty as an exceptional measure of punishment, because a moratorium has been imposed on the death penalty in the Russian Federation since April 16, 1997. However, after the abolition of the death penalty in the criminal legislation of the Republic of Azerbaijan in 1998, there was a discrepancy between parts II and III of Article 27 of the Constitution of the Republic of Azerbaijan and the criminal legislation of Azerbaijan Republic that requires the introduction of the necessary changes in the content of the analyzed constitutional norm. The value of the work is determined by the fact that the introduction of appropriate changes will contribute to the further improvement of the Constitution of the Republic of Azerbaijan and the effective implementation of the right to life of everyone.
