FEATURES OF CONTROL IN THE CONDITIONS OF DEVELOPMENT OF EDUCATIONAL SYSTEMS

The article examines the features of control in the development of education systems. It is concluded that in order to increase the efficiency of education management depending on the level of development of the education system, control in it should be implemented on the basis of differentiated participation in the control activities of public structures involved in the educational process. In a rigid education system, control is exercised by the management of the institution almost without the participation of public structures. In the system with delegated managerial powers, it is advisable to involve the self-governing bodies of the educational institution in the implementation of certain micro-functions of control in educational subsystems. In a «soft» education system, the self-governing bodies of an educational institution can be involved in the implementation of individual micro-functions of control in the education system or in the implementation of control functions in its subsystems as a whole. In the system with network interactions, it is expedient to transfer control functions to self-governing bodies of the institution both in the education system as a whole and in its subsystems; other public structures included in the educational process may be involved in the implementation of certain micro-functions of control in the subsystems of the educational system. In the synergetic education system, it is expedient to delegate control functions in the educational system and its subsystems to the self-governing bodies of the institution; public structures involved in the educational process may be involved in the implementation of individual micro-functions of control in the education system or in the implementation in its subsystems of control functions as a whole. That is, the article substantiates that depending on the level of development of the educational institution, it is advisable to control it on the basis of differentiated participation in control measures of concerned public structures, ensuring the implementation of differentiated participatory control in the system. At the same time, further research requires into the use of optimal methods of control, the choice of which may also largely depend on the level of development of the education system.

Введение. Статья посвящена разработке теоретических положений и практических рекомендаций. В статье рассматриваются аспекты деятельности и развития региональных университетов с позиции уникальности учебных заведений. Представлен обзор научной литературы, содержащей исследование национальных программ цифровизации экономики в целом и ее отдельных направлений. Изучены работы, посвященные рассмотрению тенденций развития, цифровизации и безопасности экономики и ее субъектов, в том числе региональных. Дано видение региональных университетов в системе образования в целом, в инновационной среде, в условиях цифровизации системы, в структуре технологического предпринимательства. Отмечена актуальность исследования уникальности деятельности региональных университетов в условиях активизации дистанционного формата обучения при необходимости предотвращения распространения коронавируса. Данные и методы. Проведен анализ эмпирических данных, опросов и исследований, касающихся развития регионального университета в цифровой экономике. В основу структурного анализа особенностей развития положен принцип уникальности деятельности университетов с учетом их традиций и опыта, специфики региона. Представлены результаты изучения тенденций мирового развития системы высшего образования в региональном разрезе. Предложена классификация особенностей развития региональных университетов, основывающаяся на ряде признаков, определяющих уникальность подхода к подготовке высококвалифицированных специалистов в условиях цифровизации экономики. Полученные результаты. В соответствии с особенностями развития выделены и структурированы аспекты, определяющие сохранение уникальности или переход к стандартизации деятельности регионального университета. В числе особенностей - ориентация деятельности университета на внутреннюю или внешнюю сторону региональной образовательной системы; статус учебного заведения в системе образования с точки зрения масштабности реализации проектов различных уровней; традиционные и креативные подходы к организации образовательного процесса; репутация университета в академическом и бизнес-сообществе; степень включенности в систему цифровизации; широта специализации вуза; ориентация показателей успешности деятельности университета на процесс или результат. Заключение. Результаты исследования могут быть использованы в качестве теоретической базы для изучения ряда вопросов цифровизации экономики, науки и образования. С практической точки зрения, полученные результаты будут способствовать совершенствованию организации образовательного процесса в региональных университетах. Introduction. The article deals with the aspects of the activity and development of regional universities from the point of view of the uniqueness of educational institutions. The review of the scientific literature containing the research of national programs of digitalization of the economy as a whole and its separate directions is presented. The works devoted to the consideration of trends in the development, digitalization and security of the economy and its subjects, including regional ones, are studied. The vision of regional universities in the education system as a whole, in the innovative environment, in the conditions of digitalization of the system, in the structure of technological entrepreneurship is given. The relevance of the study of the uniqueness of the activities of regional universities in the context of the activation of distance learning in the need to prevent the spread of coronavirus is noted. Data and methods. The analysis of empirical data, surveys and studies related to the development of a regional university in the digital economy is carried out. The structural analysis of the development features is based on the principle of the uniqueness of the universities ' activities, taking into account their traditions and experience, and the specifics of the region. The results of the study of trends in the global development of the higher education system in the regional context are presented. A classification of the features of the development of regional universities is proposed, based on a number of features that determine the uniqueness of the approach to training highly qualified specialists in the conditions of digitalization of the economy. The results obtained. In accordance with the peculiarities of development, the aspects that determine the preservation of uniqueness or the transition to standardization of the activities of a regional university are identified and structured. Among the features are the orientation of the university's activities to the internal or external side of the regional educational system; the status of the educational institution in the educational system in terms of the scale of implementation of projects at various levels; traditional and creative approaches to the organization of the educational process; the reputation of the university in the academic and business community; the degree of involvement in the digitalization system; the breadth of the university's specialization; the orientation of the university's success indicators to the process or result. Conclusion. The results of the research can be used as a theoretical basis for studying a number of issues of digitalization of the economy, science and education. From a practical point of view, the results obtained will contribute to improving the organization of the educational process in regional universities.

