In the context of the development of modern information and communication environment, the top challenge of library institutions is to renew their activities and fill it with new functionalities. As science communications advance in accordance with the general evolution of the web sphere, the organization systems of information support for scientific research therefore undergo changes too. Scientific and academic libraries with their unique position in science communications are faced with the need to rethink their role and functions, with the problem of finding new ways of information and library support to research activities, and new services that meet the needs of modern scientists. Since one of the indicators for scientific institutions reporting is the number of institution references in the media, scientific libraries have begun to provide science news services. The authors consider the news information resources and services for scientific research institutions. The paper presents a brief description of news aggregator “Siberian Science News”, an information platform for distribution, storage and browsing of factual, bibliographic and full-text data. Based on this platform, staff members of the Branch of the State Public Scientific-Technological Library of the Siberian Branch of the Russian Academy of Sciences (SB RAS) have set up a service to provide specialists with information to maintain and update the online news feeds of the research institutions of the Novosibirsk Scientific Center of SB RAS. The authors note that currently, according to the preferences of subscribers, there are used two types of information-analysis reports based on media publications. The results of the conducted research allow the authors to conclude that there is a need for more active promotion of the resource “Siberian Science News” and the service for the maintenance of news information. In the case of the research institutions, the service maintains the development of their news pages and news feeds on the websites of organizations, which in turn makes the organizations more visible in science communication environment and promotes research areas and scientific results.

This issue of the Journal of Science Communication raises a number of questions about the ways that new scientific research emerges from research institutions and in particular the role played by scientists, press officers and journalists in this process. This is not to suggest that the public don't play an equally important role, and several articles in this issue raise questions about public engagement, but to explore the dynamics at play in one specific arena: that of news production. In this editorial I explore the increasing reliance of science journalists on public relations sources and consider what questions this raises for science communication.

Novosibirsk Region plays the leading role in the structure of the scientific-educational complex of the Siberian Federal District. There are higher educational institutions, hat provide professional training, re-training and advanced training of specialists, as well as scientific-research institutions of the Novosibirsk scientific center of the Siberian Branch of the Russian academy of sciences and institutions of other departments. The scientific and educational space of the region is in constant dynamics. The article objective is to characterize factors effecting the scientific and educational complex development in the region including scientific libraries as a part of its structure, and determine the trends of their further development. The dialectic approach, permitting to view library-information and educational spheres of the large scientific library activity in their unity and inter-conditionality, is the common methodological basis for the research undertaken. The authors identify features of the modern scientific and educational space in Novosibirsk region, its characteristics effect on scientific libraries development, and a number of trends of changing research and student contingents affecting the library and information services of these reading cohorts based on the analysis results of statistical data of regional and federal significance and publications. The integration process of leading universities and research institutions in the region contributes to the development of corporate relations of libraries with different statuses to converge the information support of industrial and disciplinary discourse in the educational and research environment. The authors highlight some trends that promote the changing role of libraries in the scientific and educational space: the mediation function priority between the ever-expanding information space and the society needs, deepening the differentiation of library technologies depending on the status and objectives of scientific libraries; they suggest measures to strengthen regional interlibrary cooperation.

For-profit organizations play a considerable role in the dissemination of scientific research and information. In the case of direct-to-consumer genetic testing, this is important because how consumers learn about genetic science can influence health decisions and support for science. Through a content analysis of Twitter posts ( N = 1,000), this study examined how 23andMe balances traditional promotion, communicating product benefits, and sharing scientific research. Results indicated that about half of all posts share science news but sharing science has declined over time. Far fewer posts communicate about the products or their benefits, but these posts garner more retweets and replies.

The reform of the Russian Academy of Sciences (RAS), creation of the Federal Agency of Scientific Organizations (FANO), a change in legislation, the integration of three academies: Academy of Sciences, the Russian Academy of medical Sciences (RAMS), Russian Academy of agricultural Sciences (RAAS); restructuring of research institutions - served as prerequisites for changing RAS library system and called for the regulation of interaction and relationships between libraries within the system of scientific organizations. In these new conditions, a new concept of library and information support of scientific research is required to identify mechanisms for the uniform distribution and optimal development of libraries under FANO jurisdiction.

In the article there are reviewed the questions of information support and information and library service of the users of academic special libraries in the conditions of modern forms of organization of scientific research; the necessity of combining centralization and decentralization in the library service and information support of scientific research; particularly the importance of libraries of research institutions is to provide information directly to the workplace of a scientist.

The studies were accomplished at the Central Scientific Agricultural Library (CSAL) to update the industry-wide linguistic instruments used in the Library’s Information Retrieval System and union catalog of the research institutions’ libraries of the Agroindustrial Complex (AIC) of Russia. The set of linguistic tools is briefly described; the two-level model of the linguistic support structure is introduced. The significance and advantages of using information retrieval languages in the Automated Information-Retrieval System are discussed. The purpose of the study was to improve the information support of research in the AIC in terms of actualization of the database (BD) of the Information Retrieval Thesaurus in Agriculture and Food and the database “Authority File (AF) of Scientific Research Institutions (SRI) in the AIC”. Brief descriptions of these information retrieval languages and their functions are included. The functions of the Information-Search Thesaurus are: to index documents and inquiries; to reflect the paradigmatic relations between lexical units; to control and normalize lexis in agriculture and food; to provide unified and formalized information representation in AGROS database; to expand automatically document search profiles; it also functions as a terminological guide in agriculture and food. As the guide, it retrieves the names of institutions since the foundations date; it can be also used for constructing the bibliographic record element (organization’s name. or corporate author); and retrieves information from information resources. The procedures for adding new lexical items and revising the previously included data are described.

The subject of the research is the effectiveness of information support ofresearch activity on the basis of application of modern network technologies ofe-remote access to the distributed systems of knowledge formation. The purposeof this article is to identify the ontological model in the format of the E-scenarioof scientific research, as a means of organizing an operational research knowledgebase. The methodology of the work is the use of information and communicationtechnologies (ICT) and methods of ontological modulation of knowledge bases inthe field of information support for scientific research. Results of the work is theontological model of E-scenario of scientific researches as a means of organizationof operational research base of knowledge is offered and the principles and methods of its construction are defined. Conclusions-One of the promising directionsof further refinement of the provided model of E-scenario of scientific researchesis development of methodological, ontological and logical bases of knowledge construction on its basis. Ontologies play a crucial role in describing the formationof such systems. This involves solving urgent problems of increasing the effectiveness of research. One of the promising tasks for the development of ICT providedis the creation of a system of ontological descriptions of various objects of scientific research in the process of research activities, which simultaneously becomesa means of mastering the methodology of scientific knowledge and the formationof new research bases of knowledge. The use of the proposed method of constructing the ontological model of the E-scenario of scientific research allows to makethis process more personalized on the one hand and more mobile and unrestrictedin the format of electronic dissemination of knowledge on the other. That is, thegiven system of knowledge formation allows to build both personal knowledgebases and collective ones. This is achieved by the fact that the researcher has theopportunity to use his or her own experience by building personal E-scenarios ofknowledge formation and, if necessary, to connect them to other E-scenarios ofknowledge of fellow researchers, or to integrate their knowledge in their E-scenarios of knowledge, or to transfer them thereby personally disseminating theirknowledge in the professional field to their colleagues and creating creative scientific teams.
