Ecological-geomorphological zoning analysis of Baikal Region to hazardous geomorphological processes was carried out on the basis of the author’s technique. Baikal Region includes the subjects of the Russian Federation in the South Siberia and Republic of Mongolia within the boundaries of the Lake Baikal Basin. The basis of zoning are: 1) the spatial distribution patterns of dominant landforms and geomorphological processes that have a negative impact on the economy and social sphere; 2) territorial organization of the economy of the Russian Federation and the Republic of Mongolia, as well as regional system of intra and inter regional industrial relations; 3) the prospects for socio-economic development of South Siberia in Russian Federation and the Republic of Mongolia, as well as hazardous geomorphological processes that can be activated or re-emerge in the result. Research aimed at improving the state system to deal with emergency situations of natural and man-made disasters in Russia, optimization of international contacts in the field of modernization and development of new methods of prevention and prediction of natural disasters and catastrophes.

The article discusses the problems of maintaining and stimulating entrepreneurial activity in territories of various stadial affiliation, first of all, in emergency situations in order to preserve their efficiency, stability and vitality. As you know, in the context of increasing external instability and the spread of a new coronavirus infection in the constituent entities of the Russian Federation, small and medium-sized businesses, a significant part of which were engaged in providing services to the population, suffered the most. The prolonged lockdown had a negative impact on the economic performance of small businesses, development opportunities, and the employment of workers in them. The article analyzes the dynamics of the development of small and medium-sized businesses in the Republic of Bashkortostan. The trend of reduction since 2018 of both the total number of small and medium-sized businesses and the number of employees employed in them is shown. Analysis of the situation in small business showed that there have been not only quantitative, but also structural changes in the development of small and medium-sized businesses in Belarus. In the current situation, the process of re-registration of small enterprises of the republic into individual entrepreneurs and micro-enterprises was initiated, due to their more competitive tax parameters in the current conditions and the possibility of reducing personnel to minimum values. The study shows significant improvements in the business climate in the Republic of Bashkortostan in recent years. At the end of 2019, in accordance with the Index of Administrative Pressure - 2020, the republic took 11th place among 85 constituent entities of the Russian Federation, having risen from 38th place over the year, which is due to a significant simplification of registration procedures, the introduction of the institution of “self-employed” on the territory of the republic, and other innovations. Nevertheless, at present, small business in the republic has not overcome the consequences of the economic crisis caused by an unfavorable epidemiological situation. The crisis is changing the forms of employment, it is becoming remote, remote, non-standard, online professions appear. The traditional mechanism of entrepreneurs' actions in conditions of deteriorating economic conditions is described. The author analyzes the measures taken by the SMEs themselves in the territories of various stages of the life cycle, in particular, the transition to Internet commerce and the state (three packages of support measures in the Republic of Belarus) to continue activities in the context of the coronavirus crisis. The article substantiates the urgency of developing a mechanism to stimulate entrepreneurial activity in emergency situations in the territories of the ascending and descending stages of the life cycle.

Subject. The article addresses the influence of the status and place of border territories on the state and efficiency of agriculture in regions of South Siberia bordering Mongolia. Objectives. The purpose of the study is to identify the specifics of agriculture in the territories bordering Mongolia in southern Siberia and assess its effectiveness. Methods. The study employs comparison of various characteristics of constituent entities of the Russian Federation, which are in specific conditions, among themselves and with the rest of the regions of corresponding federal districts; typification of border territories, taking into account the status of subjects, their location and trans-boundary nature; fiscal equalization of constituent entities of the Russian Federation. Results. The paper states that the specifics of border regions of southern Siberia is a high share of agriculture in the output, especially in the Republic of Altai and Tyva. However, these two republics differ significantly in the structure of agricultural production. The economic efficiency of the agrarian sphere is substantially diversified and its level impedes sustainable development. Conclusions. To increase the efficiency of agricultural production in border regions of southern Siberia it is important to increase governmental financial support at the federal level; to improve estimated fiscal capacity of border subjects of the Russian Federation so that they could support agricultural producers from their own budgets.

