В последние годы, по данным ФГБУ «Россельхозцентр», доля сертифицированного семенного картофеля сортов зарубежной селекции продолжает возрастать с 77,4% в 2017 году до 86,7% в 2021 году, в то время как доля отечественных сортов снижается с 22,6% в 2017 году до 13,3% в 2021 году. При этом зарубежные селекционно-семеноводческие компании стремятся не только удовлетворить потребности современного рынка, но и способствуют его активному развитию за счет постоянного сортообновления и сортосмены. В отличие от зарубежных, отечественные сорта медленно продвигаются на поля товаропроизводителей и не составляют им конкуренцию. Для повышения конкурентоспособности российских сортов требуется максимальное соответствие отечественных селекционных достижений лучшим зарубежным сортам-аналогам, востребованным на рынке семенного и товарного картофеля. В сложившихся обстоятельствах повышение эффективности селекции с переводом ее на качественно новый уровень возможно реализовать только на основе государственного-частного партнерства. Основа развития отечественной селекции картофеля – организация двух-трех федеральных селекционно-генетических центров с обеспечением их необходимым бюджетным финансированием для выполнения этапа пребридинга или предселекции, включающей скрининг и постоянное обновление генофонда, поиск эффективных доноров хозяйственно полезных признаков, гибридизацию по различным направлениям селекции, освоение биоинженерных технологий и маркер-вспомогательной селекции. Региональных научных учреждений и агропредприятий, позиционируемых в качестве базовых селекционно-семеноводческих центров в количестве 7-8 в России достаточно для создания современных отечественных разработок, соответствующих требованиям рынка и конкурентоспособных с лучшими зарубежными селекционными достижениями. Кооперация федеральных и региональных научно-производственных структур по селекции и семеноводству картофеля представляется таким образом, что основным звеном создания и продвижения новых перспективных сортов становится региональный селекционно-семеноводческий центр, заинтересованный в успешной реализации сорта на рынке семенного и товарного картофеля и способный собирать роялти за его использование. При этом появляется возможность финансовой поддержки науки в лице селекционно-генетических центров на договорных условиях с селекционно-семеноводческими центрами. In recent years, according to the FSBI Rosselkhoznadzor, the share of certified seed potatoes of varieties of foreign selection continues to increase from 77.4% in 2017 to 86.7% in 2021, while the share of domestic varieties decreases from 22.6% in 2017 to 13.3% in 2021. At the same time, foreign seed breeding companies strive not only to meet the needs of the modern market, but also contribute to its active development through constant variety renewal and variety exchange. Unlike foreign varieties, domestic varieties are slowly moving into the fields of commodity producers and do not compete with them. To increase the competitiveness of Russian varieties, maximum compliance of domestic breeding achievements with the best foreign varieties-analogues in demand on the market of seed and commodity potatoes is required. Under the circumstances, it is possible to increase the efficiency of breeding with its transfer to a qualitatively new level only on the basis of public and private partnership. The basis for the development of domestic potato breeding is the organization of two or three federal breeding and genetic centers, providing them with the necessary budget funding to complete the stage of prebreeding or preselection, including screening and constant updating of the gene pool, the search for effective donors of economically useful traits, hybridization in various areas of breeding, the development of bioengineering technologies and marker-assisted selection.Regional scientific institutions and agro-enterprises positioned as basic seed breeding centers in the number of 7-8 in Russia are enough to create modern domestic developments that meet the requirements of the market and are competitive with the best foreign breeding achievements. The cooperation of federal and regional scientific and production structures for potato breeding and seed production is presented in such a way that the main link in the creation and promotion of new promising varieties becomes a regional seed breeding center interested in the successful sale of varieties on the market of seed and commodity potatoes and able to collect royalties for its use. At the same time, there is an opportunity for financial support of science in the face of breeding and genetic centers on contractual terms with breeding and seed centers. This paper discusses recent changes in the way public services are delivered A marked increase in the cooperation between the public and private sector in the realization of complex projects, mostly concerning development of infrastructure, is the main characteristic of present-day developing economies. The creation of new, innovative agreements is driven by the limitation of public funds and an ever-growing demand for an increase in the quality of public services. Looking upon the western economies experience alternatives to the traditional public sector procurement are identified in the public/private partnership. The public/private partnership can be seen as one component in the rearrangement of the public sector with a management culture that focuses on the citizen or customer. Also included in this are accountability for results, investigation of a wide variety of alternative service delivery mechanisms, and competition between public and private bodies for contracts to deliver services consistent with cost recovery and the achievement of value for money. The partnership can be realized through an array of models and in this paper priority is given to the DBFO (design-build-finance-operate) model, due to its importance in implementation. The DBFO model is considered to be a synonym for the public/private partnership, as it is the most suitable for complex projects and gains the most benefits.

