The article is devoted to finding ways to overcome conservatism in cultural and educational practices, analyzing traditional and innovative cultural and educational experiences in modern education. The authors consider education as a phenomenon that has a dual nature, which is closely related to the development of cultural traditions and civilizational innovations. The article shows that in the conditions of social turbulence, unpredictabi­lity and uncertainty, constant acceleration in technological and social processes, the cultural and educa­tional practices are lagging behind the demands of modern society. Rooted in the core of the cultural and educational matrix, they restrain the development of our society, in which new generations, born in the conditions of information and digital revolution, have come. These generations have a different worldview, values, attitudes towards career, free time, environmental and safety issues. Their vital elements are the virtual world and the world of modern gadgets with all the ensuing consequences. Generational rift exacerbates problems in the education system, which is changing very slowly. New generations need to be taught not traditionally but taking into account their needs and new technologies. The article provides a number of concrete examples related to the points of growth of cultural and educatio­nal innovations, suggests a number of actions that can lead to formation of new higher education mo­dels that meet the demands of modern society, new type of universities called digital or universities 4.0. In addition, the authors draw attention to the fact that culture and education have similarities and diffe­rences in their nature and functioning. Culture and education are interdependent, which does not negate significant differences between them. Culture, by its nature, is a self-constructive system, and edu­cation is built in accordance with a specific goal setting. The authors consider that the best option is the one in which in the processes of interaction and, especially, interinfluence of culture and education, priorities will be on the side of culture.

For centuries the role of the library was defined as a warehouse of books. Now, in the 21st century, the library is facing perhaps the biggest challenge – its physical survival. The role of librarians is re-branded to reflect their expertise as curators of content and reliable navigators in an evergrowing ocean of information - in any format they might exist. The future libraries shall be open to all the new ideas on how to work better and accept the new technologies. On the one hand, they must recognize the need to change their methods, but on the other hand - to preserve the continuity of their objectives and mission. The new era requires modern models of learning and the attractiveness of the curricula, that is, a modern education system that shall adapt the curricula to the needs of modern society and reconcile centuries of man's need for knowledge, reading books and education in general with the new technologies.

Urgency of the problem is conditioned by the fact that under the effect of globalization processes, digital revolution, and transformation of values the present-day society is changing its attitude towards gender division of labor. Gender problem in traditional communities where, on the one hand, new views on the roles of men and women are being formed, and, on the other hand, traditional attitude towards those roles, is being preserved, is of special interest. The objective of the research is to analyze present-day society for revealing the gender asymmetry in different spheres of science and education in Russia. The Russian society that tends to traditional attitude but is unavoidably a part of innovation society, becomes an interesting object for studying the gender aspect in different professional spheres of education and science. A sociocultural approach forms the methodological base of the research that allows us to analyze the current stage of development of the educational and scientific spheres taking into account social and cultural peculiarities of the society, as well as its gender perspective. The study is based on the works that reveal gender issues in modern society in the sphere of education and science, psychology, culture and philosophy. It also presents the analysis of present-day scientific and educational spheres and gender asymmetry occurred under the effect of some or other social or cultural peculiarities.

The study of the „information environment – person“ relationship is becoming an increasingly important focus in the research repertoire. The informatization of the social environment is not an isolated phenomenon – it is interpreted as one of the functional characteristics of modern society. Although the „child-to-media environment“ relationship has been the subject of numerous studies, it is still attracting scientific interest. This interest is focused mainly on the specifics of the development of the modern child. Defining the multimedia environment as mediating individual socialization focuses on the multimodal functioning of new technologies. Taking into account this fact requires a new type of organization of the educational environment, aimed at the early development of multiliteracy for orientation in the processes of information and communication in the changing world.

In this paper, we propose to discuss possible ways to develop the psyche of a modern person, more precisely, the features of the development of the subjective sphere on the example of the development of his spirituality in the conditions of the formation of modern society. The research is carried out in the context of L. S. Vygotsky’s cultural and historical approach to the study of the psyche, further consideration and clarification of which in its entirety was carried out in the works of human dialectics philosophers (E. V. Ilyenkov, A. S. Arsenyev, V. S. Bibler, F. T. Mikhailov). The paper shows that a necessary condition for the implementation of the dialectical approach to the study of the human psyche is its consideration in interaction with the surrounding world. In this regard, the analysis of the activity performed by the subject is presented as having a dual nature, in accordance with the duality of the world in which a person lives. Based on the analysis of the duality of the activity performed by the subject, it is proposed to consider the mechanism of interaction between its two sides: semantic and operational-technical in the logic of Dialogue (V. S. Bibler). The process of mental development of a person is characterized as a constant interaction of two sides of the activity (consciousness), where one of them is a stimulus for the development of the second, which allows us to characterize the entire cycle of activity. The analysis of the interaction process of the content of the performed activity in accordance with the changing meanings of the subject allows us to show differences in the logic of its development. The logic of cause-and-effect relations and goal-setting logic are characterized, each of which is applicable to a certain type of activity: with objects of the material world and living people. As a result, based on the analysis of observed phenomena in life, the factors that contribute to and hinder the mental development of a person are presented.

