In the article there are reviewed the questions of information support and information and library service of the users of academic special libraries in the conditions of modern forms of organization of scientific research; the necessity of combining centralization and decentralization in the library service and information support of scientific research; particularly the importance of libraries of research institutions is to provide information directly to the workplace of a scientist.

The reform of the Russian Academy of Sciences (RAS), creation of the Federal Agency of Scientific Organizations (FANO), a change in legislation, the integration of three academies: Academy of Sciences, the Russian Academy of medical Sciences (RAMS), Russian Academy of agricultural Sciences (RAAS); restructuring of research institutions - served as prerequisites for changing RAS library system and called for the regulation of interaction and relationships between libraries within the system of scientific organizations. In these new conditions, a new concept of library and information support of scientific research is required to identify mechanisms for the uniform distribution and optimal development of libraries under FANO jurisdiction.

In the context of the development of modern information and communication environment, the top challenge of library institutions is to renew their activities and fill it with new functionalities. As science communications advance in accordance with the general evolution of the web sphere, the organization systems of information support for scientific research therefore undergo changes too. Scientific and academic libraries with their unique position in science communications are faced with the need to rethink their role and functions, with the problem of finding new ways of information and library support to research activities, and new services that meet the needs of modern scientists. Since one of the indicators for scientific institutions reporting is the number of institution references in the media, scientific libraries have begun to provide science news services. The authors consider the news information resources and services for scientific research institutions. The paper presents a brief description of news aggregator “Siberian Science News”, an information platform for distribution, storage and browsing of factual, bibliographic and full-text data. Based on this platform, staff members of the Branch of the State Public Scientific-Technological Library of the Siberian Branch of the Russian Academy of Sciences (SB RAS) have set up a service to provide specialists with information to maintain and update the online news feeds of the research institutions of the Novosibirsk Scientific Center of SB RAS. The authors note that currently, according to the preferences of subscribers, there are used two types of information-analysis reports based on media publications. The results of the conducted research allow the authors to conclude that there is a need for more active promotion of the resource “Siberian Science News” and the service for the maintenance of news information. In the case of the research institutions, the service maintains the development of their news pages and news feeds on the websites of organizations, which in turn makes the organizations more visible in science communication environment and promotes research areas and scientific results.

The studies were accomplished at the Central Scientific Agricultural Library (CSAL) to update the industry-wide linguistic instruments used in the Library’s Information Retrieval System and union catalog of the research institutions’ libraries of the Agroindustrial Complex (AIC) of Russia. The set of linguistic tools is briefly described; the two-level model of the linguistic support structure is introduced. The significance and advantages of using information retrieval languages in the Automated Information-Retrieval System are discussed. The purpose of the study was to improve the information support of research in the AIC in terms of actualization of the database (BD) of the Information Retrieval Thesaurus in Agriculture and Food and the database “Authority File (AF) of Scientific Research Institutions (SRI) in the AIC”. Brief descriptions of these information retrieval languages and their functions are included. The functions of the Information-Search Thesaurus are: to index documents and inquiries; to reflect the paradigmatic relations between lexical units; to control and normalize lexis in agriculture and food; to provide unified and formalized information representation in AGROS database; to expand automatically document search profiles; it also functions as a terminological guide in agriculture and food. As the guide, it retrieves the names of institutions since the foundations date; it can be also used for constructing the bibliographic record element (organization’s name. or corporate author); and retrieves information from information resources. The procedures for adding new lexical items and revising the previously included data are described.

<p>The Belgian expertise with respect to climate research is very fragmented and led by both federal (like the Royal Meteorological Institute of Belgium, hereafter RMI) as well as regional scientific research institutions and universities. Furthermore, both in societal, research as well as policy context there is an increasing need for detailed, quantitative, reliable and consistent climate information and services, in particular linked to the expected climate changes and its impacts in different sectors (e.g. water, agriculture, energy, health, transport).</p><p>To make all this scientific expertise and climate information available in a coordinated and, above all, user-friendly way, a Belgian climate centre or a one-stop shop for climate research and services would fully address the needs. With its long-standing scientific expertise and service provision, RMI plays a crucial role in fulfilling this growing need for climate information and services.</p><p>Hence, RMI has elaborated a proposal on the creation of a Belgian climate centre. For the creation of such centre it is preferable to use existing collaborations from previous or ongoing research and service-provision activities in Belgium, requiring a structural cooperation in which each members’ expertise can be fully deployed. In the context of a previous research project, a large consortium of Belgian research institutions active in regional climate modelling, calculated for the first time a consistent set of high-resolution climate projections and sectoral impacts for Belgium. Nevertheless, it should be emphasized that the number of models used was far too limited to develop reliable information of the future climate. Moreover, this was a one-time project and there is currently an urgent need to update the climate projections to meet the new scientific requirements of the IPCC's new sixth Assessment Report.</p><p>One of the activities of the centre would thus be the coordination of the climate research based on scientific research projects. Furthermore, in order to ensure the continuous development and provision of climate services based on this objective and scientifically based expertise coming from Belgian climate scientists, the climate centre would carry out two main core tasks: (i) the production and storage of climate information and (ii) the support for the development of climate services.</p><p>The financing and implementation of a Belgian climate centre, would provide a structural framework for climate research and services, establishing partnerships with the various regions and communities, at both policy and research levels. In this way, RMI, as national meteorological institute and at the start of the climate services value chain, can guarantee a continuous scientific expertise and respond to the major needs for climate information and services at national and international level.</p>