Public-private partnership (PPP) has been getting momentum in market economies since the 1990s. Originally, it was created as a way of financing infrastructure projects, but its application since then has covered areas such as education, healthcare, high technology and many others. As the bulk of research in the domain of PPP is on the microeconomic impact and the analysis of the success of concrete PPP projects, the aim of this paper is to integrate these findings into a broader framework depicting macroeconomic aspects of public-private partnership. The existing literature, although not as extensive, points to several aspects that may affect economic development on the local, regional, and national levels, with greater adoption of PPP projects and their implementation. The paper introduces explanations for the elements of risk sharing between public and private partners, economic benefits, and costs in PPP, as well as the specific PPP channels of influence on the national economy and the PPP system dynamic model. One of the objectives is the analysis of the existing concept for estimating macroeconomic impacts of PPP, which could be used for evaluating its potential contribution to the growth and development of the national economy.

The objective of this paper was to have a study on the perceptions of stakeholders of Public-Private Partnership (PPP) projects for factors affecting the attractiveness of road projects in India. A questionnaire survey was conducted among major PPP project participants of Indian PPP road projects. Fifteen attractive factors were shortlisted through a literature survey for designing the questionnaire. Collected data was analyzed with factor analysis and descriptive statistical analysis. The findings resulted in three components: effectiveness of the private sector, effective time and cost management, and the public sector’s economic benefit. Eight factors were identified as highly affecting the attractiveness of PPP in Indian road projects. PPP provides ample diversity of net benefits to both the public and private sectors. During the project development stage, both sectors have to formulate decisions based on appropriate assessment criteria. Therefore, the reflection of attractive factors will assist the public-sector to select PPP in the road sector. It also helps to establish the strategy for road projects using PPP.

No caso brasileiro, muito lutamos no período de abertura política pela democratização com direitos sociais materializados em políticas. Mas, ao mesmo tempo em que avançamos nos direitos conquistados, também foi naturalizado que o Estado não seria mais o principal executor.Palavras-chave: parceria público-privada em educação; política educacional; democratização da educação.The article deals with the redefinitions of the role of the state, which reorganize the boundaries between public and private that materialize in many different forms in basic public education, and their implications for the process of democratization of education. In the Brazilian case, we have struggled so hard since the so-called ‘opening period’ of political democratization with social rights materialized in public policies. However, while we have advanced in the conquered rights, at the same time the idea of the State as the main provider no longer prevails.Keywords: public-private partnership in education; educational policy; democratization of education

Governments are increasingly entering partnerships with the private sector through the public–private partnership (PPP) model for the development of public projects. Value for money analysis is used to assess the viability of these ventures. This research aims to investigate the contribution of the PPP critical success factors to value for money viability analysis. Relevant data were collected through a questionnaire to establish the PPP critical success factors and value for money success criteria. Data were collected from 92 participants. The data obtained were analyzed using mean score, t-test, and regression analysis. The research found that government guarantees, macroeconomic conditions, shared authority between the public and private sectors, social support, and transparent procurement process contributed positively to value for money viability analysis. The results imply that practitioners should consider these key indicators for improving the value for money viability of PPP projects.

This chapter intends to provide a review of cooperation between public and private sectors towards cybersecurity governance. With the partnership, government can have confidence towards the safety and protection of their national critical digital infrastructure. The goal of this chapter is achieved by analyzing some of the cybersecurity frameworks adopted by the developed and developing nations. The analysis is further carried out by investigating the public-private policy initiatives in their national cybersecurity framework. The chapter also investigates the effectiveness of the National Institute of Standards and Technology Cybersecurity Framework (NIST) adopted by the US government.