The article analyzes approaches to the disclosure of the essence of the modern concept of sustainable municipal development. The key factors of sustainable development of the municipality are highlighted, among which are fidelity of goal setting, the correct consideration of strengths and weaknesses, and the efficiency of development of municipal enterprises. It was revealed that the leaders of many municipalities are not interested in transforming municipal enterprises into private ones. The conclusion is made about the dual nature of the functioning of municipal enterprises: on the one hand, a municipal enterprise is a commercial organization that should be aimed at maximizing profits, and, on the other hand, it is an instrument of municipal economic policy that makes it possible to smooth out the shortcomings of federal and regional economic policies.

Research into how new media are transforming our daily lives is the frontier of modern philosophical and scientific thought. It is difficult to reflect on what is happening to society and to the person at the moment; however, for all the pace of social transformations today, we can still talk about potential risks and opportunities offered by new technologies. The article introduces the concept of virtual satisfaction and examines its connection with the phenomenon of interpassivity which is well known in philosophical discourse, as well as with manifestations of visual normalization in society. The aim of the study is to trace the mechanism of involvement of humans in interpassive practices of a virtualized society through consumption of media images. This environment acts as a virtual link between social reality and the needs of the individual which can only be satisfied with the mediation of the Other. On the one hand, this is the world of safe interactions and quasi-interactions where satisfaction is obtained in screen non-contact forms. On the other hand, this satisfaction turns out to be interpassive, depriving us not only of realization of desire, but also of desire itself, so that people voluntarily lose part of themselves, and therefore part of their humanity.

Currently, the use of e-learning technologies is coming to the fore in education. This is most relevant in the context of higher education, where there is a predominance of modern pedagogical technologies, including e-learning technologies, over traditional ones. In contrast to the presentation of knowledge in a ready-made form in traditional training, e-learning technologies provide for increasing the level of independent work of students at an individual pace on the one hand, providing opportunities for broad communication with other students and joint planning of their activities on the other. The author considers the possibilities of using elements of the Moodle system in the development of a mathematical discipline and shows that Moodle logically complements the traditional form of education. LMS Moodle is one of the most well-known and widespread e-learning management systems. The system is characterized by simplicity and ease of use, wide opportunities for organizing the educational process and monitoring students' knowledge. The article describes in detail the stages of designing an electronic training course for the discipline. The possibilities of the Moodle system for creating an electronic course of the discipline are considered. The article describes the methodological features of developing the information content of the e-learning course. It is reasonable that in the course of training organized in this way, students are involved in active cognitive activity, while students learn a new type of activity in an open access to information, get acquainted with new technologies.

Today, worldview, spiritual and moral problems that have always been reflected in education and upbringing come to the fore in society. In this situation, there is a demand for philosophical categories. One of the priority goals of education in modern conditions is the formation of a reasonable, reflexive person who is able to analyze their actions and the actions of other people. Modern science is characterized by an understanding of the absolute value and significance of childhood in the development of the individual, which implies the need for its multilateral study. In the conditions of democratization of all spheres of life, the child ceases to be a passive object of education and training, and becomes an active carrier of their own meanings of being and the subject of world creation. One of the realities of childhood is philosophizing, so it is extremely timely to address the identification of its place and role in the world of childhood. Children's philosophizing is extremely poorly studied, although the need for its analysis is becoming more obvious. Children's philosophizing is one of the forms of philosophical reflection, which has its own qualitative specificity, on the one hand, and commonality with all other forms of philosophizing, on the other. The social relevance of the proposed research lies in the fact that children's philosophizing can be considered as an intellectual indicator of a child's socialization, since the process of reflection involves the adoption and development of culture. Modern society, in contrast to the traditional one, is ready to "accept" a philosophizing child, which means that it is necessary to determine the main characteristics and conditions of children's philosophizing.