Introduction. Every year, at the facilities of the oil refining and petrochemical industries of the Russian Federation and the Republic of Kazakhstan, emergency situations occur with the emissions of dangerous substances, fires and explosions leading to human casualties, major material damage to the economy and ecology of regions and states. To reduce the number of accidents at the facilities under consideration, first of all, it is necessary to determine the primary source - the cause of which the emergency occurred. Goals and objectives. The main aim is analysis of annual quantitative changes in the number of accidents and their consequences, identification of the main cause-and-effect relationships of accidents. Methods. To obtain the results, general scientific and special methods of scientific knowledge were used: analysis, synthesis, generalization, which were based on the provisions of the theory of systems, information theory. The results of the study. An assessment of the frequency of occurrence of fire-hazardous events, their cause-and-effect relationships was carried out by means of an analytical review of accidents that have already occurred at the facilities of the oil refining and petrochemical industry of the Russian Federation and the Republic of Kazakhstan for 2015-2019. Conclusions. The analytical review of the statistics of emergency events at the facilities of the oil refining and petrochemical industry in Russia and Kazakhstan for 2015-2019 showed no tendency to reduce both the number of accidents and their consequences. The predominant types of accidents occurred were fires and explosions, the main fatally damaging factor for people was thermal burns. Main causes of accidents and their antecedent factors of development were determined. The results of the study provide a clear picture of the problems that exist at the facilities of the oil refining and petrochemical industry of the Russian Federation and the Republic of Kazakhstan. It was shown that open technological installations of NNP facilities are the most dangerous and allow us to imagine, simulate and consider scenarios for the development of an emergency situation at this type of installations. The Baikal region, which includes 3 constituent entities in the territory of the Russian Federation - the Republic of Buryatia, the Irkutsk Region and the Trans-Baikal Territory - should be considered due to its location (in the territory of the Lake Baikal drainage basin) and from the point of view of the regional economy as a single socio-ecological and economic system, whose development should be aimed at preserving the unique ecosystem of the deepest lake on the planet. However, in the Territorial Development Strategy of the Russian Federation, the Baikal region is not included in the list of macroregions despite its compliance with the general principles of their formation. In our opinion, the Baikal region is united by a specific mission entrusted to its population - the need to preserve the unique Baikal ecosystem while ensuring a decent level and quality of life for people living in the Baikal natural territory. The article analyzes the need for a transition to an environmentally oriented innovation economy, which allows transforming the "Baikal factor" from a problem that hinders economic growth into a resource for territorial development.

The article analyzes the concept of the status of «veteran» and «combat veteran» occurs in accordance with the legislation of the Russian Federation. The authors consider the definition and main directions of social protection of this category of persons. It is noted that in the Russian Federation, regions can independently set benefits in increased amounts or introduce additional benefits for veterans. Therefore, the exact list of social support measures may differ in different regions of the Russian Federation. The authors present a detailed analysis of social support measures for combat veterans in the Republic of Mordovia. These include housing benefits, land incentives, pensions, tax benefits to veterans, as well as other types of benefits and measures of social support of veterans of combat operations in RM (setting the phone in priority mode; care in medical facilities of the Ministry of defence, Ministry of interior and other relevant agencies; provision of artificial limbs and orthopedic goods on the conditions stipulated by law, etc.) At the same time, the authors note that in General, the system of social protection of combat veterans needs to be improved in the following aspects: the development of legislative acts that expand the regulatory framework for social support, protection of the rights and legitimate interests of combat veterans; the development of a program-target method of experience in social management of the sphere of social protection and social support of combat veterans, protection of their rights; informing combat veterans and their family members about the possibilities of implementing rights and guarantees through positive social interaction with social management entities, state authorities, specialised organisations, etc. The authors conclude that the system of social protection of combat veterans in the Republic of Mordovia includes a system of measures to implement social guarantees regulated at the Federal and regional levels, as well as the creation of conditions necessary for their normal life, including reducing the negative impact of social risks.