PurposeWith the growing demand for infrastructure and public services in recent years, PPP-UP have attracted a great deal of attention. However, while the user focuses on the payment for use and the private sector is concerned with its return on investment, the public sector pays more attention to the efficient utilization of public funds. In order to analyze the willingness of each stakeholder to join PPP-UP, an evolutionary game model involving the three parties is constructed.Design/methodology/approachAn evolutionary game model is established that considers the users and the public and private sectors in user-pay public-private-partnership projects (PPP-UP). Eight scenarios of equilibriums and the game's evolutionary stable strategies are analyzed, and the corresponding stability conditions are then obtained. A situation where all three players are willing to cooperate in theory is also examined. The key influencing parameters that affect cooperation behaviors are further discussed.FindingsFirst, the results illustrate that by properly adjusting the influencing factors, the cooperation status among the three parties can be changed along with certain evolutionary trends. Second, it is hard to modify unsatisfactory evolutionary stability by small changes in both the price compensation of and the construction and operation compensation. Third, it is necessary to involve the users in the decision-making process in PPP-UP and take their demands regarding benefits and payments into account.Originality/valueIn this paper, we focus on PPP-UP to research interactions among the public and private sectors and the users. Based on the analysis of the evolutionary game, to facilitate the successful implementation and development of a project, several conditions are needed to ensure tripartite cooperation. Several recommendations are then proposed for decision-makers in PPP-UP.

Modern economic conditions and the integration of the national economy into the global economy require structural changes and a search for a new model of relationship between the public and private sectors. The relevance of this article is determined by the fact that the existing scientific concepts have not formed a general understanding of the theoretical aspects for the implementation of public-private partnership at the railway transport, have not established development priorities and tasks of the state in the implementation of the mechanism of public-private partnership at the railway transport. Realization of the projects capable of maintaining implementation of the development priorities of the railway industry requires significant investments of private business and financial, organizational and legal support of the state. The authors substantiate the necessity of using public-private partnership at the railway transport of Ukraine for solving the most urgent current problem – renewal of the material and technical resources and bringing them in line with the requirements of the leading European countries. The proposed priority-partnership approach and the obtained results open up new opportunities for further research into the solution of the problem regarding the implementation of public-private partnership at the railway transport.

Public-private partnership may cover various forms of partnership, viz. as the property of the private sector in the state of municipal activities or information and consultations between the public and private sectors, also as an unconventional method of public procurement when the public and private sectors enter into a long-term contract on the establishment of public infrastructure or the provision of public services. The most important thing in implementing PPP projects is to properly draw up the contract between the public and private partners, which should explicitly state all terms and conditions, undertakings and liabilities, evaluate risks, determine the payment mechanism and dispute settlement procedure, etc. In order to reduce any risk associated with such projects, a proper legal framework should be developed, which would provide liabilities and undertakings of both parties of the project (the private and public sectors), and more information should be disbursed as to how such projects are being implemented, what the structures of financing are, and what the benefit of such projects is. Santrauka Viešojo ir privačiojo sektorių partnerystė gali apimti įvairias partnerystės formas: kaip privačiojo sektoriaus nuosavybė valstybės ar savivaldybių veikloje ar informavimas ir konsultavimas tarp viešojo ir privačiojo sektorių, taip pat kaip netradicinis viešujų pirkimų būdas, kai sudaroma ilgalaikė sutartis tarp viešojo ir privačiojo sektorių dėl viešosios infrastruktūros sukūrimo ar viešųjų paslaugų teikimo. Vykdant VPP projektus būtina tinkamai parengti sutartį tarp viešojo ir privataus partnerio, kurioje turi būti vienareikšmiškai apibrėžtos visos sąlygos, įsipareigojimai, atsakomybė, įvertintos rizikos, atsiskaitymo mechanizmas, konfliktų sprendimo tvarka ir t. t. Siekiant sumažinti bet kokią su tokiais projektais susijusią riziką, reikia suformuoti tinkamą teisinę bazę, kuri numatytų abiejų projekto šalių - tiek privačiojo, tiek valstybinio sektoriaus - atsakomybes ir įsipareigojimus, bei teikti daugiau informacijos, kaip tokie projektai vykdomi, kokios finansavimo struktūros, kokia gaunama nauda.