This paper presents the long-term research of the phenomenon of pedagogical upbringing as a didactic problem, as well as the ways and means of using the upbringing potential of the educational process in the formation of the basic structures of the modern student's personality - his worldview, culture, and experience. The authors define upbringing as the process of formation of basic structures of personality, and pedagogical upbringing – as the formally organized and curated pedagogical process aimed at formation of the basic structures of personality. This process is carried out through education and other activities appropriate to the modern education system. The defining characteristics of the pedagogical upbringing are its systematic nature and purposefulness.Based on the methodology of humanistic education, the authors propose the original solutions to the personality-forming tasks in the system of civic development of students through the work on cultural, ideological component of educational material at the lesson. The authors show their significant practical pedagogical results in collaboration with foreign and Russian scientists in the educational system in Tula region. They are: the strengthening of children and adult communities in the classroom and outside, development of the democratic bases of the educational process, overcoming the negative consequences of authoritarian upbringing, improvement of professional pedagogical culture of educators. Theoretical studies and experiments allowed influencing the development of innovative processes in educational institutions, improving the system of education management in the Tula region, and expanding the interdepartment cooperation in education. The paper describes the course of scientific research, its stages and results in detail. The used techniques are correlated with the goals and objectives of the study. Scientific novelty of this research is that it identifies the learning opportunities as a factor of the formation of the school upbringing system. It defines the principles and ways of integrating the subsystems of the school in a unified educational system, offers a theoretical didactic model of civil education of school students, and the formation of the culture of schools based on the principles of democratization and humanization of all processes. The practical significance consists in the fact that the research results can be applied to activities of different types of schools and to become the basis for their development and improvement. They also may aid the strengthening of the teaching community through enhancing the professional culture of teachers and leaders of the education system.

The article analyzes the experiences determined by biographical circumstances that encourage individuals to choose the profession of a teacher in the pursuit of their vocation. Based on people’s biographies, it can be argued that many separate stages of human life, viewed as a whole, provide a meaningful context that can help understand the phenomenon of vocation and reveal its links to the development of professional competencies and to the efficiency of the educational system. The research usually explains the efficiency of an educational organization through pedagogical, managerial, economic and institutional aspects and defines it by qualitative characteristics that are related to the acquisition of knowledge, skills, results achieved by children, efficient use of resources, and the improvement of the teaching process. The aim of the article is to reveal a person’s vocation to become a teacher as a condition, on the one hand, leading to the pedagogical educational process through informal learning, and, on the other hand, making the educational system more efficient. The analysis and results of the qualitative research data are based on the abductive theory construction according to Peirce and the methodology of the Grounding Theory according to Strauss / Corbin. The research revealed that the choice of pedagogical profession and the perception of vocation are evoked by biographical circumstances. The pedagogical potential noticed and mentioned by the close people as well as the preferences for certain activities from childhood and the perception of one’s needs become a basis for the further development of existing competences. Thus, when a competent educator who experiences strong dedication to an educator’s profession gives lessons in an educational institution, the effective and purposeful activity of the educator interacts with the efficiency building of the education system.

The article studies the necessity and features of transformation of the educational system under conditions of accelerated development in the digital economy. Particular attention in the context of this transformation is given to significance and possibilities of digital literacy, which forms the whole complex of fundamentally new requirements for all participants in the education system. The authors argue that the current stage of development of the digital economy requires the education system not only to digitalize its individual elements and links, but to apply a fundamentally new integrated approach that would transform the education system while taking into account new goals, structure and content of the educational process. The authors define digital literacy as the ability to form and apply educational content through digital technologies. The article gives particular emphasis on the significance and potential of individualizing the educational trajectory and the concept of continuing education. The authors consider the main factors in the development and achievement of the level of digital literacy, considering the requirements that the digital economy is currently imposing on the educational system.