Research relevance lies in the irreversibility of course choice for embodiment of the sustainable development concept. However, a pluralism of opinions, concerning the implementation of model definition of this concept, as well as the priority tasks for realization of its constituents significantly decelerates the socio-economic development of Ukraine. An inadequate scientific research of the sustainable development problems on a microeconomic level generates the reduction of expected management results and the degree of progressive changes at the level of individual business units. The role and transformation of accounting science, necessary for the implementation of the sustainable development concept, are not fully disclosed. The research purpose and tasks are to determine the accounting component of sustainable development concept on the basis of the rent theory, to outline the directions of rent accounting development under the following factors influence: globalization and transformation of the ownership institution and scientific research activation on this basis, aimed at forming the theoretical and methodological baseline of rent accounting ‘as an additional income. The methodology of the research includes general scientific methods of cognition the necessity and invariant implementation of the sustainable development concept, its constituents allocation and specification; dialectical method for cognition the economic content of rent; a comparative analysis of the definition differences, formed at different stages and forms of realization of economic relations; modeling method for determining the direction and logic of the rent accounting development under the influence of such factors, as globalization and ownership institution transformation. It has been established that realization of sustainable development concept should take place with understanding of the interaction mechanisms of economic, social and environmental components. These generate new ideas about the basic socialization mechanisms and social development of human, external influences on the environment and cost estimation. The interconnection of the constituent of sustainable development concepts and the economic, social and ecological system as a whole is the basis for the theory and practice development of accounting. The accounting information creates preconditions for assessing the achievement and forecasting of further sustainable development of the economy as a separate economic entity, region, country, and the world as a whole. It has been established that the existence of discussion aspects in the treatment of rent and failure to recognize the last object of accounting should be considered as one of the essential factors in accelerating the implementation of the sustainable development concept. Bearing the results of research in mind, the development of a conceptual approach to rent accounting, as an additional entity income, should be based on the recognition the rent as a management object, that requires adequate information support for users’ requests from the accounting system side, based on the systematic development of the theoretical, methodological and organizational-practical regulations of rent accounting. The practical value of research is to formulate a methodological provision of rent accounting, which will further improve an active and passive income distribution of relation participants in the economic sphere.  The obtained scientific results will form the prospects for further research, which will lay in proving the need for the transformation of the property institute in the post-Soviet countries, to determine the models of rent relations between different parties in the field of economic relations, as well as to determine the rent-forming factors of production for the development of the rent assessing methodology.

This issue of the Journal of Science Communication raises a number of questions about the ways that new scientific research emerges from research institutions and in particular the role played by scientists, press officers and journalists in this process. This is not to suggest that the public don't play an equally important role, and several articles in this issue raise questions about public engagement, but to explore the dynamics at play in one specific arena: that of news production. In this editorial I explore the increasing reliance of science journalists on public relations sources and consider what questions this raises for science communication.

Novosibirsk Region plays the leading role in the structure of the scientific-educational complex of the Siberian Federal District. There are higher educational institutions, hat provide professional training, re-training and advanced training of specialists, as well as scientific-research institutions of the Novosibirsk scientific center of the Siberian Branch of the Russian academy of sciences and institutions of other departments. The scientific and educational space of the region is in constant dynamics. The article objective is to characterize factors effecting the scientific and educational complex development in the region including scientific libraries as a part of its structure, and determine the trends of their further development. The dialectic approach, permitting to view library-information and educational spheres of the large scientific library activity in their unity and inter-conditionality, is the common methodological basis for the research undertaken. The authors identify features of the modern scientific and educational space in Novosibirsk region, its characteristics effect on scientific libraries development, and a number of trends of changing research and student contingents affecting the library and information services of these reading cohorts based on the analysis results of statistical data of regional and federal significance and publications. The integration process of leading universities and research institutions in the region contributes to the development of corporate relations of libraries with different statuses to converge the information support of industrial and disciplinary discourse in the educational and research environment. The authors highlight some trends that promote the changing role of libraries in the scientific and educational space: the mediation function priority between the ever-expanding information space and the society needs, deepening the differentiation of library technologies depending on the status and objectives of scientific libraries; they suggest measures to strengthen regional interlibrary cooperation.

In view of the scientific protection and management of intangible assets of scientific research institutions, the importance of protection and management is expounded, and the significance of intangible assets to scientific research institutions is understood. In view of the problems existing in the management of intangible assets, the paper puts forward suggestions on three aspects: paying attention to the management of intangible assets property rights, optimizing the management mechanism of intangible assets and improving the specialty of intangible assets management. The purpose is to change the ideology of all managers, realize the value of intangible assets, and improve the protection and management system of intangible assets.