The article is devoted to the processes of adaptation and employment of migrants from the Republic of Tajikistan in the Russian Federation from 1991up to 2019. The author applied the conditional division of this period into two stages — from 1991up to 2000 and from 2001 up to the present time — according to the quantitative and qualitative differences that characterize each stage. Within the frameworks of both stages, historical, sociocultural and legal factors that influence the processes of adaptation and employment of Tajik migrants in the Russian Federation are analyzed. At the end, it is concluded that from 1991 to the present moment these processes have undergone a complex evolution. A negative impact on these processes is noted, exerted by the lack of large-scale domestic proj ects and programs aimed at helping and supporting labor migrants, as well as by imperfections in the migration legislation of the Republic of Tajikistan and the Russian Federation. However, the Government of the Republic of Tajikistan understands the need for cooperation with the Russian Federation in order to streamline the status of labor migrants from the Republic of Tajikistan in the Russian Federation and their protection, readiness for this cooperation, the officially expressed position of the Government of the Russian Federation, active work carried out in this direction by the Russian Federation of Migrants, and also by Tajik public organizations and human rights defenders, in general, indicate a positive trend in the decision to problems that impede the processes of adaptation and employment of migrants from the Republic of Tajikistan on the territory of the Russian Federation.

The relevance of the work is determined by the fact that the right to life belongs to the basic constitutional human rights, therefore, its observance and protection is the duty of the state. Despite its undeniable importance, today the right to life anywhere in the world is not really ensured in sufficient quantities. The constitutional consolidation of the right to life raises a number of issues related to the concept, nature, legislative and practical implementation of this right. It should be noted that various aspects of the human right to life were considered in the scientific works of G.B. Romanovsky, O.G. Selikhova, T.M. Fomichenko, A.B. Borisova, V.A. Ershov and other Russian authors. The aim of the study is to study and comparative analysis of the legal content of the constitutional norm that defines the right to life, to comprehend and identify possible problems of the implementation of this right. To achieve this goal, this article discusses relevant issues of ensuring the right to life, proclaimed by Article 20 of the Constitution of the Russian Federation and Article 27 of the Constitution of Azerbaijan Republic. The results of a comparative analysis of these constitutional norms and the relevant norms of industry law allow us to determine, that there is no contradiction between Article 20 of the Constitution of the Russian Federation and the norms of the criminal legislation of the Russian Federation, which imply the death penalty as an exceptional measure of punishment, because a moratorium has been imposed on the death penalty in the Russian Federation since April 16, 1997. However, after the abolition of the death penalty in the criminal legislation of the Republic of Azerbaijan in 1998, there was a discrepancy between parts II and III of Article 27 of the Constitution of the Republic of Azerbaijan and the criminal legislation of Azerbaijan Republic that requires the introduction of the necessary changes in the content of the analyzed constitutional norm. The value of the work is determined by the fact that the introduction of appropriate changes will contribute to the further improvement of the Constitution of the Republic of Azerbaijan and the effective implementation of the right to life of everyone.

Subject. This article assesses the effectiveness of the existing system of environmental management based on the user-pays principle in terms of reducing the negative impact on the environment. Objectives. The article aims to conduct a comparative analysis of the anthropogenic impact on natural environment components and deficiency payments for pollution in the model areas of the Russian Federation. Methods. For the study, I used the methods of computational, comparative, systems, and structural analyses. Results. Based on the ecological rating of the Russian Federation subjects, the article defines model areas, assesses the degree of anthropogenic impact on the basis of pollution relative rates, and describes the particularities of environmental investment in the selected areas. Conclusions. The system of payments for pollution does not affect the economic behavior of economic entities.