Introduction. The COVID-19 pandemic may have hit the education industry the hardest, but the socio-psychological effects of quarantine are still poorly understood. A group of scientists from the Ukrainian SMC of practical psychology and social work of the NAES of Ukraine has conducted a study of the socio-psychological problems that have arisen for teaching staff of general secondary education establishments in the context of the pandemic. Purpose. The research was carried out during the implementation of the scientific topic «Overcoming the consequences of the COVID-19 pandemic in the activities of the psychological service of the educational system» on the order of the National Research Fund of Ukraine. Design\approach\methodology. The study was conducted by interviewing educators through Google forms. Most of the questions contained a 10-step scale. In processing the data, all respondents’ answers were grouped into 5 categories: "yes", "more likely to", "more likely not", "no", "don’t know/it’s hard to say". The survey was attended by 3,209 teaching staff from general secondary education institutions from all regions of Ukraine, 45% from urban areas, 55% from rural areas; among which 92% were women and 8% were men. Results. Among the results, researchers highlighted the difficulties and fears of educators caused by the pandemic. The fears and complexities of the profession were distributed as follows. 1. The fear of getting infected (infecting family members) is common to 78.2% of the surveyed. 40.9% of the interviewed felt this fear to the greatest extent. However, 9.3% found those fears irrelevant. 2. Problems associated with the use of ICT in educational activities (lack of competence) — 53.2%. Among those, 22.2% have major difficulties and 31% have minor difficulties. Only 15.7% consider themselves fully competent. 3. 73% of educators noted difficulties in involving children in distance learning. This was the main problem for 12.8% of respondents. 4. «It is difficult to adhere to all anti-epidemic requirements in an educational institution to protect students» — 69.5% stated that this is one of the most significant problems of professional activity. 5. Emotional exhaustion, loss of emotional balance, excessive fatigue. 58.7% said that the problem was significant, of which almost 18% said it was very significant. 6. 51.1% of respondents indicated that they were unable to communicate with students' parents regarding monitoring the quality of their students' knowledge. Of these, 8.7% rated it with the highest score. 7. Health related difficulties (consequential of COVID-19). 31.2% of educators consider this problem to be relevant, while 8.9% rated it as very relevant. 30.4% of those interviewed denied the existence of such a problem. Conclusions Taking into account the results of the study, the most relevant areas in the work of the psychologists in the educational system are the following: ● prevention among educators and students of the COVID-bullying; ● working with negative emotional states of participants in the educational process and increasing their stress tolerance; ● providing socio-educational assistance to children and families in difficult life situations, and forming positive life prospects. The main focus of this study is on teacher education in Ethiopia, with particular reference to its reforms and policies. In Ethiopia, with the emergence of various education reforms and policies, and with the discourse of Teacher Education System Overhaul (TESO) the complete infrastructure of the educational system shows signs of development. Teacher education in Ethiopia is directed towards developing both the students and teachers equally, to stand on par with the educational systems of other societies. This article highlights various aspects of teacher education in Ethiopia and focuses upon its various reforms and policies established to develop teacher education in the country. We explore the changes in the teacher education system and approaches that have emerged since 1900 to the present time in Ethiopia. We also provide examples of institutions and programs that are particularly successful in implementing some of the key policies. The concluding part of the study reflects on a new paradigm in teacher education highlighting the ICT and plasma teacher phenomenon.

Referring to the European and especially the German education system, this article first identifies that both forms of governance in educational systems as well as pedagogical professionalization have fallen behind. We present new proposals for a substantive and evidence-based reinterpretation and reshaping of what education is and can be and how educational systems can be changed. In order to address these shortcomings, we follow suggestions of a systemic-constructivist pedagogy, and highlight concrete strategies and starting points of an awareness-based system change in the field of educational system development are pointed out. This attempt to not only rethink education, but also to shape it, is based on a critical analysis of the often stagnant internal educational reforms, and the concepts and routines that characterize these stagnant reforms. We hypothesize that, in order to break free from this stagnation, a continuous self-transforming subjectivity of the responsible actors is necessary. This explanatory framework is extended in this article to the figure of the ”reflexible person” (Arnold, 2019a), whose main characteristic is reflexibility, in the sense of being reflexive as well as flexible. The reflexible person possesses practiced and strengthened competencies for observation and reflection including of the self, as well as reinterpretation and transformation. These competences are substantiated and specified as prerequisites and effective conditions for an awareness-based system change in educational systems. In addition, possible ways of promoting and developing them are pointed out.


The article is devoted to the results of a nationwide study «Ukrainian Higher Education Reforms in Assessments of Participants in the Educational Process», conducted by the Sociological Association of Ukraine and financially supported by the International Renaissance Foundation in late 2015 – early 2016. The analysis of Ukrainian students’ attitudes towards implementation of such elements of Ukrainian educational system transformational process as obligatory froing language skills based on the results of focus-group discussion is provided. Comparative analysis of students’ and teachers’ opinions on transformational process of Ukrainian educational systems practices as a whole and their academic mobility as well as language skills in particular has been done. It has been concluded that such skills and practices take a significant part in intercultural communication development, which might be considered as a significant factor on the one side and as a substantial component of the transformation of the educational system of Ukraine on the other side. A number of practical solutions and practical proposals aimed to promote academic mobility of Ukrainian students’ as well as teachers’ is been offered.
